LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Wednesday, May 11, 2016 / Vaisakha 21, 1938 (Saka) ______ WELCOME TO PARLIAMENTARY DELEGATION FROM BELARUS HON. SPEAKER: On my own behalf and on behalf of the hon. Members of the House, I have great pleasure in welcoming His Excellency Mr. Mikhail Myasnikovich, Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus and members of the Parliamentary delegation from Belarus who are on a visit to India as our honoured guests. They arrived in India on Tuesday, the 10th May, 2016 and are now seated in the Special Box. Besides Delhi, they will also visit Nagpur. We wish them a happy and fruitful stay in our country. India enjoys very good relations with Belarus. Through them, we convey our greetings and best wishes to the Parliament, the Government and the friendly people of Belarus. MOTION Re: Appointment of Joint Committee on the Enforcement of Security Interest and Recovery of Debts Laws and Miscellaneous Provisions(Amendment) Bill, 2016 THE MINISTER OF FINANCE, MINISTER OF CORPORATE AFFAIRS AND MINISTER OF INFORMATION AND BROADCASTING (SHRI ARUN JAITLEY) moving the motion said: The Bill further to amend the Securitization and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002, the Recovery of Debts due to Banks and Financial Institutions Act, 1993, the Indian Stamp Act, 1899 and the Depositories Act, 1996, and for matters connected therewith or incidental thereto, be referred to a Joint Committee of the House consisting of 30 Members, 20 from this House and 10 Members from Rajya Sabha. And then in order to constitute a sitting of the Joint Committee, the quorum shall be one-third of the total number of members of the Joint Committee; That the Committee shall make a report to this House by the last day of the first week of the next session; That in other respects the Rule of Procedure of this House relating to Parliamentary Committees shall apply with such variations and modifications as the Speaker may make ; and that this House do recommend to Rajya Sabha that Rajya Sabha do join the said Joint Committee and communicate to this House the name of the 10 Members to be appointed by Rajya Sabha to the Joint Committee. The motion for reference of the Bill to the Joint Committee was adopted. SUBMISSION BY MEMBERS Re: Situation arising out of verdict of Supreme Court to conduct National Eligibility Entrance Test for medical courses in the country especially the medium of examination. THE MINISTER OF URBAN DEVELOPMENT, MINISTER OF HOUSING AND URBAN POVERTY ALLEVIATION AND MINISTER OF PARLIAMENTARY AFFAIRS (SHRI M. VENKAIAH NAIDU) replying to the issue raised by several hon. Member said: The government is broadly in favour of a Common Entrance Examination. But at the same time, this is not the decision of the Government. This is a directive of the court. I do agree with the Members from all sides that we cannot expect children all of a sudden to switch over to a new system without getting prepared for the same. This is one aspect. Secondly, children who are in CBSE are all studying in English medium where children in ISC and other course are studying in regional language. So, this being the case, this has to be appreciated by the court. I will definitely convey it once again to the HRD Minister, the Health Minister and also the Personnel Minister who is very much here. We are for a Common Entrance Examination, but not from this year. This is the stand of the Central Government. We will reiterate the stand and we will try to convince the Supreme Court. MATTERS UNDER RULE 377 (i) Need to impress upon Government of Bihar to improve healthcare facilities in Maharajganj Parliamentary constituency, Bihar. SHRI JANARDAN SING SIGRIWAL : There are a number of basic healthcare problems in my Parliamentary Constituency, Maharaj Ganj. Hence, the people of this area have to run from pillar to post to find out a solution to healthcare problems. Sir, it is my request to the government to issue necessary directives to the government of Bihar to improve healthcare facilities. (ii) Need to set up a Software Technology Park in Darbhanga, Bihar. SHRI KIRIT AZAD : Today, India has evolved as a centre of information and technological revolution. But, the benefits of this IT revolution have not percolated down to the northern part of Bihar. Hence, the Government of India requested to take immediate action to set up a Software Technology Park in Darbhanga, Bihar. (iii) Need to establish a Girl's Degree College in Gangapur City, Rajasthan. SHRI SUKHBIR SINGH JAUNPURAI : Consequent upon the absence of a girl college in Gangapur city of the district Sawai Madhopur of my Parliamentary Constituency, the girls of around one hundred fifty adjoining villages have to undergo a number of difficulties in order to have access to various colleges to complete their education . So, I demand from the hon. Minister of Human Resource Development to set up a Girls Degree College in Gangapur City. (iv) Need to include agricultural activities in the list of the works under Mahatma Gandhi National Rural Employment Guarantee Scheme particularly in drought-hit Maharashtra. SHRI RAOSAHEB PATIL DANVE : The farmers of Maharashtra have been rendered jobless due to the continuous drought there for the last several years. They are hugely under the grip of debt as they don't have any means of livelihood leading them to commit suicide. If their farm work is included in the list of work under Mahtma Gandhi Employment Guarantee Scheme, then 100-150 days of work will be guaranteed under this scheme. (v) Regarding the issue of child trafficking in North Eastern India. SHRI GAURAV GOGOI : Reports suggest that trafficking from North- Eastern States particularly in Assam is high but often over looked. Trafficking approach the girls as placement agents, offering them work in cities such as Delhi, lured by promises of good jobs and a steady income. Instead, they too often find themselves sold as domestic labour and denied wages of forced to work in the sex industry. Police say hundreds of girls in tea districts fall victim to traffickers every year. Hence, I request the Hon'ble Minister of Home Affairs, to kindly take necessary steps to address the issue with immediate effect by providing assistance, financial and otherwise, to the States to tackle the issue with efficiency and effectiveness. (vi) Need to set up a Trauma Centre along National Highway No. 75 in Palamu Parliamentary Constituency, Jharkhand. SHRI VISHNU DAYAL RAM: The Ministry of Health and family Welfare has embarked on the implementation of project to set up a Trauma Centre at every hundred kilometers along the National Highways in collaboration with the Ministry of Road Transport and Highways. I would like to make a request to the Government that a Trauma Centre having adequate number of ambulances should be set up along the National Highways No. 75. in my Palamu Parliamentary Constituency , so that people may avail of this facility in emergency situation. (vii) Need to formulate a plan to check land erosion caused by rivers in Farrukhabad Parliamentary Constituency, Uttar Pradesh. SHRI MUKESH RAJPUT : My Parliamentary Constituency, Farrukhabad is surrounded by the Ganga, Ramganga and Kali river and hence the farmers of this area have to face the land erosion caused by these rivers and it has become the order of the day. The irrigation officer of the district keep on sending the estimate of the construction of dam to the State Government every year but the State Government left the farmers to the hand of their destiny by simply citing the non- availability of budget as reason. So I urge upon the government that a concrete action plan should be prepared to check these land erosions. (viii) Need to four-laning of National Highway No. 206 between Tumkur and Honnavar in karnataka. SHRI S.P. MUDDAHANUMEGODWA : National Highway No. 206 should be converted into at least four lane for which proposals have already been sent and there is inordinate delay in implementing the proposal which is causing lots of problems for the commuters. A number of accidents have take place. Hence, I urge upon the Union Government to take up immediately the execution of four-lane work in the National Highway No. 206 between Tumkur and Honnavar in the interest of the general public. (ix) Need to grant Group B non-gazetted status to Junior Engineer and Group B Gazetted status to Senior Section Engineer in Railways. SHRI NAGENDRA KUMAR PRADHAN : About 80 thousand diploma and degree engineers working as Junior Engineer and Senior Section Engineer in Indian Railways. Shoulder safe movement of 23 million passengers daily. But Railway has deprived them of natural justice not taking into account their nature of duties, responsibilities and qualifications. It is unfortunate that the engineers shouldering safety are struggling for justice. Their counterpart engineers have been given Group-B status in all other departments of Central Government. I would like to urge upon the Government to give similar status at par with their counterpart by according Group-B Non-gazetted status to junior engineers and Group-B gazetted status to senior section engineers as is given to their counterparts in the Centre Government. (x) Need to provide funds to develop tourist facilities in Lonar Crater Lake, a famous tourist destination in Buldhana Parliamentary Constituency, Maharashtra. PRATAPRAO GANPATRAO JADHAV: The Union Government of India and the State Government have not provided adequate means of transport to reach the Lonar Crater Lake which is tourist place situated in my Buldhana Parliamentary Constituency.
