The six industries -- paint and coatings, pulp and paper, computers and electronic components, refrigerators, batteries, and printing inks -- have three common characteristics. They are global industries, they face significant environmental challenges, and the U.S. is a leading producer. In aggregate, these industries comprise world sales of $160 billion per year. FLYNN* I. INTRODUCTION On February 9, 1994, when the National Institute of Standards and Technology (NIST) announced the federal Escrowed Encryption Stan- dard (EES),' the simmering debate over encryption policy in the United States boiled over. Public interest groups argued that the standard would jeopardize an individual's right to privacy. U.S. multinationals voiced concerns that the government would undercut private encryption technology and limit their choice of encryption products for sensitive transmissions. Computer software groups claimed that EES lacked commercial appeal and would adversely affect their ability to compete. Pitted against these concerns were those of the law enforcement and national security communities, which countered that the interests of national security required the adoption of EES. A quick study2 of EES reveals little that would explain this uproar. The NIST issued EES as an encryption methodology for use in its government information processing 3 pursuant to the Computer Secu- rity Act of 1987. 4 The EES is intended to supersede the existing government standard, Data Encryption Standard (DES), which has been in use since 1977 and is very popular.

    1977–1997... and beyond Nothing Stops It! Of all the winning attributes of the OpenVMS operating system, perhaps its key success factor is its evolutionary spirit. Some would say OpenVMS was revolutionary. But I would prefer to call it evolutionary because its transition has been peaceful and constructive. Over a 20-year period, OpenVMS has experienced evolution in five arenas. First, it evolved from a system running on some 20 printed circuit boards to a single chip. Second, it evolved from being proprietary to open. Third, it evolved from running on CISC-based VAX to RISC-based Alpha systems. Fourth, VMS evolved from being primarily a technical oper- ating system, to a commercial operat- ing system, to a high availability mission-critical commercial operating system. And fifth, VMS evolved from time-sharing to a workstation environment, to a client/server computing style environment. The hardware has experienced a similar evolution. Just as the 16-bit PDP systems laid the groundwork for the VAX platform, VAX laid the groundwork for Alpha—the industry’s leading 64-bit systems. While the platforms have grown and changed, the success continues. Today, OpenVMS is the most flexible and adaptable operating system on the planet. What start- ed out as the concept of ‘Starlet’ in 1975 is moving into ‘Galaxy’ for the 21st century.     THE E-GOVERNMENT ACT: PROMOTING E-QUALITY OR EXAGGERATING THE DIGITAL DIVIDE? In passing the E-Government Act of 2002, Congress has promised to improve the technological savvy of federal agencies and make more public forms and records available online. However, the question is whether doing so will alienate those Americans who do not have Internet access. Will the Act exaggerate the gap between the Internet haves and have-nots that is known as the digital divide? This iBrief identifies the e- quality issues arising from the E-Government Act and argues that implementation of the Act, however well intentioned, may exaggerate the digital divide. Introduction E-commerce has expanded dramatically in recent years. For example, in the third quarter of 2002 Internet purchases topped $11 billion, an increase of thirty-four percent from the same quarter in 2001.1 The explosion of online information and transactional capabilities is attributable to the benefits the Internet offers to both consumers and businesses. American consumers have become more comfortable with the virtual marketplace as they have learned that they can lower their search costs by using the Internet as a concentrated location for researching products, comparing prices, and making purchases. Likewise, businesses have found that the Internet can be a strong marketing tool, allowing them to save money by decreasing transaction costs and facilitating quick and easy dissemination of product information. Additionally, because websites can be accessed any time of the day, any day of the week, the traditional limitation of business hours no longer applies. The federal government has been slower than private industry in capitalizing on the benefits of e-commerce.
