1. Introduction

1.1 Background

Huainan City is located middle stream of and north of Anhui Province, at 116°21′21″~117°11′59″ east longitude and 32°32′45″~33°0′24″ north latitude. Total area of the entire city is 2,596.4 km2, of which urban area covers 1,566.4 km2 and occupies 1,030 km2. The built area covers 89.44 km2 with total population of 2.6 million. Huainan City is one of the important industrial cities and large-scale energy bases of Anhui Province, as coal base with coal reserve more than 100 million tons, thermal power base in east and coal chemical industry base. Being one of the 14 large scale coal bases with coal reserve more than 100 million tons throughout China, economy of Huainan relies on heavy industry and coal mining is its pillar industry. Significant development has been observed in social-economy of Huainan, with implementation of the strategies “ Economic Development Circle” and “Integrated Development of Hefei and Huainan”. However, economic development typically relying on resources consumption has significantly deteriorated environment of dense water systems in Huainan, reflected by heavy water pollution and frequent flooding. Water environment problem has become the most outstanding issue that threatens ecological safety, social-economic development and life quality of the entire city. Therefore, regional water environment improvement of Huainan has great significance to Huai River Basin and to regional development of “Hefei Economic Development Circle” comprised of Hefei, Huainan, Lu’an, and Tongcheng cities. With the concept of flood control and drainage, wastewater interception, dredging and riverside greening for rehabilitation of urban water systems, Huainan City has planned rehabilitation of 6 urban water channels including Longwang flood diversion channel, Bagongshan channel, Xiejiaji channel, Longwang channel, Donghua channel and Old Longwang channel, new construction and improvement of wastewater collection systems in eastern and western urban area, Binhe New Urban area and Binhu New Urban Area, rehabilitation of Shijianhu wetland in coal mining subsidence area, Caoling Lake, Longhu and Dajiangou wetland in urban area, and rehabilitation of Gaotang Lake in eastern new urban area, construction and improvement of pump stations including Shijianhu, Longhu, Dajiangou pump stations and 4 pump stations in low-lying area of Gaotang Lake, as well as new construction and rehabilitation of Gaotang Lake embankment, in order to form healthy river basin ecological system by connecting stream, wetland, lake and pump station, and further improve living conditions and urban water environment and finally achieve sustainable economic and social development. For this purpose, Huainan City has decided to use loan from the Asian Development

Bank (ADB) for rehabilitation of urban water systems, covering rehabilitation of 6 urban water channels, new construction and improvement of wastewater collection networks in eastern and western urban areas, improvement of stormwater pump stations, and improvement of Caoling Lake and Longhu. Huainan Urban Water Systems Integrated Rehabilitation Project (Loan 3054-PRC) was approved by ADB Board of Directors on 25 October 2013. Loan Agreement and Project Agreement were signed on 17 December 2013 and effective since 24 February 2014. Construction was planned to commence since April 2014 and come to end by March 2019, with construction period of 5 years. As of December 2016, surplus funds in present period of about CNY 130 million, a total of the surplus funds is CNY 505 million, the surplus funds is large, in order to reasonable use of loan funds, to further improve the water environment management of the Huainan city, thus initiated the ADB loan project of Huainan urban water system integrated rehabilitation project for interim adjustment of newly added subproject, interim adjustment scope of the newly added project is not only located in the urban area of Huainan city, but radiation to the district and county within the jurisdiction. Therefore, the PMO applied to the ADB for a two-year extension of the project. According to the schedule, the project proposes be completed in October 2021. This Project includes 4 components: (a) improvement of wastewater collection networks; (b) improvement of urban water environment and flood management; (c) urban lake environment improvement; and (d) project management and capacity building. The Project area covers Tianjiaan District, Datong District, Bagongshan District and Xiejiaji District.

1.2 Content of Project Construction

After the adjustment, this monitoring found that Anhui Huainan Urban Water System Integrated Rehabilitation Project consists of 4 construction components: Component 1:(a) improvement of wastewater collection networks, including installation of wastewater trunk sewers of approximately 134.29 km including 2 km pipelines connecting with residential areas and one wastewater lift station with capacity of 0.648 m³/s in eastern urban area of Huainan; (b) Installation of wastewater trunk sewers of approximately 64.80 km including 2 km pipelines connecting with residential areas and 2 wastewater lift stations with capacity of 0.462 m and 0.789 m in western urban area of Huainan; Construction management rests with the Municipal Sewage Company. Component 2 : Urban water environment and flood improvement, including (a)

8.00km and Longwang flood diversion channel 11.72km. Water system rehabilitation includes channel dredging, embankment, flood control path, interception sewers and other water structures; (b) improvement of flood control facilities including construction of 13.78km Gaotang Lake embankment and new construction and improvement of 7 stormwater pump stations with total lift capacity of 173.7m3/s, particularly including 13.78km Gaotang Lake embankment, new construction of 4 stormwater pump stations along Gaotang Lake (lift capacity of 22.1m3/s, 38.1m3/s, 6.3 m3/s and 3.0 m3/s, respectively), capacity increase of Dajianggou pump station from 6.0 m3/s to 41.0 m3/s, capacity increase of Longhu pump station from 14.2 m3/s to 48.2m3/s; reconstruction of Shijianhu pump station (removal of existing structure and new construction of lift capacity of 26.0 m3/s). Implementation responsibility rests with Huainan municipal Administration management department. Component 3:Urban Lake Environment Improvement. Urban lake improvement of

Longhu, Shijianhu, Dajianggou Lake and Caoling Lake including dredging, ecological restoration, ecological embankment and water purification structure. Huainan Landscaping Management Bureau takes responsibilities for the implementation. Component 4:Project Management and Capacity Building. (a) Consulting services by independent consultant before loan effectiveness, and consulting services during project implementation; (b) training of all kinds; (c) external resettlement and environmental monitoring; and (d) office equipment procurement. Construction details and implementation agencies are shown in Table 1-1. Note: km = kilometer, m2 = square meters m3 = cubic meters, m3/s =cubic meter per second. Embankment area is a maximum value. Areas with natural vegetation and adequate soil and erosion protection along the shoreline will be excluded. Longhu has 60,000 m3 of dredging.

1.3 The Content of Newly Added Subproject

The adjustment project contains two parts: (i) improvement of sewage collection and delivery system; (ii) urban water environment and flood management. The total investment of the project was 1359.8244 million yuan. Subproject 1: improvement of sewage collection and delivery system. The subproject includes: upgrading of 7.5km existing sewage pipeline network and new construction of 42.95km sewage pipeline network in Maoji experimental area, with a total constructed length of 50.45km; new construction of 5 sewage pumping stations with a flow rate of 52.3 thousand t/d; new construction of Liyuanxincun 10.28km pipeline network (sewage and rainwater delivery); and the construction of sewage pipeline network (5.64km) running through 6 roads (Huainan urban area Dongshanxiaojie, Binguan Road, Tiesanchuyuannei Road, Caixinnan Road, Dingshan Road and Zhi 14 street) will be obtain into interim adjustment. The construction of river channel sewage intercepting pipeline network includes 4.63km Shanchong flood drainage channel, 3.5km Nantang flood drainage channel and 3.2km Qianhuai drainage channel in Bagongshan district, with a total length of 11.33km; 0.152km sewage pipeline network along river in Xiejiaji district. Subproject 2: urban water environment and flood management. The subproject includes improvement of urban channel and flood prevention facilities. The improvement of urban channel will involve , , Maoji experimental area, Shannan new district, Bagongshan district and Xiejiaji district. Besides, the subproject can be divided into 17 water improvement sub items: (i) Panji district Wuyidagou channel (6.35km), (ii) Panji district Yangweidagou channel (0.96km), (iii) excavationof diversion canal in Nihe pump station (7.5km), (iv) dredging work of Xudagou channel (8.12km), (v) 3 water running through coal-chemical industrial park (1.52km), (vi) Maoji experimental area Yinfenghe River (7.61km), (vii) Maoji experimental area Guangou river (6.86km), (viii) Maoji experimental area water diversion channel (2.22km), (ix) Bagongshan district Shanchong flood drainage channel (3.16km), (x) Bagongshan district Nantang flood drainage channel (3.06km), (xi) Bagongshan district Kongli flood drainage channel (4.904km), (xii) Bagongshan district Qianhuai flood drainage channel (1.972km), (xiii) Xiejiaji district Tangshan town flood

The measures that obtain in 17 sub items above are: (i) dredging; (ii) promotion of flood discharge capacity; (iii) new construction of ecological slope revetment. The open channel needs to be integrated with nature to restore or create an ecosystem in the channel and create a comfortable space along the channel; (iv) it will take the cutting measures to eliminate the non-point source of the channel and its tributaries. Improvement of flood prevention and delivery facilities includes 7 sub items: (i) extension of Yincha pump station (capacity from 7.2m3/s to 57.7m3/s); (ii) reestablish Binyang pump station (capacity 19.1m3/s); (iii) Qiji pump station (from 10m3/s to 46.7m3/s, the flow rate of irrigation will be restored to original one, that is 6m3/s);(iv) Xiegouzhan pump station (from 1m3/s to 13.5m3/s); (v) Lugouwafanggou pump station (reestablish from 1.2m3/s to 7.6m3/s); (vi) Nihe pump station facilities upgrading, and the flow rate is 120m3/s.

1.5 Independent External Monitoring for Involuntary Resettlement

According to ADB’s policies, Huainan PMO will hire qualified and independent agency experienced in ADB-financed projects as the external M&E agency. The external M&E staff should: (1) Have participated in similar tasks, have rich experience in socioeconomic survey, and understand ADB’s policy on involuntary resettlement, and the state and local regulations and policies on resettlement;

(2) Be able to conduct socioeconomic survey independently, have good communication skills; and (3) Include a certain percentage of females. The external M&E agency will conduct follow-up M&E of resettlement activities periodically, monitor resettlement progress, quality and funding, and give advice. It shall also conduct follow-up monitoring of the APs’ production level and living standard and submit M&E reports to Huainan PMO and ADB. Independent external monitoring for involuntary resettlement is undertaken by Xinjiang Linshuishe Engineering Technical Consulting Company.

1.5.1 The Scope of Monitoring and Evaluation

This monitoring content will cover the project progress and resettlement situation from January 31, 2019 to July 31, 2019. The under construction components including: (i) the construction of Longhu pump station; (ii) the installation of the pipeline from the east to the west; (iii) the construction of Shiyaowan pump station, No.4 pump station, No.5 pump station; (iv) Shijianhu pump station; (v) Dajian ditch pump station, (vi)Bagongshan ditch; (vii) Xiejiaji ditch; (viii) Donghua flood ditch; (ix) Old Longwang ditch; (x) Longwang flood diversion channel; (xi) Urban lake environment improvement (the entrance). During this monitoring, it was indicated that one component of the newly added subproject of the scope change has been commenced construction, (1) sewage pipe reconstruct/upgrading component in Huainan urban area. Due to the construction of the pipelines will be paved along the existing roads or river, in such, no LA or HD will be involved. This monitoring has monitored and evaluated the constructed project, to learn about the change quantity of HD and LA and the payment of the compensation and the standards of compensation, and also learn about the progress of HD and LA resettlement.

1.5.3 Contents of Monitoring and Evaluation

(1) This Monitoring and Evaluation The external M&E agency will conduct a tracking survey of the affected villages and village groups affected by land acquisition to obtain data on the monitored APs’ production level and living standard and make comparison with the last data. The production level and living standard survey will be conducted semiannually to track variations of the APs’ production level and living standard. Survey methods include follow-up survey of typical samples (sample size: 20% of the households affected by land acquisition, to be sampled randomly; 30% of the affected village groups), random interview and field observation to acquire necessary information. Statistical analysis and an evaluation will be made on this basis. (2) Periodical Monitoring and Evaluation During implementation of the RP, the external M&E agency will conduct periodic follow- up resettlement monitoring semiannually through field observation, sample survey and random interview to monitor:  Payment and amount of compensation;  Preparation of the resettlement site and adequacy;  House rebuilding (rural and urban);  Relocation of the APs;  Compensation and resettlement of shops;  Training programs;  Support for vulnerable groups;  Restoration and rebuilding of infrastructure and special facilities;  Production resettlement and restoration of APs;  Employment of APs (temporary or permanent)  Compensation for lost assets;  Compensation for lost working hours;  Transition subsidy;  Timetables of the above activities (applicable at any time);  Resettlement organization;  Use of compensation fees for collective land and income of APs;  Income growth of labor through employment; and  If APs have been benefited from the Project (3) Public consultation and participation

The external monitoring agency will attend public consultation meetings held during resettlement implementation to evaluate the effectiveness of public participation. (4) Grievance redress The external monitoring agency will visit the affected villages periodically and inquire the town governments and implementing agencies that accept grievances about how grievances have been handled. It will also meet complainants and propose corrective measures and advice for existing issues so as to make the resettlement process more effectively. Independent external monitoring and evaluation agency monitors the resettlement activities of the project based on the project specific implementation progress. APs’ resettlement and income recovery situation would be tracked. A final assessment would be made after the entire project completed. According to the resettlement plan, this project has impacts in land acquisition, house demolition, temporarily land occupation and some ground attachments compensation. Therefore, monitoring for this project mainly focuses on the following aspects.  project implementation progress  Sampling of the affected households for analysis of income and expenditure  Comments and suggestions from APs  Institutional organizational and capacity building  Internal resettlement supervision  public participation and effectiveness  grievances and complaints

1.5.4 Methods for Monitoring and Evaluation

From July 14 to July 20, 2019, with assistant of Huainan PMO, project-related units and communities and the district, town ,village committee, and communities, an external monitoring team from Xinjiang Linshuishe engineering technical consulting company conducted the seventh field investigation was carried from July 14 to July 20, 2019, for monitoring and evaluation on land acquisition and house demolition, and meanwhile interviewed the relevant departments, to understand the progress of the project implementation, land acquisition and resettlement and the actual change and so on. According to the arrangements for monitoring task, the following methods were applied in monitoring and evaluation:

Agency interview: Interviewed the project IA and resettlement implementation units at all levels, through field visits to the resettlement implementation agencies, to understand comprehensive information on the implementation of resettlement, and understand the main resettlement activities and progress during the reporting period, and the major issues in

Workshop: External monitoring and evaluation staffs held workshops with the representatives from the communities where affected population concentrated, to collect the following key information: resettlement compensation funds payment status, APs rehabilitation and employment status, changes of community production and living environment, information disclosure, public participation and consultation, grievance and complaints and the ways to solve problems, APs comments and suggestions on resettlement implementation. Household survey: External monitoring and evaluation staffs went to the APs house to interviews them face to face, to understand the resettlement implementation process. Household interviews mainly focus on affected households social and economic situation, the implementation of immigration policies, compensation standards and payment in all types, the production and resettlement status, information disclosure, public participation and consultation, protection of vulnerable groups, grievance and appeals and the ways to solve problems. Information review: Collect and review documents, agreements, statistical reports, data and other special investigations which related to land acquisition and resettlement implementation activities. Typical case study: For issues which need investigation and research, the typical representative of the affected area and affected objects (such as Director of house demolition office, heads of affected households, women, typically minorities, vulnerable groups, etc.) will be deeply studied, and the ways to solve these issues would be proposed via analysis and study the firsthand interviews data. Site observation: to understand resettlement implementation measures, progress, results via introduction of resettlement implementing agencies in different levels and find existing and potential issues. Monitoring Survey: In order to keep track of the changes of production and living standards of affected families before and after the project, external monitoring staffs conducted external monitoring survey for the AHs.

2. Project Progress 2.1 Overview of the Project In order to improve flood control and drainage capacity in north Shungeng hill of Huainan, Huainan Municipal Government applied for ADB loan in August 2011 to rehabilitate the urban water systems with the support of national and provincial DRCs. The municipal government established “the special leading group for the Huainan Urban Water Systems Integrated Rehabilitation Project” in Feb.18, 2012, with the project PMO within Huainan DRC. Approved by the State Council on March 2, 2012, this project was included in the list of candidate projects for ADB financing in 2012-2014. Currently, the Planning, EIA, Energy Saving Examination, Soil and Water Conservation Scheme, Permission Notes for Location, the Land-use Preliminary Examination Opinions, Feasibility Study Report and Fund Application Report have been approved. The Preliminary Design has passed by expert appraisal. The ADB and Huainan Municipal Government have signed the Loan Agreement and the Project Agreement in December 2013. 150 million dollars of ADB loans has come into effect on February 24, 2014, ending in March 2019. As of December 2016, surplus funds in present period of about CNY 130 million, a total of the surplus funds is CNY 505 million, the surplus funds is large, in order to reasonable use of loan funds, to further improve the water environment management of the Huainan city, thus initiated the ADB loan project of Huainan urban water system integrated rehabilitation project for interim adjustment of newly added subproject, interim adjustment scope of the newly added project is not only located in the urban area of Huainan city, but radiation to the district and county within the jurisdiction. Therefore, the PMO applied to the ADB for a two- year extension of the project. According to the schedule, the project will be completed in October 2021. 2.2 Project Progress

2.2.1 the Progress of the Commenced Projects

By the end of this reporting period, in total of 10 civil work contracts have been awarded, they are (i) Longhu pump station, (ii) installation of sewers in the existing eastern and western urban area; (iii) Shiyaowan pump station, No.4 and No.5 pump station, (vi) Shijian hu pump station, (v) Dajian ditch pump station, (vi) Bagongshan ditch , (vii) Xiejiaji ditch, (viii) Donghua flood ditch, (ix) Old Longwnang ditch, (x) Longwang flood diversion ditch;(xi) Urban lake environment improvement (the entrance), (xii) Sewage pipe reconstruct/upgrading component in Huainan urban area (Newly added Component). 1. The equipment purchase contract of Shiyaowan pump station was signed on May 18, 2015. The total amount of equipment procurement is CNY 2.18 million. The equipment had been purchased, installed and put into use on April 18, 2017. USD 0.291 million had been withdrawn, which was equivalent to CNY 1.945 million. Installation of existing eastern urban area: The contract was signed on April 14, 2015. The project invested CNY 76.93 million (the provisional sum was CNY 8.68 million) and lay sewage pipe network for 59.9 km, the construction period was 36 months. It had been completed on December 15, 2018. The project had completed an investment of CNY 63 million, and the withdrawal had reached USD 5.97 million, which was equivalent to CNY 39.23 million . 2. Installation of sewers in the existing western urban area and No.4 and No.5 pump station subproject: The equipment procurement contract of No.4 and No.5 pump station was signed on August 20, 2015. The total amount of equipment procurement is CNY 3.95 million. The equipment had been purchased, installed and put into use on May 27, 2017. The withdrawal had reached USD 0.605 million, equivalent to CNY 3.907 million. Installation of existing western urban area: civil engineering contract was signed on April 14, 2015. The project invested CNY 68.37 million (the provisional sum was CNY 7.04 million) and lay sewage pipe network 57.8km, the construction period was 36 months. By the end of this report, the laying pipeline network was 43.35 km. The project had completed investment of CNY 44 million, the withdrawal had reached USD 3.53 million, equivalent to CNY 23.07 million. 3. Expansion of Longhu pump station subproject: This monitoring found that the equipment package contract was signed on Dec 5, 2014. The total amount of equipment procurement is CNY 11.96 million. The equipment had been purchased, installed and put into use in June 2016. the withdrawal had reached USD 1.67 million, equivalent to CNY 11.33 million. Longhu pump station civil work: the contract was signed on February 11, 2015. The project invested CNY 19.75 million (the provisional sum was CNY 2.6 million) and completed on May 30, 2017. The project had completed investment of CNY 17 million, the withdrawal had reached USD 1.64 million, equivalent to CNY 10.78 million. 4. Shijianhu pump station: According to this monitoring, the contract of Shijianhu pump station civil work was signed on September 29, 2016. The project invested CNY 17.19 million (the provisional sum was CNY 2 million) and the construction period was 13 months. By the end of this report, the construction of the pump station has completed, the project had completed investment of CNY 15 million, the withdrawal had reached USD 1.19 million, equivalent to CNY 7.83 million.

Shijianhu pump station equipment package. The contract was signed on September 27, 2016. The total amount of equipment procurement is CNY 7.94 million. At present, The equipment had been purchased, installed and put into use. the withdrawal had reached USD 0.88 million, equivalent to CNY 5.94 million. 5. Dajian ditch pump station: According to this monitoring, the contract of Dajian ditch pump station civil work was signed on September 29, 2016. The project invested CNY 13.45 million (the provisional sum was 1.40 million) and the construction period was 13 months. By the end of this report, the construction of the pump station had been completed. The project had completed investment of CNY 12 million, the withdrawal had reached USD 0.79 million, equivalent to CNY 5.18 million. Dajian ditch pump station equipment package. The contract was signed on September 27, 2016. The total amount of equipment procurement is CNY 7.65 million. At present, the equipment had been purchased, installed and put into use. The withdrawal had reached USD 0.94 million, equivalent to CNY 6.49 million. 6. Longwang flood diversion ditch: According to this monitoring, the contract of Longwang flood diversion channel civil work was signed on November 18, 2016. The project invested CNY 83.93 million (the provisional sum was CNY 10 million) and the construction period was 18 months. The total length of the project was 9.202 km, the excavation of the channel was 4.77 km and the prefabricated box culvert was 4.432 km. By the end of this report, the project had completed the construction of 3.43 km of new box culverts (including built box culverts of 690 m); new open channels were 4.691 km; a full range of greening project had been completed. The project had completed investment of CNY 70 million, the withdrawal had reached USD 5.24 million, equivalent to CNY 34.89 million. 7. Old Longwang ditch: By the end of this monitoring, the contract of Old Longwang ditch civil work was signed on December 27, 2016. The project invested CNY 20.35 million (the provisional sum was CNY 1.85 million) and the construction period was 18 months. The total length of the project was 8.075 km, the excavation of the open channel was 1.15 km and the prefabricated box culvert was 0.772 km. By the end of this report, 0.934 km new box culvert had been built. 1.35 km sewage pipeline construction had been completed, 2.5 km slope and bank protection of open channels had been completed, and current box culvert dredged 4.18 km. The project had completed investment of CNY 17.5 million, the withdrawal had reached USD 1.43 million, equivalent to CNY 9.43 million. 8. Donghua flood ditch: By the end of this monitoring, the contract of Donghua flood channel civil work was

The project invested CNY 26.20 million (the provisional sum was CNY 5 million) and the construction period was 16 months. The total length of the project was 9.142 km, the excavation of the open channel was 1.636 km and the prefabricated box culvert was 0.872 km. By the end of this report, newly built box culvert of 0.876 km and earthwork backfilling had been completed; the bilateral sides of the university of science and engineering, slop protection pavement and new open channel of Xinyi community had been completed. CNY 21 million had been invested in the project, the withdrawal had reimbursed USD 1.69 million, equivalent to CNY 11.27 million. 9. Bagongshan ditch: The contract of Bagongshan ditch civil work was signed on March 22, 2017. The project invested CNY 33.09 million (the provisional sum was CNY 5.77 million) and the construction period was 18 months. The total length of the ditch of the project was 7.687 km, the open channel was 4.749 km, the new reinforced concrete box culvert was 0.241 km. By the end of this report, dredging the whole section of ditch was completed, 6 km open channel treatment and 8.7 km sewage pipeline pavement has completed. CNY 27 million had been invested in the project, the withdrawal has reimbursed USD 1.95 million, equivalent to CNY 12.95 million. 10. Xiejiaji ditch: The contract of the civil work of Xiejiaji ditch was signed on July 5, 2017. The project investment is CNY 30.6 million (the provisional sum was CNY 5.6 million) and the construction period was 18 months. The total length of the ditch was 7.112 km, the newly built box culvert is 0.069 km, the demolished and reconstructed box culvert contains 1.386 km and reconstructed open channel 4.974 km. By the end of this report, 1.226 km dredging, 4.4 km leveling earthwork, 2.75 km sewage pipeline had been completed, 45000 m2 bottom mud shipped out, 100000 m2 earthwork outward transport,130000 m2 earthwork digging out, 150000 m2 earthwork backfilling and the dredging, reconstruction had been completed. 0. 878 km dredging of the box culvert, 0.69 km dredging of the Laomashan box culvert (totally 0. 671 km) and 25000 m2 ecological slope protection had been completed as well as 0.11 km box culvert had been built. CNY 16 million had been invested in the project, the withdrawal had reimbursed USD 0.94 million, equivalent to CNY6.32 million 11. Urban lake environment improvement (the entrance): The contract of the civil work of urban lake environment improvement was signed on December 20, 2017. The project investment was CNY 41.2 million (the provisional sum was CNY 7.8 million) and the construction period was 18 months. The improvement of urban lake environment includes six estuaries of Long Lake, Shijian Lake, Dajian Ditch and Caoling Lake. Shijian Lake SW1 is located in Tianjia’an district, covers an area of 75106 m2; Shijian Lake SW2 is located in Tianjia’an district, covers an area of 70244 m2; Shijian Lake SW3 is located in Xiejiaji district, covers an area of 37870 m2; Caoling Lake CW is located in

Tianjia’an district, covers an area of 92110 m2; Dajian Ditch DW is located in Datong district, covers an area of 38200 m2; Long Lake LW is located in Tianjia’an district, covers an area of 50128 m2, with a total area of 363652 m2. By the end of this report, the entrance of Long Lake had improved; the entrance of Dajiangou Ditch completed the subsurface flow wetland and aquatic plants pound had been completed, sedimentation pond completed 30%, management room completed 80%. Sewage pipe reconstruct/upgrading component in Huainan urban area (Newly added Component): 1). Dingshan road: construction started on April 24, 2019, concrete pipeline laying of K0+000-K0+447 was completed, there are 13 main inspection wells; the asphalt pavement restoration was completed on July 4, 2019. 2). Caixinnan road: construction started on May 24, 2019, K0+248-K0+489 solid wall HDPE at the intersection of Caixinnan road and the in Xieli road section as well as the pipe d600 have been weld and not pulled in, the length is 41.3m. K0+098-K0+248 solid wall HDPE at the Caixinnan road on the south side of Shijianhuxi road as well as the pipe have been pulled in, the working well was not completed, there are 11 main inspection wells. K0+489- K0+493 of Caixinnan road and current inspection well of Xieli road were not installed pipelines, which were 28.2m of d500 pipe. 3). Dongshan street: construction started on June 30, 2019, there are 13 main inspection wells; the inspection well from sewage -7 to sewage -9 have been constructed, installation and laying of culvert pipe and backfilling of pipe trench. 4). Tiesanchu courtyard road: the sewage pipeline started on July 8, 2019, there are 13 main inspection wells; PE drainage pipe between sewage -1 and sewage -17 have been pulled in. 5). Binguan road: construction started on July 12, 2019, there are 17 main inspection wells; from sewage -17 to sewage -7 have been drilled to 500-600, basically have the condition of pulling d500 PE drainage pipe. 6). Branch14 street: construction started on July 20, 2019, there are 11 main inspection wells; from sewage -11 to sewage -8 have been excavated, d500 concrete culvert installation and laying. Caixinnan road: construction started on May 24, 2019, K0+248-K0+489 solid wall HDPE at the intersection of Caixinnan road and the in Xieli road section as well as the pipe d600 have been weld and not pulled in, the length is 41.3m. K0+098-K0+248 solid wall HDPE at the Caixinnan road on the south side of Shijianhuxi road as well as the pipe have been pulled in, the working well was not completed, there are 11 main inspection wells. K0+489-K0+493 of Caixinnan road and current inspection well of Xieli road were not installed pipelines, which were 28.2m of d500 pipe. 3). Dongshan street: construction started on June 30, 2019, there are 13 main inspection wells; the inspection well from sewage -7 to sewage -9 have been constructed, installation and laying of culvert pipe and backfilling of pipe trench. 4). Tiesanchu courtyard road: the sewage pipeline started on July 8, 2019, there are 13 main inspection wells; PE drainage pipe between sewage -1 and sewage -17 have been pulled in. 5). Binguan road: construction started on July 12, 2019, there are 17 main inspection wells; from sewage -17 to sewage -7 have been drilled to 500-600, basically have the condition of pulling d500 PE drainage pipe. 6). Branch14 street: construction started on July 20, 2019, there are 11 main inspection wells; from sewage -11 to sewage -8 have been excavated, d500 concrete culvert installation and laying. The land approval materials for the interim adjustment of the newly added subproject content have been completed. However, due to the shortage of land indicators in Huainan city, the approval of the land indicators for the interim adjustment of the newly added subproject content has not been obtained, it has not been submitted to the provincial Department of Natural Resources. It is suggested that the Huainan PMO and the Department of Natural Resources and Planning Bureau cooperate to complete the land approval of the newly added subprojects in the interim adjustment as soon as possible.

3. Project Impact and Resettlement Progress

3.1 Progress of the Land Acquisition, House Demolition and Resettlement The LA and resettlement of the project will affect Tianjiaan district (Shungeng town, Ancheng town, Quanshan subdistrict, Chaoyang subdistrict), Datong district (Datong street and Luohe town), Xiejiaji district (Liyingzi town, Tangshan town, Xiejiaji subdistrict, Pingshan subdistrict, Wanggangfeng town), Bagongshan district(Bagongshan town, Xinzhuangzi subdistrict, Shanwang town, Tubazi subdistrict and Bijiagang subdistrct), a total of 38 communities/villages in Huainan city. (1) Longhu pump station The Resettlement Plan for Longhu Pump Station expansion prepared during project preparation involves 4.38 mu state-owned construction land acquisition and 132 mu temporary land occupation, without affected people. While according to the final project design and the DMS, expansion project acquires 1.7mu state-owned construction land, without affected people, 2.68mu reduced compared to primary design, and 65.99 mu temporary land occupation, reduced by 66.01mu. The reasons are as following: (1) the design plan to use the original facilities to reduce the acquisition about 2.68 mu state-owned construction land; (2) the design optimized the original processing to avoid the temporary land acquisition; (3) increased 19.59 mu borrow area, 5.4 mu implement area, and 7.1 mu temporary place area. Due to the land occupied by Longhu Pump Station extension is state- owned construction land, Huainan city PMO and LRB has completed the approval and transfer procedures for state-owned land before the implementation of Longhu pump station subproject. (2) Installation of sewers in the existing western urban area and Shiyaowan pump station As for the construction of east area sewage pipelines, the construction will take up with pipeline jacking or along with the existing road. Therefore, the construction will cause no land acquisition or demolition impact. This monitoring found that, according to the final project design and the DMS, Shiyaowan pump station acquired 2.45 mu collective land of Yaobei village in Shungeng town permanently, affected 31 households with 129 people; and acquired 4.417 mu land temporarily with no affected people. Due to less preciseness of the design institute during the project feasibility study design stage, cause the error in land type and land area. The final amount of LA of Shiyaowan pump station was determined by the final project design and DMS, which is reduced for 0.55mu than the original RP. On Mar. 2015, PMO and

Anhui Huainan Urban Water Systems Integrated Rehabilitation Project--External Resettlement Monitoring & Evaluation Report implement unit evaluated and measured the LA scope, the compensation standard for collective land is 68000 yuan/mu, add with the temporary land acquisition compensation, there are in total of 328686 yuan. The implement units and affected people have signed the agreements in May 2015 and the compensation has been paid to the affected people in August 2015. No complaints have been found during this period of monitoring. (3) Installation of sewers in the existing eastern urban area and No.4 and No.5 pump station The construction of pipe network is constructed with top pipe or along the constructed road, so there is no land acquisition and demolition, and without resettlement impact. Based on original RP during project preparing stage, the construction of No.4 and No.5 pump station occupied state-owned land for 5 mu in total, without affected population. This monitoring found that according to the final project design and the DMS, the No.4 pump station acquired 2.8617 mu collective lands of Shaligang village of Tangshan township, the land belongs to the village collective, so there is no affect population. The No.5 pump station acquired 6.5644 mu collective lands of Xinhe village in Liyingzi town permanently, affects 8 households with 35 people; and acquired 12.9075 mu land temporarily with no affect people.5 mu of state-owned construction land need to be occupied for No.4 and no.5 pump station in total in the original RP in project preparation stage; however based on the final project design and DMS we found that the construction of No.4 and no.5 pump station acquired collective land for 9.4261mu in total, the amount of land acquisition was the less preciseness of the design institute during the project feasibility study design stage, cause the error in land type and land area, the final amount of LA of No.4 and No.5 pump station was determined by the final project design and DMS, which is increased for 4.4261 mu than the original RP. The No.4 pump station acquired 2.8617 mu collective lands of Shaligang village, the land belongs to the village collective, so there is no affect population and the compensation has been paid to the village collective. The LA started in June 2015 and signed the compensation agreement in August 16, 2015, there are in total of 171702 yuan compensation, it has been paid to the village collective in September 2015. The No.5 pump station acquired 6.5644 mu collective lands of Xinhe village in Liyingzi town permanently, affects 8 households with 35 people; and acquired 12.9075 mu land temporarily with no affect people. The LA started in September 2015 and signed the compensation agreement in October 2015, there are in total of 355547 yuan compensation, it has been paid to the village collective in October 2015. (4) Dajian ditch pump station According to the final design and detailed DMS, 2 households with 4 people were affected by the LA and HD of Dajian ditch pump station, among which, acquired 3.86 mu

Anhui Huainan Urban Water Systems Integrated Rehabilitation Project--External Resettlement Monitoring & Evaluation Report collective cultivate land of farmers of Chenying village in Luohe town of Datong district, 1 household with 3 people were affected, and 12.72 mu village collective cultivated land of Chenying village in Luohe town of Datong district; the HD area is 258.54 m2, affecting 1 household with 1 person. The demolished house is not residential house, which is used to monitoring nearby water area and put tools for affected people. The house demolition work of Dajian ditch subproject has completed in Nov. 2016 and the total compensation of 0.79 million yuan for HD has been paid to APs. 16.58 mu collective land and 18.1 mu state- owned water have been acquired with the total compensation of 2.21 million yuan, and the compensation has been paid to APs (5) Shijianhu pump station Up to this monitoring, Shijianhu pump station has acquired 21.05 mu cultivated land of Shitoubu village in Ancheng town of Tianjiaan district, 34 households with 216 people have been affected; acquired 5.70 mu collective land of Shitoubu village of Ancheng town, 33 households with 204 people have been affected. At present, the land acquisition and HD work of Shijianhu Pump station has been finished, and all compensations have been paid to APs with total amount of 2.25 million yuan. No complaints have been found during this period of monitoring. (6) Longwang flood diversion ditch The construction of Longwang flood diversion channel will acquire 479.55 mu land, including 171.92 mu collective cultivate land (25.82 mu of Linxiang village, affect 18 households with 48 people; 55.42 mu of Gongji village, affect 29 households with 67 people; 85 mu of Liuzhen village, affect 23 households with 62 people; 5.68 mu collective land of Tiandong community, without affect people), affect 70 households with 177 people. Acquired 42.78 mu water area (including 35 mu of Liuzhen village, with no affect people; 7.78 mu of collective water area of Tiandong community, with no affect people), and with no affect people; acquired 259.42 mu state-owned construction land, with no affect people; acquired 5.43 mu state-owned unused land, and the HD area is 9726.45 m2, affect 17 households with 56 people. It acquired 259.42 mu state-owned construction land, 5.43 mu state-owned unused land. The reclamation and related land approval procedures of stae-owned land had been completed. By the end of this monitoring, the construction of Longwang diversion flood ditch subproject had fully started in the state-owned land area. By the end of this monitoring, Longwang flood diversion ditch subproject has acquired 149.04 mu cultivated land, affected 81 households with 189 people, totally 9.09 million yuan has been paid to the APs; demolished houses for 2605.90 m2, affect 33 households with 114 people; shop demolition with an area of 809.71 m2 has been finished, affect 2 households with 9 people. The LA and HD work started in January 2017. By the end of December 2018,

And all compensation has been paid to APs. The remaining parts of LA and HD work are being further negotiated with the affected people. (7) Donghua flood drainage ditch The construction of Donghua ditch will acquire 190.80 mu land, including 10.46 mu collective cultivate land belonging to reserved land of Ancheng community, so there is no affected people; acquired 42.38 mu water area (including 11.02 mu of Yaobei village collective, 8.58 mu of Yaonan community, 4.81 mu of Caozui community, 17.49 mu of Ancheng community, and 0.48 mu of Xuyu community), with no affected people; and the HD area is 6640 m2, affecting 25 household with 126 people, the demolished shop area is 100.37 m2, affecting 2 household with 4 people. It acquired 8.53 mu state-owned water area, with no affected people; 129.43 mu state-owned construction land, with no affected people. The reclamation and related land approval procedures of state-owned land had been completed. By the end of this monitoring, the construction of Doghua ditch subproject had fully started in the state-owned land area. By the end of this monitoring, Donghua ditch subproject has acquired 127.16 mu cultivated land (6.98 mu of Caozui community, 59.3 mu of Yaonan community, 5.54 mu of Yaobei village, 2.26 mu of Dongshan community, 16.24 mu of Quanshan community, 34.25 mu of Ancheng community, 2.68 mu of Xiachen community), affect 177 households with 565 people; demolished houses for 5056.5 m2, with 21 households with 73 people. The LA and HD work started in January 2017. By the end of June 2019, district government signed compensation agreement with 198 affected households with compensation of 30.94 million yuan. And all compensation has been paid to APs. (8) Old Longwang ditch The construction of Old Longwang urban water channel will acquire 151.96 mu land, including 5.23 mu collective cultivate land (including 0.33 mu of Zhaodian community, 1.86 mu of Yaobei community, 3.04 mu of Caozui community, all these land are the reserved land of the villages), so there is no affect people; acquired 104.25 mu water area (including 37.68 mu of Zhaodian community, 18.04 mu of Yaobei village collective, 18.85 mu of Caozui community, 0.57 mu of Yaonan community, and 29.11 mu of Linwang village collective), with no affect people; acquired 14.37 mu collective unused land, the land belonging to Linwang village committee, so with no affect people; and acquired 28.1 mu state-owned construction land, with no affect people; and the temporary simple room HD area is 40 m2, affect 2 household with 4 people, the demolished shop area is 100 m2, affect 1 household with 2 people. The reclamation and related land approval procedures of stae-owned land had been

By the end of this monitoring, the construction of Old Longwang ditch subproject had fully started in the state-owned land area. By the end of this monitoring, Old Longwang ditch subproject has acquired collective land for 56.34 mu (including cultivated land in Linwang Village for 41.20 mu and cultivated land in Lutang Village for 15.13 mu), affect 197 households with 628 people. The land acquisition work began in 2018 and the affected village signed the land compensation contract with the affected people, with a total of 8.55 million yuan had been paid to the APs. On the other hand, the construction of Old Longwang ditch subproject has demolished houses for 2353 m2, affected 5 households with 20 people; HD work has started in January 2017. By the end of June 2019, district government signed compensation agreement with 5 affected households, a total of 14.36 million yuan for house compensation has been paid to affected people. (9) Bagongshan ditch According to the resettlement plan during the preparation period of project, the construction of Bagongshan ditch will acquisition 108.2 mu land, including cultivated land for 51.8 mu, with 30 HHs and 127 APs; collective construction land for 56.4 mu, with no affected people; HD area for 1298 m2, with 40 HHs and 139 APs; demolished shop area for 780 m2, with 10 HHs and 22 APs. According to the final design and detailed field survey, the construction of Bagongshan ditch will acquisition for 255.02 mu land, including collectives cultivated land 39.95 mu, with 135 HHs and 434 APs; collectives water area for 6.66 mu (Qianhuai village collectives area for 2.2425 mu, Yangjiadi committee collectives area for 0.0165 mu, Shenggang village collectives area for 1.0815 mu, Bigang village collectives area for 1.3305 mu, Bijiagang street collectives area for 0.321 mu and Xinzhuangzi street collectives area for 1.668 mu), with no affected persons; collectives construction land for 17.46 mu .with no affected persons; villages’ unused land 118.72 mu, with no affected persons; state-owned construction land for 34.11 mu, with no affected persons; state-owned unused land for 38.12 mu, with no affected persons; the HD area for 1850.96 m2, with 14 HHs and 55 APs. The reclamation and related land approval procedures of state-owned land had been completed. By the end of this monitoring, the construction of Bagongshan ditch subproject had fully started in the state-owned land area. By the end of this monitoring, Bagongshan ditch subproject has acquired 124.17 mu land (95.29 mu state-owned land, 28.88 mu collective land), affect 163 households with 491 people; demolished houses for 2461.65 m2, with 20 households with 71 people, 6 households of the affected HHs chose property exchange; 121.83 m2 temporary construction has been demolished, without affected people. By the end of June 2019, the government of district had signed the contract with the people affected by house demolition. Totally 3.90 million yuan had been paid for LA and HD. The

(10) Xiejiaji ditch In the prepared RP, Xiejiaji ditch construction will acquire 127mu land, including 90.5mu cultivated land, affected 86 households with 323 people; acquire 36.5 mu collective construction land with no affected people; the demolished house area is 1048m2, affect 7 households with 23 people; According to the final design and detail DMS, Xiejiaji ditch construction will acquire 170.46 mu land, including collective cultivated land for 73,15mu, with 27 HHs and 126 APs; acquired collective construction land for 24.8mu, with no affected person; acquired 72.51 mu state-owned construction land which is belonging to Xiejiaji government with no affected people; and the HD area is 11927.08 m2 affect 136 households with 473 people, the demolished shop area is 8184.29 m2, affect 104 household with 126 people. Up to this monitoring, construction of Xiejiaji ditch has acquired 105.79 mu collective land, 102 households with 363 people, including 23.36 mu land of Laishan village, 21.76 mu of Xinhe village, 21.83 mu of Menggang village, 6.6 mu of Shangan village (including temporary occupation of land for 1.05 mu) and 30.29 mu of Niandian village, a total of 7.55 million yuan for land compensation has been paid to the affected people; completed of house demotion area for 7936.45 m2, 133 HHs with 479 people affected, among which, 106 households who choose property exchange. Besides, completed commercial shops area for 7722.44m2, with 40HHs with 48 people affected, a total of 20.27 million yuan for house compensation has been paid to the affected people. (11) Urban Lake Environment Improvement In the prepared RP, urban lake environment improvement construction will acquire 295.5 mu lands, including 295.5 cultivated lands, affect 26 households with 108 people; According to the final design and detail DMS, urban lake environment improvement construction will acquire 413.33mu land, including 126.22mu collective cultivated land, affect 28 households with 99 people; acquire 287.11mu collective water area, affected 20 households with 69 people; demolish 4211.28m2 residential house area, affect 25 households with 80 people. By comparison, 173.83mu land was increased in urban lake environment improvement construction, 169.28mu cultivated land was decreased, 2 households were increased, 9 people was decreased; at the same time, according to the final design and detail DMS, 287.11mu collective water area was increased in urban lake environment improvement construction, affected 20 households 69 people; newly added residential housing area is 4211.28m2, affect 25 households with 80 people. By the end of this monitoring, construction of the improvement of urban lakes (the entrance) has acquired 433.60 mu land (including Shanghu Community for 38.46 mu, Zhaodian Community for 42.55 mu, Genghuang Village for 15.01 mu and Dongshan Village

3. 2 Permanent Acquisition of Collective Land The acquisition of the collective land in this Project is mainly caused by improving the urban water environment, strengthening flood prevention management and improving the urban lake environment. The survey found that Shiyaowan pump station acquired 2.45 mu collective lands of Yaobei village in Shungeng town permanently, affected 31 households with 129 people, and acquired 4.417 mu lands temporarily, with no affected people. The No.4 pump station acquired 2.8617 mu collective lands of Shaligang village, the land belongs to the village collective, so there is no affect population. The No.5 pump station acquired 6.5644 mu collective lands of Xinhe village in Liyingzi town permanently, affects 8 households with 35 people; and acquired 12.9075 mu lands temporarily without affected people. By the end of this monitoring, Dajian ditch pump station acquired 16.58 mu village collective cultivated land of Chenying village of Luohe town in Datong district, including 3.86 mu collective cultivated land of affected farmers, 1 household with 3 people will be affected, and 12.72 mu village collective cultivated land, without affected people; Shijianhu pump station has acquired 21.05 mu cultivated land of Shitoubu village in Ancheng town of Tianjiaan district, 34 households with 216 people have been affected; acquired 5.70 mu collective land of Shitoubu village of Ancheng town, 33 households with 204 people have been affected. Collective land acquisition of the above subprojects has been completed, and land compensation has been distributed to the affected people. There is no outstanding issue happened. All state-owned land reclamation and related land approval procedures have been completed, and the construction of state-owned land has been fully carried out. 3.4 Impacts of House Demolition

3.4.1 Impacts of Rural House Demolition

Up to this monitoring, Dajian ditch pump station has completed HD with an area of 258.54 m2, affects 1 household with 1 people. The house is not residential house, and which is used to put the tools. In the original RP, Longwang flood diversion ditch construction will demolish house with 2 2 an area of 9726.45m , including 9666.45m rural house, affect 17 households with 56 people; demolish 60m2 village collective idle house in Liuzheng village, without affected people. Up to this monitoring, the demolition of 2615.53 m2 residential house has been completed, 33 households with 114 people were affected. In the original RP, Donghua flood drainage ditch construction demolished 6640m2, affected 25 households with 126 people, all of which is rural house. Up to this monitoring, 5056.5m2 residential house demolition has been completed, 21 households with 73 people was affected. In the original RP, Bagongshan ditch construction will demolish residential house for 1850.96m2, affect 14 households with 55 people. Up to this monitoring, the house demolition area of Bagongshan ditch subproject is 2461.65 m2, 20 households with 71 people were affected. Of which 6 affected households choose the property exchange. In the original RP, Xiejiajian ditch construction will demolish residential house for 11927.08m2, affect 136 households with 473 people. Up to this monitoring, the house demolition area of Xiejiajijian ditch subproject is 2834.07m2, affect 32 households with 103 people. In the original RP, lake improvement (entrance) construction will demolish residential house for 4211.28m2, affect 25 households with 80 people. Up to this monitoring, the house demolition area of lake improvement subproject is 3144.71m2, and 7 households with 18 people were affected, among them, 4 households are monetary compensation and 3 households are property exchange. In the original RP, Old Longwang ditch construction is planned to demolish 40m2, affect 2 households with 4 people, up to this monitoring, Old Longwang ditch construction has completed urban residential house demolition for 2353m2, affect 5 households with 20 people; construction of Xiejiaji ditch has completed urban residential house demolition for 5102.38 m2, affect 101 households with 308 people. 3.4.3 Impacts of Private Store Demolition

By the end of this monitoring, Longwangpie ditch construction has demolished shops in Luohe town Huyu community for 809.71m2, affect 2 households with 9 people; construction of Xiejiaji ditch has demolished shops in Hedong community and Jianshe Community of Liyingzi Town for 7722.44m2, affect 40 households with 48 people. See details in 3-5. 3.5.1 Impact on Land Acquisition

The project permanently acquire 1603.15 mu land, affect 1347 HHs with 5561 persons,

3.5.2 Impact on House Demolition

According to FSR and survey of proposed project adjustment in interim, only Bagongshan district and Xiejiaji district involve house demolition. The involved HD area is 12007.31m2, affect 78 HHs with 236 persons. 10424.31 m2 of Bagongshan district, of which Bagongshn district Shanchong ditch and Nantang ditch involve 332 m2 HD area, affect 2 HHs with 10 persons; 7244.31 m2 HD area of Kongli ditch, affect 32 HHs with 105 persons; 2848 m2 HD area of Qianhuai ditch, affect 23 HHs with 49 persons. 1583 m2 HD area of Xiejiaji district Tangshan ditch, affect 21 HHs with 72 persons. This monitoring found that exception of construction for sewage pipeline in Huainan urban area, all the other components of newly added projects in the interim adjustment has not started yet, and the resettlement activities have not started yet. Resettlement external monitoring unit will continue to track the progress of the project and implementation status of resettlement.

4. Compensation Standard and Fund 4.1 Compensation for Land Acquisition

4.1.1 Compensation Standard for Collective Land

According to the Land Administration Law of the People’s Republic of China, the Guidelines for Improving Land Acquisition and Anhui local regulations and policies, and through consultation with the affected persons, the Notice on the issuance of collective land attachments and young crops compensation standard of Huainan Municipal Peoples Government (No.95 Huainan Government [2015]) and Notice on the measures for the collection of collective land compensation and resettlement of the peoples Government of Huainan (No.39 Huainan Government [2013]) is applied to this Project. For the details of collective land acquisition compensation standards of this Project, refer to Table4-1. A compensation standard for young crops of the vegetable land is CNY 1875 yuan/mu, for economic crops are CNY 1210 yuan/mu, for grain crops are RMB 1100 yuan/mu. The monitoring found that according to the new version of unified annual output value and compensation standard of land requisition in Huainan Province in February 2015, the compensation standard of Class 1 land has no change; the Class 2 land compensation changed from original 58000 yuan/mu to 60000 yuan/mu, the compensation standard increased for 2000 yuan/mu; the Class 4 land changed from original 44000 yuan/mu to 49000 yuan/mu, the compensation standard increased for 5000 yuan/mu. The detailed see in Table 4-1. Up to this monitoring, Dajian ditch pump station has acquired 16.58 mu village collective cultivated land (including 12.72 mu village collective cultivated land, without affected people) of Chenying village in Datong district Luohe town, affected 1 household with 3 people; Shijianhu pump station has acquired 21.05 mu cultivated land of Shitoubu village in Ancheng town of Tianjiaan district, 34 households with 216 people have been affected; acquired 5.70 mu collective land of Shitoubu village of Ancheng town, 33 households with 204 people have been affected. According to the division of administrative region and land compensation standard, the land of Luohe town in Datong district, Ancheng town of Tianjiaan district belong to Class1, the LA compensation standard is 6800 yuan/mu, including 27000 yuan/mu land compensation and 41000 yuan/mu resettlement compensation; the monitoring also found that the LA work of Shijianhu pump station and Dajian ditch pump station has been completed, the compensation agreements have been signed and land compensation has been paid to the affected people. Up to this monitoring, Longwang flood diversion ditch subproject has acquired 149.04 mu cultivated land, affected 81 households with 189 people. Donghua ditch subproject has acquired 127.16 mu cultivated land (6.98 mu of Caozui community, 59.3 mu of Yaonan

Anhui Huainan Urban Water Systems Integrated Rehabilitation Project--External Resettlement Monitoring & Evaluation Report community, 5.54 mu of Yaobei village, 2.26 mu of Dongshan community, 16.24 mu of Quanshan community, 34.25 mu of Ancheng community and 2.68 mu of Xiachen community), affect 117 households with 565 people; The LA work of Longwang flood diversion ditch subproject and Longwang flood diversion ditch subproject has started in January.2017, signed the compensation agreements with APs in June 2019. According to administrative division and land acquisition compensation standard, Luohe town in Datong district, Ancheng town and Shungeng town in Tianjiaan district are divided in to Class 1, LA compensation standard is 68000 yuan/mu, including 27000 yuan/mu for land compensation, 41000 yuan/mu for resettlement subsidy, the monitoring found that all compensation has been paid to affected people, the remaining parts of LA and HD work are being further negotiated with the affected people. Bagongshan ditch subproject has acquired 59.17 mu land (24.66 mu collective land), affect 163 households with 491 people. Xiejiaji ditch subproject has acquired 105.79 mu collective land, 102 households with 363 people, including 23.36 mu land of Laishan village, 21.76 mu of Xinhe village, 21.83 mu of Menggang village, 6.6 mu of Shangan village (including temporary occupation of land for 1.05 mu) and 30.29 mu of Niandian village. According to the administrative division and LA compensation standard, land in Bagongshan town of Bagongshan district and Tangshan town in Xiejiaji district belong to Class 2, the compensation standard is 58000 yuan/me, the LA compensation is 23000 yuan/mu and the resettlement subsidy is 35000 yuan/me. Shanwang town in Bagongshan district, Liyingzi town in Xiejiaji district belong to Class 3, the LA compensation standard is 52000 yuan/mu, among them, the land compensation fee is 21000 yuan/mu, the resettlement subsidy is 31000 yuan/mu, all compensation have been distributed to the affected people. The remaining part of LA is under further consultation with the affected persons. The construction of the Urban lake environment improvement has started on the LA work and acquired 433.60 mu land (including Shanghu Community for 38.46 mu, Zhaodian Community for 42.55 mu, Genghuang Village for 15.01 mu and Dongshan Village for 62.41 mu, Gongji Village for 46.08 mu and Tiandong Community for 11.15 mu、Xindong community for 112.65 mu and Shangguo community for 105.29 mu), 205 households with 763 people has been affected. According to the administrative division and LA compensation standard, Linxiang village, Gongji village in Luohe town of Datong district and Wanggangfeng town of Xiejiaji district belong to 2 classes, LA compensation standard is 58000 yuan/mu, among them, the land compensation fees are 23000 yuan/mu, the resettlement fees are 35000 yuan/mu, all compensation have been distributed to the affected people. The remaining part of LA is under further consultation with the affected persons. In addition, the survey found that rural collective land compensation fee, 70% will be paid to the affected persons and 30% will be retained by committees of village or community

The resettlement subsidy will be all disbursed to the APs. These labor forces can continue to do their current work or change planting structure or develop private business after getting the compensation.

4.1.2 Compensation for Occupation of State-owned Land

This Project will occupy state-owned construction land and state-owned farmland and compensation standards are as follows: The state-owned construction land will be obtained by allocation. The project is the construction of public utilities, so the state-owned water area and state- owned unused land will be allocated by transferring land use right after payment for relevant fees, the compensation will paid according to the relevant documents; the compensation standard of acquired state-owned water area are the same as the collective land; according to the management approach of the fees of newly added construction land [No. (2012) 151] pressed by Ministry of Finance and Bureau of land and resources. The acquisition of state- owned unused land, state-owned cultivates land, and water area need to pay leasing fees to Bureau of land and resources (Tianjia’an and Datong district is 32000 yuan/mu, the other districts is 13333 yuan/mu). 4.1.3 Compensation for Temporary Land Occupation

Temporary land occupation by this Project includes land occupation for construction site, soil excavation and waste soil disposa, as well as temporary access road and soild storage. The temporary land occupation for different purposes has different nature and impact, thus the Project Implementation Unit has established corresponding temporary land occupation compensation policy according to the actual conditions and different influences. 1) The construction of sewer pipelines adopting pipe jacking or along existing road has

If construction is along planned road, the period for temporary land acquisition, such as temporary road for construction and storage of soil, etc., is one year and the compensation standard is 900/mu. 2) Land reclamation fee in soil borrow areas is 28,000/mu and in construction spoil disposal area this is calculated based on 12,000/mu. Compensation fee for young crops shall be paid to the land owner at the standard RMB 900/mu per season. 3) The land temporarily occupied for Datong sludge storage is coal mining subsidence area, and the land temporarily occupied for Xiejiaji sludge storage is refuse landfill (state- owned land), neither of which require compensation. 4) For temporary land occupation for other purposes, the compensation for one season of young crops will be paid to the land owner with the compensation standard of 900Yuan/mu, and the cost for land reclamation is CNY 8/m2. The land restoration will be implemented by the Contractors.

4.1.4 The payment for Land Compensation

According to the DMS, Shiyaowan pump station will acquire 2.45 mu collective lands of Yaobei village in Shungeng town permanently, affected 31 households with 129 people, and acquired 4.417 mu lands temporarily, with no affected people. In March 2015, the PMO and the measure unit carried the land measure and evaluation; the compensation standard of collective land is 68000 yuan/mu, added the temporary land acquisition compensation, it is in total of 328686 yuan. The IA has signed the land acquisition agreement in May 2015 and paid the compensation fee to the affected people in August 2015. The No.4 pump station will acquire 2.8617 mu collective lands of Shaligang cillage, the land belongs to the village collective, so there is no affect individuals and the compensation fees will be paid to the village collective. The LA started in June 2015, and signed the land acquisition agreement in 16, August 2015; the total compensation fee is 171702 yuan, and it has been paid to the affect village in September 2015. The No.5 pump station will acquire 6.5644 mu collective lands of Xinhe village in Liyingzi town permanently, affect 8 households with 35 people; and acquired 12.9075 mu lands temporarily with no affect people. The monitoring found that the LA started in September 2015 and signed the land acquisition agreement in October 2015; the total compensation fee is 355547 yuan, and it has been paid to the affected village in October 2015. Shijianhu pump station has acquired 21.05 mu cultivated land of Shitoubu village in Ancheng town of Tianjiaan district, 34 households with 216 people have been affected; acquired 5.70 mu collective land of Shitoubu village of Ancheng town, 33 households with 204 people have been affected. At present, the land acquisition and HD work of Shijianhu Pump station has been finished, and all compensations have been paid to APs with total

No complaints have been found during this period of monitoring. The construction of Dajian ditch pump station expropriates 16.59 mu of collective farmland in Chenying village, Luohe town, Datong district, without affected persons.LA and HD work of the subproject of Dajian ditch pump station was completed in November 2016.The collective land covering 16.59 mu and the state-owned water surface covering 18.1 mu have been expropriated, and a total of 2.21 million yuan of land compensation has been paid to APs. Longwang flood diversion ditch subproject has acquired 149.04 mu cultivated land, affected 81 households with 189 people, totally 9.09 million yuan has been paid to the APs. By the end of this monitoring, Donghua ditch subproject has acquired 127.16 mu cultivated land (6.98 mu of Caozui community, 59.3 mu of Yaonan community, 5.54 mu of Yaobei village, 2.26 mu of Dongshan community, 16.24 mu of Quanshan community, 34.25 mu of Ancheng community, 2.68 mu of Xiachen community), affect 177 households with 565 people, totally 6.85 million yuan has been paid to the APS. By the end of this monitoring, Bagongshan ditch subproject has acquired 124.17 mu land (95.29 mu state-owned land, 28.88 mu collective land), affect 163 households with 491 people, totally 2.74 million yuan has been paid to the APs. By the end of this monitoring, construction of Xiejiaji ditch has acquired 105.79 mu collective land, 102 households with 363 people, including 23.36 mu land of Laishan village, 21.76 mu of Xinhe village, 21.83 mu of Menggang village, 6.6 mu of Shangan village (including temporary occupation of land for 1.05 mu) and 30.29 mu of Niandian village, a total of 7.55 million yuan for land compensation has been paid to the affected people. By the end of this monitoring, construction of the improvement of urban lakes (the entrance) has acquired 433.60 mu land (including Shanghu Community for 38.46 mu, Zhaodian Community for 42.55 mu, Genghuang Village for 15.01 mu and Dongshan Village for 62.41 mu, Gongji Village for 46.08 mu, Tiandong Community for 11.15 mu, Xindong community for 112.65 mu and Shangguo community for 105.29 mu), 205 households with 763 people has been affected, a total of 26.02 million yuan for land compensation has been paid to affected people. 4.2 Compensation for House Demolition

4.2.1 Compensation for Rural Residential Houses

Compensation for rural residential housing demolition mainly includes housing compensation fee, relocation subsidies, and infrastructure compensation fee. According to relevant provisions and referring to actual price analysis of major categories for affected houses and document No.95 HFB [2015], the compensation standard for rural houses is shown in Table4-4.

According to site survey, actual conditions of affected villages and willingness of affected people, the affected people can choose the following three methods for resettlement after receiving the compensation for housing Demolition: (a) monetary compensation; (b) rebuilding houses on allocated house site; (c) property right exchange. a) Monetary compensation: the affected people can obtain the compensation for housing relocation and house site. The house site area is calculated according to the floor space of the main house, but the compensation area for each household shall not exceed 160 m2; the standard for house site monetary compensation is 60/ m2. b) Rebuilding houses on allocated house site: according to the survey, the households of Yunnangang Village, Zhangying Village and Mamiao Village in Shangyao Town are dispersedly distributed and the affected villages still have some reserved house sites. After consultations, Shangyao Town government and the affected villages will relocate house site for the affected households and the area of house site for each household shall not exceed 140 m2; the affected people rebuild houses on allocated house site after obtain compensation for relocating houses. c) Property right exchange: it is specified: (1) the exchanged house area of displaced household (DH) with more than 6 people (including 6 people) is 120 m2; the area of DH with 4~5 people is 100 m2; the area of DH with 3 people or fewer (including 3 people) is 80 m2. (2) If the demolished house area is less than that of exchange house area, the shortfall shall be bought at the approved cost price. If the demolished house area is more than that of exchange house area, the shortfall will be compensated at replacement price. By the end of this monitoring, the construction of Dajian ditch pump station, the HD area is 258.54 m2, affecting 1 household with 1 person. The demolished house is not residential house, which is used to monitoring nearby water area and put tools for affected people. The house demolition work of Dajian ditch subproject has completed in Nov. 2016 and the total compensation of 0.79 million yuan for HD has been paid to APs. By the end of this monitoring, Longwang flood diversion channel subproject has finished the house demolition for 2605.90 m2, affect 33 households with 114 people; shop demolition with an area of 809.71 m2 has been finished, affect 2 households with 9 people. The LA and HD work started in January 2017. By the end of December 2018, district government signed compensation agreement with the affected households with compensation for house demolition of 14.59 million yuan. By the end of this monitoring, Donghua urban water channel has finished the house demolition for 5056.5 m2, with 21 households with 73 people. The LA and HD work started in January 2017. By the end of June 2019, district government signed compensation agreement

And all compensation has been paid to APs with compensation of 3.56 million yuan. And all compensation had been paid to APs. By the end of this monitoring, Bagongshan ditch has finished the house demolition for demolished houses for 2461.65 m2, with 20 households with 71 people, 6 households of the affected HHs chose property exchange; 121.83 m2 temporary construction has been demolished, without affected people. By the end of June 2019, the government of district had signed the contract with the people affected by house demolition. Totally 1.16 million yuan had been paid to APs. Up to this monitoring, total of 2834.07m2 of rural house demolition work had been completed, 32HHs with 103 persons were affected, including 22Ahs who opted property exchange, total of 3.58million yuan of compensation had been well and fully paid to the affected households; meanwhile, 7722.44m2 of tiny commercial shops had been demolished, with 40HHs with 48 persons affected, total of 8.99million yuan of compensation had been well and fully paid to the affected households. By the end of this monitoring, the construction of urban lake environment improvement has finished the demolition for 3144.71 m2, and 7 households with 18 people will be affected, among which, 4 households choose monetary compensation and 3 households choose the property exchange, a total of 0.92 million yuan for house demolition compensation. And all compensation has been paid to APs. The specific information of the 114 affected households who choose property exchange will be shown in table 4-5. The APs can choose monetary compensation or property right exchange. a) Monetary compensation: the compensation will be directly given to the affected

After get compensation, they can buy houses by themselves. b) Property right exchange: Including the following points: (i) the family have more than 6 (including 6) persons could exchange a new house with an area of 120 m2, the family numbers within 4 to 5, could exchange an area of 100 m2; the family numbers lower than 3 persons (including 3), could exchange an area of 80 m2. (ii) If the exchanged house area is larger than the acquired area or vice versa, then the affected people need to pay the rest area of the exchange house in accordance with the approved cost price; after the exchange, the house build in homestead will give cash compensation according to reset price.  Other subsidies a) Rewards subsidy The displaced persons (DPs) can obtain the following rewards if they sign the compensation agreement and relocate within the agreed period of time: ①Those who choose monetary compensation will be given monetary compensation according to the appraisal price made by the appraisal agencies plus a reward of 20000 RMB/Household; ②Those who choose residential property right exchange will be provided preferences based on the style of the house to be demolished. Those whose houses are mostly bungalows or multi-story buildings exchanged to multi-story buildings, small high-rise buildings or high-rise buildings will be provided additional area free at 5%, 15%, and 25% of demolished house respectively. b) Compensation for temporary resettlement ①Those who choose resettlement in existing house will be resettled in temporary resettlement houses for four months at the standard of 10/m2 every month according to the demolished property area. Those whose monthly resettlement allowance is less than 300 RMB will be calculated at 300; ②Those who choose the resettlement of property under construction will be given temporary resettlement allowance at the standard of 10/ m2 every month according to the demolished property area. The period will be determined according to real transitional time. After delivering the resettlement houses, the AHs will be given another temporary resettlement allowance of additional four months at the standard of 10/m2 every month according to the demolished property area. c)Subsidy for relocation Subsidy for relocation will be CNY 5 yuan/ m2 according to the demolished property area. If the relocation subsidy one time is less than 300 yuan, then 300 yuan will be provided.

Those who choose property exchange will be subsidized two times for having to move twice. Up to this monitoring, Old Longwang ditch construction involves urban house demolition with an area of 2353 m2, affects 5 households with 20 people. The LA and HD work begin in January 2017, signed compensation agreement with 5 affected households in June 2019, all Aps choose monetary compensation a total of 14.36 million yuan for land compensation and house subsidy was paid to affected people. It is noted that, by this monitoring 5102.38m2 of the urban house demolition had been completed, 10HHs with 308 persons were affected, including 84HHs of the Ahs opted property exchange, in total of 7.71million yuan of compensation payment had been well and fully paid to the affected households. 4.3 Compensation for Private Shops Acquisition compensation for shops shall include shops value compensation, relocation subsidy and compensation for losses due to suspension of business. 1) Determination of compensation amount for shops Similar to the determination of acquisition compensation amount for urban residential houses, compensation amount for shops shall be appraised by independent real estate appraising company according to the marketing price of similar shops. For example, according to the survey, the similar appraising price of the shops to be acquired is 4000 yuan /m2. 2) Other subsidies a) Relocation subsidy: it will be CNY 5 yuan/m2 according to the acquired property area; if the relocation subsidy one time is less than CNY300, CNY 300 yuan will be paid. b) Compensation for business suspension loss: it will be of 60% monthly average profit after tax verified by the tax authority six months before the issue of the notice about the house acquisition decision, the compensation period is six months. This is the traditional practice of Huainan and is accepted by affected shops, and workers will be informed in advance and be given wages for 3 months if they are unemployed. 5. Investigation on Production and Living Conditions of Affected People 5.1 Monitoring Survey

5.1.1 Introduction

The external M&E agency had carried the seventh monitoring survey of the affected villages and village groups affected by land acquisition to obtain data on the monitored APs’ production level and living standard. The production level and living standard survey would be conducted semiannually to track variations of the APs’ production level and living standard. This survey was conducted using such methods as panel survey, random interview and field observation to acquire necessary information. A statistical analysis and an evaluation were made on this basis. Details see Table 5-1. The scope of this sampling survey involves Datong district, Tianjia’an district, Bagongshan district and Xiejiaji district. 7 townships, 13 villages, 10 communities were involved, this survey will be conducted using such methods as panel survey, random interview and field observation, with total samples of 151 households, 525 persons, including Datong District for 29 households with 101 persons; Tianjia’an District for 51 households with 177 persons; Bagongshan District for 31 households with 118 persons; and Xiejiaji District for 40 households with 129 persons. The detailed population information is shown in Table 5-1. 5.1.2.1 Status of Family Population

The samples of this survey include 151 households with 525 persons. The average households’ member is 3.48 persons. The people surveyed included male for 278 persons, 59.95% of the total investigation population; female for 247 persons, 47.05% of the total investigation population. As for the marriage situation, unmarried for 96 persons, married for 419 persons, divorce for 5 people and widowed for 5 persons. The specific family population

5.1.2.2 Distribution of Age

By this monitoring found that the preschool children there are 12 male which account for 2.29% of the total surveyed population, and 9 female accounting for 1.71%; the people in 7 to 17 years old, there are 26male accounting for 4.95% of the total, and 19 female accounting for 3.62% of the total; the people in 18 to 35 years old, there are 96 male accounting for 18.29% of the total, and 76 female accounting for 14.48% of the total; the people in 36 to 60 years old, there are 118 male accounting for 22.48% of the total, and 95 female accounting for 18.10% of the total; the people over 60 years old, there are 41 male accounting for 7.81% of the total, 33 female accounting for 6.29% of the total. There are 151 households with 525 persons surveyed for this monitoring, including 10illiteracy, including male for 6, and female for 4, accounting for 1.14% and 0.76% respectively; 21 preschool children, including male for 12, and female for 9, accounting for 2.29% and 1.71% respectively; 121 people have received primary school, including male for 69, and female 52, accounting for 13.14% and 9.90% respectively; 203 people have received junior high school education, including male for 105, and female for 98, accounting for 20.00% and 18.67% respectively; 111 people have received senior high school education, including

The data show that among the education level of primary school and senior high school, the male is a little higher than female, while among the education level of technical secondary school or regular college course, the female is a little higher than male. In the monitoring survey, among the affected 151 households with 525 people, majority of the households have electrical appliances such as mobile phone, television sets, telephone, electric fans, refrigerator, computer etc. Judging from the family-owned property, we can see that the living standard of the sampled families in Huainan is better than average. Ownership of durable consumer goods of affected households is shown in Table 5-5. 5.1.2.5 Distribution of Occupation

The survey found that most of the family members are engaged in agriculture, accounts for 31.79%. The following are the population who engaged in outside working accounts for 30.63%, and the third are students’ accounts for 11.83%. According to the survey we found that most people are engaged in outside working during non-farming season, and they will return home to work for agriculture work in farming season. The detailed distribution of occupation is shown as Figure 5-4.

5.1.2.6 Household Income Structure

Household income status survey covered 151 HHs with 525 persons including rural residents for 88 HHs with 319 persons and urban residents for 63 HHs with 206 persons. Survey indicated that total income of the 88 rural households was 68156.03 yuan, including farming income 1245648 yuan accounting for 20.77% of total revenue and per household income was 13954.18 yuan. Industrial income was 14155.09yuan accounting for 7.90% of the total income and per household income was 5381.61 yuan. Household income from outside employment was 2746952yuan accounting for 45.80% of the total, and per household income was 31215.36 yuan. Private business household income was352682yuan accounting for 5.91% of the total, and per household income was 4030.48 yuan. Salary income was 559692yuan accounting for 9.33%, and per household income was 6360.14 yuan. Retirement pension income was 240649yuan accounting for 4.01% of the total, and per household income was 2734.65yuan. Household income from support of children was 84052 yuan, accounting for 1.40%. Household income from other sources was 292474 yuan,

The total income of 63 urban households surveyed was 7635262yuan. Industrial income was 2394764 yuan accounting for 31.35%, and per household income was 37996.25 yuan. Household income from outside employment was 2398959yuan accounting for 31.42% of the total, and per household income was 38078.71 yuan. Private business household income was 1199784yuan accounting for 15.71%, and per household income was 19044.19yuan. Household income from salary was 679372 yuan accounting for 8.38%, and per household income was 10154.48yuan. Retirement pension household income was 377195yuan accounting for 4.94%, and per household income was 5987.22 yuan. Household income from child support was 206176 yuan accounting for 2. 70%, and per household income was 3272.63 yuan. Household income from other sources was 419652 yuan accounting for 5.50%, and per household income was 6661.14 yuan. Household income status survey covered 151 HHs with 525 persons,the survey found that annual per capita income in rural area is

18801.66 yuan, there is an increase of 263.71 yuan compared with the18537.95 yuan in last survey, increased for 1.42%; all these items have increased, the most obvious increase is the per capita income of business, increased 1.17%, the wage income increased 0.83%, the agriculture income increased 2.21%, industrial income increased 0.50%, outside working income increased 1.57%. Among the survived people, a small part of people has the cost of doing business, the business income has increased for 1.17%, besides the PMO provide relevant skill training and employment information, thus it helped to improve the employee rate and make the wage income increased for 0.83%. though the other increase is not obvious, the overall trend is still in a steady and balanced upward trend. The average annual income of urban residents is 37064.38yuan, there is an increase of 569.99 yuan compared with the 36494.39 yuan in last survey, increased for 1.56%, all these items have increased more or less, among which the outside working income increased 1.84%, business income increased 1.53%, the wage income, increased 1.71%, the retirement income increased1.41%, other income increased1.36%. After the resettlement of the affect people, all the families received a better employment environment, and the income proportion in different families decreased, the income structure become more and more stable and safety.

5.1.2.7 Household Expenditure Structure

Total expenditure of 88 rural households in the investigation was 3013016 yuan. Annual per household expenditure was 34238.82 yuan. Among these expenditures, productive total expenditures were 886608 yuan accounting for 29.43%; annual per household expenditure was 10075.09 yuan. Agricultural expenditure of rural residents accounted for 28.29% of total expenditure, operating expenditure accounted for 1.41%; family living expenses was 2126408 yuan accounted for 70.57%, annual per household expenditure was 24163.73 yuan; among which electricity expenses was 77258 yuan accounted for 0.16%, water expenses accounted for 0.79%, living expenditure accounted for 32.21%, heating expenses accounted for 0.27%, clothing expenses accounted for 3.30%, educational expenses accounted for 10.17%, medical expenses accounting for4.46%, traffic expenses accounting for 0.84%, detailed information can be seen in Table 5-7. Total expenditure of 63 urban households in the investigation was 2675708 yuan. Annual per household expenditure was 42471.56 yuan. Total productive expenditure was37018yuan accounting for 12.15%; annual per household expenditure was5875.89yuan. The operating expenditure accounted for 12.15% of total expenditure; the living expenditure was 2675708yuan, annual per household expenditure was 42471.56 yuan accounting for 87.85%, including electricity expenses was 85889 yuan accounting for 2.82%, water expenses accounting for 0.98%, living expenses was 1449865yuan accounting for 47.60%, heating expenses accounting for 0.56%, clothing expenses accounting for 5.68%, medical expenses accounting for 3.29%, detailed information can be seen in Table 5-7. The expenditure of urban residential is the same with the rural residential, the total household expenditure of was 14785.87 yuan, there is an increase of 140.41 yuan compared with the 14645.46 yuan in last survey, increased for 0.96%; the operating expenditure increased most for 1.04%; the living expenditure increased for 0.95%, the medical expenditure decreased for 0.32%. Generally speaking, after the reasonable compensation, the living standard and quality of the affected people has been improved and the family income has restored and improved. The survey found that, the total household income of rural residents was 18801.66 yuan, there is an increase of 263.71 yuan compared with the 18537.95 yuan in last survey, increased for 1.42%; of which the main source is from farming, industry, migrant work and wages; it is show that the diversity of rural income structure, more and more people become self-employed, it helped the family income increased steadily. The annual per capita income in urban area is 37064.38yuan; there is an increase of 569.99 yuan compared with the 36494.39 yuan in last survey, increased for 1.56%; it shows that the main source of income for the urban residents was industrial income, migrant work wage, private business income, though the increase percentage is lower than 3%, all the items has increased more or less, and the urban residential income become more and more reasonably. The survey found that, the total household expenditure of rural residents was 9445.19yuan, there is an increase of 81.33 yuan compared with the 9363.86 yuan in last survey, increased for 0.87%; the living expenditure increased for 0.94%. The expenditure of urban residential is the same with the rural residential, the annual per capita expenditure was 14785.87 yuan; there is an increase of 140.41 yuan compared with the 14645.46 yuan in last survey, increased for 0.96%. Generally speaking, after the reasonable compensation, the living standard and quality of the affected people has been improved and the family income has restored and improved.

Yang Fenge, female, 57 years old, with 4 family members, who lives in Qianhuai Village in Bagongshan town of Bagongshan District, Huainan city. her husband is 64 years old and she has a son and a daughter-in-law. At present, only the old couple are at home, and their income mainly comes from farming and working. Besides farming, their son and daughter-in-law also go out to work, with an annual income of about 30,000 to 40,000 yuan, as well as government pension subsidies and alimony from their

children. the economic situation is fine. Due to the construction of Bagongshan ditch in the ADB loan project, 0.0641 mu of land had been acquired. the land compensation was about 3384.48 yuan. The young crop and attachment compensation are 4542 yuan. The compensation has been received and they are satisfied with the compensation. she knew that the project will rebuild and build the sewage system to improve the water system, at the same time, avoid the flood disaster for the crops. Now the construction of the project has been basically completed. environment on both sides of the gully has been greatly improved and paths have been built. they often go out for a walk with their family in the evening. At the same time, the stench of the little ditch in front of the house was reduced. the influence on them during the construction is not very big and they are satisfied with the gully built now.

Yang Jilin, male, Han, 59 years old, who lives in Ancheng town of Tianjiaan district in Huainan City, with 2 family members. his wife is 52 years old. The main income of the family is fromworking outside , Because ADB loan project- Anhui Huainan Urban Water Systems Integrated Rehabilitation Project expropriated their house, they chose property rights. The original housing area is 110.936 m2, the replacement house is 90 m2, we also got compensation of 63,389 yuan after deducting. PMO and subdistrict office have carried out several forums, which introduced the content of the project, and compensation standard of housing demolition and resettlement plan, etc., In the later stage of the project, after signing agreement, the housing compensation was paid to them on time. In general, the work in the early stage of the project was done very well, and he was very supportive of the implementation of the project. They were very satisfied with the housing compensation, in addition, new house has beautiful surrounding and the infrastructure is more perfect. This project can not only improve the water environment of Huainan city, but also improve the living standard of the residents. They said that they support the implementation of this project.

5.2.2 Interview Conclusion

Typical household interview indicated that since the project is for the benefit of the local people, construction content involved with the LA and HD. There for self-interest of affected person, they must take into consideration, the compensation must distribute reasonable and be on time; the monitoring found that most of the resident support the project very much and provide their suggestion, they hope that during the construction the construction company should take measures to control the garbage, dust and noise; the residents said that the project not only improve the environmental health conditions in rural and urban, but also improved the infrastructure; The projects received approved and endorsed from vast majority of residents. Hope that the project construction would be completed as soon as possible. Most residents have expressed a strong willingness and support to the project, and they want to do something for the project. As well as they put up some suggestions and opinions to the project. The resettlement is a long-term task; it still needs to pay more attention by local government and PMO.

6. Public Participation and Grievance Redress

6.1 Public Participation

In order to carry out the resettlement of Huainan Urban Water System Integrated Rehabilitation Project on the practical and reliable basis, maintain the lawful rights and interests of the APs and land-expropriated units, and reduce the dissatisfaction and disputes, the Project attaches importance to the participation and consultation of the APs both in the period of Project preparation and construction. During the pr-stage of the project, the implement stage, the PMO has paid high attention to it and collected the suggestions and opinions of social organizations, communities and other parts of the government, and encouraged the project implementated as soon as possible. During the project preparation, the PMO looking for the public’s opinions through newspapers, network, broadcast, TV and other mediums as well as the implementataion time table. During the demolition progress, PMO also pay attention t the needs and opinions of the residents, through the meeting, interview and consulting to public the compensation standard and resettlement plan.

6.1.1 Public Participation Organized by the IAs

With the progress of the project preparation and implementation, Huainan PMO, the project implementation agencies, communities, commercial shops and village collective carried out further public participation activies, which included compensation standards for the resettlement options; training contents for affected populations; potential problems and the way to solve these issues; to understand the APs opinions and expectations during the implementation process; disclose compensation standards, grievance channels, to understand the implementation of the resettlement plan, and affected livelihoods recovery. Public participation plan is shown in Table 6-1.

Huainan Municipal Government (HMG) has set up the complaint channels in the project area. First, the village group or village committee is the main channel to express complaints

Third, they can report to Office for Complaints of the affected district or municipal government. The AP can use these channels to protect their rights if they have any grievance. In addition, a transparent and effective grievance redress mechanism has been established for the Project based on the existing channels in order to address issues effectively and ensure the successful implementation of project construction and land acquisition (LA). The basic grievance redress system is as follows: Stage 1: If any right of an AP is infringed on in respect of LA or resettlement, he/she may report to the village committee, and either the town government or the village committee may solve the appeal in consultation with the township government within two weeks and inform the APs. Stage 2: If the grievant is dissatisfied with the reply of Stage 1, he/she may file an appeal with the Implementing Agency (IA) within one month of receipt of the Stage 1 reply. The IA shall respond within two weeks and inform the APs. Stage 3: If the grievant is still dissatisfied with the disposition of Stage 2, he/she may file an appeal with the Huainan PMO within one month of receipt of the above disposition, which shall give a reply within two weeks. At any stage, if the grievant is dissatisfied with a decision, he/she can appeal to the civil division of a People’s Court according to the PRC civil procedural law. AP can also submit complaints to ADB which will be handled by the Project Implementation Team. If an AP is still not satisfied and believes he/she has been harmed due to non-compliance with ADB policy, he/she may submit a complaint to ADB’s Office of Special Project Facility or Office of Compliance Review in accordance with ADB’s Accountability Mechanism1. All grievances, oral or written, will be reported by PMO to ADB in resettlement monitoring reports both internally and by external monitoring agency. All agencies will accept grievances and appeals from the APs for free, and costs reasonably incurred will be paid from the contingencies set aside for LA and Resettlement. During the entire construction stage, the above procedures will remain effective so that the AP can use it to solve relevant issues. The above appeal channel will be disclosed to the APs via the Resettlement Implementation Booklet (RIB) and mass media.

Thanks to smooth and thorough information release, the government’s compensation policies on land acquisition, the project construction and resettlement are understood and supported by the affected population. Those with different opinions on this project and its compensation policies usually achieve consensus in public consulting meetings, and their problems are properly settled within reasonable scopes of policy. A lot of work has been done ahead of the project complementation. At the end of this monitoring, the under constructure projects, include installation of sewers in the existing eastern urban area (network and Shiyaowan pump station), installation of sewers in the existing western urban area (network, No.4 and No.5 pump station), Shijianhu pump station, Dajian ditch pump station, Longwang flood diversion ditch, Donghua ditch, Old Longwang ditch and Bagongshan ditch that involve LA and HD, before implementation of LA and HD , the PMO, the land bureau, city government, towns, village committee has hold meetings to disgussed the relevant problems like the measurement of the land and compensation standards. Finally signed the agreements with APs and paid the compensation fee on time. The contract of the demolished house had been signed according to the DMS and the compensation had been paid timely. By the end of his monitoring, Huainan PMO and the implementation agency didn’t receive any complaints or grievance.

7. Resettlement Organization

7.1 Organization Structure

In order to ensure the resettlement work can be run smoothly and reach the expected effects and a good job of the urban work on the water treatment Project of Huainan City, Huainan governments at all levels first ensure the preparation of the Project and smooth operation of the resettlement work on establishment of the organizational framework and enhancement of their abilities. Since January 2012, related organizations for resettlement of the urban water environment treatment project have been established and responsibilities have been defined. Refer to figure 7-1 for organization network for resettlement. The main organizations of the Project related to the resettlement activities include: i. 7.2 Staffing Arrangements and Facilities

7.2.1 Staffing

To ensure successful implementation of the resettlement plan, all resettlement agencies of the Project have arranged full-time staff, and a smooth channel of communication has been established. Huainan ADB project PMO currently has 18 staffs. 8 staffs of them

7.2.2 Facilities

The organizations at all levels of the resettlement of the Project all can take advantage of available resources, the allocated basic office equipment, transportation equipment and communication apparatus, including office desk and chair, computers, printers, telephones, fax, vehicle and any other device resources. The monitoring found that, under the leading of Huainan ADB project group, all the affected districts formed a special working group of resettlement to cooperate with the Huainan ADB project PMO. 7.3 Measures to Enhance Positive Effects

7.3.1 Absorbing Local Labor in the Construction

In order to absorbing local labor participation in the project construction, to benefit from the project construction directly, PMO take into measures bellowed: (1)Cooperate with construction units to determine the construction workforce and skills required by posting vacancy announcement in communities/ village. (2)Sign labor contracts with workers to protect the rights of workers. (3)The labor contract was in accordance with relevant state laws. (4)When employing the unskilled workers, the LA and HD households were considered first under the same conditions. (5)Training and educating the pre-job workers for construction safety and simply skill。 (6)Equal pay for equal work.

The monitoring found that in order to support the development of local labor force, the labor force must be hired in the project. The wage standard is from 100 yuan/day to 500 yuan/day. The implementation of the projects brought jobs to the local labor force; increase the income of local residents. In addition, the contractor also buys life insurance for the local workers.

7.3.2 Utilizing Local Construction Materials and Transportation Resources

In order to improve the benefit of local residents, PMO sign a contract with contractor requiring contractor using local building materials in project construction process. Contractors need to purchase a certain number of local construction materials, such as sand, stone, cement, protective nets and color plate for protecting construction, to employ a certain number of local transport vehicles in the process of transport, which can increase the income of local residents during construction directly. And to promote the development of the local related industries, so that benefit for the ethnic minorities from the implementation of the

7.4 Evaluation of Organization Ability

In the process of project implementation, a set of organizations from top to bottom has been set up in order to plan, coordinating and monitoring for the immigration plan. The main responsibility is to strengthen the management of engineering projects, take charge of design of this project resettlement policy and to organize and coordinate relationship with all levels

Leading group consists of office, dealing with daily affairs. This monitoring found that the project units mainly adopted the following measures for the ability construction of immigration agency: (1) The priority is to satisfy the technical personnel of immigration agencies, equipped with administrative personnel, strengthen the training of the professional quality and management level (2) Organize the major staff of institutions at all levels to conduct business training, understand the immigration policy and the requirements of ADB in our country, and improve the ability of handling service quality and policy; (3) To strengthen information feedback in order to make two-way information flow from top to bottom; (4) During the construction of the subprojects, the utilizing of local construction materials and transportation resources to increase the economic income of the affected people. (5) To strengthen the internal responsibility system for the monitoring, solve problems after founding, and establish early warning system for relevant risk. The monitoring and evaluation agency has made a survey on the operations of the resettlement implementing institutions, of which the results show that the resettlement implementing institutions can fulfill their responsibilities and obligations during the resettlement implementation. With assistance from Nanning ADB Project Management Office, the resettlement implementing institutions have learned the Asian Development Bank resettlement policies and abide by them in actual project implementation. In addition, since many construction contractors participate in construction in different phases of project implementation, and different units and personnel’s understanding toward Asian Development Bank policies vary, it is suggested by the external monitoring and evaluation agency to strengthen the staff training for resettlement implementing agency, which can be conducted through theoretical study and site visit, so as to further improve institutional efficiency and capacity.

8. Conclusions and Suggestions

8.1 Conclusions

The monitoring indicated that, among the started projects, there are some changes during the actual LA and HD compared with the original plan, the reason causes the differences are because the original plan is prepared in accordance with preliminary design, and the updated PR is prepared in accordance with the final design and field survey as well as the final red line. Up to this monitoring, it was indicated that one component of the newly added subproject of the scope change has been commenced construction, (1) sewage pipe reconstruct/upgrading component in Huainan urban area. Due to the construction of the pipelines will be paved along the existing roads or river, in such, no LA or HD will be involved. We also noted that the other newly added components for scope change have not commenced yet, which will be monitored in the following reports. By the end of this monitoring, Dajian ditch pump station and Shijianhu pump station have completed LA and HD work, compensation and resettlement have been completed according ro the related laws, regulations and policies; at present, construction has been fully started. By the end of this monitoring, we found that the reclamation work of state-owned land among Longwang diversion flood ditch, Donghua ditch, Old Longwang ditch, Bagongshan ditch and Xiejiaji ditch subprojects had been completed. The construction has fully started in state-owned land area while the LA of collective land is still working. By the end of this monitoring, (a) Longwang flood diversion ditch subproject has acquired 149.04 mu cultivated land, affected 81 households with 189 people; demolished houses for 2605.90 m2, affect 33 households with 114 people; shop demolition with an area of 809.71 m2 has been finished, affect 2 households with 9 people; (b) Donghua ditch subproject has acquired 127.16 mu cultivated land (6.98 mu of Caozui community, 59.3 mu of Yaonan community, 5.54 mu of Yaobei village, 2.26 mu of Dongshan community, 16.24 mu of Quanshan community, 34.25 mu of Ancheng community, 2.68 mu of Xiachen community), affect 117 households with 565 people; demolished houses for 5056.5 m2, with 21 households with 73 people; (c) Old Longwang ditch subproject has acquired collective land for 56.34 mu (including cultivated land in Linwang Village for 41.20 mu and cultivated land in Lutang Village for 15.13 mu), affect 197 households with 628 people; demolished house area for 2353 m2, with 5 HHs and 20 APs. (d) Bagongshan ditch subproject has acquired 124.17 mu land (95.29 mu state- owned land, 28.8876 mu collective land), affect 163 households with 491 people; demolished houses for 2461.65 m2, with 20 households with 71 people, 6 households of the affected HHs chose property exchange; 121.83 m2 temporary construction has been demolished, without

Anhui Huainan Urban Water Systems Integrated Rehabilitation Project--External Resettlement Monitoring & Evaluation Report affected people; (e) construction of Xiejiaji ditch has acquired 105.79 mu collective land, 102 households with 363 people, including 23.36 mu land of Laishan village, 21.76 mu of Xinhe village, 21.83 mu of Menggang village, 6.6 mu of Shangan village (including temporary occupation of land for 1.05 mu) and 30.29 mu of Niandian village, a total of 7.55 million yuan for land compensation has been paid to the affected people; house demolition for 15658.89 m2, affect 173 households with 527 people, among which 106 households choose monetary compensation, a total of 20.27 million yuan for house compensation has been paid to the affected people; (f) construction of the improvement of urban lakes (the entrance) has acquired 433.60 mu land (including Shanghu Community for 38.46 mu, Zhaodian Community for 42.55 mu, Genghuang Village for 15.01 mu and Dongshan Village for 62.41 mu, Gongji Village for 46.08 mu and Tiandong Community for 11.15 mu, Xindong community for 112.65 mu, Shangguo community for 105.29 mu), 205 households with 763 people has been affected, a total of 26.02 million yuan for land compensation has been paid to affected people; demolished house for 3144.71 m2, 7 households with 18 people will be affected, of which, 4 households choose monetary compensation, 3 households choose property exchange, a total of 0.92 million yuan for house compensation has been paid to affected people. The remaining LA and HD work are negotiated with the affected person. This monitoring found that exception of construction for sewage pipeline in Huainan urban area, all the other components of newly added projects in the interim adjustment has not started yet, and the resettlement activities have not started yet. The monitoring shows that the resettlement policies are fitted with the relevant laws and regulations, the fund allocation progress are transparent and efficient; and the compensation can pay to the affected people on time. The PMO established a comprehensive organization system to clear responsibilities and tasks at all levels of the organization, personnel and facilities is reasonable, and the organization of the relevant staff training; and establish the archives management, internal supervision and complaint mechanism system, the monitoring also found there is no outstanding issues happened.

8.2 Suggestions

(1) Further strengthen management and implementation of personnel training in the form of theoretical study and field study. Especially, to go to ADB financed projects that are completed or are implementing for conducting investigation and study in order to strengthen the organizations efficiency and the ability to execute. (2) Te monitioring found that, because the LA and HD works lags behind, it influent the whole progress of the project, the external monitoring agency suggest the IA to speed up the progress of LA and HD to ensure the smooth implementation of the project.

(3) Members of PMO should pay close attention to whether any design variation will occur and cause resettlement impact. (4) The PMO should work together with the relevant departments, to recheck the DMS and promote the development of the project. (5) The management offices in charge of the project, the land acquisition IA, and village committee should work together, to make the LA developed smoothly. The PMO and the land acquisition IA should update the data on time and solve the problems existed during the resettlement. (6) Continue to strengthen the institutional capacity building. Each PMO needs to accelerate entities survey based on the detailed design and the consultation work of affected people. Speed up the work progress of the data of the implementation of resettlement, data collection and statistics and submit materials in a timely manner. (7) Suggest collecting the related information of the requisition in a timely manner in the process of resettlement, with the development of the project, the PMO should collect the relevant materials during the L A and HD, such as photos before and after land requisition, compensation and resettlement agreement, etc. Establish archives of the requisition. (8) The compensation should be paid reasonably according to the type of the land, and the PMO should control the land acquisition will not increased excessively, meanwhile, update the LA information on time. (9) Strengthen the technical training for the affected personnel and conduct some training about farming and breeding for farmers. Do some technical training for farmers in terms of planting and make each of the affected households receive at least once livestock breeding technical training, technical training of agricultural production as well as non- agricultural production technical training through these measures to improve breeding, planting skills, in order to increase the affected personnels income, to restore the affected peoples livelihood. (10) As the fast progress of project construction, more and more construction contractors will participate in project construction. It is suggested to strengthen the staff training for related implementing agencies. It can be conducted through theoretical study and site visit, particularly visiting other completed or ongoing Asian Development Bank projects, so as to further improve institutional efficiency and capacity. In addition, after the internal monitoring and evaluation mechanism is established within the implementing institutions and the villager’s committee, the statistic and information feedback should be carried out in a timely manner so as to resolve the problems during implementation of resettlement compensation. (11) The land approval materials for the interim adjustment of the newly added subproject content have been completed. However, due to the shortage of land indicators in

Huainan city, the approval of the land indicators for the interim adjustment of the newly added subproject content has not been obtained, it has not been submitted to the provincial Department of Natural Resources. It is suggested that the Huainan PMO and the Department of Natural Resources and Planning Bureau cooperate to complete the land approval of the newly added subprojects in the interim adjustment as soon as possible
