    Committee: Policy and Resources Committee Date: 2 October 2014 Subject: Review of Polling Districts and Polling Public Places Report of: Town Clerk For Decision Summary Each local authority is required to periodically conduct reviews into the polling districts and polling places used at UK Parliamentary elections within its area. The Electoral Registration and Administration Act 2013 introduced a change to the timing of these compulsory reviews, requiring a review to be started and completed by each local authority between 1 October 2013 and 31 January 2015 (inclusive), and in accordance with this timetable, the City of London has been conducting a review of its arrangements. In conducting the review, the City has been required to take certain steps set out in Schedule A1 of the Representation of the People Act (1983). Having following the statutory process, this report is to make recommendations to the Committee for the future arrangements for polling stations and polling places in the City to be used at UK Parliamentary elections. Recommendations The Committee is requested to agree that:- There should be no changes to the existing boundaries of polling district AL. Situated in the western part of the City, AL district contains the Bread Street, Castle Baynard, Cordwainer, Cheap, Farringdon Within, Farringdon Without, Queenhithe, and Vintry Wards. The polling place for AL polling district should continue to be St Bride Foundation, Bride Lane. There should be no changes to the existing boundaries of polling district CL. Situated on the Eastern side of the City, it covers Aldgate, Billingsgate, Bishopsgate, Bridge and Bridge Without, Broad Street, Candlewick, Cornhill, Dowgate, Langbourn, Lime Street, Portsoken, Tower and Walbrook Wards.

    1979 to 2004 - by SIR ALEXANDER GRAHAM, GBE I was elected unopposed as Alderman of the Ward in 1979, succeeding Peter Theobald who sadly had to retire from ill health. I had been elected a Common Councilman for the Ward of Cheap in 1978 and stood for Queenhithe with the encouragement of several Aldermen including Sir Christopher Leaver and Sir Hugh Wontner. I was the first member of the Mercers Livery Company to become an Alderman for over two hundred years and the first Mercer to become Alderman of Queenhithe for over three hundred years. Almost the first thing that happened following my election was that the ward church St Nicholas Cole Abbey was declared redundant by the Church of England and the lease was taken up by the Free Church of Scotland (the Wee Frees). An inaugural service was held attended by former Rectors including one who had become a bishop. The service took me back to my childhood in Scotland where in the Free Church you stand up to pray and sit down to sing with out an organ. Like the Jewish faith they have a Presenter (Cantor) who starts the singing. On occasions when my mother was away from our village in Scotland I stayed with the Headmaster of the village school and went to similar services with very long sermons. The Free Church turned out to be very nice and the Minister of the time the Rev’d John Nicholls was my Chaplain when I was both Sheriff and Lord Mayor. At this time Queenhithe was the centre of the world fur trade with 83% of the world’s fur being traded through the ward, sadly this has all disappeared.

    From the Ward of Farringdon Within “It is a matter of considerable concern that, over the past few years, residents of Cloth Fair have been disturbed nearly every night of the week by vehicles- principally black cabs – parking outside their houses for several hours at a time. Disturbance and nuisance are caused by idling engines, doors slamming, conversations between drivers, and coming and going of drivers (to the nearby 24-hour café), and by some people using the alleyways and porches around Cloth Fair as spaces to urinate in. This is a narrow street, with residents’ rooms – including bedrooms- being very close to the carriageway, and undisturbed sleep is impossible in these conditions. The fact that the parking in Cloth Fair is currently governed by single yellow lines, allowing parking between 7pm and 7am, has made it virtually impossible to do anything about this problem, which residents have been raising with their Councilmen for several years. The City of London Corporation is therefore urged: (i) to implement measures on an urgent basis to prevent vehicles parking in Cloth Fair between the hours of 11pm and 7am, Monday to Sunday inclusive and: (ii) to consider and consult on the range of options available for parking and vehicle access in Cloth Fair, taking into account the interests and reasonable requirements of residents, businesses and visitors to Cloth Fair and its vicinity.” For information From the Ward of Portsoken (ii) “The residents of the Portsoken Ward are becoming increasingly concerned about the increase in rent and the aggressive approach shown by the City Surveyor’s Department and the lack of consideration given by the City Corporation to the mix of shop units to ensure that they are compatible with a predominantly residential community.” For information .
