CHAPTER 7. An Act to amend the " Constitution Act. " [96th April, 1890.] ER MAJESTY, by and with the advice and consent of the Legis­ H lative Assembly of the Province of , enacts as follows:— 1. Section 20 of the "Constitution Act" is hereby amended by Amends sec. 20. striking out the words " twenty-seven" in the first line of the said section, and inserting in lieu thereof the words "thirty-three," and by striking out the word ' thirteen" in the third line of the said section, and inserting in lieu thereof the word "eighteen." 2. Schedule A, annexed to or referred to in the said " Constitution Repeals Schedule A. Act," is hereby repealed, and in lieu thereof the Schedule A annexed New Schedule A. to this Act, and hereinafter contained, shall be read. 3. SCHEDULE A.

WESTMINSTER ELECTORAL DISTRICT

Westminster All that tract of land bounded on the south by the southern boundary District. of the Province (the 49th parallel of north latitude) to a point about sixty-five miles east from the shore of the Gulf of Georgia, said point being the south-eastern corner of Westminster Electoral District, and the south-western corner of Yale Electoral District; on the east, by a line (being also the western boundary of Yale Electoral District) run­ ning north from the said south-eastern corner, crossing Fraser River about eight miles above the mouth of Harrison River, to a distance of about forty-five miles, and thence north-west by north about fifty miles, at an average distance of about ten miles east from the general course of the Douglas Portage, to the north-eastern corner of said District, which is also the north-western corner of Yale Electoral District; on the north by a line (being also the southern boundary, in part, of the Lillooet Electoral District, and, west of Jervis Inlet, the southern boundary of the Coast District) running west from said last named corner, crossing Lillooet Lake at a point about equi-distant from either end, and touching the extreme northern point of Jervis Inlet (which is the south-western corner of Lillooet Electoral District, and the south-eastern corner of the Coast District), about one hundred miles, to the shore of Desolation Sound; and on the west by the Gulf of Georgia, all the Islands in the said Gulf, south of Desolation Sound, which are dependencies of the former Colony of British Columbia, being included in this district; and also all that tract of land bounded on the east by the 124th meridian of west longitude, which is also the western boundary of Cariboo and Lillooet Electoral Districts ; on the south by that portion of the northern boundary of Westminster Electoral District which lies west of the said 124th meridian; on the north by the 54th parallel of north latitude; and on the west by the Pacific Ocean, and the Channel dividing Vancouver Island from the Mainland of British Columbia, and including all the Islands to the northward of Desolation Sound, which were dependencies of the former Colony of British Columbia, excepting Queen Charlotte Islands, and other than and except those portions of the said District next hereinafter defined as "New Westminster City Electoral District" 30 1890. and "Vancouver City Electoral District," respectively, shall constitute one Electoral District, to be designated " Westminster Electoral Dis­ trict," and return three members.

NEW WESTMINSTER CITY ELECTORAL DISTRICT. That tract of land comprised within the municipal limits of the City Ne-w Westminster ,. ™ vtT , • T ,. -i , i • City -District. or JN ew W estmmster, as denned below, viz.:— Commencing at a point on the right bank of the North Arm of the Fraser River, and in the centre of the street which is the south-west boundary of suburban block nine (9), as shown on the map of the suburban lots of New Westminster City, British Columbia; thence north-westerly along the centre of the street which forms the westerly boundary of suburban blocks nine (9) and twelve (12) to the centre of the street which forms the northerly boundary of suburban lot twelve (12); thence in a north-easterly direction along the centre of the street which forms the northerly boundary of suburban blocks twelve (12), fourteen (14), and four (4), and its production to its intersection with the Brunette River; thence in a southerly direction following the right bank of the Brunette River to a point where the prolongation in a northerly direction of the easterly boundary of suburban lot 7, block 8, would intersect the said right bank of the Brunette River; thence in a southerly direction along the said prolongation and the easterly bound­ ary of said lot 7, block 8, to the right bank of the Fraser River; thence southerly along a prolongation of said easterly boundary of said lot 7, block 8, to a point being 350 feet below high water mark; thence follow­ ing a line parallel to the shore line of said right bank of Fraser River, and being 350 feet below high water mark, to a point 350 feet below high water mark, and on the production southerly of the centre of the street forming the westerly boundary of suburban lots nine (9) and twelve (12); thence in a north-westerly direction to place of begin­ ning. Also, all that other piece or tract of land which may be described as follows :—Beginning at a point at which the west line of lot 4, group 2, New Westminster District, produced northwardly, intersects the southern boundary of the City of New Westminster, and thence southwardly along the said west line of lot 4, produced, and the said west line of lot 4, thirty-three chains, more or less, to a point on the said west line of lot 4, distant three chains from the southern shore of the Fraser River; thence eastwardly and at right angles to the said west line of lot 4 thirty chains, more or less, to a point on the east line of lot 2, group 2 ; thence northwardly along the said east line of lot 2 to the southern shore of the Fraser River; thence westwardly along the said shore line of the Fraser River to a post on the west line of said lot 2; thence northwardly along the west line of the said lot 2 and the west line of the said lot 2 produced, thirty-three chains, more or less, to intersection of the southern boundary of the City of New Westminster; thence westwardly along the southern boundary of the si CHAP. 7. City of New Westminster to the place of beginning. Also, that portion of the easterly end of Lulu Island known and described as a Govern­ ment Reserve; also, an island in the North Arm of the Fraser River, lying between Lulu Island and the City of New Westminster, known and described as Poplar Island, shall constitute one Electoral District, to be designated " New Westminster City Electoral District," and return one member.

VANCOUVER CITY ELECTORAL DISTRICT. Vancouver City That tract of land comprised within the Municipal limits of the 1S ric ' City of Vancouver as defined below, viz.:— Commencing at low water mark on the south shore of Burrard Inlet at a point where the easterly boundary of Lot number 184, in New West­ minster District, produced northerly would intersect said low water mark; thence southerly along said produced boundary and along said easterly boundary of said Lot, and also along the easterly boundary of Lot 264A, in said New Westminster District, to a point where it would be intersected by the southerly boundary of said Lot 264Ajproduced easterly ; thence westerly along said produced line and along^ said southerly boundary of said Lot 264A to the south-westerly corner of said Lot; thence westerly along the middle of the street between Blocks numbers 97 and 9S on the one side, and Blocks numbers 95 and 96 on the other, as shown in a registered^ plan of _ subdivision of Lot number 301 in said District of New Westminster; thence still westerly along the middle of the street between Blocks numbers 54, 55 and 56 on the one side, and Blocks numbers 57, 58, and 59 on the other side, according to a registered plan of a subdivision of the southerly half of Lot number 302 in said New Westminster District; thence continuing due west to Campbell Street, the westerly boundary of the Govern­ ment town plot on English Bay ; thence northerly along the middle line of Campbell Street to the low water mark of said English Bay; thence along the line of the said low water mark to False Creek; thence across the mouth of False Creek, and along the line of low water mark in front of Lot 185, in New Westminster District, and the Government Military Reserve to the First Narrows ; and thence along the line of the low water mark, on the south shore of Burrard Inlet, to the place of beginning, shall constitute one Electoral District, to be designated " Vancouver City Electoral District," and return two mem­ bers.

YALE ELECTORAL DISTRICT. Yale District. All that tract of land bounded on the south by the southern boundary of the Province, from the south-eastern corner of Westminster Electoral District, for a distance of about one hundred and sixty-five miles, to a point on the 118th meridian of west longitude, about twenty miles west of Columbia River, being the south-eastern corner of Yale Electoral 32 1890. District, and the south-western corner of West Kootenay Electoral District; on the east by a line (being also the western boundary of West Kootenay Electoral District) running northerly from the last named corner in a course parallel to the general course of the Columbia, and distant from it about ten miles, following the summit of the mountains dividing the waters running into the Columbia River from those flowing to the west, for a distance of about one hundred and sixty-five miles, to the north-eastern corner of said Yale Electoral District, which is also the south-eastern corner of Lillooet Electoral District; on the north by a line (being also the southern boundary, in part, of Lillooet Electoral District) running west from the said last named corner, and passing about three miles north of Seymour, to a distance of about ten miles west of the North Thompson River, thence due south to a point about twelve miles north of Kamloops Lake, thence in a direct line about forty-five miles, to the 114th-Mile Post on the Yale-Clinton Road, and thence in a direct line sixty miles, to the south-western corner of Yale Electoral District, which is also the north­ eastern corner of Westminster Electoral District; on the west by the eastern boundary of Westminster Electoral District to the southern boundary of the Province, shall constitute one Electoral District, to be designated " Yale Electoral District," and return three members.

LILLOOET ELECTORAL DISTRICT.

All that tract of land bounded on the east by a line (being also the Lillooet District, western boundary, in part, of the Kootenay Electoral Districts) com­ mencing from the north-eastern corner of Yale District; thence following a course parallel to the general course of the Columbia River, and about ten miles distant therefrom, fifty miles, to a point on the 52nd parallel of north latitude, which is the north-eastern corner of Lillooet Electoral District, and the south-eastern corner of Cariboo Electoral District; on the north by said 52nd parallel (being also the southern boundary of Cariboo Electoral District), crossing the Cariboo road at the 138th mile post, for a distance of about two hundred and twenty miles, to a point on the 124th meridian, which is the north­ western corner of Lillooet Electoral District, and the south-western corner of ('ariboo Electoral District, on the west by the said 124th meridian (being also the eastern boundary, in part, of the Coast Dis­ trict), for a distance of about one hundred and twenty-five miles, to the point where the said meridian intersects the northern boundary of Westminster Electoral District, at the northern extremity of Jervis Inlet, which point is also the south-eastern corner of the Coast Dis­ trict ; on the south by the northern boundary of Westminster Electoral District, to the north-eastern corner of said Westminster Electoral Dis­ trict, which is also the north-western corner of Yale Electoral District, and thence northerly, by the northern and western boundaries, in part, 33 CHAP. 7. of Yale Electoral District, to the south-eastern corner of LiUooet Elec­ toral District, which is also the north-eastern corner of Yale Electoral District, shall constitute one Electoral District, to be designated " LiUooet Electoral District," and return two members.

WEST KOOTENAY ELECTORAL DISTRICT. West Kootenay All that tract of land bounded on the west by the eastern boundaries District. of Yale and LiUooet Electoral Districts, up to the north-eastern corner of LiUooet Electoral District, which is also the south-eastern corner of Cariboo Electoral District, and thence by a line (being also the south-eastern boundary of Cariboo Electoral District), following the general course of the Columbia River, and distant from it about ten miles, to the intersection of Canoe River, on the east by a line down Canoe River to the Columbia River ; thence in a south-easterly direction to the dividing ridge of the Selkirk Range of Mountains; thence following said dividing ridge in a south-easterly direction to the summit of Rogers' Pass; thence in a south-easterly direction following the water-shed nearest the Upper Columbia River to the 50th parallel of north latitude; thence in a southerly direction following the water-shed nearest and to the westward of the Upper Kootenay and Moyie Rivers to the 49th parallel of north latitude (being also the western boundary of East Kootenay Electoral District); and on the south by the international boundary line, shall constitute one Elec­ toral District, to be designated " West Kootenay Electoral District," and return one member.

EAST KOOTENAY ELECTORAL DISTRICT.

East Kootenay All that tract of land bounded on the west by the eastern boundary District. of West Kootenay Electoral District; on the north by a line (being also the south-eastern boundary of Cariboo Electoral District) following the general course of the Columbia River, and distant from it about ten miles, to a point on the 118th meridian, about fifteen miles north­ east of the Boat Encampment, and thence by the 118th meridian (being also the eastern boundary, in part, of Cariboo Electoral District) to the summit of the Rocky Mountains, the eastern boundary of the Province; on the east by the said eastern boundary of the Province; and on the south by the 49th parallel, the southern boundary of the Province, shall constitute one Electoral District, to be designated " East Kootenay Electoral District," and return one member.

CARIBOO ELECTORAL DISTRICT. Cariboo District. All that tract of land bounded on the west by the 124th meridian, which is also the eastern boundary of the Coast District; on the south by the 52nd parallel, which is also the northern boundary of LiUooet Electoral District; on the south-east by the boundary, in part, of the Kootenay Electoral Districts; on the east by the 118th meridian 34 1890. of west longtitude (being also the western boundary, in part, of Kootenay Electoral Districts), to the summit of the Rocky Mountains, and thence northward by the summit of the Rocky Mountains, and by the 120th meridian of west longitude, the eastern boundary of the Province ; and on the north by the 60th parallel of north latitude, the northern boundary of the Province, shall constitute one Electoral District, to be designated " Cariboo Electoral District," and return three members.

CASSIAR ELECTORAL DISTRICT. All that tract of land bounded on the south by the 54th parallel of Cassiar District, north latitude; on the east by the western boundary of the Cariboo Electoral District; on the north by the 60th parallel of north lati­ tude, the northern boundary of the Province; and on the west by Alaska Territory and the Pacific Ocean, including the islands to the northward of the 54th parallel of latitude, shall constitute one Electoral District, to be designated " Cassiar Electoral District," and return one member. VICTORIA CITY ELECTORAL DISTRICT. That tract of land comprised within the Municipal limits of the Victoria City City of Victoria, including all that piece or parcel of land described ls rl° ' and defined in the Letters Patent bearing date the ninth day of May, A.D. 1873, extending the limits of the Corporation of the City of Victoria, shall constitute one Electoral District, to be designated "Victoria City Electoral District," and return four members.

VICTORIA ELECTORAL DISTRICT. Those tracts of land, other than and except Victoria City Electoral Dis- Victoria District, trict hereinbefore mentioned, comprised within the Victoria, Lake, North Saanich, and South Saanich Districts, as defined on the official maps of those districts now deposited in the Land office, Victoria, and which maps are designated respectively "Victoria District Official Map, 1858," "Lake District," "North Saanich, 1859," "South Saanich Official Map, 1859," excluding all that said piece or parcel of land described and defined in the Letters Patent aforesaid, shall constitute one Electoral District, to be designated " Victoria Electoral District," and return two members. ESQUIMALT ELECTORAL DISTRICT. That tract of land comprised within the following boundaries, viz.:— Esquimalt District. Commencing at a point on the west shore of Saanich Inlet, being the south-east corner of Shawnigan District; thence due west along the southern boundary of Shawnigan District and on a line in continuation thereof to its intersection with the shore line of the west coast of Vancouver Island; thence in an easterly direction following the shore line of the said island to Maclaughlin Point, at the entrance to Victoria 35 CHAP. 7. Harbour, including Race Islands; thence due east to the western boundary of Victoria Electoral District, as hereinbefore denned; thence following the said western boundary of Victoria Electoral District to its intersection with Tod Creek; thence along the shore line of Tod Creek, Finlayson's Arm, and Saanich Inlet, to the place of commence­ ment, shall constitute one Electoral District, to be designated "Esquimalt Electoral District," and return two members.

COWIOHAN ELECTORAL DISTRICT. Cowichan District. That tract of land contained within the following boundaries, viz.:— Commencing at a point on the west shore of Saanich Inlet, being the south-east corner of Shawnigan District; thence in a northerly direc­ tion following the coast line to a point on Stuart Channel about one mile north of Horseshoe Bay, being the north-east corner of Chemainus District; thence due west along the northern boundary of Chamainus District and on a line in continuation thereof to a point situated ten miles east of San Mateo Bay, in Alberni Canal; thence in a south­ westerly direction to a point on the coast known as Clanewah, about five mile---, west of Nitinat Lake; thence easterly along the coast line to its intellection with the northern boundary of Esquimalt Electoral District, hereinbefore defined; thence due east along the said northern boundary of Esquimalt Electoral District to the place of commence­ ment, shall constitute one Electoral District, to be designated " Cowichan Electoral District," and return two members.

THE ISLANDS ELECTORAL DISTRICT. The Islands District. Those tracts of land comprised within Valdez, Thetis, Kuper, Reid, Galliano, Salt Spring, Mayne, Pender, Samuel, Saturna, Tumbo, Moresby, Portland, Prevost, and Narrow Islands, together with all the Islets adjacent thereto, shall constitute one Electoral District, to be designated " The Islands Electoral District," and return one member.

NANAIMO CITY ELECTORAL DISTRICT.

Nanaimo City That tract of land comprised within the Municipal limits of the District. City of Nanaimo, viz.:— Commencing at the north-east corner of the Indian Reserve at Nanaimo Harbour; thence in a northerly direction, following the sinuosities of the shore line, to the south-east corner of Millstone River bridge; thence to the north-east corner of said bridge; thence following the shore line in a northerly direction to the north-east corner of Lot twenty-four (24), Block two (II.), as shown on the Official Map of Newcastle town; thence in a westerly direction, straight along the northern boundaries of Blocks one (I.) and two (II.), for a distance of about fifteen (15) chains and fifty (50) links; thence at right-angles, in a southerly direction, straight to the left bank of Millstone River; thence following said left bank, in a westerly 36 1890. Also, commencing at the point in Lot three (3), Block N, where the Esquimalt and Nanaimo Railway enters the city; thence in a westerly direction along the south side of the said railway for a distance of twenty-one (21) chains, more or less; thence in an easterly direction to a point twenty-one (21) chains, more or less, from the south-east corner of Lot one (1), Block N, parallel with the east side of Victoria Road; thence in an easterly direction, crossing Nicol Street to the south-west corner of Lot one (1), Block D, and running along the southern boundaries of Lots one (1) and thirteen (13), Block D, cross­ ing Haliburton Street to the south-west corner of Lot two (2), Block E, and running along the southern boundaries of Lots two (2), seven (7), and twelve (12); thence along the eastern boundaries of Lots twelve (12), thirteen (13), fourteen (14), fifteen (15), sixteen (16), seventeen (17), eighteen (18), nineteen (19), twenty (20), and twenty- one (21), Block E, shall constitute one Electoral District, to be desig­ nated " Nanaimo City Electoral District," and return one member.

NANAIMO ELECTOEAL DISTRICT. Nanaimo District. All that tract of land, other than and except Nanaimo City Electoral District hereinbefore described, contained within the undermentioned boundaries, viz.:—Commencing at the north-east corner of Chemainus District, which is also the north-east corner of Cowichan Electoral District; thence due west along the northern boundary of Cowichan Electoral District to the north-west corner of said district, being a point ten miles cast of San Mateo Bay; thence in a north-easterly direction by a right line to the western end of Cameron Lake ; thence in a north-westerly direction to the head of Home Lake; thence down the centre of Home Lake and the Qualicum River to the mouth of said River (being also in part the southern boundary of Comox District); thence easterly and southerly along the coast to the place of commence­ ment, together with Gabriola, Lasqueti, DeCourcey and other small islands adjacent thereto and not included in any other Electoral Dis­ trict, shall constitute one Electoral District, to be designated "Nanaimo Electoral District," and return two members.

ALBEENI ELECTOEAL DISTEICT. Alberni District. All that tract of land which is contained within the following bound­ aries, viz.:—Commencing at " Clanewah," which is the north-west corner of Cowichan Electoral District; thence following the western boundaries of Cowichan and Nanaimo Electoral Districts to the head of Home Lake ; thence in a north-westerly direction to the Puntledge River at the outlet of Comox Lake; thence west on a right line to the head of Guaquina or Muchalat Arm ; thence along the southern shore of the said Arm to Nootka Sound ; thence following tb.3 sinuosities of the west coast of Vancouver Island to the place of commencement, together with and including Flores Island, Vargas Island, Meares Island, Tzaartoos Island, Deer Island, and all of the islands in or between Clayoquot and Barclay Sounds, and all the islands adjacent thereto, shall constitute one Electoral District, to be designated " Alberni Electoral District," and return one member.

COMOX ELECTORAL DISTEICT. Comox District. All that portion of Vancouver Island which lies to the north of the centre of Home Lake and Qualicum River, and to the north and east of Alberni District, together with Nootka Island, and all of the islands adjacent to Vancouver Island in or north of Nootka Sound not included in any other Electoral District, but including Denman, Hornby, and the Queen Charlotte group of islands, shall constitute one Electoral District, to be designated " Comox Electoral District," and return one member.
