    LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Thursday, February 8, 2018/Magha 19, 1939 (Saka) ______ OBITUARY REFERENCES HON'BLE SPEAKER: Hon'ble Members, I have to inform the House about the sad demise of two former Members, namely, Shri Narsingh Narain Pandey and Shri Raghunath Jha. Shri Narsingh Narain Pandey was a Member of the 5th Lok Sabha representing the Gorakhpur Parliamentary Constituency of Uttar Pradesh. He was also a Member of the Rajya Sabha from 1980 to 1982. He was a Member of the Committee on Absence of Members from Sittings of the House. Earlier, Shri Pandey was a Member of the Uttar Pradesh Legislative Assembly from 1962 to 1967. Shri Narsingh Narain Pandey passed away on 8 January, 2018 in Gorakhpur, Uttar Pradesh at the age of 88. Shri Raghunath Jha was a Member of the 13th and 14th Lok Sabhas representing the Gopalganj and Bettiah Parliamentary Constituencies of Bihar. Shri Jha was Union Minister of State for Heavy Industries and Public Enterprises from April, 2008 to May, 2009. He was a Member of the Committee on Agriculture; Committee on Ethics; Committee on Home Affairs Railway Convention Committee; House Committee and also the Public Accounts Committee. Shri Jha was a Member of the Bihar Legislative Assembly from 1972 to 1998. He also served as Minister in the Government of Bihar. Shri Raghunath Jha passed away on 15 January, 2018 in New Delhi at the age of 78. We deeply mourn the loss of our two former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families.

D. Cornell University 2009 Commentators have frequently suggested that India is going through an “age of intolerance” as writers, artists, filmmakers, scholars and journalists among others have been targeted by institutions of the state as well as political parties and interest groups for hurting the sentiments of some section of Indian society. However, this age of intolerance has coincided with a period that has also been characterized by the “deepening” of Indian democracy, as previously subordinated groups have begun to participate more actively and substantively in democratic politics. This project is an attempt to understand the reasons for the persistence of illiberalism in Indian politics, particularly as manifest in censorship practices. It argues that one of the reasons why censorship has persisted in India is that having the “right to censor” has come be established in the Indian constitutional order’s negotiation of multiculturalism as a symbol of a cultural group’s substantive political empowerment. This feature of the Indian constitutional order has made the strategy of “seeking offense” readily available to India’s politicians, who understand it to be an efficacious way to discredit their competitors’ claims of group representativeness within the context of democratic identity politics.

    All Sections of the Society will have to Work Together for Water Conservation Says Uma Bharti India Water Week- 2016 Begins Union Minister for Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti has said that all sections of the society will have to work together for water conservation. Inaugurating India Water Week 2016 in New Delhi today. The Minister said that water conservation is very essential for the sustainable development of the country. She said that increasing demand for water for various purposes on account of growing population, industrialization and urbanization pose serious challenges of creating facilities for conservation and proper utilization of available water resources. She said, at the same time, the deterioration of the water quality of river water as also of the ground water are serious issues. The likely impact of climate change on water resources adds to our challenges. The Minister said We have to address these issues on priority. Efforts are required at all levels and joint efforts are necessary to ensure that all sections of the society get benefitted from water, the precious gift of the nature to us". Sushri Bharti said Water for All: Striving Together" is not merely the theme for this years India Water Week but also the need of the hour for all of us. Referring to inter-linking of rivers the Water Resources Minister said Government of India is fully committed for water security through implementation of Interlinking of Rivers Projects. She said ever since the Government has come to power in 2014, Interlinking of Rivers (ILR) Programme under National Perspective Plan (NPP) has been taken up on a high Priority in right earnest.

    ASARC Working Paper 2009/06 India: The Weakening of the Congress Stranglehold and the Productivity Shift in India Desh Gupta, University of Canberra Abstract This paper explains the complex of factors in the weakening of the Congress Party from the height of its power at the centre in 1984. They are connected with the rise of state and regional-based parties, the greater acceptability of BJP as an alternative in some of the states and at the Centre, and as a partner to some of the state-based parties, which are in competition with Congress. In addition, it demonstrates that even as the dominance of Congress has diminished, there have been substantial improvements in the economic performance and primary education enrolment. It is argued that V.P. Singh played an important role both in the diminishing of the Congress Party and in India’s improved economic performance. Competition between BJP and Congress has led to increased focus on improved governance. Congress improved its position in the 2009 Parliamentary elections and the reasons for this are briefly covered. But this does not guarantee an improved performance in the future. Whatever the outcomes of the future elections, India’s reforms are likely to continue and India’s economic future remains bright. Increased political contestability has increased focus on governance by Congress, BJP and even state-based and regional parties. This should ensure improved economic and outcomes and implementation of policies.
