PRE-FEASIBILITY REPORT OF ROUGH STONE QUARRY LEASE AREA OVER AN EXTENT OF 0.56.0 HA IN MUKKUTTUMALAI VILLAGE, KOVILPATTI TALUK, THOOTHUKUDI DISTRICT (Under the guidelines of Minister of Environment and Forest in terms of the provisions of EIA notification 2006 and specifically in circular No J-12022/41/2006-1A.II (I) dated 20 th December 2020) 1.EXECUTIVE SUMMARY This Modified mining plan is prepared for mining of rough stone by systematic and scientific mining. The lessee Thiru. P.Muruganantham, S/o Shri. Pothiraj had been granted mining lease for rough stone/Jelly /gravel in his own patta land over a total extent of 0.56.0 Hect in S. F. Nos : 267/2 vide proceedings no : G. M1 /438 / 2008 dated 05.12.2012 for a period of 5 years in Mukkuttumalai Village, Kovilpatti Taluk , Thoothukudi District. As per the precise area communication vide letter no G. M1 / 438/2008 dated 05.12.2012, he had submitted the Mining plan and got approved. The approved mining plan was submitted to State level Environment Impact Assessment Authority, Chennai. The SEIAA has given Environmental clearance vide Lt. No. SEIAA-Tn/F.No. 848/EC/1(a)/92 /2012 dated 06.03.2013. After fullfilling the basic conditions of the environment clearance, the district collector had given the proceedings letter vide G.M1/438/2008 dated 28.03.2013. The lease was executed on 28th March 2013 for the 5 years lease period up to 27th March 2018. Due to local demand of rough stone, he had excavated approved quantity of rough stone with in four years . Now this modified plan for the working area is planned in floor level up to the depth of 27 m from the ground level. So he is submitting modified mining plan for remaining lease period up to 27-03-2018. 2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION The proposed area is Patta land owned by applicant. This project is more beneficial to nearby village and town people’s and all publics . Thiru. P.Muruganantham has applied to the District Collector/DD Mines for Modified Mining plan for remaining lease period up to 27-03-2018. As per the direction of the district collector the Proponent is seeking Environmental clearance from DEIAA, Thoothukudi for grant of Modified Mining plan. 1 (i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given. Project Proponent : Thiru.P.Murugnantham Status of the Proponent : Private & Individual Proponent’s name & address : S/o. Shri. Pothiraj D. No : 4/54 Main Road, Sippiparai village, Vembakottai -Taluk The district collector had given the proceedings letter vide G.M1/438/2008 dated 28.03.2013. The lease was executed on 28th March 2013 for the 5 years lease period up to 27th March 2018. (ii) Brief description of nature of project: The rough stone quarry lies over an extent of 0.56.0 Hectares in Mukkuttumalai Village, Kovilpatti Taluk, Thoothukudi District. The area applied for mining lease is a plain terrain and having dry lands. Mineral intends to quarry : Rough stone/gravel/jelly District : Thoothukudi Taluk : Kovilpatti Village : Mukkuttumalai S.FNo : 267/2 Extent : 0.56.0 No toxic elements or hazardous materials are reported from this area. The applicant has received necessary clearance reports from all the authorities concerned for quarrying rough stone. The proposed area for quarry lease is not a forest land of any category. Type of Mining: Opencast – semi mechanised method & the material shall be excavated and loaded directly into the tipper lorry for despatch. Period of Mining: 5 Years up to 27 March 2018. (iii) Need for the project and its importance to the country and or region: 1) Rough stone is quarried for producing crusher aggregates to the nearby building contractor, road contractor and nearby villagers. 2 2) After quarrying the entire reserves the mined out area will be used as water reservoir to have an artificial recharge factor to the nearby wells. 3) The rough stone is hard and compact in nature. It can be crushed only in crushers for producing aggregates. 4) No damage to land is caused, no reclamation or back filling is required. (iv) Demand-Supply Gap The demand for rough stone depends upon requirement of boulders, nearby crushers, Road Contractors, M. Sand plant. (v) Export Possibility Rough stone is a low cost high volume product and therefore the proponent would like to sell out the entire rough stone to the own and nearby crushers. (vi) Domestic Export / Markets Proponent would like to sell out the entire rough stone to the own and nearby crushers. No export is proposed. (vii) Employment generation (direct and indirect) due to the project. Owner Permit Manager (Mines Foreman) Supervisor (Mine Mate) Skilled Operator – 1 No. Driller – 2 Nos. Blaster 1 No. Unskilled persons for segregation loading of boulders & helpers 4Nos. The nearby villagers will be getting employment benefits in the proposed working quarry. 3. PROJECT DESCRIPTION (i) Type of project interlinked and interdependent projects, if any. There is no interlinked and interdependent project.This project is located in Mukkuttumalai Village, Kovilpatti Taluk, Thoothukudi District. 3 (ii) Location The proposed mining lease area falls at latitude 080 06’ 20” N & longitude 770 09 ’70” E. It is represented in Survey of India. The area applied for mining lease is a plain terrain and having dry lands. (iii) Details of alternate sites considered and the basis of selecting the proposed site. There is no alternative sites are examined. This is a mining project, which is site specific due to considered on the availability of deposits . (iv) Size or magnitude of operation Targeted production of quarrying will be 20,000 M3 of rough stone, up to the period of 27-03-2018 by open cast semi mechanised method. The proposal up to 27-03-2018 the period of mining is shown in PLATE No. : VI. The proposed method of mining is given below. A boundary barrier of 7.5 m will be left in all directions of the proposed mining lease area. The bench height will be maintained to 5 m height with a bench slope of 60°. The width of the bench will be maintained 8 m to 10 m for safe working. (vi) Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw material and finished products. This is a mining project for mining of rough stone and so no need of raw material . The final Product of Rough stone irrespective of sizes will be transported to needy crushers/ end users . (vii) Resource optimization/recycling and reuse envisaged in the project. No optimization/recycling and reuse envisaged in the rough stone quarry. (viii)Availability of water its source, energy/power requirement and source. This quarry project does not require huge water and Electricity. During quarry operation, mineral water will be provided to labour. For water sprinkling and green belt development , water provided through water tanker . If necessary, for permanent solution a bore well will be drilled near the office room to take care of drinking water, water sprinkling & for green belt. Two face power supply will be obtained from TNEB for lighting and dewatering purpose from the bore well. (ix) Quantity of waste to be generated (liquid and solid) and scheme for their management/disposal. The entire mined material will be used for the purpose for construction of building, Road laying , needy crushers and nearby M. Sand plant. (x) Schematic representations of the feasibility drawing which give information of EIA purpose. Form I and Pre-Feasibility report is required to get Environmental Clearance for the project from DEAC. EIA Report identifies all of the issues and technical requirements of a proposed operation, with particular attention to potential Environmental, Health and Safety, Social and Economic Impacts. The purpose of EIA is to ensure the protection and conservation of the environment and natural resources including human health aspects against uncontrolled development. The long-term objective is to ensure a sustainable economic development that meets present needs without 5 compromising future generations ability to meet their own needs. EIA is an important tool in the integrated environmental management approach. The aim of Environmental Impact Assessment (EIA) is to enable the approving authority, the public, local and central government and the developer to properly consider the potential environmental consequences of a proposal, and to make recommendations to reduce the environmental consequences if necessary. It is important to provide sufficient information for the approving authority to make a decision on whether to approve a proposal and if so, under what conditions. The EIA provides the basis for sound ongoing environmental management. 4. SITE ANALYSIS (i) Connectivity: The area applied for quarry lease lies in 1 Km south of Kovilpatti – Tiruvengadapuram road & 2 km south ease of Sippiparai village. The road from the quarry to main road already exists, the same road will be maintained and utilised for transportation.
