CHAPTER 43 ELECTORAL STATISTICS 43.1 India is a constitutional democracy with a parliamentary system of government, and at the heart of the system is a commitment to hold regular, free and fair elections. These elections determine the composition of the Government, the membership of the two houses of parliament, the state and union territory legislative assemblies, and the Presidency and vice-presidency. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament. The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals, in detail, with all aspects of conduct of elections and post election disputes. 43.2 The Election Commission of India is an autonomous, quasi-judiciary constitutional body of India. Its mission is to conduct free and fair elections in India. It was established on 25 January, 1950 under Article 324 of the Constitution of India. Since establishment of Election Commission of India, free and fair elections have been held at regular intervals as per the principles enshrined in the Constitution, Electoral Laws and System. The Constitution of India has vested in the Election Commission of India the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice- President of India. The Election Commission is headed by the Chief Election Commissioner and other Election Commissioners. There was just one Chief Election Commissioner till October, 1989. In 1989, two Election Commissioners were appointed, but were removed again in January 1990. -

Constitutional Development in India Constitution is the basic principles and laws of a nation, state, or social group that determine the powers and duties of the government and guarantee certain rights to the people in it. It is a written instrument embodying the rules of a political or social organization. It is a method in which a state or society is organized and sovereign power is distributed. A constitution is a set of fundamental principles according to which a state is constituted or governed. The Constitution specifies the basic allocation of power in a State and decides who gets to decide what the laws will be. The Constitution first defines how a Parliament will be organized and empowers the Parliament to decide the laws and policies. The Constitution sets some limitations on the Government as to what extent a Government can impose rules and policies on its citizen. These limits are fundamental in the sense that the Government may never trespass them. -

Press Information Bureau Government of India ***** Union Human Resource Development Minister Shri Prakash Javadekar chairs the 65th Central Advisory Board of Education (CABE) Education is a national agenda which empowers the individual, family, society and the nation – Shri Prakash Javadekar The 65th Meeting of the Central Advisory Board of Education (CABE) was held under the Chairmanship of Union Human Resource Development Minister Shri Prakash Javadekar here today. A number of decisions were taken at the meeting, in part flowing from the agenda, and in part stemming from concerns raised by the State Governments. The following resolutions were adopted:- i. It would be our endeavour to launch „Operation Digital Board‟ in all schools in five years. This will be undertaken jointly by Centre, State, CSR, and community. This will improve the quality of education. Students will be empowered with 360 degree information with interesting learning experience and teacher accountability will also increase. ii. We are committed to ensure Quality, Equity, Accessibility, Accountability and Affordability in education by pro-active action and plan. iii. We are commited to promote Swacch Bharat, Ek Bharat Shrestha Bharat, Padhe Bharat, Sugamya Bharat and physical education. iv. We resolve to promote human value education, life skill education, experiential learning to bring out good human beings out of the education system. Speaking on the occasion Union Minister for Human Resource Development Shri Prakash Javadekar emphasised that education is a national agenda which empowers the individual, family, society and the nation. All Sections of the Society will have to Work Together for Water Conservation Says Uma Bharti India Water Week- 2016 Begins Union Minister for Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti has said that all sections of the society will have to work together for water conservation. Inaugurating India Water Week 2016 in New Delhi today. The Minister said that water conservation is very essential for the sustainable development of the country. She said that increasing demand for water for various purposes on account of growing population, industrialization and urbanization pose serious challenges of creating facilities for conservation and proper utilization of available water resources. She said, at the same time, the deterioration of the water quality of river water as also of the ground water are serious issues. The likely impact of climate change on water resources adds to our challenges. The Minister said We have to address these issues on priority. Efforts are required at all levels and joint efforts are necessary to ensure that all sections of the society get benefitted from water, the precious gift of the nature to us". Sushri Bharti said Water for All: Striving Together" is not merely the theme for this years India Water Week but also the need of the hour for all of us. Referring to inter-linking of rivers the Water Resources Minister said Government of India is fully committed for water security through implementation of Interlinking of Rivers Projects. She said ever since the Government has come to power in 2014, Interlinking of Rivers (ILR) Programme under National Perspective Plan (NPP) has been taken up on a high Priority in right earnest. -

ASARC Working Paper 2009/06 India: The Weakening of the Congress Stranglehold and the Productivity Shift in India Desh Gupta, University of Canberra Abstract This paper explains the complex of factors in the weakening of the Congress Party from the height of its power at the centre in 1984. They are connected with the rise of state and regional-based parties, the greater acceptability of BJP as an alternative in some of the states and at the Centre, and as a partner to some of the state-based parties, which are in competition with Congress. In addition, it demonstrates that even as the dominance of Congress has diminished, there have been substantial improvements in the economic performance and primary education enrolment. It is argued that V.P. Singh played an important role both in the diminishing of the Congress Party and in India’s improved economic performance. Competition between BJP and Congress has led to increased focus on improved governance. Congress improved its position in the 2009 Parliamentary elections and the reasons for this are briefly covered. But this does not guarantee an improved performance in the future. Whatever the outcomes of the future elections, India’s reforms are likely to continue and India’s economic future remains bright. Increased political contestability has increased focus on governance by Congress, BJP and even state-based and regional parties. This should ensure improved economic and outcomes and implementation of policies. Press Note 24.05.2017 CBSE becomes the first Board to partner with MEA for e-sanad CBSE has become the first education board in the country today to partner with the Ministry of External Affairs in a landmark e-initiative which will facilitate online attestation of academic documents of Indian students aspiring to go aboard for higher education or employment. The Hon’ble Minister of External Affairs Smt. Sushma Swaraj in the gracious presence of the Hon’ble Minister of Electronics and Information Technology, Law and Justice, Shri Ravi Shankar Prasad and Hon’ble Minister of HRD Shri Prakash Javadekar launched the e-sanad software. Shri R.K. Chaturvedi, IAS, Chairman CBSE, presented CBSE Parinam Manjusha - the Digital repository of academic records of CBSE affiliated students which has been integrated with e-sanad software of MEA to provide hassle free access of attested certificates and marksheets of students of CBSE affiliated schools to universities and prospective employers. The academic records can be stored, accessed and updated anytime anywhere. Employers and educational institutions can use this repository to verify academic records of CBSE students online. The digital academic certificates from this repository are also available to students through Digi Locker said the Chairman. At present almost 25 Lakh Class X and XII digitally signed academic records such as mark sheets, pass certificates, migration certificates of 2014, 2015 and 2016 are available on a nominal payment of `100/- through payment gateway. Legacy data will also be added gradually. Parinam Manjusha also helps the verifiers who can register for free. 232 verifiers have made use of this facility so far. -

MANMOHAN SINGH): Mr. Speaker, Sir, I rise to join all the Members of this august House in conveying our sincere thanks to the hon. President of India for her inspiring Address. Sir, in the 60th year of our Republic it is a matter of pride for us to have the first lady of the State a very distinguished woman and it was our privilege to listen to her inspiring Address. Sir, it is also a matter of satisfaction that over the last three days we have had a fascinating debate on the issues covered in the Rashtrapatiji’s Address. While some of the hon. Members have expressed their satisfaction at the performance of the Government on many fronts, there have been others who have found fault with us on some fronts. This, for me, is the essence of democracy. Democracy is about debate, about argument and constructive criticism. Democracy is about acknowledging the existence of multiple view points, about tolerance for dissent and diversity, about respecting the opinions held by others without necessarily agreeing with them. The debate we have witnessed is in the best traditions of parliamentary democracy. This is what makes our nation unique and makes me hopeful for our collective future. I sincerely hope that we will have more of such debates and less disruption which has become a sad feature of our parliamentary democracy.
