Copenhagen Consensus Center Copenhagen Business School Solbjerg Plads 3 DK-2000 Frederiksberg Denmark +45 3815 2255 [email protected] www.copenhagenconsensus.com COPENHAGEN CONSENSUS ON CLIMATE PREFACE ABSTRACT A methane emission mitigation policy that follows the spending schedule suggested by the Copenhagen Consensus project does not pass a benefit-cost test. More reasonable methane mitigation policies spend less on mitigation in the years 2010-20 than suggested by the Copenhagen Consensus project, but more in later time periods. Such policies can generate significant net benefits. At the same time, they are no substitutes for CO2 emission mitigation policies because they do not alter the long term temperature trend beyond marginal perturbations. Joint methane and CO2 emission mitigation is an optimal policy mix and leads to highest net benefits, suggesting that a “either-or” approach between CO2 or methane emission mitigation is misguided. COPENHAGEN CONSENSUS ON CLIMATE The Copenhagen Consensus Center has commissioned 21 papers to examine the costs and benefits of different solutions to global warming. The project’s goal is to answer the question: “If the global community wants to spend up to, say $250 billion per year over the next 10 years to diminish the adverse effects of climate changes, and to do most good for the world, which solutions would yield the greatest net benefits?” The series of papers is divided into Assessment Papers and Perspective Papers. -

The paper focuses on four of the 20 Aichi Targets on the basis that these are the ones that lend themselves best to credible evaluation. The targets covered include: Target 5 (reduce the rate of loss of all natural habitats - including forests - by at least half) Target 10 (minimise anthropogenic climate change pressures on coral reefs, and other vulnerable ecosystems ) Target 11 (increase protected area coverage) Target 15 (enhance carbon stocks through conservation and restoration) The paper provides an interesting analysis of these targets - exploring whether the benefits of achieving the targets exceeds the costs. It concludes that this is indeed the case for coral reefs (Target 10) and carbon stocks (Target 15) and also for forests (Target 5) but is less conclusive for non-forest habitats (the paper looked specifically at wetlands) and for protected areas (Target 11). The paper suffers from two key weaknesses, however. -

C2G Evidence Brief: Carbon Dioxide Removal and Its Governance
Carnegie Climate EVIDENCE BRIEF Governance Initiative Carbon Dioxide Removal An initiative of and its Governance 2 March 2021 Summary This briefing summarises the latest evidence relating to Carbon Dioxide Removal (CDR) techniques and their governance. It describes a range of techniques currently under consideration, exploring their technical readiness, current research, applicable governance frameworks, and other socio-political considerations in section I. It also provides an overview of some generic CDR governance issues and the key instruments relevant for the governance of CDR in section II. About C2G The Carnegie Climate Governance Initiative (C2G) seeks to catalyse the creation of effective governance for climate-altering approaches, in particular for solar radiation modification (SRM) and large-scale carbon dioxide removal (CDR). In 2018, the Intergovernmental Panel on Climate Change (IPCC) reaffirmed that large-scale CDR is required in all pathways to limit global warming to 1.5°C with limited or no overshoot. Some scientists say SRM may also be needed to avoid that overshoot. C2G is impartial regarding the potential use of specific approaches, but not on the need for their governance - which includes multiple, diverse processes of learning, discussion and decision-making, involving all sectors of society. It is not C2G’s role to influence the outcome of these processes, but to raise awareness of the critical governance questions that underpin CDR and SRM. C2G’s mission will have been achieved once their governance is taken on board by governments and intergovernmental bodies, including awareness raising, knowledge generation, and facilitating collaboration. C2G has prepared several other briefs exploring various CDR and SRM technologies and associated issues. -

Stanton and Frank Ackerman Abstract The interaction of climate and development threatens to create a paradox: economic development could accelerate climate change, which in turn could block further development, locking the world into existing patterns of inequality as the natural environment deteriorates. The solution to this paradox is far from obvious. What analytical tools are needed to chart a path that leads toward sustainable, low-carbon economic development? This article reviews the implications for climate policy of the climate economics and development literature, focusing on three key areas of judgments and assumptions that are built into a number of leading climate-economics models: 1) the treatment of climate science, risk, and uncertainty in climate-economics models; 2) questions of abatement technologies and costs, including a focus on the cost effectiveness method of economic analysis; and 3) ethical issues surrounding the distribution of the costs of emission reductions and adaptation measures. The article concludes that since climate and development goals are inextricably linked, there is a need for a new economic analysis that can help interpret and guide the creation of an innovative, low-carbon path to economic development.narf_1251 262..273 Keywords: Climate economics; Integrated assessment models; Development; Equity. 1.
