HON. SPEAKER: Hon. Members as you are aware on 25 April, 2015 in one of the worst ever natural disasters in recent times, a powerful earthquake measuring 7.9 on Ritcher scale rocked Nepal sending strong tremors in India,

Bangladesh, Tibet and Myanmar. The earthquake having epicenter 77 kms. northwest of Kathmandu, ripped through the upper part of South Asian peninsula that shook even the Mount Everest setting of avalanches on Everest peak. A major earthquake struck again on 26 April and several aftershocks are still being felt in the region.

This catastrophic Himalayan tragedy resulted in over 3,200 deaths in Nepal flattering houses, destroying Dharahara Tower, most of the ancient temples in

Durbar Square and other centuries old structures, causing widespread destruction across the nation. The resultant avalanches triggered by the earthquake also caused death of more than 25 deaths at the Everest base camp. Earthquakes in their wake have also caused devastation in India causing deaths of over 67 people, with highest causalities of around 50 in Bihar, followed by UP, large parts of North India from Himachal Pradesh to ,

West Bengal and having impact in Delhi too.

The House expresses its solidarity and full support with the Government and the people of Nepal and all the affected people in various parts in our own country and our neighbouring countries in this hour of grief. The House also expresses its profound sorrow over the huge loss of lives which is feared to run into several thousands, widespread destruction and conveys heartfelt condolences to the bereaved families and wish speedy recovery of the injured.

Re: Loss of lives due to earthquake in Nepal and several parts of India

and steps taken to prevent damages caused by earthquake in big

cities.

THE MINISTER OF HOME AFFAIRS (SHRI RAJNATH SINGH) responding to the issue raised by several hon. Members said: Whatever happened in the forenoon of 25.04.2015 in India and Nepal, is not a small incident but a great tragedy. It is essential to mention here that our Hon. Prime Minister and myself was present to inaugurate the new building premises of National Intelligence

Academy just five minutes before when this tragedy struck. Hon. Prime Minister promptly took a decision that we should convene a meeting to provide relief in this need of hour. A meeting was convened by him. I wish to assure this House on behalf of my Government that we express our condolences to those people who have been injured in this earthquake and moreover we would also like to assure that Government of India is standing with the Indian citizens and Nepalese citizens in this hour of crisis. Hon. Prime Minister has conversation with 11 out of 13

Ministers immediately after the movement tragedy struck. Next day I had also conversation with Chief Ministers of three states namely, Uttar Pradesh, Bihar and

Uttarakhand. I made an appeal to them to provide cooperation in this regard. I told them that it is not possible to airlift all the peoples trapped there. As all the three states are situated along the Nepal border, it would be better if all the three states would send buses for rescue operation. Many people, be it a foreigner want to be evacuated to India. Our Prime Minister has made a provision regarding gratis visa. Citizens of other countries who want to be rescued to India, should be brought back to India. Immigration centres have also been set up on certain locations. All these decisions were taken that time only. Through this august House, I would like to thank all the Chief Ministers of three state governments for promptly sending buses and relief material to Nepal. I would also like to congratulate them for their cooperation and commendable job done by them. A powerful earthquake having magnitude of 7.9 on Richter scale rocked Pokhra region in Nepal at 11.45 hours on 25.04.2015. This earthquake caused large scale devastation not only in Nepal but various states in India were also affected by it.

It has caused damage to the buildings and other structures in Sikkim, West Bengal,

Bihar and Uttar Pradesh also. Necessary steps are being taken by the concerned state governments. However, five NDRF teams have been sent by the Government of India of which four are deployed in Bihar and one in Uttar Pradesh. I would also like to apprise that such teams have been deployed at Gorakhpur in Uttar

Pradesh and Gopalganj, Darbhanga, Muzzafarpur and Supaul in Bihar. We are also in constant touch with the state governments and we have promised them for providing help in this regard. National Disaster Management Authority is continuously assessing the whole scenario. Six other NDRF teams are being sent to Nepal. Indian Army has deployed a engineering task force and 18 medical teams at Kathmandu. 22 tonne of food materials and ration packets, 50 tonne mineral water, 2 tonne medicines and medical equipments, 1400 quilts and 40 tents have already been sent to Nepal. Whereas teams of Indian Army, Air Force and Ministry of Health and Family Welfare have been sent to provide medical relief in

Nepal. All these teams are equipped with medicines, stretchers, beds etc. An unmanned aerial vehicle is on the way to Nepal for rescue operations. A high level inter-ministerial team headed by Additional Secretary, Home Affairs comprising of senior officials from Ministry of External Affairs and Ministry of

Health and Family Welfare along with communication experts have been sent to

Nepal for making coordination in rescue and relief operations. As far as evacuation of Indians trapped in Nepal is concerned, we have succeeded in evacuating more than 2500 Indians so far. This number might have gone up so far.

We are trying to evacuate them through air route and road route also. We have asked the governments of Uttar Pradesh, Bihar and Uttarakhand to evacuate the

Indians and other foreign nationals trapped in Kathmandu and other areas of Nepal through buses and ambulances by route. We have made provision for free visa to foreign nationals coming to India from Nepal. Similar facilities have been provided to those foreigners also who are coming to India from Nepal by road route. Governments of Uttar Pradesh and Bihar had been advised to set up relief camps at the border areas of Uttar Pradesh and Bihar for facilitating the people coming from Nepal and I am very glad to apprise this House that these states governments have set up relief camps there. Sashtra Seema Bal personnel have been advised to facilitate the movement of people and also to provide first aid and other medical assistance in medical relief camps for earthquake victims in border areas. As per NDRF provisions, kin of every person who died in earthquake would be provided Rs.4 lakh and others would be Rs.2 lakh from Prime Minister's

National Relief Fund. Government of India would provide assistance to each earthquake victim and would also provide assistance to those people whose houses have been damaged.

necessary steps for creation of employment opportunities in various sectors

of economy for unemployed youth belonging to Scheduled Castes and

Scheduled Tribes.

(viii) SHRI P.R. SENTHILNATHAN laid a statement regarding need to accord

approval of Cauvery, Vaigi and Gundar rivers interlinking project and canal

modernization projects in Tamil Nadu.

(ix) PROF. SAUGATA ROY laid a statement regarding need to provide

compensation and announce loan waiver scheme for farmers whose crops

have been damaged by unseasonal rains and hailstorms in the country. (x) SHRIIMATI SAKUNTALA LAGURI laid a statement regarding need to

allocate funds from the Central Road Fund to construct roads linking

Dhenkanal to Joda in Odisha.

need to provide a comprehensive policy framework for investment and

SHRI : I would like to demand from the government that value based education system should be provided. The reduction in budgetary allocation in the field of education should not happened. The reduction has taken place in the name of larger devolution of funds through the states. But I would like to say that this should not be done in the name of devolution. There should not be any shortage of money for the various schemes being run by the Government. The Government of India should open Navodaya

Vidyalaya in every block to provide quality education to the people of rural areas.

The Government of India had taken control of 30 new universities in the year

2009. The condition of these universities is very pathetic. The reason for this state is that the government did not try to wield any control over them. Therefore, I would like to suggest the hon. Minister that even the local MP and other renowned people should be given a representation in the executive council. There is a need to check the mushrooming growth of the private universities in the country and a regulatory authority should be set up for this purpose.

SHRI MULLAPPALLY RAMCHANDRAN: I wish to remind this

Government that ample caution needs to be taken before finalizing the proposed

New Education policy. The New Education policy will have to take into account our secular ethos and cultural heritage. Compared to the previous year the amount allocated for Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha

Abhiyan and the Rashtriya Uchha Siksha Abhiyan (RUSA) has been reduced. The allocation for mid-day meals has also been drastically cut. With such a huge cut, how is it possible to increase the focus on enhancing the quality of education to address the poor learning levels of our children? If capitation fee for admission to private schools continues, how could the children from vulnerable sections benefit from Right to Education Act? This Government should pay special attention to this point. If education is run on commercial lines the cardinal principles of equity, excellence and expansion would remain only on papers. This Government is attempting to saffronise an important academic Body like ICHR. Any reorientation of education should begin with the New Education Policy of 1986 as laid down by

Rajiv Gandhi, which was a road map for the overall development of our country through Human resource Development.

SHRI RATTAN LAL KATARIA: The Prime Minister of India has focused on education imparting skill development which will be qualitative and employment oriented for the people. As such, a decision has been taken to upgrade

80,000 schools, set up 6,000 model schools as well as world class institutions like

IIM, IIT, IIIT in every state. I am pleased that the Prime Minister identified

Haryana for the "Beti Bachao or Beti Padhao" programme and made the entire world aware about this resolve of India. We will have to take up the standard of basic education as a serious challenge. Twenty per cent teachers are not able to clear their eligibility test. Therefore, a drastic change is required to be brought about in the field of education. We will have to bring transparency in Sarva

Shiksha Abhiyan and emphasis will have to be given on recruiting qualified teachers at the time of their recruitment. Even today after 68 years of independence, schools in rural areas lack basic infrastructure. We will have to pay attention towards it. The Government has taken a revolutionary step with regard to constructing toilets for the school children under the Swacchata Abhiyan. I would like to request that the Government may take steps to wind up this perception that quality education is imparted in private schools only. A university be set up in my

Ambala Lok Sabha Constituency in the name of Dr. Bhim Rao Ambedkar. A women university, institutions like IIM and IIT should also be set up over there. I would also demand that the scholarship for the dalit students be increased and modern hostels be constructed for them so that they do not face any difficulty while getting higher education.

SHRI S. R. VIJAYA KUMAR: In order to achieve universal school education and continuing the many ongoing schemes under this Department, the

Budget allocation for the year 2015-16 ought to have been increased from the previous fiscal. I fervently appeal for sanction of one more IIT for the state of

Tamil Nadu and setting up the proposed All India Institute of Medical Sciences

(AIIMS) within this fiscal. The huge reduction in the outlay for both the school education and literacy department and the higher education department will delay school education and state of the art higher education. I would, therefore, urge upon the Government to revisit the allocation matter and enhance it to reasonable higher levels so as to help the important education sector.

SHRI SHRIRANG APPA BARNE: On one hand, new schemes are being formulated, on the other we need to understand the ground realities about education. We are forced to ponder over a fact whether the government educational institutes can provide us quality education or not. First of all, the government must fulfil the shortage of teachers in schools so that the children can get better education. Proper action should be taken by Government to check the private schools from increasing the school fee. The commercialization of education should be curbed and the control of the government on private schools should be increased. If we want to increase the trust on government schools, we should increase the facilities as well as the number of teachers. I urge the Hon'ble Minister of Human Resource Development to provide a quota of 10 seats in Kendriya

Vidyalaya for Members of Parliament so that the children of the people of their constituency can also get better education.

SHRI BHARTRUHARI MAHTAB: Investments on education has emerged as a power mechanism for accelerating growth and development of a nation. There is a need to make concerted efforts for improving the quality of education as mere quantitative expansion will not deliver the desired results in view of fast changing domestic and global scenario. While Higher education, skill development and jobs have received more importance, basic issues in the educational sector have been neglected or is seen as very less important. There is a shift in focus from school to higher education. The deteriorating learning quality in government school is currently one of the most discussed issues in the education sector. Though there are improvement in Literacy rate and school enrolment, learning scenario in India is dismal in international comparison. Though the demand for education is expanding, the enrolment in government schools has been decreasing over time. Private school enrolment in rural India is increasing at an annual rate of 10 per cent. As education is in concurrent list, the Union

Government needs to take a larger responsibility towards promising financial resources for education. There is a shift in focus from school to higher education.

In its last leg UPA-II had come up with an ambitious Rashtriya Uchchatar Shiksha

Abhiyan (RUSA) to state universities, but this Government seems less enthusiastic about RUSA. Indian education, be it school education, higher education or technical education, requires a serious change in the mindset. It is also time to realise that education is too serious a business to be left to the private sector.

KUMARI SHOBHA KARANDLAJE: The quality of education and performance of the students in both Government and private schools have to improve and the Government has to check the invasion of the sector by private capital. School Management Committees (SMC) oversees the operations of the schools and receives funding from the State and Central government. Three-fourths of the SMC should consist of parents and the rest local authorities, teachers and educationists. The primary education system in the country is broken and attempts to fix it are feeble. Government should invest more resources in teacher education and development, principal training, ICT in education and assessments. The

Government should introduce State-wide learning assessments that are undertaken at regular periods. There is a need to re-imagine the role of the principal – as an instructional leader. The Government should set up centers for school leadership in every State and mandate induction as well as ongoing training for all principals.

Government should build and scale high-quality institutes at top 10 Central

Universities and strengthen SCERTs and DISEs (District Information System of

Education).

SHRI GAJENDRA SINGH SHEKHAWAT: I will suggest certain policies to improve India's education system. Indian public education system is of low quality with weak infrastructure. Certain policy measure needs to be taken by the government. All children should have access to government schools. There is poor quality of teachers in Government schools. The Government currently spends only 3% of its GDP on education which is inadequate. The Government needs to spend more money on education. We should focus on skill based education,

Reward creativity and allow private capital in education. I feel that we must discuss the issue at length and rethink about the future of our education system for the future of the Nation.

SHRIMATI SANTOSH AHLAWAT: My parliamentary constituency

Jhunjhunu is playing a leading role in the field of education. Educated people of this district imparting their services in every corner of this country. I urge upon the

Hon'ble Minister to set up a Kendriya Vidyalaya at Buhana in my parliamentary

Constituency so that it can develop more in education sector.

SHRI C.R. CHAUDHARY: The Government has decided to open senior secondary school within every 5 km radius and it is under this provision that the

Government propose to open 80000 senior secondary schools and 7500 higher secondary schools. I would also like to suggest that the education should be more and more employment oriented. When training, placement and the best education go hand in hand only then we will take a lead in the field of education. Along with the construction of new rooms, maintenance of the older ones should also be allowed under the MPLAD. There should be a board examination for the VIII th class. There should be a Kendriya Vidyalaya in every district of the country. SHRI GAURAV GOGOI: Government policies such as Right to

Education, Mid-day Meal, Sarva Shiksha Abhiyan ensured that families with limited resources were able to send their children to school. Current Government needs to reaffirm its priority to the education of our children. Unfortunately reduction in the Budget for key government policies is not right. There also has been concern about mixing mythology and science. The Ministry also has to ensure that the investment in Government schools yield better learning outcomes.

Therefore the governance of Government schools must improve.

SHRI JAI PRAKASH NARAYAN YADAV: We have to lay particular emphasis on education. If our government schools are not up to the mark then the delivery of education will be weak. Even today 70 per cent people go to the government schools to get education. Therefore, it is our duty to provide necessary paraphernalia in those schools and make them better. We should lay particular stress on primary education. The education for the people belonging to SC and ST categories should be laid particular emphasis upon. There is also a need to emphasize on the rural education. Mid Day Meal should be made better. The

Sarva Siksha Abhiyan should be carried to every village in a much better fashion.

The board examination for the middle class should be restored. There is a need to lay particular attention towards women education. I come from the Banka parliamentary constituency. There is a Kendriya Vidyalaya which runs in a small building. Therefore, it should be given better infrastructure by making allocation of funds at the earliest. Navodaya Vidyalayas should also be made better.

SHRI VIRENDER KASHYAP: The total budgetary allocation under the various heads of education made for the year 2015-16 amounts to Rs.69074 crore.

Along with it a raise of 22 per cent has been made it for the budget of the higher education. More attention has been paid to improve the quality of education.

Better programmes have been formulated for the upliftment of 88 per cent women in the country who are still uneducated. There is a need to revisit the decision of the previous government under which the provision to promote all the students without failing them upto the VIII grade was made. The level of education is coming down. It is our present requirement that a new education policy should be crafted in such a way that we can review the policy of education of our country.

Earlier every hon. Member was allotted the quota of 2 students for admission in central schools. This facility now has been discontinued. It is not good. The needy people come to us. I would like to request the Government to restart it positively. 13-14 per cent interest is charged from the parents of the students who take education loan. My request is that the education loan should be made interest free. If at all interest has to be paid, it should be 2 per cent and it should be recovered from the student after he has got job.

SHRIMATI JAYSHREEBEN PATEL: Out of 300 Universities in the world, not even a single university of our country ensured a place in the list. I believe that our government is taking concrete steps in this direction. I urge upon the government to accord sanction for setting up an IIT in diamond city Surat.

Centrally sponsored schemes, which was started in the year 2001 in Gujarat, must be supported financially. There is an unequal procedure followed during granting financial help under Rashtriya Madhyamik Siksha Abhiyan, this must be removed and should be given financial support equally. Those districts of the country where there is no provision of Kendriya Vidyalaya and Kasturba Gandhi Kanya

Vidyalaya, Hon'ble HRD Minister should take proper step in this regard.

SHRIMATI ANJU BALA: There is a need to upgrade the level of education in the Government schools and provide the facilities at par with the private schools and put a check on the irregularities being committed in the schemes like uniform, books and Mid-day-meal scheme. The admission quota of six children in Kendriya Vidyalayas on recommendation of the Members of

Parliament needs to be enhanced. The quality of education has declined. Therefore, the persons responsible for such condition may be penalised and upgradation of education may be accorded top priority. There is a need to ban the copying in the exams and streamline the entire system related thereto. There is need to speed up the recruitment process of the teachers in the Universities and Colleges. I urge upon the Honourable Minister to revise the education policy to ensure quality education to the citizens of the country.

SHRIMATI REKHA VERMA: There is a need to renovate the dilapidated buildings of the Sanskrit schools located in Lakhimpur Khiri, Sitapur, Hardoi,

Shahjahanpur and other districts of Uttar Pradesh State and provide adequate funds for the purpose and ensure the appointment of teachers in these schools to save them from being shut down.

SHRI ADHALRAO PATIL SHIVAJIRAO: Sarva Shiksha Abhiyan is one of the important schemes launched by the Human Resource Development

Ministry. However, we have noticed with great pain that during the last two or three years, the budgetary allocation has been reduced considerably towards this important scheme. There is an urgent requirement for the construction of 800 to

900 classrooms in my Pune District alone. I would request the Union Government to send advisories to the State Government as there is a large requirement of classrooms and also there is a need for construction of compound walls around schools of the State of Maharashtra. If the Minister intervenes, I am sure the State Government will take some positive steps. There are many Government- aided engineering colleges in the State of Maharashtra. There is a problem that there is the non-availability of teachers. When the Central Government talks to the

Maharashtra Government, this important issue should be solved.

SHRI ASADUDDIN OWAISI: Regarding Muslims, it is the lowest literacy rate of 70 per cent as compared to the 74 per cent of our Hindu brothers and 83 per cent of any other religious minorities. The Muslim community has the highest percentage of children who have not attended the school. It comes to 15 per cent. But the main reason for dropout rate between the age of 5 and 14 is the financial constraints which account for 30 per cent. To attain that Sabka Saath,

Sabka Vikash especially in education, it is very important that the Government must make scholarship a demand-driven, especially for SC/ST and minorities.

Anyone who applies for scholarship, should get a scholarship so that our literacy rates can be improved and we can have a stronger India. When we come to the

Madarsa education, out of Rs. 275 crore which were allocated last year, only Rs.

144 crore were released and Rs. 131 crore was not released. May I know the reason for not giving this amount? I would like to request the hon. Minister to please speak to the State Government and open a campus of the Aligarh Muslim

University in Aurangabad. For this, 250 acres of land is required. It is easily available in Aurangabad. This will really improve the education and literacy standards of the whole Marathawada Muslim community. It is surprising that not a single amount has been earmarked for Pade Bharat, Bade Bharat. Last time, Rs.

760 crore were approved to States in Sarva Shiksha Abhiyan. But right now, nothing is there.

SHRI TEJ PRATAP SINGH YADAV: The allocation for the department of school education and the mid-day meal scheme has been cut.

However, there is an increase in the Higher Education Budget indicating a shift in focus from school to higher education. Lack of infrastructure at the school level is also a matter of concern. Government has to realize that in order to achieve growth it needs an educated and highly motivated youth population. To make the PM's

'Make in India' campaign a success, we need a trained labour force. The

Government must realize that investment in secondary schools is very important for the economic growth of the country. The focus of the government should be on institutional reform rather than tinkering with books.

SHRI VIRENDRA KUMAR: Education is the central point of the development of a person, society or nation. Regarding this Sarva Siksha Abhiyan I would like to tell the Government that there are sufficient number of school buildings in my constituency. There is surplus number of teachers. Now there is requirement of constructing boundary wall, good toilets, kitchen sets. These can be constructed with the fund of Sarva Siksha Abhiyan. The Beti Bachao Beti

Padhao is a commendable step of the Government. It will increase the rate of literacy of girl children. It is also proving a milestone in the direction of earning livelihood of girls. Today education needs to be job oriented. It should be made practical. Some seats for students belonging to scheduled castes scheduled tribes must be reserved in admission of Central Schools and Navodaya Schools, so that the unprivileged and neglected section of our society may have an opportunity to get education in these schools.

SHRI PREM SINGH CHANDUMAJRA: Education is an important tool for the development of society, country and also for the widening horizons of thoughts of individual. I request the Government to review history books. While writing history books one should be detached from the affinity of any religion history or a particular person and it should be written impartially. I also request the Government that regional languages should be given priority in text book of

CBSE and ICSE. Teaching of regional languages should be made compulsory.

Earlier the country was divided into parts namely, south, central, north etc. My submission is that our country should not be disintegrated in the name of language. SHRIMATI DARSHANA VIKRAM JARDOSH: We should pay attention towards the level of education of our children. The innovative models prepared by the children are not utilized in the National Interest. There should be a portal at National level through which the leading of 10 students of each district may be provided with patent numbers to motivate them. Any company availing such patent may be allowed to do so on payment of royalty with the prior permission of the Ministry of Human Resource Development and such payment can further be utilized by such student for higher studies. The same pattern can be followed for the research scholars pursuing their research studies and Ph. d Degree as well. The incidents of committing suicide due to poor academic performance are increasing day by day. There should be national level effort for undertaking counseling and the academic institutions may be roped in for the purpose. I urge upon the Government to accord top priority to the cottage industries in the education syllabus so as to ensure a secured future through the means of adopting any vocation. There should be an uniform academic calendar in the Universities throughout the country to streamline the admissions process and protect the interest of the students.

ADV. JOICE GEORGE: We are looking at our younger generation with a lot of hope. But going through the Budget proposals for this year, there has been a cut of 29 per cent in the budget for children. Without having sufficient allocation for education sector, we cannot achieve our targeted results in education sector. As far as SSA is concerned, it is our flagship programme for the students. There has been a cut of Rs. 13,000 crore in this sector alone. As far as functioning of SSA in my Constituency is concerned, I bring to the notice of this august House that there are some irregularities in its functioning. I urge upon the hon. Minister to intervene in this matter. Some measures should be taken in that respect also. As far as RMSA is concerned, the Government has upgraded six schools in my

Constituency but the State Government failed to get a nod from the Central

Government. The schools were upgraded and the students were admitted but no teachers are there to teach the students. There are no facilities. I urge upon the

Government to intervene in the matter protect the interest of poor and hapless people.

SHRI D.K. SURESH: The Human Resource Development Department plays a significant role in the all-round development of the citizens of the country.

This development can be achieved only by building a strong foundation in education. Therefore Public expenditure on education needs to be increased in order to match the requirement to build infrastructure and education services in the country. To realise the objectives of the Right to Education the country needs more funding. The Government should take urgent measures to fill up vacant posts in all Govt. schools in the country. There is a need to improve the quality of teacher training programmes all over the country. Existing teachers should be provided with distance learning options to improve their teaching standards.

Teachers have to be encouraged by providing them job security and paying them higher salaries to motivate them to upgrade their skills.

I would like to suggest the government to encourage qualitative education instead of rigid instructional practices. Adequate infrastructure should be provided to use technology to go beyond traditional structure. If the Government encourages innovation in education and enquiry based learning, it would help to put an end to brain drain. It is the need of the hour to take steps for augmentation of research and promotion of science among students particularly in rural India. The Government should give special attention to rural areas as they are lagging behind in infrastructure.

I would like to urge the Government to allocate additional funds for setting up of well equipped science labs along with adequate number of science teachers.

There is also a need to provide scholarships to students to encourage and promote science among them. There is an urgent need to raise the level of education to reduce drop outs and provide better education to ensure all children can grow up to earn a good living. Making provision for free and compulsory education up to 18 years would increase educational levels and also help girl children and will also ensure that child labour can be completely eliminated. The basic objective of education is to make every citizen literate. Priority to female education and an increase in budgetary allocation for literacy programmes are required to increase the literacy levels. I urge the Union Government to provide budgetary provisions for establishing Kendriya Vidyalaya and Navodaya schools in Ramanagara district.

DR. RATNA (NAG) DE: On the one hand, Ministry is announcing IITs and

IIMs in states but when the Budget was presented, we could see 17% cut. There should be a synergy between the skills taught in colleges, universities and schools and job market. The Ministry should ensure that those enrolled in schools attend schools and get quality education. The Ministry should strive with more vigour to ensure that literacy rate takes a great leap towards a more literate India in the years to come. The other issue is admission of Economically Weaker Section children in

Government -aided schools. There is a need for the Ministry to strictly follow whether the Schools, both Government and unaided schools, provide admission to

EWS children in letter and spirit by following the RTE Act. It is often reported that student with degree and post-graduate degrees are incapable of cracking simplest of exams in order to get jobs. There is a need to give a shift in what we teach in colleges and universities. Hence, 'skill development' is given prominence in courses in the colleges and universities under the new dispensation. When it comes to standard and quality of our higher education, much needs to be done. All the emphasis on improving the quality of education being imparted at primary and secondary level through the National Literacy mission is required at the Ministry level. There is a need for the Government to revisit various schemes of the

Ministry aimed at quality of education, etc. with a view of enhancing the quality of education. There is an urgency to impart education to 35% illiterates in the world who reside in India. On a war footing, the Ministry should address the issue of improving quality of education being imparted at every level, including colleges and universities.

DR. ARUN KUMAR: Education is the root of development but the level of education has consistently come down during last 25-30 years. Half and three lakhs of teachers of secondary and primary education in Bihar are not getting their due pay scale. On the one hand some teachers get Rs. 36,000 monthly whereas some others get only Rs. 6,000 per month for equal work. This is due to the denial of pay scale to the hapless teachers. The funds given by Union Government are being mismanaged. Teachers are the torch bearers of our culture, civilization social fabric. But today the bond between teachers and students not heartening. Education is basis of the India of our dream. We should make such an atmosphere that teachers get their due pay scale and work fearlessly. Then alone they can produce a proud nation having its lofty self esteem. School exams were conducted in Bihar recently but the evaluation of the same is still pending. The students of other states would take admission in medical and engineering colleges but the students of our state would not be able to do so due to delay of results. The manner in which the University Grants Commission has been setup for higher education, similarly a Secondary Grants Commission should also be setup for secondary education so that the schools which are performing well could get benefit from the Commission.

SHRI SHIVKUMAR UDASI: The department of School Education and

Literacy is responsible for the universalisation of education for all. Twelfth plan approach paper mentions that about 18 per cent of all Government education spending or 1.12 per cent of GDP be spent on higher education. This funding should be raised to 25 per cent and 1.5 percent respectively. To achieve higher

GER and for making India an education hub globally, not only more allocations are required but the utilization of allocation also has to be more efficient. Indian

Institutes of Science Education and Research (IISERs) have been envisaged not only as institutes of higher education but would also carry research in various fields. Any delay would impact the research part heavily as it requires not only facilities but also an appropriate ambience to do so. The department of higher education and the Government should work for this purpose with synergy to get best of the results.

It is a matter of concern that there is acute shortage of faculty in higher educational institutions across the country. The Higher Educational Institutions

(HELs), there should be increase in the number of research fellowships and new scheme for teaching assistantship should be introduced. The Standing Committee

HRD is of the view that in case the stricter norms for appointment of faculty is coming in the way then UGC and other regulatory bodies should review them on regular basis and bring in necessary changes as to fill up the vacant posts at the earliest. Some strategies for skill component and special manpower development programme should be taken up. India has got all the ingredients to become international education hub and paucity of funds should not be allowed to come in the way of India. There are large number of complaints about working of our regulatory bodies in higher education, particularly UGC and AICTE, which needs to be looked into seriously.

SHRI N.K. PREMACHANDRAN: The human resources development is the key factor in the nation-building process. India, is aspiring to be a developed nation by 2020-30 on the basis of the working age population of our country. But it is quite unfortunate that such vision is not being highlighted in the Budget especially in the Demands for Grants for the Ministry of Human Resources

Development. I strongly oppose the Demand No. 57 which is in respect of school children and literacy because a drastic plan cut is there without any genuine reasonable justification. If a person is able to read and write he is known to be a literate. But the international standard in respect of the criteria of becoming a literate is entirely different. My first suggestion to the Government is, we have to draw a new line. A proper base line needs to be put in place so as to assess the actual literacy in the country. Regarding literacy, from 2001-11, literacy growth is about 9.2 per cent but that is very slow and very low than the previous decade also.

In which direction are we moving? Regarding the performance of the Ministry,

The actual expenditure during 2014-15 was lower by 16.25 per cent in comparison to actual expenditure of 2013-14. Regarding the allocation of funds in 2012-13 the increase in Budgetary allocation was 17.68 per cent. It has come down to 8.04 per cent in 2013-14; 4.58 per cent in 2014-15; and in 2015-16 it has come down to minus 23.40 per cent. I would like to know whether the Government is concerned about the school education, literacy and the Right to Education Act. So, I would like to make two points. One is regarding the non-allocation of funds through Budgetary proposals; and two is the under-utilization of funds. So, my suggestion is the optimum and judicious utilization of funds is the criteria for assessing the performance of a department or a ministry. I do admit that there is a 22 per cent increase in the allocation to the higher education sector. Whereas minus 23.4 per cent in respect of elementary education indicate? It indicates that we are building a structure on a weak foundation. That will definitely collapse. So, my suggestion to the hon. Minister is to please revise the Budgetary proposals so as to allocate more funds for the school education and literacy.

SHRI MD. BADARUDDOZA KHAN: We always demand allocation of fund of at least 6% of GDP or 10% of the budget for education, but no

Government has implemented this demand so far. People are facing lack of schools to admit their children. Similarly, many schools are facing trouble due to lack of teachers. We want quality based education for all.

SHRI PRASANNA KUMAR PATASANI: The Government is committed to make concerted efforts for improving the quality of education as mere quantitative expansion will not deliver the desired results in view of fast changing domestic and global scenario. A good quality human resource base is extremely important in today's highly competitive environment. The Ministry's Endeavour has been to achieve 'Education for All' with an inclusive approach. The Sarva Shiksha Abhiyan (SSA) is being implemented to achieve the goals of universal access and retention, bridging of gender and social gaps in enrolment levels and enhancement of learning levels of all children.

There is a dual challenge here of developing skills on the one hand and using skills on the other since skills that are not used are lost. As per the Labour Bureau

Report 2014, the current size of India's formally skilled workforce is small, approximately 2 percent. As per studies conducted by National Skill Development

Corporation for the period 2013-2022, there is an incremental requirement of 120 million skilled people in the non-farm sector. The current capacity for skilling is grossly inadequate and needs to be speedily scaled upto meet immediate skill needs of the country.

SHRI KAUSHALENDRA KUMAR: A major cut has been effected in the allocation for school education and literacy in this year's budget. The Government has failed miserably in the proper utilization of the budget allocated for education.

During the current financial year a total of Rs.55,000 crore were available for the education sector but only Rs. 47,000 crore has been spent until March 31st.

Similarly, a sum of Rs.28,000 crore were available for higher education but only

Rs. 24,000 crore has been spent so far. In fact, there has been a decline in the standard of our education particularly, there is a vast difference in the standard of education between the Government schools and the private schools. Though there has been increase in terms of enrollment of children but the quality has suffered.

Therefore, there is an urgent need to focus on the quality of education. Children of dalit families do not reach upto college education. We will have to ascertain the reason for this. The Government has restarted the Nalanda University which once used to be of international repute but all is not well with the administration of the

University so there is a need to streamline the administration of the university so as to perpetuate its dignity. Two new universities have been sanctioned for Bihar. I would urge the Government to immediately provide funds to make these operational.

SHRI P. KARUNAKARAN: I would like to say that highest priority has to be given to HRD Ministry since it deals with education from elementary level to the higher education. The allocation has to be increased to meet the demands of this Ministry. Central Universities are under the direct control of the Ministry and governed by an act passed by the Parliament. There is concentration of power in the hands of VC which leads to the authoritarian decisions and in some cases leads to mismanagements. So there should be a revisit in the administration of Central

Universities. Central Government has introduced new RMS schools and Navodaya

Vidyalaya is also under the control of HRD Ministry. These schools are suffering with lack of funds for construction of building and insufficient number of teachers.

Kendriya Vidyalayas need qualified teachers. I request the Government to include mother tongue both in the K.Vs and Navodaya Vidyalayas. The M.P. quota allotted for the admission of Kendriya Vidyalayas should be increased to atleast

15. I request the Hon'ble Minister to take immediate steps for providing better faculty.

SHRI JOSE K. MANI: The hon. Prime Minister is promoting his agenda of 'Make in India". To make this a successful Mission, young college students must be encouraged to innovate and they must be helped to start their own start- ups. Education should be objective and unbiased towards any ideology. It is important that an independent curriculum framework is drawn by a Board which is constituted by the Parliament and has a constitutional backing. The State of Kerala was keenly waiting for its demand for IIT and the Rubber University are to be fulfilled. Kerala has more than aided schools. But under Sarva Shiksha Abhiyan, assistance is given only to the Government schools. What we need is, we extend assistance to aided schools also. A scheme should be worked out for the infrastructure development.

SADHVI SAVITRI BAI PHULE: The condition of primary education in the country is extremely alarming. My parliamentary constituency Behraich in Uttar Pradesh which is a lowland area adjoining Nepal border is one of the most backward districts of the country in terms of standards of education. There is a dire need to set up residential schools and Kendriya Vidyalayas under the CBSE board with a special package in these areas. Attention should be paid to set up a new

Kendriya Vidyalaya proposed for district Behraich by immediately acquiring the land. In view of the important role of the teachers in building the future of students uniformity should be brought in the selection norms of teachers by not playing any politics in the selection procedure.

SHRI E.T. MOHAMMAD BASHEER: As far as education is concerned, this is India's golden era because of two reasons. Firstly, the 21st century is knowledge-driven; foundation of economy in this century is nothing but knowledge. This is an era of internationalization of education. Question before us whether India is equipped to make use of this favourable situation and reach at the forefront of the world nations. Education should inculcate all kinds of communal harmony, tolerance, kindness and compassion in the hearts of young generation.

DR. UDIT RAJ: The funds provided by the Ministry are either misutilised or underutilised. The funds which were provided under the Scheduled Castes

Component for the year 2013-14, only 3 per cent has been utilized out of that. Our education should be such that makes our students responsible and morally aware. DR. SHASHI THAROOR: There are about 225 million young people in our country between the ages of 10 and 19. The International Labour Organization says we will have 20 per cent more young people starting to work in 2020 than even China has today. But we need to train, educate and equip them to take advantage of these opportunities. Education is of just a socio-economic issue. It is a national security issue also. The plan allocation for education has gone down by 24 per cent, similarly the allocation for Sarva Shiksha Abhiyan has been reduced by 22 per cent, the allocation for Mid-Day Meal scheme has been slashed by 16 per cent. How can we achieve these objective when we cut the money? We lament that we have no higher education institution in any of the global rankings of the top 200. The Government announces of creating five new IITs and it is giving only Rs. 1000 crore for the entire purpose whereas each new IIT needs at least

Rs.350 crore a year for seven years to be able to function. When it comes to enrolment and drop outs, it is extremely worrying that though we have over 100 per cent enrolment at the primary level, the dropout rate is so high that about 30 per cent are dropping out by Class Eight. There are alarming figures in the latest

MHRD Report of 60 lakh out of school children. The problem is that the

Scheduled Caste, the Scheduled Tribes and the disadvantaged children are the ones who are disproportionately missing out from educational opportunities. I have two final points, the first is our very serious concern as MPs in this House about the declining autonomy of institutions under MHRD. We are concerned about the resignations of a number of key figures. The Ministry has given an instruction that it must be informed before any MoUs with foreign universities are signed. This is contrary to the Acts of this Parliament which govern institutions like the IITs and

Central Universities which give them the power to enter into academic collaborations with the whoever they like. My worry is that education is becoming over-regulated and under-governed. My final point is on the concerns about saffronisation of education. I will ask the Minister to please give this House an assurance that she will uphold the integrity of educational attainment in India irrespective of religion.

SHRI PRALHAD JOSHI: India ranks 135th out of 187 countries in the human development index and is the lowest performing country among the BRICS nations. Poor access to education is one of the biggest reasons of why India has failed to improve its ranking in human development. India currently has the largest illiterate population compared to any other nation in the world. In the last 10 years, the situation of Education in India has become worrisome. Sarva Shiksha

Abhiyan was a flagship programme launched under the leadership of Sh. Atal

Bihari Vajpayee Ji. SSA had helped in increasing the access to schools by 85.6%. It improved to 98% rural population having access to a primary education within one Kilometer. Further, construction of 2.16 lakh school buildings have got sanctioned and about 8.12 lakh additional classrooms were sanctioned for elementary schools. Under SSA, 11.34 lakh teacher at elementary stage had been sanctioned. Because of SSA, pupil teacher ratio at primary stage had been reduced from 46:1 to 36:1. The Government has taken a paradigm shift in its policy of the education system. There is an increase of funds to the tune of Rs. 1.78 lakh crore.

Through devolution, the Centre has provided greater funds and thus greater autonomy to states so that they can focus on their educational needs. There has been an overall increase of 13.32% in the budget allocation for higher education sector. The FM has announced more and more National institutes of higher learning like IITs IIMs and AIIMs. I thank the PM and the FM for sanctioning an

IIT for Karnataka. Education System of India has been gripped by different policy issues. It is time to look into the problems in toto and bring fundamental changes in the education system. The educational system followed in most schools today is the 'factory' model where focus of education is more on passing the exams than on doing critical thinking which is important for the holistic development of the children. There is a need to put thrust on producing more Researchers and Scholars in the country. Since independence we have not been successful in giving a safe educational environment to the children with disabilities. We need to make a composite education system where children with special needs are not denied their right to get educated. I congratulate the Government for its intention to address the education sector concerns and bring about better education loan facilities I also request the Government to increase the number of Kendriya Vidyalayas across the country one each in every taluk (block) Hqrs so that more and more rural students are benefited and quality of elementary education improves. I also request the

Government to establish two more KVs in my Constituency Hubli-Dharwad.

PROF. : Indian education system is the third largest education system in the world after that of USA and China. It is the aim of the Government of Narendra Modi to make India a super power in the field of knowledge. Therefore, there has been an increase of Rs. 4000 crore in the budget for this purpose. This increase shows the Government's seriousness and commitment towards education. India has the most number of young persons in the world and 40 percent of its population is under 18 years of age. In this situation, the country needs a large grant for education to prepare for future because there are several challenges before the education sector. Dropout rate of girls outnumber that of boys in the country. I would like to request through you that semi board exams for class V and class VIII should be started again. Funds for Mid-day-Meal should be increased to make available better mid-day-meal and teachers should not be burdened with this responsibility. I request that all types of educational institutions should be brought under the purview of the law related to Right to education. State

Governments are curtailing the autonomy of the state universities and their grants are also being decreased. If restrictions is imposed on their autonomy, then state universities will lag behind in the race with the private universities.

SHRI S.P. MUDDAHANUME GOWDA: The trend in the whole country regarding the Government primary schools is most alarming. The Government should seriously think about competing with the private educational institutions by providing quality and good education to the children who are studying in government schools. Providing education to rural children should be considered more seriously. Government of India should start more Kendriya Vidyalaya schools all over the country. Technical Education which is now provided in the country through IITs is also not sufficient. More such institutions should be started throughout the country. If an IIT is to be started in Karnataka the ideal place is

Tumkur, in Karnataka.

SHRIMATI RAMA DEVI: Education is the only medium through which any society can be transformed into cultural and developed society. It is an irony that even after 68 years of independence, no proper attention is being paid on the education. NDA government has came to power 11 months back and it has given a slogan of "Sabka Sath Sabka Vikas" for development of our country.

Today we should bring education out from a classroom in an open sky so that the students become able to get practical knowledge along with bookish knowledge.

Every day, new Higher Education Institutes are being set up in our country but they are only giving degrees, not knowledge. Our country is very backward in carrying out original research. The schemes and facilities like Mid Day Meal

Scheme, school dress, cycle and books have encouraged enrolment up to as high as

96%. Should the target of basic education be limited just to increase enrolment.

Under these circumstances quality based educations system is a good symbol. The education sector has been allocated nearly 69 thousand crore rupees. It would certainly improve the education scenario. Skill India, make in India, Digital India and various programmes of Central Human Resource Development Ministry's will accelerate the development and the future of students shall be bright.

SHRI SHARAD TRIPATHI : Our schools are not making our children intelligent but a liability. The enrolment is increasing in schools but the kids are lagging behind in studies. Children are taught neither language, nor mathematics, nor science properly. More than 50 per cent children of 1st standard do not have knowledge of any language. The study carried out by a leading NGO reveals that the standard of education is declining drastically throughout the country.

According to the report, the standard of education in private schools is also poor.

The report clearly indicates that our schools are proving incapable of shaping future of our children. The report also indicates that the enrolment of students in rural schools has increased over the years. Parents are being attracted towards private schools. The facilities available in these private schools are attracting them to seek admission of their wards. The buildings of most of the government schools are in dilapidated condition. In case, the building is in good condition it is used for some other purposes. The shortage of qualified teachers and resources are other important problems, because of which the government schools are constantly lagging behind the private schools. It is not just a matter of the budgetary support.

The teachers of Government schools are deployed for several non-teaching works.

The Budget provision for education is not enough. There is a shortage of funds even in private schools but the work culture and management is far better in these schools. The lackadaisical approach and mismanagements being followed in government school is the main reason for their poor condition. Local development committees have been constituted in several schools but these have paved the way for politics in schools. If two government schools are attached to a private school then the government run schools will also reap the benefit of the efficient management of private school. Apart from this, a large number of retired educationists are also present in our society. If they are made incharge of two or three schools, then we can tap their potential to get better results and they also have a feeling of being active, useful and important member of our society. Throughout the country, big industries or commercial organizations take benefits of government schemes and banks. They also get benefit of subsidy, tax rebate and loan etc. and if these defaulters are encouraged or forced to adopt two or three schools, we will surely get good results.

SHRI DADDAN MISHRA : Our Prime Minister is laying emphasis for the development of Human Resources through education and skill development. But, the present condition of primary education in the country is very pathetic. Right to

Education Act, Sarva Shiksha Abhiyan and Mid Day Meal Scheme have ensured higher enrolment in government schools. The ability of students to understand texts, numericals and logic is very low. Many political and social reasons are responsible of such worsening situation. Even after 70 years of independence, many education systems, various curriculums and different criteria for the selection of teaching faculties are in vogue in the country. State Governments educational institutions are poor in terms of syllabus, quality of education and teachers. The

Government should formulate a Central Policy for universal curriculum, uniform norms for teachers' recruitment and equal infrastructure in schools. Only after that, we shall be able to provide equal opportunities to our children in the era of throat cut competition. I also urge upon the government to open more and more central schools and to focus on the quality of education in schools. I also request to include logic, reasoning and vaidic mathematics in schools curriculum, so that the children could be prepared for competition from the school days. Another major reason for poor education system is that logic is not taught at any level of education. Logic is taught only in Bengal State Board. Even there it is an optional subject. The fourth International Conference on teaching logic as a subject is going to be held in France from June 09 - 12, 2015. I request the government that efforts must be made to sent a delegation to participate in this conference and also to consider favourably to teach logic as subject in school education.

SHRI ASHWINI KUMAR CHOUBEY: While associating myself with other speakers in the discussion on earthquake tragedy I express my deep reverence to the deceased persons in the earthquake tragedy and condole with all the families affected by the earthquake that beset the neighbouring country Nepal and various areas of Bihar during the last two-three days. I extend my condolences even to the three persons of minority community killed in Brahmapur of my parliamentary constituency Buxar. Besides, I also applaud the alacrity with which assistance has been provided to the neighbouring country Nepal by the hon'ble

Minister of Home Affairs under the guidance of hon'ble Prime Minister.

THE MINISTER OF HUMAN RESOURCE DEVELOPMENT

(SHRIMATI SMRITI ZUBIN IRANI) replying said: I would like to thank all the hon. Members who participated in the debate and expressed their views in the national interest without any ill will. During the year 2013-14 the utilization of funds department of education was 92.9 per cent of revised estimate whereas during the period of our Government in the year 2014-15 it has been 97.69 per cent. It is envisaged in the constitution of the country that the Government of the day will function according to the decision taken in the Parliament. It is alleged that our Government is altering History through ICHR and we are biased. Had we been biased of eminent historian Purvi Rai would not have been there in ICHR.

Several Members have expressed concerned about the Vishwa Bharati. Concern has been expressed about a vacancy. A letter was written to the hon. President on

May 8 last year stating that some people are trying to fill up 15 vacancies even after code of conduct coming into force which was contrary to the law and it should be investigated. We got it investigated. During the UPA regime 4 persons were selected to work in central universities and this Government provide an opportunity to them to work with dignity but the selections in which we saw some discrepancy we stopped that. We had said time and again that education is priority of priorities. In February this year the Government had formulated a new guideline about safety and hygiene of food served under Mid Day Meal Scheme and the Government is trying to develop a centralize voice monitoring recognition system so that the Union Government and the State Government came to know simultaneously if there is any challenge in regard to Mid Day Meal Scheme. The

Government is introducing a programme namely 'swayam' under which all the central universities, IITs, IIMs and NITs of the country will impart free of cost education to the citizens of the country. The Government respect all the scheduled languages of the country. 60 lakh children in the country do not go to school. We have special focus on standard 1, 2, and 3 for which a provision of Rs. 460 crore has been made in the budget. The Government has brought out a gender atlas for the first time under which the requirement to increase the education to daughters can be mapped. Our hon. Prime Minister has started a programme 'Beti Padhao

Beti Bachao' under which the Government has identify 100 districts. A reward of

Rs. 5 lakh will be given to the school management for motivating the girls students for higher education. It is the endeavor of the Government to make the assessment of the schools. The Government has started GIS mapping in the entire country barring three states. After mapping the Government will come to know as to what sort of resources are to be provided to the people of the country in various habitations. Several Members have expressed concern about the students of the north-eastern region. For the first time the students from north-eastern states were taken on a visit to some selected institutions of the country. We have provided scholarship to 10 thousand under graduate students particularly from the north- eastern states. We have dedicated a skill framework to the country in November

2014 for the first time. I would like to say that burden of school bag and prices of books have become a matter of concern to several parents. The Government is providing open resources online through NCERT so that all the books for the students from the standard 1 to 12th could become available free of cost. I have requested the NCERT to develop it as a mobile app so that selected books could be made available to parents free of cost. The Government had introduced a programme namely 'sarans'. These are all the programme for which budgetary provision has been made. The programme 'sarans' has been started last year under which a provision has been made to provide learning outcome to all the schools affiliated to CBSE. It is our endeavor that this programme 'sarans' should also reach to the parents so that they may monitor the progress of their ward and can help him. I would like to say that several hon. Members has said that our children are drifting away from art, culture and sports. I am extremely happy to say that 'kala utsav' is being introduced in the entire country from this year. Several hon.

Members remain concerned about the education policy. It is our commitment that education will be imparted to the children by remaining in the limits of the constitution. There are 2 lakh 75 thousand village education councils. The State

Government have been requested go to the village education council and tell them to as to what sort of education they need. I request all the hon. Members that they should work in this field unitedly because no single person will decide the fate of the country, it is our common responsibility and commitment. We contacted 9 and half crore children of the country on the occasion of teachers day. Several hon.

Members have expressed concerned about teachers training. We have made efforts in the NCT to implement the recommendations of Justice Verma committee. I would like to apprise the House that the hon. Prime Minister had started Pandit

Madan Mohan Malviya National Mission for Teachers Training for which a provision of Rs. 900 crore has been made. Several hon. Members have expressed their concern about budget. In the field of education the Union Government work in coordination with the State Governments. All the State Governments are able to work with the Union Government in field of education. I accept that there are several challenges in the field of education. Several hon. Members has expressed concern about privatization. I would like to tell that the Government has opened a portal namely 'know your college' in which information about all the private institution which are affiliated to UGC, AICTE is given. On 17th of August this year we have provided information on website under MHRD in regard to

Government schools in all the districts of the countries where there are no toilets and where they are functioning. The allocation has been made for construction of toilets under Project Approval Board. Keeping in mind the desire of several hon.

Members I will try to increase the number of coupons for admission in Kendriya

Vidyalaya from 6 to 10. In so far as budgetary cuts with regard to Sarva Shiksha

Abhiyan, Mid-Day Meals Scheme and RMSA are concerned, as you know, in higher education there has been an increase in allocation. In so far as the flagship programmes of the school education are concerned, they are protected as is being said by the Government time and again. We are telling Kendriya Vidyalayas that instruction should be given in different languages, as the child may deem fit, so that uniformity is not hampered in any way. Let me assure the House that in so far as education goes, the Central Government will work in tune with the States because ultimately, we are responsible to the children who go to these institutions.

SHRI MALLIKARJUN KHARGE initiating said: When the Home

Ministry functions effectively the people feel that the government is functioning smoothly. When there is a law and order problem there is no development, no investment and no peace in the society. The Government has not accorded due importance to the Home Ministry. The greatest responsibility lies with the

Ministry of Home Affairs. When the Ministry of Home Affairs remains alertful, the people realize that the Government is functioning in the right direction. The responsibility to safeguard the Fundamental Rights under the Constitution and maintenance of internal security of the country lies with this Ministry. Hence, safeguarding the Constitution is a very important function of this Ministry. But the problem with the Ministry is that no matter how hard it functions the results are not evident. Why is so? It may be because the views of the Minister are not reaching those concerned or they do not want to accept his views. The Home

Minister as well as the Prime Minister not once but have said hundreds of times that they would follow the Constitution and safeguard it. Are they sure that citizens are happy? If they try to know the reality through their intelligence, IB, police then they will realize how different it is. In the Presidential speech in para

45 it is mentioned "terrorism and left wing extremist pose a grave challenge to the internal security of our nation". It is really surprising that the government accords low priority to such an important issue. Naxalite problem is a big one. Everyone should come together to solve this. What is their economic and social programmes in naxalite areas to solve this problem. They have introduced the budgetary allocation for roads in naxal affected areas. But the amount meant for roads in the border area and North-East has not been utilized fully. What is the reason for this?

The funds allocated by the UPA for modernisation has been reduced by the NDA.

The reduction is to the extent of 98 per cent i.e. from Rs. 1744 crores in 2014-15.

The present allocation has been reduced by Rs. 1709 crores which means modernization has got hardly Rs. 35 crores. There has been a 36 per cent cut in border management. Similarly, construction of residential accommodation for police has seen 31 per cent reduction. Reduction for building is 17 per cent. 13 per cent reduction has been effected in central plan out lay. If the Ministry of

Home Affairs functions properly then it means that there is peace and tranquility in the country. I was amazed to see the statement made by Hon. Home Minister that prior to him, Hon. Prime Minister knew it and he told him. The whole intelligence setup is with the ministry of Home Affairs, then, is there any problem in the department, that is why Hon. Prime Minister knew about it before him or is there any instruction from the PMO that first PM should be informed then Home

Minister? There is a cut under the immigration services, police memorial, education and training. More funds need to be given under these items. If there is peace in the country then only investment and industry will come to India, people will get employment and there would be development. Today, the Government is with the anti-nationalist forces who are roaming around sloganeering 'Pakistan

Jindabad'. I would, therefore, request you to check the statements coming from various sections trying to break this country. Churches are being attacked which should be stopped. The statements being made for home return of minorities should also be stopped.

SHRI HUKUM SINGH: I would like to initiate with supporting some of the points made by the Leader of Opposition. This is true that unless there is calm and peace in the country and in different regions, no development work can be accomplished. He made a mention of Tibet and said that had Tibet been allowed to remain independent and had also been strengthened and also the views of Dr.

Ambedkar and Dr. Lohiya had been acceded to then the whole area would have been peaceful. However, I would like to ask the LoP as to whom the advice by Dr.

Lohiya and Dr. Ambedkar was given and what action was taken thereon. He should have better mentioned their names in this regard. First time, a Government has been formed in the state of J&K which represents the entire state and various forces are working against the Government and to ensure that it fails. But after sometimes, I am sure, this Government would be very successful and would work so effectively that no issues whatsoever would remain to be solved there and the dispute of Kashmir would also be resolved. I would also like to confine myself to the issue of internal security. There is a kind of environment around our whole country and parts of our states of Chhattisgarh, Andhra Pradesh, Bihar and Uttar

Pradesh have also been affected by it. We ought to understand as to from where these forces are getting support. Our para-military forces need full support, modern arms and ammunition together with a well laid down policy. It is surprising that whenever our para-military forces make a movement, Maoists get the information of their movements beforehand. This needs to be thoroughly investigated and our intelligence setup also needs to be strengthened. If two terrorists are gunned down then, the issue of violation of human rights is raised but when our soldiers are killed then, this issue is never raised. Thousands of innocent citizens and personnel of para-military forces have been killed. The Ministry of

Home Affairs has the onerous duty to safeguard the nation. The second issue relates to the safety and security of women. I am, in particular, talking about Delhi because outside Delhi the subject of law and order rests with the state governments. During last ten months many problems have been resolved, in times to come a proper message should put across the whole country that now there is different atmosphere in Delhi. In our border states of Bengal and Assam, there is continuous infiltration from across the border which is a serious threat to our security. The Government should make effective deployment of the personnel of para-military forces at our borders so as to check the infiltration. There is also need to improve the training of our soldiers. The moral of soldiers will be boosted only when they get good equipments, modern arms and ammunition and an assurance that old whole country is behind them.

SHRI NISHIKANT DUBEY: There in a urgent need to revamp India's national security structure. The Naxal problem in the Santhal Pargana region in

Jharkhand can be solved through a comprehensive plan of action with special emphasis on developing the basic infrastructure in the region. I suggest that the six districts (Dumka, Godda, Deoghar, Jamtara, Pakur and Sahebganj) of Santhal

Pargana region should also be included in the list of districts seriously infested by

Naxalism. Further, this is an area that borders Nepal, Bangladesh and Bhutan and is therefore susceptible to significant cultural imports and cross flows. I would request the Government to take immediate steps for Doordarshan Kendra at Deoghar focused on local programming in Aang Bhasha & Santhal Bhasha as well as for upgradation of proposed godda F.M. station. Efforts are made by Left Wing

Extremists to prevent execution and implementation of development works. There is a need for a national strategy. The National Security Council Secretariat (NSCS) could be tasked with drawing up holistic medium to long-term strategies in various areas. It is important to expand the NSA's core support structure. A decision on the position of the Chief of Defence Staff (CDS) is long overdue. It will foster inter- service co-ordination in planning, execution of operations and in the force planning process.

SHRI RATTAN LAL KATARIA: More than nine and half lakh brave personnal are working day and night risking their lives for the internal security of the country. In this budget 62 thousand 124 crore 52 lakh rupees have be allocated which is more than 10.2% as compared to the previous budget. In this budget special measures have been taken for the safety of the women, rehabilitation of

Kashmiri pandits, internal security of the country and safety of the lives of the deprived ones. The major initiatives taken in respect of the issues relating to

Jammu-Kashmir, North-eastern states and Indo-Bangladesh border and the security between India-Myanmar are bearing fruits now. Our police forces with the help of digital revolution are modernising the armed forces and the results of the improvement are evident from the police stations. The Neighbouring countries are trying to intrude in our Territory. Though our armed forces are fully capable to handle them but there is an urgent need to increase the surveillance. Even today we are witnessing incidents of atrocities against the dalits in the states like Uttar

Pradesh and Bihar. The Ministry of Home Affairs has a greater responsibility to maintain harmony among the people belonging to different castes and religions in the country.

DR. KIRIT P. SOLANKI: The law and order situation has been under control for the last one year. devastating earthquake that struck northern states of

India and Nepal on 26th April, 2015 killed many people. the Government, by extending help to the neighbouring country under 'operation maitri', has done its duty and thus enhanced the credibility of India at international level. As Gujarat is bordered with Pakistan and it has a coast line area of nearly 1600 k.m., there is a need to strengthen security arrangement in that area. A NSG hub should be set up at Ahmedabad in Gujarat.

SHRI SHRIRANG APPA BARNE: The Ministry of Home Affairs is responsible for internal security, management of Central Armed Police Force, border management, co-ordination between the centre and the states, Governance of union territories, disaster management, etc. The Union Government in co- ordination with Jammu and Kashmir Government has adopted a multi-dimensional approach to check the cross-border infiltration and alone with it, the restructuring scheme of the Prime Minister for Kashmir is proving effective. The Government is formulating a multi-pronged scheme to tackle the activities of rebellion and extremist in north-eastern states. Various Left Wing extremist outfits are active in some parts of the country and the Government has called upon them to abandon the path of violence and come forward for talks. The Government should provide accommodations to the families of soldiers of paramilitary forces at the earliest.

SHRI RABINDRA KUMAR JENA: The country, with the help of this ministry, needs to strengthen its security-both inside and on the borders including the coasts. The integrated Action Plan, initiated by the erstwhile government in

2010-11 made an effort towards combining security infrastructure in Left Wing

Extremist infested areas with development, it is unfortunate and significant that while IAP used to be fully centrally sponsored programme, for this FY 2015-16, funding to it has been reduced, and this programme has been shifted to the list of scheme that will be executed with 75:25 ratio fund allocation between the centre and the states. With respect to the Plan Schemes of Ministry of Home Affairs, the

Ministry has not been able to spend even reduced allocated amount at RE stage.

And yet, at the same time, with internal and border security threats being on the constant rise in the country, the need for more fund allocation to the Ministry also is recommended by the Standing Committee. The Ministry should ensure that the concerned implementing agencies fast track the completion of the projects within the given time frame and avoid under utilisation of funds as a matter of emergency.

The Ministry of Home Affairs, which managed the Nirbhaya fund, has spent only about 1% of the total allocation. The M.H.A. and Ministry of women and child development were to use this fund for various purposes, none of which have been executed. One-Stop crisis Centres that provide medical, legal and psychological support services under one roof to women survivors of violence is an urgent need, and having only one in each state is of no effect at all. I urge the Government to immediately ensure a better implementation of schemes that are to be executed with the help of the Nirbhaya Fund. The State Government of Odisha has been requesting the Centre to sanction a special India Reserve (IR) battalion to strengthen coastal security since February 2015. With the Intelligence Bureau (IB) circulating an input on probable terrorist attacks by Pakistan-based outfits in four

States, including Odisha, recently, strengthening of coastal security has become an issue of utmost importance. Besides, the State Government has requested early sanctioning of patrol boats for marine police stations. The Centre has also been requested to increase the funds for construction of jetties. The Government has been prompt to respond to the unfortunate natural disasters that have affected the country and it must be appreciated whole heartedly.

SHRI PRASANNA KUMAR PATASANI: Several Left Wing Extremist outfits have been operating in some parts of the country for a few decades now.

The poor and the marginalised sections like the tribal's are bearing the brunt of this violence. It is the belief of Government of India that through a combination of development and security related interventions, the LWE problem can be successfully tackled. However, it is clear that the Maoists do not want root causes like under development be addressed. Consequently, the process of development has received a setback in the areas under LWE influence. This needs to be recognised by the civil society and the media to build pressure on the Maoists to eschew violence, join the mainstream and recognise the fact that the socio- economic and political dynamics and aspirations of 21st Century India are far away from the Maoist world-view. The Government is optimistic, of eradicating the LWE problem through the strategic vision. It is worth mentioning that due to the measures initiated by the Government, LWE violence has significantly decline in the last for years. The multi-pronged efforts of the Government are slowly showing positive impact and results. SHRIMATI SUPRIYA SULE: India has the lowest citizen to police ratio in the world. In order to face the emerging challenges on internal security in the form of terrorism, naxalism, etc. Police Forces should be modernized and they should be empowered with adequate powers, adequate forces of jawans, modern equipments, training etc, alongwith adequate funds for infrastructure like mobility, communication systems, weaponry etc. Every hour 35 cases of crimes against women are registered. And it has been progressively increasing with each year. To solve issues like domestic violence, family courts needs to be increased; full support should be provided for the rehabilitation of acid attack victims; number of women in police force should be increased and police stations should be made more gender friendly. An initiative started by RR Patil in Maharashtra about dispute-free village concept. In which the objective of dispute-free village under

Mahatma Gandhi Dispute-free village programme was achieved successfully with the collective efforts of police and villagers. This concept should be taken up at national level. The shortage of trained manpower and absence of appropriate training facilities, infrastructure and equipment in National Disaster Response

Force should be dealt with. There is a need to install high surveillance camera by

India at India-China border. In view of naxalite threat, there is a need to continuously conduct training for the battalion and police force in the LWE affected area. Coastal security should be strengthened and numbers of coastal police stations and coastal patrolling should be increased. Coastal police should be provided modern weapons and jetties to patrol coastal belt. Besides, issuance of ID cards of fishermen, registration of boats, colour coding of boats installation of transponders, issuance of Multi-purpose National Identity Cards (MNICs) to the residents of coastal villages should be expedited and coastal patrolling needs to be intensified.

DR. J. JAYAVARDHAN: There are 10 Demands for Grants which are administered by the Ministry of Home Affairs. The Standing Committee had clearly mentioned that it is quite unhappy to note that during the last three financial years, in many schemes, the Ministry has not been able to spend even reduced allocated amount at the Revised Estimates stage and it had strongly recommended that the Ministry should impress upon the concerned implementing agencies to fast track the completion of the projects within the given time frame and avoid under utilization of funds. The maintenance of public order is the primary test of internal security. Communal riots and clashes that threaten many a State in our country are absent in Tamil Nadu guided by our leader. I wish to record here that it is my leader. I wish to record here that it is my leader who pioneered the setting up of

All Women Police Station in India, the first ever in the entire country, more than 23 years ago in 1992. Our leader, Amma had first ever in India introduced a

Women Commander Force in the country. Impelled by the need to have an even stronger legislative basis to protect women from sexual violence, my leader

Puratchi Thalaivi Amma was the first to bring about the thirteen point plan to prevent crime against women. As far drug menace is concerned, the State's

Narcotics Intelligence Bureau CID has stepped up its activity and detected a large number of case in 2014, as compared to 2013. My leader had repeatedly written to the Prime Minister protesting against the unprovoked, murderous attacks and arrests of innocent Tamil Nadu fishermen. The only permanent solution to the problem is retrieval of Katchatheevu and its surrounding area which was permanently cede to Sri Lanka in 1974 without the requisite mandate of the

Parliament. With regard to the official language in the Department of Home

Ministry, the usage of the State official language in judgements, decrees and proceedings of the High Court with the prior concurrence of the President, as per the legal provisions. However, our repeated requests to authorize the use of Tamil in the High Court of Madras have not been responded favourably. It means, the

Union Government, here after, would not finance the States for strengthening police infrastructure. The 14th Finance Commission has also recommended to discontinue the State-specific grants. Tamil Nadu has been unfairly treated by the 14th Finance Commission with a drastic cut in the horizontal share from 4.969 per cent to 4.023 per cent of the general shareable tax pool from 5.047 per cent of the service tax pool. The Standing Committee had strongly recommended that the

Central Government should continue to support the State Governments financially in the schemes such as modernization of police forces. Tamil Nadu would require another Rs. 10,000 crore in the next few years for modernization of police. The

Government of India should focus on national level database of DNA and fingerprints which can be accessed by investigating officers. The Minister had promised the august house to reply on the issue of the brutal attack and killing of

20 poor labourers and tribal people from Tamil Nadu by the Andhra Pradesh police on 7th April.

SHRI AJAY MISRA TENI: The Government has done a commendable work by maintaining internal peace in the country and extending help to our neighbouring countries at the time of disaster and crisis during its tenure of 11 months. My Lok Sabha Constituency shares its border with Nepal and maoists from Nepal and criminals of India infiltrate into each other's country as the border is open and as a result, people of the area feel insecure. The Government should make it a special zone and restore law and order there and keep check on criminals. The police of Uttar Pradesh is working under political pressure and I demand issue of an advisory to the state in this regard.

SHRI TATHAGATA SATPATHY: Social Media and other outreach methods should be used to make the police more people-friendly; Psychoanalysis of persons joining the police should be made mandatory; for improving police infrastructure, investment in capacity building and public interaction techniques should be done and technology and innovate policing should be harnessed such as modernizing safety and communication equipment; smart phone technology in policing needs to be harnessed; uniform is the sign of identification. commonality in uniform across the country needs to be considered. We need to make an effort to increase public participation in matters of internal security. I propose a National

Citizen Police Force, where young citizens can keep vigilance in areas they frequent and remain in constant touch with the police, thus can prove to be ears and eyes of the police department; Home Ministry should ensure effective, efficient and speedy punishment for certain crimes like harassment of women, kidnapping of children and molestation.

SHRIMATI SANTOSH AHLAWAT: The Government has not only improved law and order in the country but also protected the borders strongly in its tenure of 11 months. I would like to thank the Prime Minister and the Minister of Home Affairs on behalf of women of India as the present Government has adopted a policy of Zero Tolerance in the matter of violence against women. The decision to allocate funds in 'Nirbhaya Fund', introduction of women helpline, setting up women's police stations in the country are a commendable steps. The training should be imparted and modernisation should be done in police and Armed Forces from time to time. The present Government is very sensitive to upholding the integrity of the country.

PROF. SAUGATA ROY: The Home Ministry has not received a budget cut; rather there has been a 16 per cent jump in their budgetary allocation, which is only proper. Government of West Bengal has many successes as compared to your failures on some counts one major being the Left Wing Extremism front. Without killing Maoists, the State Government has been able to win away tribals from the fold of Maoists just due to development. Maoists should surrender; the

Government should give more rights to tribals but the present group of Maoists, who operate in Chhattisgarh, can only be met with the sternest possible measures.

The Government must show results on the ground in controlling Maoists especially in Chhattisgarh. The other success of the West Bengal Government that I want to mention is achieving peace in Darjeeling. Development is taking place in the

Hills. The Government should emulate this. The Government must replicate the success of the previous Government in countering the United Liberation Forces of

Assam. In J&K, there is no doubt that the situation has improved. The

Government should take a decision on AFSPA whether unbridled powers to the security forces to kill militant should be there or not. The BSF has a budget of Rs.

12,517 crore. With all that money spent on them, they cannot stop infiltration.

One of the mandates of the Home Ministry is to preserve and promote national integration and communal harmony. This seems to be under some threat. The

Home Ministry must go on a media overdrive to speak in favour of preserving communal harmony. We have formed many organization like NIA, NATGRID and IB. How much inputs we are getting from these organizations about anti- national elements. On women security, there was a Nirbhaya Fund which was first started during Mr. Chidambaram's tenure. This year, Rs. 1,000 crore have been given. But we are reading about atrocities on young women, particularly in and around Delhi. Shrimati Maneka Gandhi for setting up a Rape Crisis Centre in every district should be set up as suggested by the hon. Women and Child

Development Minister. The Union Territories are also under the Ministry of Home

Affairs. There should be a Legislative Assembly in Andaman and Lakshadweep. I think it is time that the Government girds up and gets its act in order so that the country is a safer place for its citizens, the responsibility of which squarely lies on the shoulders of the Home Minister.

SHRI BAIJAYANT JAY PANDA: In line with the principles of federalism, a lot of funds from the national exchequer are now being directly transferred to the States. As a result, many of the Centrally-sponsored schemes are getting reduced allocations. When it comes to the federal concept of fiscal devolution late Shri Biju Patnaik was one of the pioneering national leaders who demanded that. But the Central Government needs to continue to have responsibility for certain key areas where the national security is involved. If you look at left wing extremism, in 2014 alone, there were 1090 incidents and 309 deaths caused by those, who call themselves Maoists. It remains incumbent on the

Central Government to tackle these core areas of problems not just with the security angle it has to be with development as well. We have many schemes, for example, MGNREGA, Backward Region Grant Fund, National Rural Health

Mission, etc. But this is precisely the crux of the issue that is being discussed that if in cooperative federalism you are transferring bulk funds to the States, States have their own priorities. To address the infrastructure deficiencies, the

Government is working on the Integrated Action Plan (IAP) and the Additional

Central Assistance (ACA) for left wing affected areas. The State Governments are also availing some of these benefits but this needs to be coordinated in a much better way. One of the successes has been the Government's Comprehensive

Surrender-cum-Rehabilitation Policies. There is a Security Related Expenditure

Scheme where the Centre gives assistance to the States. The RE last year was Rs.

737.37 crore. This year it has gone up only to Rs. 840 crore. This sum may not be enough. The second major aspect I want to discuss is modernization of police forces. During 2014-15, eight of the Centrally sponsored schemes have been merged into one scheme but no funds have been given for them. Odisha gets affected by cyclones and floods every other year. At the very minimum, the

Ministry's own estimate of Rs. 783 crore must be granted. The responsibility of the Home Ministry apart from funding is to coordinate with the States. Different

States have different expertise and resources. There should be coordination by the

Union Government between the States.

SHRI JUGAL KISHORE: It is our duty to create feeling of security among the people and particularly women security is becoming a challenge for us.

The security forces deployed in Jammu and Kashmir should be granted leave on time. Special recruitment drive should be launched in border village of Jammu area so that the youth living in border areas may get recruitment in para-military forces and these people may not have to migrate in search of employment. The land of people living in border areas of Jammu has gone on the other side of the barbed wire erected on the border. These people should be given either the cost of land or compensation.

KUMARI SHOBHA KARANDLAJE: I urge the Ministry of Home

Affairs to expedite examination of Maritime Board Bills/Ordinance of the

Governments of Karnataka, Kerala, Andhra Pradesh, Goa so that the Board can be established at the earliest. An Attractive incentive structure may be considered for recruiting personnel for Costal Police Security. The Government should urge other

State Governments/UTs to also raise dedicated cadres for marine policing as has been planned by the Government of Karnataka. Necessary steps have to be taken to modernise Anti Force (ANF) and equip it with better weaponry, in addition of heightened combing the patrolling. Police and paramilitary forces should be helped to refine strategies to take on this emergent threat. The Ministry should issue directions to police forces in Karnataka to maintain strict vigil along the tri- junction of Tamil Nadu-Kerala-Karnataka and suggest joint operations of maintain dominance of the administration in the area and thwart attempts to build hideouts or organization in this strategic area. The Government should provide adequate funds to naxal-affected taluks to build roads, bridges, schools and hospitals as part of development activity. There is a demand from tribal organisations and NGOs to either include the tribals as a biodiversity factor in the KNP or carve out the area without disturbing the tribal settlement. Special measures need to be formulated to check trafficking of drugs through the borders. Coordination among various agencies needs to be improved. Information/Intelligence gathering regarding drug trafficking, its analysis and dissemination capabilities need to be strengthened. A database on production, trade and consumption of various drugs at the national level needs to be prepared to ascertain the extent of the problem. Various domestic laws enacted for the control of drug trafficking should be implemented stringently and severe punishments should be accorded to drug stockists. The Government should provide viable alternatives to farmers in order to wean them away from illegally cultivating poppy and cannabis. The Ministry should accord topmost priority to improve the capacity infrastructure of Central Para Military Forces

(CPMFs) and upgrade the much necessary institutional mechanisms for further enhancing internal security of the country. There should be at least four State-of-art

Disaster Management training institutes in each side/corner of the country, which is prone to many natural disasters, for Training and Research. A training programme of long duration on ethical and moral values and people friendly attitude should imparted to police personnel especially of lower ranks. SHRIMATI JAYSHREEBEN PATEL: The important jobs like central - state relations, disaster management, administration of union territories, border management comes under the Ministry of Home Affairs. The Ministry of Home

Affairs undertook an enormous task of providing humanitarian aid under NDRF to

Nepal and the states of Bihar, U.P. and West Bengal which were hit by earthquake. The same job was undertaken at the time of floods in Kashmir recently. It is commendable. The implementation of phase-II of Coastal Security

Scheme is constantly reviewed for giving special attention on coastal security for checking any cross border illegal activity taking place on coast by the criminal and anti-national elements. It is commendable. The Ministry of Home Affairs has taken initiative for benefit of women in Central Police Forces. The Ministry of Home

Affairs has undertaken visionary work in regard to jail refoms. I would like to thank the Minister of Home Affairs for this. Special attention has been paid toward women security, rehabilitation of Kashmiri Pandit and additional security in this budget. More budgetary allocation has been made for para-military forces,

CRPF who often have to counter naxalites and ITBP who are deployed round the clock for the security of Indo-China border. The budgetary provision of Rs. 11.70 crore have been made for purchase of ultra modern weapon for Delhi police for the security of National Capital Region. I wish to make some demands for Gujarat under the Demands for Grants of the Ministry of Home Affairs. The Marine

Immigration Check Post should be set up in Gujarat. It is essential to make stringent security arrangement for small and big port in the country. The Ministry of Home Affairs should make appropriate budgetary provision for this. The

Ministry of Home Affairs should make cent percent fund allocation available to

Gujarat for the security, educational expenses and catering expenses of Indian fishermen near the international water border of India and Pakistan. Appropriate fund should be made available for completion of 77 kilometre border fencing on the Gujarat border adjacent with Pakistan, installing flood light and generator set on the border. Grant in aid should be increased for coastal security phase-II under the coastal security scheme.

SHRI VINAYAK BHAURAO RAUT: I have risen to support the

Demands for Grants relating to the Ministry of Home Affairs. The toughest challenge before the hon. Minister of Home Affairs is internal security of the country. Today, the laws to check the infiltration from across Bangladesh are not being implemented properly. Therefore, the infiltration taking place all around our national borders should be taken seriously as during the last several years in

Maharashtra, especially in neighbourhood of Mumbai, like Bhayandar, Navi

Mumbai and other parts, the infiltrators especially Bangladeshis have posed a serious threat to the security of the these areas. The way, Massarat, a separatist and raising slogans of Pakistan zindabad was put behind the bars within 24 hours, the same way the article 370 should be repealed and whole country from Kashmir to Kanyakumari should be united, Common Civil Code should also be implemented. The coast line has become a serious issue. In India, the coastal border runs into miles and only in Maharashtra the coast line is 720 km long. But the smuggling activities have increased in the coast line areas. The Central

Government should therefore, provide high speed boats and other equipments to have a proper monitoring and controlling of our coastal areas.

SHRI BHAIRON PRASAD MISHRA: The separatist movement has again become active in Jammu and Kashmir at present. They have to be checked stringently so that they may not be able to ruin the atmosphere of peace in the valley. Extremist activity should be checked in the state of Chhattisgarh.

Chitrakoot district in of my parliamentary constituency should be declared a extremist affected area and adequate arrangement should be made for security and checking extremist activity there. The Union Government should have right to order CBI inquiry in any serious case. The Ministry of Home Affairs should issue such directive to the state government so that representation of all classes of society may be reflected in the police forces and law and order may not get affected in any special circumstances. An effective mechanism should be evolved so that the politician may not be able to misuse the police forces in their own interest. The budgetary allocation for home guard should be increased, they should be imparted training and they should be assigned duties for more number of days. I demand that the Minister of Home Affairs should make budgetary allocations for opening a training centre for central security forces in my parliamentary constituency, as adequate land is available there.

SHRI : The allocation for the Home Ministry in the

Central Budget has been increased by 10.2% as compared to the last year. This allocation has been made for the safety and security of women, rehabilitation of

Kashmiri Pandits and to give them additional security. Infiltration, terrorist attacks, naxalism and naxalite attacks and Pakistani intrusion in Kashmir valley is a matter of concern for the country. Infiltration of Bangladeshi people through Assam is going on in various states of the country. They should be identified and repatriated.

The effective measures to check the rising naxalism in Chhattisgarh should be taken. Sufficient funds should be given for the modernization of the state police forces. Much should be done to help the police in the dacoit affected district of

Madhya Pradesh. A training center of any para-military force should be set up in

Satna district. Madhya Pradesh is heading towards industrialization rapidly. Therefore, a CISF Battalion should be given for my Parliamentary Constituency,

Satna. Around 88 districts and 31,400 village panchayats in the country are naxal affected. A joint drive in collaboration with these States should be launched to identify the problems of these districts and efforts should be made to solve the problem.

SHRI T. G. VENKATESH BABU: India's internal security is threatened by the external forces also. Terrorism and insurgency are thrust on India from the foreign soils. The left wing extremism has its roots in the pathetic conditions of the

Adivasis whom the Government have repeatedly neglected and deprived them off.

The Government has to reach out to the Adivasis and mitigate their problems expeditiously. 15 million Bangladeshis are staying in our country illegally in the north eastern states. The infiltration by the Bangladeshi migrants, leads to unrest the resultant militancy among the local people. Jihadi Terrorism by ISI is a cross border terrorism. Human Trafficking is another worrisome feature. An estimated

2.5M people are trafficked every year from India, among whom 1.2M are children.

In the event of internal security increasingly becoming out of control, the successive central Governments, instead of strengthening the states to meet out this huge challenge, are more and more resorting to overpower the states. The state police forces have to be reinforced and strengthened by the centre of effectively face the threats. On the plea of containing communalism and terrorism, the central

Governments are striving hard to erode the states' power which will neither help to achieve the desired objective nor entertain federalism, which bonds the unity of this country. The main problem of our criminal justice system is huge backlog of cases, resulting in enormous delays. As a result, the under trials have to be kept in prison for years together. When these outstanding problems will be addressed to?

Today Pakistan has become an epicenter of terrorism. Still Pakistan finds favours with US and China. We should understand that challenging China militarily at the behest of US, is wrought with dangers. China is far ahead in defence preparedness.

China is mighty power with highest growth rate in the world, whereas US is a declining power. In its new found love for US, NDA Government belittles the emerging regional and world forums like the BRICS. So it is in our best interest to go with the emerging trends world over to bring peace and prosperity to the entire world. Imperialistic force don't have any solution to the world's current crisis.

Kachchatheevu in was gifted to Sri Lanka against the spirit of the unanimous resolution passed in the Tamil Nadu Assembly. The international maritime law, should be honoured. Had that law been adhered to Kachchatheevuin would have been ours. Anti Tamil policies are still being pursued by the Central Government.

This is against the spirit of federalism and national integrity. I appeal that this House should enact an amendment to share powers with the State Government also in arriving at any decision on the international relationship.

SHRIMATI : Special attention should be given towards strengthening the internal security of the country, modernization of armed forces and efforts should be made to have a check on infiltration. I appreciate the policies of the Government.

SHRI THOTA NARASIMHAM: Social media is a double-edged weapon.

It can be used productively and unproductively. Now-a-days, some of the anti- social elements are trying to use social media to create some unrest in the country.

Cyber laws have to be strictly implemented. Naxalism is posing threats to internal security of the country. Naxalism is not only a law and order problem, but also a socio-economic problem. We should use the services of voluntary organizations to educate the illiterate people. We should effectively use Counter Intelligence Wing.

We are living in a technology-driven time. Technology has to be utilized at its optimum level to trace out Naxal movements. Geographical Positioning System

(GPS) can be used accurately to identify the Naxal movements. We should not compromise on our national security concerns. Attacks on women have been increasing day by day. I request the hon. Home Minister to increase the State Disaster Relief Fund to Andhra Pradesh because Andhra Pradesh is affected by many cyclones during the last three years.

SHRI P. R. SUNDARAM: The paramilitary forces have availed significant increase in their budget allocation. They are not able to provide education to their children. Because of operational exigencies, the personnel are unable to avail full leave. Therefore, I would like to urge the government to increase the benefits for the lower rank jawans in all paramilitary forces like upgradation of recreational facilities, extension of leave period, providing transfer only after consultation with the jawans as well as medical facilities. Secondly, I request the government to increase the allocation provided to the state governments, particularly to the states which are effectively implementing the modernization of police force in their respective states.

SHRIMATI RANJANBEN BHATT: I rise to support the Demands for

Grants of the Ministry of Home Affairs. The Government of Gujarat has provided for 33 per cent reservation for women in the recruitment of police forces. The

Border Security Force personnel should be granted more rights so as to boost their morale as well as self-confidence. There is urgent need for modernization of police forces. A concrete decision should be taken to check infiltration from Bangladesh and Pakistani borders. The Government should make efforts to rehabilitate Kashmiri Pandits in J & K by providing them their lost land.

SHRIMATI PRATYUSHA RAJESHWARI SINGH: My parliamentary constituency, Kandhamal, is affected by Left Wing Extremist and naxalites. The bureaucrats, police and paramilitary forces as well as intelligence agencies should work together in such a manner that these anti-social elements may feel safe to return to main stream and left the path of violence. The tribal women should be given traditional skill development programme to add value to tribal products. The

Government should ensure the marketing of their products in order to improve their livelihood. Tribal children should be educated and good roads, hospitals, schools, colleges, safe drinking water provided to them.

SHRI RAM PRASAD SARMAH: I would request the Hon'ble Home

Minister to completely seal Indo-Bangladesh border and thereby check infiltration of Bangladeshis and smuggling. I would request the Home Minister to protect the

Gorkhas of Assam, who are facing the ignominy of being "foreigners".

SHRI MOHAMMAD SALIM: Several Members as well as the

Government said that this year's budget has seen a hike. However, this increase is not uniform across the board. There has been a cut in the revised estimates of this

Ministry's budget for 2014-15 and the funds were not utilized fully. It is a major responsibility of a government to make each citizen feels safe and secure.

Communal tension in this respect is not at all conducive for citizens wellbeing.

Prevention of Communal Violence Bill is pending since years. To maintain communal harmony, stern steps should be taken against those causing communal tension and for this strong laws are essential. Today, the women are the most insecure section of the society. The previous government also had announced

Nirbhaya Scheme and provided funds but these funds remained unutilized. The

HRD Ministry announced that 25th December would be celebrated as Good

Governance Day. Our Constitution gives equal rights to all religions. Recently, judges conference was held on Good Friday. The Government has to be more sensitive regarding different denominations. In the last year's budget funds relating to borders remained unspent. There is a difference in raking up the problem of infiltration for politics. However, it is altogether a different matter in preventing it.

Similarly, funds concerning fencing, lightening, strengthening of outposts in last year's budget remained unused. Free movement of people across the border, smuggling of narcotics, small arms, criminals should be prevented by the

Government. BSF is posted in Bengal and border fencing has been done yet smuggling is a parallel economy there. I would like to draw the attention of the

Minister regarding the problems in my constituency. The BSF maintain a very tough stance against the farmers, but does not prevent smuggling. Government records show that large number of people are apprehended. You have to put a stop to this racket. In previous year's budget funds remained unused for housing modernization. The accommodation problem is very acute for the police and para- military forces. Kindly solve this.

SHRI P. P. CHAUDHARY: The scope and jurisdiction of the responsibilities of the Ministry of Home Affairs is so widespread in a vast country like India. A Budgetary allocation of Rs. 62, 124, 52 crores has been made for the

Ministry which is 10.2 percent more than the last year's allocation. Our country is faced with all time challenges of terrorism, left-wing extremism like Maoism and naxalism which are eating into the vitals of our country. There is an urgent need to trace and cap the funding source of such anti-national organisations. In order to ensure that the NIA and CBI etc. conduct impartial inquiries, it becomes necessary that a separate cadre of these departments is raised, in order to lessen their dependence on officers deployed in these departments on deputation basis. The condition of jails is becoming bad to worse in the country. The Government should ponder over introducing jail reforms. It should be made mandatory to register an FIR at the loss or theft of electronic equipments so that they are not misused. Most of the Pakistani refugees are settled in Jodhpur and Jaisalmer districts of Rajasthan. Currently, the Government of India has not framed any policy for such refugees. It is time that the Government take measures for giving them the right to citizenship.

DR. KULMANI SAMAL: My state Odisha is severely affected with the menace of naxals. The left wing outfit is active in poor states, especially in the tribal dominated regions. In this regard, my view is that the socio-economic condition like untouchability, caste discrimination, social injustice, poverty, and unemployment of the poor people residing in the remote forest areas is one of the major issues. How can we bring them to the mainstream society, we have to think over. We have to allocate a good amount of budget for their development and for their exposure to outer world. It is my sincere suggestion that economic activities in the remote areas should be increased. Odisha is a calamity prone State. I wish that the allocation to be enhanced more in respect of my State, Odisha in order to counter the natural calamities effectively. I would like to urge upon the Minister of

Home Affairs to take appropriate steps to provide adequate budgetary allocation for Coastal Security Scheme.

SHRI K. PARASURAMAN: Home Ministry has got Rs. 62,124 crores with the increase of Rs. 5752 crores from that of the last budget. Our Police personnel are all doing serious and dedicated services to the people, society and to the country. I request the Hon'ble Home Minister to think about Welfare Schemes for all Police Personnel and their family. I would like to request Hon'ble Minister for Finance to create separate better care fund for Police Force as in U.K. I humbly request Hon'ble Home Minister to help Tamil Nadu Police with more funds for the modernization of entire police force and systems. I would like to request Hon'ble

Minister for Home Affairs to make necessary arrangements to start separate

Central Police University in India, which would help the Police Personnel in many ways with more focus on research in detection of crimes, combat of terrorism etc.

SHRI SHARAD TRIPATHI: The Hon'ble Minister of Home Affairs has taken a decision to allocate 605 crore rupees to Bihar immediately in order to compensate the loss caused due to heavy rainfall and hailstorm. He has done a commendable job by including heavy rainfall and hailstorm in natural calamity and management. While congratulating him, I would request that Kashmiri Pandits may be rehabilitated in Kashmir.

SHRI Y.S. AVINASH REDDY: As per Constitution, the Union

Government has to protect the States from external as well as from internal disturbances. Peace and harmony are essential prerequisites for development of an individual as well as development of a nation. The greatest threat to the internal security of our nation is Naxalism. By introducing socio-economic reforms and various welfare schemes is making efforts not only to ensure work and income to the rural poor but also providing them an option to these rural unemployed not to get attracted to Naxalism for their livelihood. The Government should allocate sufficient funds for this purpose. The weapons being used by our police at present must be upgraded. There is a general understanding that Government have had problems in managing borders including coastal borders. The Government has to address this problem seriously as it involves the security of our country. Our country has been vulnerable to natural disasters. Therefore, effective disaster management is needed to ensure that loss of life and property is minimized. With the spread of computers and the Internet, cyber crime has emerged as a major challenge for law enforcement agencies. Urgent steps have to be taken to increase vigilance against cyber violence against women. The Government should strengthen the anti-terror mechanism and strengthen the role of NIA for swift and fair trial of terror related cases. The Government should provide State

Governments with all kinds of assistance to modernize their respective police forces and equip them with the latest technology. The Central Government should help Andhra Pradesh in respect of modernization of police. The resettlement problem of retired Servicemen is of vital importance. The better we look after our

Ex-Servicemen the higher would be the morale of the serving officers. SHRI P. KARUNAKARAN: I would like to participate in the discussion of

Demands for Grants of Home Affairs for the year 2015-16. In our border area our soldiers are fighting for the protection of soil. Number of states are facing with the

Maoist attacks now a days. It includes not only the law and order issue but also the social and development issues. I would like to know the measures taken by the

Government to tackle the Maoist attack issue. In some other states we witness the threats of fundamentalist forces. They tried to mobilize the people on the basis of religion and caste. We could face these challenges with united action. Foreign funds are getting to some fundamentalist forces. Number of communal riots including Bombay, Ahmedabad, Karnataka, Delhi, Surat are sad episodes in the life of our Nation. So the law and order situation is not a mechanical one it is related to social, cultural, political consciousness of our nation.

SHRI SHAILESH KUMAR: I have stood to participate in the discussion regarding the Demand for Grants of the Ministry of Home Affairs. A number of hon. Members have given their suggestions about internal security. I would like to say it clearly that there is no fear of the police in villages and society at large. This is the situation not only in Bihar but across the country. No one in the country feels secure. I am sure that you take the advice given by the opposition parties seriously. I would also like you to resolve the problems. In this context, I would like to say that the national average strength of police force across the country, in proportion to the population is not adequate. The government would need to provide all the resources required when the work of improving the said national average is undertaken. The government should pay special attention towards the naxal-affected backward areas such as Bhagalpur, Banka, Munger and work towards eliminating naxalism from such areas.

SHRI BADRUDDIN AJMAL: There is need to allocate more money for modernization of Police Forces. I would request the Hon'ble Minister to take tough action against those who are spreading the poison of communalism and trying to divide the people of the country for their political gains. I came from Assam where the infiltration is a big issue. Our party AIUDF has clear stand on the issue that all those who came to India before 25th March 1971 should be treated as Indian and must be given all rights. I welcome the process of NRC Updation/Preparation in the state of Assam. In the interest of smooth, uniform and transparent implementation of NRC updation/preparation programme throughout the state a handbook containing each and every aspects of modalities and guidelines should be published and widely circulated. The law and order situation in Assam has been a matter of concern. I request the Hon'ble Home Minister to look into the matter to preserve the law and order situation in Assam. I request the Hon'ble Minister to solve matter through speedy trial in Andhra Pradesh about death of Muslim youth in police custody.

SHRI NARANBHAI KACHHADIA: Women safety, naxalism, terrorism, cyber crime etc. have become grave challenges towards the security of the country.

Naxalism is a big problem in our country and the continuous attacks on our

C.R.P.F personnel by naxalites in Chhattisgarh is a fresh example of this problem.

Naxalism also affects the development of our country. Naxalism has a strong hold in Jharkhand, Chhattisgarh, Odisha, Bihar, West Bengal, Tamil Nadu etc. The

Government should give serious thought to measures for ending Naxalism. Police modernization is also a challenge for the country. The police stations in the country function is an extremely convention bound manner and thousands of cases remain pending. Border incursions is the most serious concern for the country.

SHRI JAI PRAKASH NARAYAN YADAV: Women security is an important issue. The Government should pay special attention to the problems of jawans deployed on the border. The District Magistrate of their area should pay particular attention to the difficulties of jawans. The jawans should be equipped with state of the art weapons, facilities and resources. Housing facility should also be provided to them. Attention should be paid to the special development of the poor, Adivasis and Dalits residing in the extremist infested areas. Funds should be provided to them. I represent Banka parliamentary constituency which, surrounded by rocks and ravine is a backward area and should be covered under naxalite infested areas. Facilities like transport, drinking water should be provided and justice should be dispensed to people residing in Banka, Mungher, Jamui and

Lakhisarai districts.

SHRI PREM SINGH CHANDUMAJRA: I expect that the Minister of

Home Affairs will remove discriminatory treatment meted out to us in an independent India. All states have been created on linguistic basis. We had to struggle very hard to get the state created on the basis of Punjabi language. The capital city of Punjab was Chandigarh which was part of the state, but it was said that as Haryana did not have any suitable location for the capital city, hence

Chandigarh was made shared capital of both Punjab and Haryana for a short period. These two states even shared a common High Court. Situation remains the same since then. Secondly, we have a secular system of governance where all religion are equally protected. The people of my community had constituted

Shiromani Gurudwara Prabandhak Committee by struggling against the British

Government for control of the Gurudwaras, but the said committee has been divided. The previous Government of Haryana had constituted a separate committee. I want that the Minister of Home Affairs should remove such discrimination against us. Punjab is a border state and there is fencing on the border area along Pakistan. The farmers whose fields fall within the area suffer a lot. They are permitted to work on fields for a very short period. I want that either the Government take such field on contract or purchase the same field. During militancy period a number of people migrated to foreign countries from Punjab but now they would like to come back to their country. There is no case against them, but the Foreign Wing under the Ministry of Home Affairs which functions in

Embassies, has prepared a black list wherein these people have been black listed, and they don't allow them to come back to their country. I want that these people should no longer be put under that black list and efforts should be made to facilitate their home coming.

SHRI R.K. SINGH: We should focus our attention on the challenges related to unity, integrity, and internal security of the country. The Indo Pak border fence in the state of Jammu & Kashmir should be strengthened. There is a need to strengthen even the deployment on that side of the border. The people who joined militancy want to shun violence and join the mainstream. Their return and rehabilitation should be facilitated. The Government has enunciated special industry initiatives. There is a provision under these initiatives that the big industrial houses would select graduate and post graduate students, provide them training followed by placement. There is a need to enhance these initiatives.

Another crucial problem being faced by our country is that of the North East.

There is Bodo problem and need to negotiate with ULFA group. There was budget allocation for state governments under the special infrastructure initiative or special infrastructure scheme to provide training to the special trained forces which has been withdrawn in this budget. This is not fair. The Government will have to think about it.

SHRI D. K. SURESH: Increasing budgetary allocations for Nirbhaya fund is a welcome step but there is a need to ensure useful spending of the allocated funds to achieve women safety objective in an effective and meaningful manner.

The Government should sensitise the authorities to take steps to better handing of safety of women. In order to provide rehabilitation for rape victims, sufficient number of rape crisis centres should be set up in the country. I urge the

Government to increase the allocation for setting up of rape crisis centres in every district of the country. With regard to modernization of police force, I would like to point out that it is the need of the hour to enable our police personnel to obtain the best possible training and equipment to face the challenges of Naxalites, left wing extremists, terrorism etc. The Government should increase the funds for modernisation of police forces. India has been traditionally vulnerable to natural disasters on account of its unique geo-climatic conditions. Various natural calamities have caused destruction of life as well as property. I would like to suggest the Government to take immediate steps to put in place a proper disaster management strategy to face my eventualities to reduce the impact of it.

SHRI M. I. SHANAVAS: We Indians, are endowed with a culture of harmony and amity and we have inherited a culture which is the result of thousands of years of learning and values instilled. There is alarming news coming in from all over the country with respect to certain atrocities committed towards the minority communities and other sections of society. When secularism is in danger, when our values are in danger, how can we move along? I want to ask the

Home Minister that when such things are happening against the basic principles of the Constitution, what steps the Government have taken to control these things.

These have to be controlled. There should be security and protection in the country.

SHRI KAUSHALENDRA KUMAR: Nirbhaya Fund with corpus fund of

Rs. 100 crores was created two years back to check rising cases of crime against women. But it is a matter of great concern that Nirbhaya Fund has not been utilized so far. Therefore, attention should be paid towards this issue. Terrorism is on the rise in the country. Today our borders are not secured. Hence there is need to consider the issue seriously rising above the political lines.

SHRI R. RADHAKRISHNAN: There has been a long pending demand to delegate and decentralize the authority and to provide enough authority to take decision making at the UT of Puducherry level itself. So, in the interest of the people of Puducherry, we would request the Home Ministry to take steps to provide Statehood to Puducherry also. I would request the Government to take due care and provide us sufficient grant. Rs.560 crore has been due from the Home

Ministry and I would request that this money be provided to our State so that we could serve the people of Puducherry in a better manner. Full Statehood to

Puducherry may be considered in the interest of faster services to be provided to the people of Puducherry.

SHRI E. AHAMED: As far as representation of the Muslim community in our educational system is concerned, their position is deplorable and pathetic.

Unity and communal harmony is the most important thing in this time. Irrespective of one being a Hindu or a Muslim or a Christian or a Jain, it is a fact that we are all

Indians. We all have the rights and we have to live in harmony. More than 200 serious incidents of communal disturbances have occurred; and even criminal acts have been given communal card to use it as an instrument to create disunity in the society. It should not be allowed like that. The Communal Violence Bill, which was the initiative of the previous Government, has been sent to backburner. The previous Government brought that Bill only to make peaceful atmosphere and communal harmony in this country. Discrimination against one section of the people is going on. There is discrimination in their appointment; there is discrimination in their treatment. International communities are also watching

India. India has a position in the international field. To maintain that, one of the conditions is communal harmony of this country. One of the conditions is that there should not be any discrimination against any people. We want constitutional protection, constitutional right and for what our Parliament has agreed to.

SHRI NINONG ERING: Armed Forces Special Powers Act (AFSPA) has been imposed on 12 more districts of Arunachal Pradesh. AFSPA has led to severe human rights violations. The Government should explain the reasons for implementation of this law, without even consulting the stakeholders in the state.

SHRI ASADUDDIN OWAISI: I have a few points to make. Who has done Mecca Masjid bomb blast case? Ninety days have passed. Not a single appeal has been filed for an SLP. Whether the Government knows the repercussions this will have on our relations with neighbouring country. Hashimpura Massacre is the biggest custodial killing in Independent India. Home Minister stated that we will not allow demographic profile and character of this country to change. What is the demographic profile and character of this country? Why do you not release 2011 religious census data? My other point is why cannot we have a Parliamentary oversight over Intelligence Bureau. Why has this Government not taken serious note of Aliar encounter? As regards the transfer of seven schemes from the MHA to the State Government there is no co- ordination within the Government itself. On Afghanistan why are you not opening channels to speak to Taliban. My last point is about Jharkhand, where the tribals were used. The question is why is the Jharkhand Government is not doing anything? Or, why is the Union Government not ordering an inquiry in it, because it involves the CRPF? I hope when the hon. Home Minister stands to reply, he will reply to them.

ADV. JOICE GEORGE: Preserving and promoting the national integrity and communal harmony in our country is one of the stated objectives of the Home

Department. It can be preserved only by instilling the feeling of safety and security in all sections of the society. The integrity of our nation can be protected only by protecting the rights of every section of our society, whether it is Dalit or minority or majority. By protecting the rights and privileges of all the sections, we can only preserve our integrity and for that, all these rights are protected under articles 25,

26, 28 and 30 of the constitution. It is the duty of the Government to prevent attacks on our Constitution for the purpose of the larger interest of our nation. So, I urge upon the Government to not indulge in this kind of anti – Constitutional activities.

DR. RAMESH POKHRIYAL NISHANK: The budget has been increased this year in comparison to the last year for Para-Military Forces involved in national security in view of providing them adequate resources. A provision of Rs.

3736 crore has been made in this year's budget for Indo – Tibet Border Police

Force deputed for protection of sensitive Indo-China border in view of their contribution. I urge upon the Government to made a provision of more funds for modernization of these police forces. The whole Himalayan region is very sensitive. We can minimize the gravity of the possible incidents by providing prior warning. I urge upon the Government to set up a high level research center under

National Disaster Management Authority in Uttarakhand so that prior disaster warning system can be strengthened. This will minimize the damage by prior preparedness and deployment Disaster sub-centre must be set up in all Himalayan states and disaster prone areas. National and International Institutions should be contacted to ensure the intensity of warning during the time available after warning issued. A requisite level of awareness should be spread amongst common people.

High priority should be given to requisite training in view of disaster management.

SHRI SATYAPAL SINGH: The Ministry of Home Affairs of the country has the responsibility to maintain the unity and integrity of the country, to preserve the democratic fabric of the country as well as to maintain social solidarity of the country. This Ministry has been successful in this regard to a greater extent.

However, we have a lot of challenges before us to deal with in regard to the security scenario. Police provides security to the society and the people and also ensure their dignity but it doesn’t get the due respect and dignity which it deserves.

It is still treated as a semi skilled labour. The pay Commissions in the past have not done justice to it. Hence, my first demand is that police should get what it deserves. It has to get justice and its salaries and allowances need to be enhanced.

The evidence act of the country says that the version of police cannot be trusted.

Section 25 says that the statement by the police cannot be admissible in the court. I feel that such laws need to be amended and police has to be given the respect.

Police reforms have not been carried out in the country so far. The reason behind it is the bureaucratic trap. This bureaucratic trap has to be done away with. If we want security for the country and our children then the criminal justice system has to be set right. The internal security of the country faces so many major challenges.

The country is the victim of naxalism from the last so many years. Our panchayati extension schedule has to be enforced. We cannot curb naxalism unless we implement the Forest Rights Act in the tribal areas. We have to create an atmosphere in the country where our children do not face discrimination, if we have to curb the terrorism in the country. Since where there is a discrimination, there is a fear. We have to teach our children the lessons of patriotism and discipline. We cannot deal with the problem of terrorism unless we do it. We need to have aN education system which inculcate the moral values in our children. This alone can sort out all sorts of problems.

SHRI MD. BADARUDDOZA KHAN: I would urge our Home Minister to develop the economic situation of border area. In my constituency there are six- blocks situated in Indo-Bangladesh border. Some funds are allotted every year to these Blocks under BADP. But now through a Circular, it is ordered that the money under BADP will be spent only within five kilometers from the border. So,

I request our Home Minister to withdraw the Circular. The Government should allocate more money in BADP and attach the concerned MPs with the implementation. MOHAMMED FAIZAL: Lakshadweep is under the direct control of the

Home Ministry. The first point I would like to raise is of the development of the fisheries in the island. Lakshadweep is having a very limited land area of only 32 square kilometers. The fishermen of Lakshadweep are not in a position to indulge in fishing for more than eight hours because of scarcity of land-based infrastructure and most modernized crafts and gears. I would request the Home Minister to do something to develop this sector. As regards agriculture, we are blessed with coconut trees. It is purely organic and the international market for virgin coconut oil is so huge that entire Lakshadweep can contribute if it is given right direction for its development. Tourism is the most sustainable industry as far as

Lakshadweep is concerned. Government should open Lakshadweep for tourism.

Telecommunication is the most important part of the island. TRAI has given suggestions to improve the present infrastructure. The condition of police and home guard personnel be improved for better policing in the Island.

SHRI BISHNU PADA RAY: I would request the Ministry of Home Affairs to pay attention towards our Plan fund. We were given a Plan fund of Rs. 1950 crore BE which has been curtailed to Rs. 1700 crore. Out of these Rs. 1700 crore,

50 per cent is committed liabilities. My request is that these committed liabilities be immediately removed and placed in the Non Plan fund. There are a lot of shortcomings in the infrastructure of Andaman. There are circulars of Ministry of

Finance that 50 per cent of the funds have to be spent by 30th September which should be relaxed for us and a non lapsable fund on the lines of North East be given to our islands. The fire brigade personnel of Andaman and Nicobar Islands and police constables were getting compensatory one month pay after working for twelve month. But the previous Government cut this additional one month pay.

The Standing Committee has again recommended for this and I would request that this report be implemented by the Government in toto. We have been given a very meager allocation for our agriculture sector. I would request that a separate Plan fund be carved out for Andaman and Nicobar Islands after working on the suggestion given by the Committee.
