A promise to create an environment where professors and students are colleagues and everyone grows together, an environment that recognizes the power of every student's dream. And helps that dream come true. THE HISTORY OF CONVOCATION AND ACADEMIC DRESS Our University of Lethbridge Convocation is a ceremony steeped in academic ceremonial tradition. Convocation, from the Latin convocatio (a calling together), refers to an academic assembly summoned by the Chancellor. From Oxford to Lethbridge, the crucial role of favourable 'town and gown relations' continues to preoccupy university Chancellors. At the University of Lethbridge, the Chancellor is both 'of the community' and 'in the community' of southern Alberta. The Chancellor's powers, as articulated in the Post- secondary Learning Act, are somewhat more circumscribed than they were in medieval England! Nevertheless, the Chancellor functions as Chair of the University Senate, is the ultimate authority for the conferral of academic and honorary degrees, and presides over all University convocations. The first Convocation of the University of Lethbridge was held on May 18, 1968 in Southminster United Church. I understand that my thesis may be made electronically available to the public. ii Abstract This dissertation is about influence which is defined as the ability to move ideas forward within, and in some cases across, organizations. More specifically it is about an extraordinary organization called the Club of Rome (COR), who became advocates of the idea of greater use of systems analysis in the development of policy. The systems approach to policy required rational, holistic and long-range thinking. It was an approach that attracted the attention of Canadian Prime Minister Pierre Trudeau. Commonality of interests and concerns united the disparate members of the COR and allowed that organization to develop an influential presence within Canada during Trudeau’s time in office from 1968 to 1984. The story of the COR in Canada is extended beyond the end of the Trudeau era to explain how the key elements that had allowed the organization and its Canadian Association (CACOR) to develop an influential presence quickly dissipated in the post- 1984 era. The key reasons for decline were time and circumstance as the COR/CACOR membership aged, contacts were lost, and there was a political paradigm shift that was antithetical to COR/CACOR ideas.

    Description and Finding Aid GEORGE IGNATIEFF FONDS F2020 Prepared by Lynn McIntyre April 2013 GEORGE IGNATIEFF FONDS Dates of creation: [191-?] - 1989 Extent: 9 m of textual records Approximately 770 photographs 5 scrapbooks 24 audiovisual records Biographical sketch: George Ignatieff, diplomat and administrator, was born into a Russian aristocratic family in St. Petersburg in 1913. He was the fifth and youngest son of Count Paul Ignatieff and Natalie Ignatieff (née Princess Mestchersky). After fleeing Russia during the Bolshevik Revolution, the family arrived in England in 1920. By the end of that decade they had relocated to Upper Melbourne, Quebec. George Ignatieff was educated at Lower Canada College, Montreal, and in Toronto at Central Technical School and Jarvis Collegiate. In 1936 he graduated with a BA in Political Science and Economics from Trinity College, and then went to Oxford on a Rhodes Scholarship, completing his MA in Slavic Studies in 1938. At Lester B. Pearson's suggestion, Ignatieff wrote the External Affairs examination in 1939 and began working at Canada House in London. He returned to the Department of External Affairs in Ottawa in 1944. His many postings included: Canadian Ambassador to Yugoslavia (1956-1958), Assistant Undersecretary of State for External Affairs (1960-1962), Permanent Representative to NATO in 1963, and Canadian Ambassador to the UN (1966-1969). In 1972, Ignatieff left the post of Permanent Representative of Canada to the European Office of the UN at Geneva (from 1970) to become ninth Provost and Vice-chancellor of Trinity College, a position he held until 1979. From 1980 to 1986 he was Chancellor of the University of Toronto.

    1 CENTRE FOR CONTEMPORARY INTERNATIONAL HISTORY Welcome Letter from the Centre for Contemporary International History Dear Friends, Welcome to The Pearson Government: 50 Years On, hosted by the Centre for Contemporary International History (CCIH) at Trinity College and the Munk School of Global Affairs, in the University of Toronto. CCIH was founded just over a year ago, with the aim of promoting the study of international relations history since roughly the end of the Second World War. Our conference today will explore the legacy of the Pearson government, a half-century after its inauguration. The government that Lester Pearson formed fifty years ago this month was one of the most memorable in Canadian history. Some of the specific programs and institutions introduced by the Pearson government, such as Medicare and the Canada Pension Plan (CPP), largely define the Canada we know today. At the same time, many of the issues that dominated the politics of that period, including the future of the welfare state and Canada’s role in the world, are still very much alive and relevant. Three ofLaurier's coaches have applied for two openings at Toronto. One of the coaches that could be leaving is Athletic Director "Tuffy" Knight. "I can make no comment, either way, at this time."' Knight replied when asked if he has or has not applied for the job at Toronto. Gib Chapman, Toronto's Director of Athletics, would only comment that "Whatever speculation you have made is probably correct," when asked which Laurier coaches have applied for the positions in Toronto. Coaches that have confirmed they applied for jobs in Toronto are: Associate Athletic Director, Rich Newbrough, and hockey coach, Wayne Gowing. Gowing has been the hockey coach at Laurier for ten years, twice being named coach of the year in Ontario, and this past' year coached the Hawks to a provincial championship and a berth in the national tournament. Knight, who has been Laurier's Athletic Director for 17 years and head football coach for sixteen is one of the most successful football coaches in Canadian University history. This year past he became only the third coach to win 100 games in Canadian football at the university level. In his career at Laurier he has won 5 Western Ontario titles and participated in 7 post season bowl games. Newbrough, who has been at Laurier for 15 years, has also applied for the job of head football coach at Toronto.

Combining the degree of party system fragmentation and polarisation in a two-dimensional format, Sartori indicates that centrifugal forces are pulling the system towards its two extreme ideological poles: in post-war Italy towards the left under the influence of the Communists and towards the right under the influence of the neo-Fascists. 2. To characterise a party as dominant scholars tend to use either a party’s share of the vote or a party’s share of seats, although some definitions use a plural- ity of votes/seats as a benchmark and others require an absolute majority or even a qualified majority of seats. 3. After the 2012 French presidential and legislative elections, the French Socialist Party controlled the presidency, both houses of the legislature, all but one French region and most of the country’s departments, big towns and communes. 4. During the period 2003–08, United Russia controlled two-thirds of the seats in the Duma and a majority of seats in all regional legislatures and 78 of Russia’s 83 regional administrations were headed by party members (Reuter, 2009). 5. The Republicans were strongly dominant in 2002–06 and less so after the mid-term elections in 2010 when they regained control of the House of Rep- resentatives and controlled 25 state legislatures, leaving the Democrats in control of the presidency and nominally in control of the senate under its arcane supermajority rules. 6. For Sauger incumbents are in a dominant position if their individual chance of staying in office after the next election is superior to a predetermined threshold (set at 90 per cent), meaning that they are likely (with less than 10 per cent chances of error) to keep their dominant position after the next election.

The author argues that the Liberal Party’s relationship with ethnocultural communities in Metro Toronto during the 1960s was characterized by indifference. Though it adopted a programme that encouraged the courting of ethnocultural communities, the Pearson-led Liberal Party showed limited interest in recognizing ethnocultural communities as a part of the party’s electoral coalition. The efforts of Andrew Thompson, the Liberal Party’s Ethnic Liaison Officer during the Pearson years, were separated from the rest of party’s organization and campaign structure.
