Section 9.11: Village of Fort Plain 9.11 Village of Fort Plain This section presents the jurisdictional annex for the Village of Fort Plain. 9.11.1 Hazard Mitigation Plan Point of Contact The following individuals have been identified as the hazard mitigation plan’s primary and alternate points of contact. Population According to the U.S. Census, the 2010 population for the Village of Fort Plain was 2,322; of which, 369 were citizens over the age of 65. That encompasses 15.9 percent of the population. Location The Village of Fort Plain is located within the borders of the Town of Minden in the western portion of Montgomery County. It shares its boundaries with the Villages of Minden and Palatine to the north, Village of Nelliston to the east, Villages of Minden and Canajoharie to the south and the Village of Minden to the west. Brief History The Village of Fort Plain is built on the site of a Revolutionary War fort. The fort was constructed in 1776 and a blockhouse was maintained here throughout the war. The Village of Fort Plain became an incorporated village in 1823. The opening of the Erie Canal was an economic boon. It became a center of manufacturing during the nineteenth century for textiles and furniture for the Village. Governing Body Format The Village of Fort Plain is governed by the Village Board, consisting of four trustees and the mayor. This governing body will be responsible for the adoption and implementation of this plan. Growth/Development Trends The Village is fully developed at this point, with no further substantial development envisioned. 9.11.3 Natural Hazard Event History Specific to the Municipality Montgomery County has a history of natural and non-natural hazard events as detailed in Volume I, Section 5.0 of this plan. A summary of historical events is provided in each of the hazard profiles and includes a chronology of events that have affected the County and its municipalities. Summary of Damages/Losses The Otsquago Creek was seven feet higher than its previously recorded high mark. This led to flooding that caused stream bank failure along sections of the Otsquago and Canajoharie Creeks, as well as along Lasselville Road in St. Johnsville. (1) HAZUS-MH 2.1 provides a general indication of the maximum restoration time for 100% operations. Clearly, a great deal of effort is needed to quickly restore essential facilities to full functionality; therefore this will be an indication of the maximum downtime (HAZUS-MH 2.1 User Manual). (2) In some cases, a facility may be located in the DFIRM flood hazard boundary; however HAZUS did not calculate potential loss. This may be because the depth of flooding does not amount to any damages to the structure according to the depth damage function used in HAZUS for that facility type. (3) Dams located in the floodplain are not listed in the table above. HAZUS does not calculate potential losses to a dam as a result of a flood event. Other Vulnerabilities Identified by Municipality Montgomery County was selected to participate in the statewide competitive program, New York Rising Community Reconstruction Program. Projects addressing flooding vulnerabilities of infrastructure, natural resources, private and public properties, and the recovery of commerce in the Village of Fort Plain were identified. Issues and concerns of this nature were also addressed specifically by the Village of Fort Plain in Letters of Intent (LOI) submitted for the FEMA Hazard Mitigation Grant Program.
