Include design, materials, condition, alterations, size, setting, and boundaries) The 1921 Brewster Residence is a two-story with finished basement single family residence on a sloped lot overlooking a canyon at the rear of the property. The residence is of wood frame construction built on a concrete foundation. The exterior consists of a smooth stucco exterior finish and wood framed casement and fixed windows throughout. The flat and low-pitched hipped roofs have composite shingle with tile trim. The single-story height, flat roof, cubist entry porch is arched above a concrete stoop. The wood paneled entry door with divided lite is flanked by side lites. A second story enclosed sunroom is located at the northeast corner. The single story attached garage to the north was converted into a dining room in 1924. A detached hipped roof garage was added to the north at that same time and included a low wall and arch-topped gate and patio gate. The perimeter site wall with metal rails was added in the 1990s. Overall the building is in good condition.

The Brewster Residence is significant under the City of San Diego Criterion C for its Modern Gill style architecture in the Bankers Hill neighborhood and exemplifies many of the features common to the Gill Style of architecture, including low-sloped hip roofs with deep overhangs, smooth stucco walls, wood casement windows arranged in groups, arched entry pop-out, flat-roofed wings, and absence of ornamentation. The Brewster Residence is also significant under the City of San Diego Criterion D for its association with Master Architect Louis John Gill during Louis’ early phase of his solo architectural career. The residence continues to demonstrate its architectural significance to its 1921-1930 period of significance which includes the subsequent changes made by its original architect, Louis John Gill.

HISTORICAL BACKGROUND: Constructed in 1921, the Brewster Residence is reflected of the architect-designed residential development patterns within the Bankers Hill/Park West neighborhood. Irving and Louis Gill’s designs were highly regarded and represented the finest in twentieth century Southern California design. The Front Street residence relates well to the Louis John Gill-designed home to the south and to the four cottages on the west side of the canyon at Albatross Street.

The Brewster Residence is located at 3404 Front Street in the Bankers Hill neighborhood of San Diego. The two-story Modern- style residence was designed and built in 1921 by architect Louis John Gill, nephew of famed architect Irving Gill. The property was part of the Alice Lee and Katherine Teats properties known as the “cottages on the canyon.” Smaller cottages were designed by Irving Gill and Louis John Gill 10-15 years earlier, but due to conflicting right of ways, the lot was not subdivided and built until 1921. The house possesses many of the signature characteristics of the famed Gill Style which is a Modern, stripped-down interpretation of traditional Mission style architecture.

The house was later enlarged in 1924 and 1930, both times overseen by Louis John Gill. In 2017, the house was restored and a rear (west) addition was added, along with landscaping and outdoor garden improvements. The residence is an exceptional example of custom-residential Modern Gill-style architecture, taking maximum advantage of its narrow, steeply sloping site and natural lighting afforded by a narrow house with several rooms that stretch from the street side to the canyon side of the house.

The house’s original rectangular footprint was 41-feet by 23-feet. The primary public facade of the home faces east toward Front Street. The south façade is also visible from the street due to a wide easement. The recessed entry arch centered in a cubical pop-out is perhaps Gill’s most familiar trademark.

Roofs: The house and added garage have low-sloped (3:12) hip roofs with deep overhangs on all sides. The roofs were originally clad in wood shingles with clay Mission tiles capping the ridges. Currently the cladding is composition shingles with clay Mission tile ridges. The original north balcony, since infilled, had a flat “rubber sanded roof,” according to the 1920 drawings. The 1924 south addition has a flat roof, which was later turned into a balcony. The 1930 maid’s quarters has a gable roof that mimics the original shingle and clay tile finish. Originally this addition was on stilts, but later filled in with a stucco wall and squared off arches. The remodel adjusted these arches to a more standard Gill rounded arch.

East Façade: The main entrance to the Brewster Residence is located on the east façade. The entrance is recessed behind an arch cubical pop-out with an elevated concrete stoop and a wood door flanked by fixed sidelights. The divided-lite sidelights are original and, like the other original windows, are character-defining features. The original design of the east facade included four large openings for wood windows with multiple sashes, both fixed and casement, with clear glass. These windows all remain intact with original glass, wood frames, and screens.

The exterior walls on the east façade are smooth medium sand finish cement plaster (stucco), similar to the rest of the house and garage, which were all restuccoed as part of the remodel. Per input from the City’s staff and the Design Assistance Subcommittee (DAS), the main exterior walls received a steel troweled stucco medium sand finish in order to match the historic wall finish which was discovered through scrapings. The application of stucco was in keeping with what was determined to be the original stucco finish and color of the house as determined by Heritage Architecture. New walls at the addition received a Santa Barbara steel troweled finish to differentiate them from the historic walls. The detached garage, added in 1924, has replicas of the original wood garage door pair that was once on the north façade of the house. The low wall is from 1924, including the patio gate which was added when the interior garage was replaced with a dining room and the stand-alone garage was constructed. A site wall topped with a metal rail was added in the 1990s along the street with locked gates for security. This wall was also restuccoed to differentiate it from the original wing walls. The wall sconces are not original but are compatible with the style. North Façade: The north façade of the home is where the garage doors were in 1920, replaced by a three-part window in 1924 and later by a narrow, horizontal window. In 2017, the narrow window was replaced by a door with side lites that recall the 1924 window. The north façade of the garage is a solid stucco wall.

West Façade: The west façade of the home is not visible to the public, however it can be seen by neighbors across the canyon. This façade was originally a flat stucco wall with randomly placed window openings. Several modifications to the windows and the infilling of the lower level under the maid’s quarters have occurred since 1920. In 2017, a one-story addition at the lower level with a rooftop deck and overhead pergola and concrete columns were added. The addition is clad in stucco with large arched windows that acknowledge the Gill Style without mimicking it.

The west facades of the former maid’s quarters and detached garage have remained intact since 1930 and were not remodeled in 2017 other than correcting the squared off arches and replacing an aluminum slider window with a wood casement window. Exterior wall finishes were painted stucco, now replaced with integral colored stucco, in the same color and texture of the original home from the 1920s. In the backyard, terraced gardens, stairs, and some cobblestone walls were added and modified over the years. In 2017, additional rails and fences were added along with a detached shade pergola supported by concrete columns. A concrete patio and hot tub were also added.

South Façade: The south façade is visible from the sidewalk and adjacent easement. The one-story sunroom, added in 1924, dominates the south end of the house. It has a row of windows that create a horizontal band. Due to the high heat gain at the south side of the residence, the previous owner changed the original 1924 deteriorated windows to aluminum double-paned casement windows in the 1990s. In 2017, three metal aluminum slider frames on the west facade were replaced with replica wood windows and interior screens matched the design and materials of the original windows based on the historic plan set elevations. An additional metal window in the upstairs bathroom was removed and closed off, with a new wood double casement window added a few feet to the south, to match the original window of the porch and bathroom that existed at least back to 1935.

The south facade above the sunroom was modified in the 1990s by the previous owner to add a deck, railing, and air conditioning unit. The original south chimney can still be seen above the sun room. The stucco treatment of the enclosed porch (sunroom) was restuccoed with the same medium sand finish of the rest of the house. All of the previous changes by the previous owner were completed with City of San Diego Permits.

1924: The 1924 remodel included the following changes, according to the 1923 drawings: First Floor • Addition of a sun room on the south end with a flat roof. • Garage converted into a dining room. • Garage doors replaced with a three-part window. • New detached garage added to the north (recycling the original garage doors). • New 5-foot tall site wall and gate connecting the garage and house, creating a courtyard. Second Floor • Converted the north balcony into a screened porch.

1930: The 1930 remodel included the following changes, according to the 1930 drawings: First Floor • Maid’s quarters added between the garage and house, with a bedroom, bath, and west entry. • The screen porch was replaced by a guest bathroom.

2017: The recently completed 2017 restoration and rear (west) addition were reviewed and approved by HRB staff and were built in compliance with The Secretary of the Interior’s Standards. Work included: Lower Floor (Former Basement) • Added stairs to the first floor. • Basement excavated and turned into a home theater. • Added a bathroom. • Added a family room to the west under the elevated deck. West Park Neighborhoods 1880-1900 The area west of between Ash and Walnut Street on the north and south and [Curlew] and Dove Streets on the west was laid out in 1869 as the northern portion of Alonzo Horton’s subdivision. During the boom of the 1880s the first residential districts in the southern portion of the Uptown area west of City (Balboa) Park were established. This included the area bounded by Ash to the south, Balboa Park to the east, Walnut to the north and present-day I- 15 to the west. Prior to the boom of the late’80s, the only structure standing in this area was the Florence Hotel, located at the corner of Third and Fir. Built in 1883, the Florence was one of the earliest attempts to draw prospective buyers north of Ash Street. While first regarded as being located “in the sticks” when it opened in 1884, it became the showplace of San Diego during the 1880s, attracting many residents to the neighborhood and stimulating real estate development in the surrounding area (Community Plan 1988; Cultural Resource Inventory 1993).

Fifth, Date, Cedar, and Elm Streets were graded. Fifth Street was paved as far north as Ivy Street. To accommodate the Florence Hotel, the San Diego Streetcar Company operated horse or mule drawn street cars on tracks up Fifth to Fir. By 1887 The Fourth Streetcar line extended from the harbor north to its terminus at the proposed college site in University Heights (the present day intersection of Normal Street, Park Boulevard, and El Cajon Boulevard). This allowed low density, linear development to occur as far as two miles from downtown 1880s (Ford 1978). Upper Fifth Street, which as the choice residential section of San Diego, was building up rapidly. Promoters felt that “the time is not far distant that every man that builds a house, from San Diego to University Heights, will have a near neighbor”

(Golden Era, Nov. 1888). The Fourth Streetcar Line, one of the first electrically-powered streetcar lines in San Diego, had plans which included the extension of the line along present-day El Cajon Boulevard to La Mesa, but the line folded after the real estate boom ended in 1889 (Ford 1978; Cultural Resource Inventory 1993).

1901-1940 As already noted, the area west of Balboa Park between Ash and Walnut Street on the north and south and [Curlew] and Dove Streets on the west was laid out in 1869 as the northern portion of the Horton’s Addition subdivision. Land speculation during the 1880s had created an artificial real estate bubble which burst in 1889. The boom had ended long before all of Uptown could be developed. Sixth Avenue was not graded until the 1890s, but soon it became a prestigious location. While residential development had been fairly dense south of Laurel Street, it was sparse north of Laurel until 1894. By 1904, only 23 percent of the area west of Balboa Park was developed, mostly with single family houses (Cultural Resource Inventory 1993).

The neighborhoods west of Balboa Park were most affected during the early 1890s by the preparation for the 1915 Panama-California Exposition. City Park was renamed Balboa Park in 1910 and was landscaped by well-known Kate Sessions. Many of the “capitalists” in the city built apartment buildings in the area as investment property to house the thousands of people expected to visit the world’s fair. Development was sporadic, but its density continued to increase (Cultural Resource Inventory 1993). During this period upper middle class and wealthy families, who had established a prestigious neighborhood south of Laurel Street known as Banker’s Hill, began moving northward and reestablishing an upper scale neighborhood between Maple and Brant Streets. The term Banker’s Hill moved northward with them and the area south of Laurel became known as Uptown. In the 1920s and 30s these same families moved to Mission Hills.

In 1914, the First Presbyterian Church was constructed on the block bounded by Date and Elm Street, and Third and Fourth Avenues. The church had a significant impact upon the area both physically with its sheer size, and socially with the many prominent citizens in its congregation. The church firmly established Uptown’s existence and its prominence in the City (Cultural Resource Inventory 1993).

The economy was given a strong boost following the highly successful 1915 Exposition. Both the fair and wartime industry fueled a second building boom in the 1920s. Many structures were covered with stucco rather than wood as in previous years. Stucco was a more practical building material which was well suited for the dry San Diego climate. Fifth and First Avenues became major thoroughfares which continued commercial establishments and large apartment buildings. First Avenue was added as a route for the streetcar which established it as a commercial thoroughfare (Cultural Resource Inventory 1993).

General State of Existing Architectural Character by Neighborhood: West Park Neighborhoods The area west of Balboa Park between Ash and Walnut Street on the south and north; and Curlew, Dove, Ibis, and Hawk Streets on the west was laid out in 1869 as the north portion of the Horton’s Addition subdivision. The street layout is an extension of the grid Horton developed for downtown with blocks measuring around 250 by 300 feet, and lot sizes of 25 by 125 feet. The West Park Neighborhoods first developed during the financial boom of the 1880s. As a result, a number of single and two story Victorian period homes can still be found in the neighborhood. A number of these have been converted from single to multiple family homes. This may have been a result of the extreme housing shortage during World War II. Four to six story apartments along Fifth and Sixth Avenues date from the period of Balboa Park’s development circa 1915. Upscale Spanish Revival homes in the area currently known as Bankers Hill, between Front, Curlew, Palm, and Walnut streets also date from this period. Post World War II construction in the form of large office buildings, medical complexes, apartments, and condominiums have inundated the area so that continuous blocks of period architecture are uncommon.

Overview of the Property John N. Lukins originally purchased the undeveloped parcel from A.E. Horton in 1890. By 1906, the property was bought by Katherine A. Teats as part of a series of lots that she and her partner, Alice Lee, acquired in order to develop canyon scheme residences.1 The planned site was for investment purposes. This was not the first real estate venture between the two as they previously owned adjacent lots and homes on 7th Avenue that were designed by master architect Irving Gill.

Miss Alice Lee and Miss Katherine Teats were leaders in many aspects of civic and cultural activities in San Diego’s formative years.2 The city was growing and new subdivisions were established around Horton’s New Town. Both Lee and Teats had influential East Coast political ties and social and financial connections which enabled them to function in the city’s Progressive Movement. Fiercely independent, Alice Lee and Katherine Teats were highly esteemed by the community as advocates for positive social and political change. Through their social network, they supported many known local suffragists including Dr. Ella Flagg Young and Mrs. Lucy Louisa Flowers, who were instrumental in aiding women’s right to vote. Lee and Teats were also San Diego’s first known (documented) lesbian couple. They existed in a climate that often shun or hid homosexuals. However, the community embraced Lee and Teats. This early social and progressive movement in San Diego laid a foundation for the women’s movement and the gay community.

Just like their 7th Avenue properties, Lee and Teats contracted with famed architect Irving Gill to design a canyon development for a group of rental houses. The schemes were developed around 1912 and envisioned a number of houses on Front Street and on Albatross with canyon land [in between] landscaped into terraces, pools, walks, and a large boulevard at the bottom. The landscaping was planned to link the houses in a shared open space the way Gill had done for the Teats and Lee houses on Seventh Avenue. By the time that the canyon scheme drawings were prepared, only the Teats Cottage at 3415 Albatross was fully planned, indicating that it was the earliest in conception as well as construction. The houses in the scheme were fairly plain, cubic shaped structures with relatively little to break up the flat planes of the walls. The roofs were flat or low pitched hip roofs. The buildings are all of framed construction with stucco cladding. All of the houses originally have attached garages. 3

The Lee and Teats properties along the canyon were subdivided in 1921. From 1912 until 1921, these properties were not legally able to become subdivided into legal lots since the 80-feet Upas Street right of way did not allow for enough land area to create new legal lots. An attempt was made to offer up an alternative right of way as Arroyo Drive in 1912, however, the Arroyo Drive offer remained only until 1916, when it was withdrawn. During these years, both Irving and Louis Gill, worked with Kate Sessions and Frank Lloyd Wright Junior on plans for Arroyo Drive and gardens between the two sides of the canyon.

Perhaps due to the construction of two houses on the single Teats property along Albatross where only one was allowed and perhaps due to the fact that the other house was built improperly in the right-of-way, a number of years went by before plans were drawn up for subdivision and construction of the east side of the two properties. The delay of constructing the experimental rental cottages on the canyon were likely to have been more delayed by right of way issues, legal maneuvering and property ownership issues more than real estate markets and economic conditions. Starting in late 1912, Irving Gill moved to Los Angeles and his nephew Louis Gill took over managing the business and eventually formed his own company in 1920. Had the property issues been resolved early on, Irving Gill might have been able to complete his original designs for these buildings.

In 1921, the property transferred ownership to Laura S. Brewster who lived at the property with her widowed mother, Mrs. Martha S. Brewster. Prior to the finalization of the deed to the property, the Brewsters had already engaged the services of Irving John Gill to continue the work at the Front Street cottage that he and his uncle envisioned.4 The Brewsters continued to live at the property and make subsequent changes to their home in 1924 and 1930 with Louis Gill.

In 1946, the Clarks, Cornelius and Ethel, took over the ownership of the residence. Mr. Cornelius Clark served as a County Sheriff. They resided at the property with their children. Upon their passing, the parcel was bequeathed to Howard C. and Donald M. Clark in 1992. Marta Clark and Howard C. Clark granted their share of the property to County Judge Donald Clark two years later in 1994. In 2002, Judge Clark became the sole owner of the Front Street residence until 2013 when it was deeded to current owners, Michael and Sharon Singleton, both owners of KTUA, an acclaimed landscape and planning firm.

SUMMARY OF RESOURCE ELIGIBILITY UNDER SAN DIEGO HISTORICAL RESOURCES BOARD CRITERION GUIDELINES

CRITERION A No historical evidence was identified which would support the determination that the Brewster property exemplifies or reflects special elements of the Banker’s Hill neighborhood including historical, archaeological, cultural, social, economic, political, aesthetic, engineering, landscaping, or architectural development. Therefore, the property does not qualify under HRB Criterion A.

CRITERION B The historical research has failed to reveal any historically significant events at the local, state, or national level having been associated with this resource. The individual property and the canyon scheme residences as a whole were not the initial planned investment site for Miss Teats as she had already invested and lived at a site on 7th Avenue, which was also designed by Irving Gill. Furthermore, the resource is not associated with any individual of historical importance. Neither Ms. Brewster nor the Clarks have made demonstrable achievements or contributions to the history of the Banker’s Hill neighborhood, San Diego, the state, or the nation. Therefore, the property does not qualify under HRB Criterion B.

CRITERION C Based on the historical and architectural findings and analysis, the Brewster Residence meets the standards as set forth by the Historical Resources Board for historical designation under Criterion C as an excellent example of early Modern style (Gill Style) architecture in the Bankers Hill neighborhood. The custom-built design and construction of the resource embodies the distinctive characteristics of a type, period, and method of construction, and it has good integrity, especially on the primary façade, garage and enclosed patio areas. The resource typifies the local public’s appreciation of custom-built and architect- designed residential architecture associated with the Gill architects. Irving and Louis Gill’s designs are highly regarded for their Modern Mission-style creations that represented the finest in 20th Century Southern California design. The structure relates well to one Louis Gill home to the south and the four Irving Gill cottages on the west side of the canyon.

According to the San Diego Modernism Historic Context Statement, “Irving J. Gill is widely recognized as San Diego’s most significant architect from any era. He is also considered to be a significant precursor to the Modern architectural movement in San Diego…By 1910 Gill had developed one of the few original and highly individual styles of architecture in America through a radical simplification of the Mission style. Later San Diego Modernists drew upon these ideas of Irving Gill by emphasizing structural simplicity and use of natural materials and color palette.”5 The “Irving J. Gill New Architecture for a Great Country” article notes that “Gill created a new design language, what we now call modern architecture. Gill’s simple, block-like designs offered simplicity, clean lines, and efficiency at a time when faux-Victorian and Spanish Colonial architecture were mainstream. Once sought after by many of San Diego elites like, and Melville Klauber, his legacy was largely overlooked after his death.”6

In the more traditional sense, the Brewster Residence could also be described according to the McAlester’s A Field Guide to American Houses as Mission. The Mission influence comes from the residence’s asymmetrical façade superimposed on a simple rectangular plan, tile trim roof, widely overhanging eaves, smooth stucco wall surface, and prominent one-story arched roof entry porch. Therefore, the Brewster Residence exemplifies many of the features common to the early Modern style of architecture with Mission influence as designed by both Gills including low-sloped hip roofs with deep overhangs, smooth stucco walls, wood casement windows arranged in groups, arched entry pop-out, flat-roofed wings, and absence of ornamentation.7

Resource Integrity Setting – The Brewster Residence located on Front Street, retains its setting within the Banker’s Hill neighborhood adjacent to a central canyon. The residence continues to be surrounded by other residential properties. Therefore, Front Street parcel retains its residential setting integrity.

Location – The location of the resource has remained the same since its construction in 1921 on Front Street in the Banker’s Hill neighborhood. Therefore, the property has retained its location integrity.

Design – The overall design of the resource remains a good example of early Modern style architecture (Gill) with its simple plan, low-sloped hip roofs with deep overhangs, smooth stucco walls, wood casement windows arranged in groups, arched entry pop-out, flat-roofed wings, and absence of ornamentation. Additions have been made to the rear of the building that meet The Secretary of the Interior’s Standards. Therefore, the resource retains its design integrity.

Workmanship – The workmanship that has gone into the construction of the Front Street property is mostly original, especially on the facades visible from the street. There have been recent modifications to the rear of the building that occurred after the resource’s period of significance, but they complied with The Standards. Therefore, the building’s workmanship element for

integrity purposes has been substantially retained.

Materials - The resource continues to exhibit a good degree of materials integrity. The materials illustrate the choices, combinations, availability and technologies of the time. The retention of a smooth stucco exterior, low-sloped hipped roof with deep overhangs, and wood casement windows comprise the choice and configuration of building materials which portray Gill’s early Modern style. Thus, the resource retains its materials integrity.

Feeling – The residential neighborhood feeling of the site, residences, and canyon has not changed over the years. Hence, the resource’s integrity of feeling has been retained.

Association – The resource continues to embody its association with the overall canyon cottage development of residences along Front and Albatross Streets as originally envisioned by Katherine Teats, Alice Lee, and Irving Gill. Therefore, the property retains its association integrity.

For these reasons, the Brewster Residence should be historically designated under Criterion C as an excellent and intact example of early Modern-style architecture with strong design influences that are characteristic of Irving Gill and Louis Gill.

CRITERION D Historical evidence reveals that the Brewster Residence is historically associated with Louis John Gill (1885-1969), a locally noted Master Architect. The Brewster Residence is one of the early designs completed in Louis’ early solo architectural career after separating from his uncle, Irving Gill’s firm. His work at the Brewster Residence reflects the years spent under his uncle’s tutelage as the building’s design is heavily influenced by Irving Gill’s early Modernist style.

The following is an excerpt from the City of San Diego Master Architect Biography Louis Gill, nephew of acclaimed architect Irving Gill, is recognized as a talented architect in his own right. A native of Syracuse, New York, he studied architecture at Syracuse University and moved to San Diego in 1911 to work as a draftsman at his uncle’s firm. In 1914 he entered into partnership with Irving Gill, and together the two men designed several high‐profile projects. Louis Gill also worked independently during this time, and in 1916 was selected as the architect responsible for designing the original .

The younger Gill went on to establish his own practice after the partnership dissolved in 1919, and quickly built a reputation as a leader in his field. In addition to designing the residences of several distinguished San Diegans – including philanthropist Ellen Browning Scripps – he also designed a number of churches, apartment houses and commercial structures throughout San Diego and Coronado, many of which have been named local historical resources. Reflective of the architectural movements popular at the time, he designed almost exclusively in the Spanish Eclectic and Mission Revival styles.

Gill received what is arguably his largest commission in 1935, when he was selected to design the Civic Center building (currently the County Administration Center) in collaboration with noted architects Richard Requa, Samuel Hamill and William Templeton Johnson. Thereafter, he continued to practice architecture until his retirement in 1955, following a career that spanned nearly 44 years. Gill remained in his Mission Hills home through 1969, when he and his wife moved to Studio City to be closer to their children. He died later that year, at the age of 84.

Aside from his contributions to San Diego’s architectural heritage, Louis Gill is also recognized for his role as a passionate and dedicated professional. Over the course of his career, he actively partook in a variety of professional organizations, and was pivotal in the formation of the San Diego Chapter of the A.I.A. in 1929. Later that year, he was appointed by the governor to serve as a member of the California State Board of Architectural Examiners. Gill was awarded an honorary Doctor of Fine Arts degree from Syracuse University in 1938, and was elected a fellow of the A.I.A. in 1942.
