The living conditions are harsh, poverty is wide spread and the vast majority of population is deprived of basic services. Scarcity of sweet water, scattered sand dunes, recurring droughts, makes Tharparkar one of the most disadvantaged and neglected areas in Pakistan. The vast tract of sandy land with hilly tail of Parkar is sparsely inhabited by over 1.6 million people and about 6 million livestock. The people live in dome-shaped thatched huts locally called Chounra. The historians have established that thousands of years ago, Thar Desert was under the Arabian Sea. The sea then changed its shores and the dry land soon became lush green with trees and natural vegetation. Gradually various tribes of people from surroundings of Sindh and Rajasthan settled in the area and adorned the land with mosaic of culture. Thar today is a symbol of Unity in the Diversity. The descendants of Rajputs, Sumat and Darawar tribes live with exemplary harmony and fraternity. The population is concentrated in villages of up to 1500 people. These villages are situated mostly on sand dunes to count the stifling heat of valleys. Rather than caste oriented segregation these tribes adopt a joint living pattern. The larger villages can house as many as ten different communities within different Para (hamlet). Residents of one Para belong to the same community. This form of organization ensures a mix of skills within each village. Over last two decades, there has been massive migration towards towns resulting in changing life style. Though major towns and villages are linked with road network and private transport is available but camels and donkeys are still the favorite animals in the arid zone. The beasts of burden serve a lot of purposes ranging from seasonal plough to compete in traditional races. The rapid industrialization has triggered a process of transformation for local communities in Tharparkar. This transformation from an agropastoral way of living towards industrialized society provides opportunities and poses challenges to local communities. TRDP realizes the importance of and strive for enabling local communities to take benefit of opportunities and facilitate the process of proper compliance of socio-environmental safe guards in all the development projects being undertaken in the area. Community Conference November 1, 2017 5 Together We Tranform, Together We Succeed About the Thardeep: Thardeep Rural Development Programme is a not-for-profit integrated rural development programme working with poor and vulnerable segments of society particularly women in the most deprived and remote areas of Sindh Province. TRDP focuses on resource mobilization through building “multi stakeholder partnerships”. The strategy of crowding-in resources and complementing them with available expertise leads to the investment leverage. As a result, TRDP continue to develop a critical mass of diversified resources along with in-depth coverage and scaling-up of the programme. Besides, TRDP leverages the potential of building partnership of different stakeholder with community institutions managing the development at Union Council level. About the Conference: This conference was organized to devise “Thar Growth Strategy”. The Growth strategy entails strengthen community institutions to manage community development through investment leverage. TRDP with the support of development partners has succeeded in developing capacities of community institutions through an organic process. Presently, these community institutions are capacitated to undertake community driven development with expertise of managing local resources. Under theme of “Together We Transform; Together We Succeed” this conference aims at bringing a range of stakeholders together to support community Institutions to foster partnerships for people-centered development in Thar. Community Conference November 1, 2017 6 Together We Tranform, Together We Succeed Outline: Thardeep Rural Development Programme (TRDP) in collaboration with Pakistan Poverty Alleviation Fund (PPAF) organized the strategic growth conference in Mithi on November 1, 2017. The conference was organized with the slogan “Together We Transform, Together We Succeed”. Elected representatives (MNAs and MPAs), Officers of Government of Sindh, Academicians and practitioners from different fields and International experts attended the conference and vow to have joint development strategy in Tharparkar led primarily by women community institutions. The range of development experts includes: the Executives of PPAF, OXFAM, WHH, FAO, RSPN, EU-EY, Serve4Sale, UBL, ALTERNATE - ENERGY, HASHOO - FOUNDATION, BRIGHTLITE, IFC, SRSO, and SZABTECH. Objectives: All the concerned groups and support partners participated and spoke on the need of bringing all stakeholders together including government, specialists in different sectors, with one vision to steer poor households of Tharparkar; capacitate them for public private partnerships and driving their lives towards betterment. Framework (TRDP – COMEX Academy): Community-Driven Development (CDD) programme approach cements TRDP and Comex Academy with the prime motive to provide the control of development process, resources utilization and revitalizing the masses for the benefits of underprivileged communities in district Tharparkar, Sindh. Objectives: MOU displays the projects that work by providing poor with direct funding for amelioration in their living standards and promote entrepreneurship. Moreover, the community plans and builds the project and takes responsibility for monitoring its progress. It is also
