माननीय अय : म माय कर रही हं िक गलती हो गई। कै से हो गई, या हो गई, मझु े इसके िलए कारवाई अंदर करनी है। यहां नह कर सकती। मने मान िलया, यह गलती है, मेरी गलती है। …( यवधान) डॉ. मरु ली मनोहर जोशी (कानपुर): महोदया, यह पहले भी हो चकु ा है, तीन साल पहले भी हआ था। यह िनरतं र हो रहा है। म कई बार छोड़ देता हं लेिकन अफसोस होता है। …( यवधान) 31.07.2018 Sr/Rjs Uncorrected / Not for Publication 3 ी मे िसहं चदूमाजरा (आनदं पुर सािहब): मडम,ै आज शहीद उधम िसंह जी का शहीदी डे है। …( यवधान) माननीय अय : आपको बारह बज े बोलने दूगं ी। म यहा ं भी एस.जी को बोल रही ह ं िक बार-बार कु छ न कु छ गलितयां िनकल रही ह, इसे थोड़ा हम सीरयसली ल े ल। 31.07.2018 Sr/Rjs Uncorrected / Not for Publication 4 (1105/SK/KSP) ( 181) ी अरिवदं सावतं (मु बई दिण): माननीय अय जी, देश म अनेक समयाए ं ह। अंदनी समयाओ ंके िनराकरण क कोिशश होती है, लेिकन हमार े देश म बाहर के लोग क एक और समया खड़ी हई है। रोिहंयाज़ को वष 1982 म यांमार सरकार ने नागरकता देने के िलए मना कर िदया। इसके बाद वहां नरसंहार हआ, आदं ोलन हए, पिु लस चौिकयां फूं क गई,ं िहंदओु ं को मारा गया, बौ के साथ लड़ाई हई। वे भागकर बांलादेश म आए और वहा ं से िहंदु तान म आ गए। ये िहंदु तान म आए और पूर े देश म फै ल गए। ये जमू-कमीर, िदली, राजथान, उर देश और हैदराबाद म ह। मु बई म भी बांलादेशी ह। माननीय अय जी, यह बहत ही गंभीर िवषय है। जमू-कमीर म तो इनक घनी बती बन गई है, िजसम रोिहंया और बांलादेशी इकट्ठ े ह। इनको सारी चीज िमली ह, राशन काड िमला, िबजली-पानी िमला और अभी आधार काड भी िमला है। इस तरह से आगे तो यह होगा िक ये लोग आगे चलकर चनु ाव भी लड़ सक गे। उनके पास सारी चीज ह, वोिटंग काड भी है। इसक जड़ इलैशन कमीशन है। इलैशन कमीशन के पास एक कानून है, िजसम ावधान है िक भारत म कह भी रहने वाले इंसान को वोिटंग का अिधकार है। मान लीिजए, हमार े शहर म कोई फु टपाथ पर रहता है, फु टपाथ पर रहने वाले का कोई एैस नह होता है, वह िकसी िबिडंग के सामने रहता है। इनके िनरीक जाते ह और उसे रोजाना देखते ह। वे तीन-चार बार देख लेत े ह िक वह आदमी यहां सोता है, रहता है। अगर वह चार बार वहां सो जाता है तो पता 31.07.2018 Sr/Rjs Uncorrected / Not for Publication 5 चल जाता है िक यह रहता है इसिलए उसे वोिटंग का अिधकार िमल जाता है। इस तरह से पहल े उसे वोिटंग काड का अिधकार िमलता है और िफर रवस साइकल शु हो जाता है। उसे िफर सारी चीज िमलनी शु हो जाती ह और वह यहां का नागरक बन जाता है। माननीय अय जी, म आपके मायम से माननीय मं ी जी से कहना चाहता हं िक कु छ लोग को तो पंजीकृ त भी कर िदया है। यूएन संयु रा के यूएनएचसीआर के अनसु ार शरणाथ के तौर पर वष 2016 म पंजीकृ त हए शरणाथ नह ह, अवासी ह। ये शरणाथ ह, िफर भी इनको सारी चीज कै से िमली? यांमार क टेट काउंसलर आगँ सान सू क ने कहा िक म अपन े देश को धम और जाित के आधार पर बांटन े नह दूगं ी। इसे लेकर उहने कड़ी कारवाई क है। अभी हाल ही म मने सनु ा िक आगँ सान सू क ने कहा है, वह यूएन के दबाव के कारण उह लेने को तैयार ह। जनवरी 2018 म उहने िनणय घोिषत िकया था। म माननीय मं ी जी से पूछना चाहता हं िक आज तक अपने दशे से िकतन े रोिहंयाज़ यांमार म िडपोट हए? ी िकरने रजीजू: माननीय अय जी, माननीय सदय ने इनके परेय और इितहास के बार े म बताया है। हम इस सदन म पहले भी बता चकु े ह िक इस देश म रोिहंयाज़ को रयूजीज़ का टेटस नह है, वे इलीगल माइट्स के प म यहां आए ह। जो इलीगल है िजसक एं ी इलीगल है, उसका यहां रहना इलीगल है। उसे सरकार क तरफ से कोई सिु वधा देने का सवाल ही पैदा नह होता है। 31.07.2018 Sr/Rjs Uncorrected / Not for Publication 6 (1110/SK/KKD) सरकार संिवधान के अनसु ार भारतीय नागरक को पहले तवजहु देगी, उनके राइट्स का पहले यान रखेगी। हम इलीगल माइट्स को राइट्स देने के िलए यहां नह ह। अभी माननीय सदय ने कहा िक राशन काड आिद िदया गया है, यह लीगली हमारी तरफ से नह है। अगर इस तरह से कोई इलीगली रिजेशन हआ है, जो फे क या गलत तरीके से िकया गया है, उसके िखलाफ कारवाई क जाएगी। माननीय गहृ मं ी जी पहले ही साफ शद म कह चकु े ह िक िहंदु तान का हर राय और क शािसत देश इस चीज को सिु नित कर े िक रोिहंयाज़ िकसी कार का कोई लीगल डॉयुमट हािसल न कर े िजससे भिवय म िहंदु तान म वह अपना हक जमा सके । इस तरह का कोई ावधान उसके िलए नह िकया जाना चािहए, यह साफ शद म उहने कहा है। ी अरिवदं सावतं (मु बई दिण): म माननीय मं ी जी क बात का अिभनंदन करता हं। माननीय मं ी जी ने जो कहा या वह सही मायने म हो रहा है? मने सदन म कहा है िक जमू-कमीर म उनको सारी चीज िमली ह, 6000 रोिहंयाज़ को िमली ह। मेरा दूसरा सवाल है, या रोिहंयाज़ आतंकवािदय से िमले हए ह? यह महवपूण िवषय है िक पूवर राय क बां लादेश, चीन, भूटान, यांमार के साथ 4000-5000 िकलोमीटर से अिधक सीमा लगती है। भारत-यांमार क 1643 िकलोमीटर सीमा िमजोरम, नागालैड, अणाचल देश और मिणपरु से लगती है। यहां बाड़ नह है, 16 िकलोमीटर तक लोग िबना िकसी वीज़ा के आवागमन कर सकते ह। या सरकार इस पर देश क सरु ा के िलए कोई बंधन लगाएगी, बाड़ लगाएगी?
