This report must be published within six months of the election and must include the results for each voting station. The by-elections were as a result of two vacancies in the Legislative Assembly. The member for Elmwood, Mr. Jim Maloway, resigned his seat on September 8, 2008. The member for The Pas, Oscar Lathlin, passed away November 2, 2008. Pursuant to Order in Council number 63/2009, the Chief Electoral Offi cer issued writs of election to the Returning Offi cers for both electoral divisions on February 20, 2009. ELECTORAL DIVISION RETURNING OFFICER Elmwood Elenore Koop The Pas Louanne Beaucage Nominations were set to close on March 9, 2009 and the by-election was directed to take place on March 24, 2009. The boundaries of the electoral divisions were the same as in the 2007 provincial general election as established in 1999 under The Electoral Divisions Act based on the Report of the 1998 Electoral Divisions Boundaries Commission. Maps showing the electoral division boundaries and voting area boundaries are included in this report. Voter Registration – Elmwood A total of 11,907 eligible voters were registered in Elmwood. Just over 94 per cent of these voters were placed on the voters list during enumeration, held from February 21 to March 6, 2009. During revision, 497 additional voters were registered, or just over 4 per cent of the total. The balance of 189 voters, or just over 1.5 per cent were sworn on to the list on voting day. An eligible voter must take the required oath and produce the required identifi cation to swear on to the voters list. The following table details voter registration in Elmwood. Just over 83 per cent of these voters were placed on the voters list during enumeration, held from February 21 to March 6, 2009. During revision, 1,644 additional voters were registered, or just over 12 per cent of the total. The balance of 605 voters, or 4.5 per cent were sworn on to the list on voting day. An eligible voter must take the required oath and produce the required identifi cation to swear on to the voters list. The following table details voter registration in The Pas. The following tables show the nominated candidates and the registered political party which endorsed each of the candidates. POLITICAL PARTY DATE OF REGISTRATION Communist Party of Canada - Manitoba April 30, 1999 Green Party of Manitoba August 17, 1999 Manitoba Liberal Party December 12, 1980 New Democratic Party of Manitoba November 17, 1980 The Progressive Conservative Party of Manitoba November 25, 1980 Voting Several changes to voting, introduced via Bill 37, were in eff ect for the by-elections. There was an additional day of advance voting (Saturday, March 14). Advance voting places were now required in communities of more than 50 voters so individuals would not have to travel more than 30 km to vote. Also, voting on election day started at 7 a.m. (one hour earlier than in previous elections). On election day only a few voters took advantage of the opportunity to vote earlier in the morning. In addition to regular voting on election day, Manitoba voters are able to vote at advance locations, through homebound and absentee voting opportunities and at institutional voting stations. Any qualifi ed voter who will be away from their electoral division during advance voting and on election day may take advantage of absentee voting in the returning offi ce prior to the opening of advance voting. Advance voting stations are established to allow voting before election day. During the by-elections advance voting was held from March 14 to March 21, 2009 As in all elections, homebound voting was available for voters who were unable to go to the a voting location because of a disability. This method of voting is also available to the caregivers of these voters. The Elections Act allows for institutional or moving voting stations for health care facilities and correctional institutions. Since June of 1995 The Elections Act provides for people to have their name and other personal information either obscured or omitted from the voters list in order to protect the voter’s personal security. During the Elmwood and The Pas by-elections there were no personal security voters. 6 STATEMENT OF VOTES Elections Manitoba SStatementofVotes2.inddtatementofVotes2.indd 6 88/7/09/7/09 111:48:061:48:06 AMAM Elmwood Voter turnout for Elmwood was 36.44 per cent. The following table shows the total number of voters and the methods by which they voted. Absentee Voting — In the Elmwood by-election there were 8 voters (0.18 percent of the total votes) who utilized the absentee voting opportunity. Advance Voting — With the addition of one advance location and one mobile advance station in a seniors’ apartment, advance voting in Elmwood increased to 737 ballots cast from 412 ballots cast during the general election in 2007. This was an increase of 179 percent from the 2007 election. Of the total ballots cast 16.99 per cent were cast during the week of advance voting. Homebound Voting — The number of people utilizing this voting opportunity was 44 (1.01 percent of the total votes cast). Voting in Institutions — No institutions existed in Elmwood at the time of the by-election. The Pas Voter turnout for The Pas was 29.65 per cent. Advance Voting — In The Pas with an additional location in a popular shopping centre and four new locations in small communities to meet the new requirements for advance voting, there were a total
