Incentive Program_Cat 18_Page 1 CALIFORNIA’S INCENTIVE PROGRAM IT PAYS TO BREED AND OWN A CALIFORNIA-BRED In 2017, the breeders and owners of California-bred Thoroughbreds and the owners of California-based stallions received over $12M in premiums through the California Incentive Program. In addition, special racing opportunities afforded California-breds in 2017, provided more than $20M in purses for races restricted to California-breds. As a result of legislation recently amended in 2009, total monies available for incentive awards are distributed as follows: 10% to the California-bred race fund; 15% to the Maiden Bonus program: 20% bonus on the winner’s share to the owner of a California-bred Thoroughbred horse conceived by a registered eligible Thoroughbred stallion that finishes first in an open qualifying race, and a 10% bonus on the winner’s share to the owner of a California-bred Thoroughbred horse that finishes first in an open qualifying race that was not conceived by a registered eligible Thoroughbred stallion. The tracks are adding an additional 10% for Cal-bred winners of allowance races making the bonus 30%. A qualifying race is all non-claiming races excluding stakes with a purse of at least $15,000, as are open non maiden claiming races with a claiming price of $40,000 or greater in Southern California and $20,000 or greater in Northern California. After these deductions, 75% of the remainder to be paid as breeder awards, and 25% of the fund to be paid as stallion awards. The legis- lation also calls for owners awards to be distributed at the same time as the purse, and a conservation advance payment of approximately 8-10% breeder award paid around September 1 for races from January 1- June 30 and the final payment for 2018 along with the stallion awards being paid during March 2019. A Maiden Bonus award will be paid to the owner of a registered Cal-bred or registered Cal-sired foal for winning a maiden special weight race. The bonus amount is $10,000 in Northern California and at all Fair Meetings throughout the state and $17,500 in Southern California. These awards are paid directly to the owner approximately 45 racing days after the win. The breeder of a registered California-bred Thoroughbred will receive a pro- rated share of total monies available for breeders. These awards are payable for finishing first, second, or third in any race run in California, or in a graded stakes outside California, but within the United States. The owner of a registered California-based stallion will receive a pro-rated share of monies available for stallion owners based upon the earnings of the stallion's California-bred or California-conceived progeny from qualifying wins in California and also for finishing first, second, or third in all stakes within California and graded stakes outside California but within the United States. The California-bred race fund will provide for the promotion of California- bred races and to provide for or supplement purses for California-bred races. Warranties on horses offered for sale are only as stated in the Conditions of Sale printed herein. Prior to bidding, all prospective bidders shall have the right and duty to inspect each horse upon which he bids. The inspection shall be by a veterinary examination or otherwise. CTBA Sales has not given a physical examination to any horse entered in the sale. Prospective bidders further have the right and duty prior to bidding to inspect any medication report regarding any horse upon which they bid. When the bidder discloses his principal after purchase, we stress that there is no obligation on our part to automatically send the billing to his principal. The person purchasing the horse in the sale ring remains liable for payment under the Conditions of Sale. Should the billing be sent to a principal who defaults, the responsi- bility for payment remains with the person purchasing the horse in the sale ring. In some cases an agent purchases a horse with the intention of later finding a principal. Before making purchases, the agent should be aware of his/her liability for payment with regards to the Conditions of Sale. Terms of payment will be strictly enforced. Unless announced otherwise, all eligibility payments due after date of sale are the responsibility of the buyer, who should promptly notify the proper racing associations of the new ownership in order to receive direct billing. The fact that a horse may be engaged to any stake as provided in the catalogue does not guarantee that the horse shall run in any race for which it has been engaged. For stakes race information, please see the Stakes Engagements list in the Appendix of this catalogue. 6 NOTICES-CAT 18_page 7 NOTICES LOCATION OF HORSES Horses offered in this sale will be stabled at theFairplex grounds. A stable location list will be available in the Stable Office. Horses may begin arriving for this sale on Saturday, January 12. Except for extraordinary reason, the horses are required to be on the grounds by noon, Sunday, January 13. Contact the Stable Office for current information. CREDIT Bidders are required to check in with the CTBA sales office prior to bidding. Bidders wishing to establish credit must complete a current CTBA Sales credit application. SCRATCHES Prospective buyers coming long distances for specific horses should call the Sales Office regarding outs. ANNOUNCEMENTS Please pay close attention to all announcements made from the auction stand, especially concerning horses on which you intend to bid. EVA (EQUINE VIRAL ARTERITIS) Consignors are not required to have horses pre-sale tested for EVA, but were advised that this procedure will be helpful to certain international buyers.
