The implementation of Islamic Shariah is not something new in Indonesia, especially in Aceh which has a long history of the entry of Islam and the application of its Shariah in Aceh. In 2001, when the regional autonomy was rolled out in all regions of Indonesia, Aceh has issued Law no. 18 of 2001 on the Status of Special Autonomy for Aceh Province by declaring the implementation of Shariah in Aceh. Moreover, through this law gave birth to another organic regulation that regulates Islamic Shariah in the operational level in Aceh called qanun. Implementation of qonun is also applied to those who live in the region of Aceh whether it is the majority of Muslims and religious minorities who are non-Islam. In order to achieve the expected results more focused, the authors use qualitative methods with the historical and sociological approach. In order for the sample of the population to be less extensive, the author narrows the area to be studied in the city of Lhokseumawe from enforcement as well as the implementation of the Shariah (qonun) regulation for the Acehnese people of Islamic nuance, and also measures how effective a law is applied to non-Muslims as a minority community in the province of Aceh against the implementation of the Islamic Shariah law. Sampai saat ini penelitian masih terfokus di pesisir timur dan pegunungan tengah Aceh, Pesisir barat Aceh belum pernah diteliti. Pesisir barat Aceh merupakan wilayah yang memiliki bentangalam kars cukup luas, dan memiliki potensi gua yang mungkin digunakan sebagai lokasi hunian pada masa lalu. Salah satu metode yang digunakan adalah memprediksi keberadaan gua dengan peta topografi, peta geologi, serta digital elevation model (DEM). Selain itu, hasil inventarisasi gua yang pernah dilakukan di wilayah pesisir barat Aceh juga digunakan sebagai data awal untuk memperoleh sebaran gua dan ceruk. Pada penelitian ini lingkup wilayah yang disurvei adalah Kabupaten Aceh Besar. Tiga parameter gua hunian, yaitu morfologi dan genesa, lingkungan, serta kandungan arkeologis, digunakan untuk memperoleh gambaran potensi masing-masing gua. Sebelas gua dan ceruk yang telah ditemukan menunjukkan adanya tiga buah gua berpotensi sebagai lokasi hunian dan diteliti lebih lanjut, empat gua berpotensi sebagai lokasi hunian tetapi tidak berpotensi untuk diteliti, dan empat gua berkategori tidak potensial sebagai lokasi hunian. Policy of Educational Budget Aceh Policy of Educational Regency Budget Aceh Regency Naidi Faisal, Nurhafni, Putri Murdiana and Zulhilmi Faculty of Social and Political Sciences, Universitas Malikussaleh Lhokseumawe 423 City, Aceh, Indonesia Abstract Purpose – This research analyzes and describes the implementation of the North Aceh Regency education budget policy for improving the quality of education in relationship to the impact of the special autonomy budget. Design/Methodology/Approach – This research uses qualitative research, descriptive-qualitative analysis methods, and qualitative explorative methods. Findings – The results show that the implementation of the special autonomy education budget policy of North Aceh Regency to improve the education quality has not run optimally. The main obstacle is the inadequate human resource issue, including the leadership problems of regional heads who should prioritize the development. Based on field data of the actors involved in the formulation of the education quality improvement program in Aceh Utara District, especially the legislative branch (namely BAPPEDA), the education office and members of the Aceh legislative team, the post-conflict Aceh representation of the legislature at the provincial level, the DPRA and DPRK at the district level / in the field of political will produced. The resulting program does not focus on the pattern of improving the quality of education, the policy is more rhetorical, and the program implementation is often adapted to the wishes of political actors. Research Limitations/Implications – Given the fundamental differences in the root causes of primary and secondary education in Aceh, further research is needed to determine whether similar results will be obtained in other parts of Aceh. -

This research focuses on the strategies used by the MAPESA Community (Masyarakat Peduli Sejarah Aceh) in introducing Aceh's history to the community, as well as the obstacles faced by the MAPESA community in preserving Aceh's historical heritage. The purpose of this research is to find out what strategies the MAPESA Community uses in introducing Aceh's history to the community as well as the obstacles that mapesa communities face as long as they preserve historical relics in Aceh, especially in Banda Aceh and Aceh Besar. This research uses a qualitative approach using the Laswell Model strategy theory. In order to obtain accurate data and informant, data collection techniques used are observation, interview, documentation, and literature studies to find additional references to the problems studied. The results showed that the strategy used by the MAPESA community in introducing Aceh history is two ways, namely through direct communication (meuseuraya and expedition activities) and through media communication (books and social media). And there are two obstacles that MAPESA faces, namely in terms of delivering messages to the community and also technical obstacles ranging from secretariats, budgets, tools, and resources that are still minimal. -

Article Info Received : 17 December 2014 | Received in revised form : 7 March 2015 | Accepted : 19 June 2015 Corresponding author’s e-mail : [email protected] Abstract Article 27 paragraph (1) of Law No. 48 Year 2009 regarding Judicial Power states that special courts can only be formed in one of the court systems under the Supreme Court, which include general courts, religious courts, military courts and state administration courts. However, article 3A paragraph (2) of Law No. 50 Year 2009 concerning the Second Amendment to the Law on Religious Court places Shariah Court as a special court within the system of religious courts and as a special court within the system of general courts. Such positioning is inconsistent with Article 27 paragraph (1) of the Law on Judicial Power which raises a legal issue and therefore requires juridical solution. The inconsistency is subject to juridical normative study within the scope of a research concerning the level of horizontal synchronization, using descriptive analysis. The method applied for data collection in this research is through literature study supported by field data. The data obtained is analyzed by using juridical qualitative method. This study concludes that, in fact, the Shariah Court is neither a special court, nor does it stand in two systems of courts. -

The adat justice in Aceh was formed and carried out by adat law community to resolve issues between citizens. This research used normative juridical research method for reviewing the rules of regulations about the role of women and the empirical studies to understand the implementations, also to know the factors restricting the role of women in adat justice at gampong. It can be concluded the role of women in adat justice system at gampong in North Aceh Regency has not been done properly. In general leaders and community leaders are still reluctant to include women in gampong governance structure. Thus the lack of women representative directly related to the implementation of adat justice system at gampong.There are internal and external factor that inhibiting women participation. Method: With comparative descriptive for its empirical data, this study was carried out in Pidie dan Pidie Jaya, Northern Aceh, Lhokseumawe Municipality and Bireun regencies and one hundred informants were involved from ten observation points. The research instrument used to explore the data was in the form of observation, documents, and interviews. There were two methods in the provision of data, namely conversing and hearing methods. Findings: The results showed Acehnese had 25 sound variations and eight vowels. Usage area of Aceh Pidie vocabulary is more dominant than Pidie Jaya while Jeumpa and Lhokseumawe dialects are partly used by Northern Aceh. Improvements: The literary studies on Aceh’s dialects are not equally developed because of some limitations of the availability of linguists who devoted themselves in this area. Some comprehensive studies were carried out by MA and Ph.D. students, while others were performed by Badan Bahasa which just outlined this language. YANG DIBUDIDAYAKAN DI TAMBAK PESISIR BARAT ACEH Fitria Rahmayanti 1, Neneng Marlian 2 1Program Studi Akuakultur, Fakultas Perikanan dan Ilmu Kelautan Universitas Teuku Umar Meulaboh 2Program Studi Sumber Daya Akuatik, Fakultas Perikanan dan Ilmu Kelautan Universitas Teuku Umar Abstrak Penelitian ini bertujuan untuk mengetahui jenis, intensitas dan prevalensi ektoparasit yang menyerang Udang Pisang (Penaeus sp.) yang dibudidayakan di tambak pada beberapa Kabupaten Pesisir Barat Aceh. Penelitian ini dilaksanakan pada bulan Mei sampai dengan Juli 2018. Metode yang digunakan pada penelitian ini adalah metode survey, dimana sampel Udang Pisang didapatkan dari tambak-tambak budidaya Kabupaten Aceh Besar, Kabupaten Aceh Barat, Kabupaten Aceh Jaya, dan Kabupaten Nagan Raya. Selanjutnya dilakukan pengamatan ektoparasit pada Laboratorium MIPA Dasar Universitas Teuku Umar. Hasil penelitian menunjukkan bahwa ditemukan tiga jenis ektoparasit pada sampel Udang Pisang selama penelitian yaitu Vorticella sp., Epistylis sp. dan Zoothamnium sp.Intensitas dan prevalensi ektoparasit tertinggi ditemukan pada sampel yang berasal dari Kabupaten Aceh Barat. Prevalensiektoparasit 66,67% dengan kategori sangat sering dan intensitas 22 ind/ekor dengan kategori sedang. Parameter kualitas air selama penelitian adalahpH berkisar antara, 7-7.6, salinitas 23.2-26 ppt, DO 3.98-4.27 mg/Ldan suhu 33.2-35.70C. Chapter 1 Purpose, Members and Itinerary of the Reconnaissance The purpose of the reconnaissance was to investigate damage to civil engineering structures caused by the earthquake shaking as well as by tsunami, for the progress of disaster mitigation and earthquake as well as tsunami resistant design and construction. The reconnaissance team consists of eleven members from distinguished universities, research institutes and construction companies. The experts’ background cover a broad areas of science and engineering such as geology, geotechnics, earthquake resistant design, tsunami, infrastructures, risk management. Hiroyuki YANAGAWA (JSCE International Affair Division) The reconnaissance team visited the Aceh province of Indonesia from March 1 till March 5 to investigate and to assess the damage inflicted by the earthquake and by the induced tsunami. The team arrived at Banda Aceh together with the Sumatra Island Reconnaissance Team of the “Urgent Survey Research on the Northern Sumatra Offshore Earthquake/Indian Ocean Tsunami Disaster”, which is a national technical investigation team dispatched by the Japan Science and Technology Agency (Prof. H. IEMURA, Kyoto University, and other 14 members) and conducted the investigation in cooperation with them. It should also be noted that four researchers from Syiah Kuala University located in Banda Aceh and three researchers recommended by the Ministry of Research and Technology, 5 Indonesia joined with us in the reconnaissance.
