Subject: Select list of the candidates for the post of "Teacher" (Education Department) District Cadre , Srinagar, ,. , , , , Bandipora and in pursuance to Advertisement Notification No. 01 of2012 dated 19.07.2012 (Item No's. 033, 037, 029, 025, 021, 013, 009, 005 & 001) respectively under Prime Minister's Special Package for Kashmiri Migrants (Pending Cases) and issuance of Provional Appointment thereof. Ref- Government Order No. 205-Edu of 2020 dated 08.09.2020.

ORDER No:. 34}-. DsEK OF 202O DATED:- 2) - 09 -. 2020 Whereas, the Administrative Department vide letter No. Edu-1/908/2017 dated 15.12.2017 forwarded the pending selection list of Two-hundered Twenty (220) candidates selected as Teachers, District Cadre Shopian, Srinagar, Pulwama, Kupwara, Kulgam, Budgam, Baramulla, Bandipora and Anantnag in pursuance to Advertisement Notification No. 01 of2012 dated 19.07.2012 (Item No's. 033, 037, 029, 025, 021, 013, 009, 005 & 001) respectively under Prime Minister's Special Package for Kashmiri Migrants (Pending Cases), for issuance of appointment orders in their favour after fulfilling all coda! formalities and conditions as envisaged under Jammu and Kashmir Kashmiri Migrants (Special Drive) Recruitment Rules, 2009 issued under SRO-412 of 2009 pursuant to the selection made by the J&K Services Selection Board, Srinagar vide letter No. SSB/Secy/Sel/20 I 7/1 1258-65 dated: 06.11.2017;

Whereas, among these 220 candidates, 24 candidates failed to join the Department and also selection in respect of 32 candidates from the selection zone has been cancelled by the JKSSB vide Order 464-SSB of 2018, dated 25.10.2018 conveyed by Administrative Department vide communication No. Edu-1/908/2017 dated 24.10.2019;

Whereas, the matter was taken up with Administrative Department vide communication No. DSEK/Estt-III/B-Trs/2404 dated 29.06.018, for obtaining instructions with regard to operation ofwaiting list against the accrued slots; Whereas, in response to this office communication dated 29.06.2018, revalidation of waiting list adjunct to the select list for the post ofTeacher (PM Package) in all the Districts ofKashmir Division beyond the date of its expiry upto 30.09.2020, in relaxation of Rule 14(7) of Jammu and Kashmir Civil Services (Decentralization) Recruitment Rules, 2010, has been conveyed vide Government Order No. 205-Edu of2020 dated 08.09.2020 issued under endorsement No. Edu-1/908/2017 dated 08.Q9.2020;

Now, therefore, pursuant to Government Order No. 205-Edu of 2020 dated 08.09.2020, sanction is hereby accorded to the provisional appointment of Forty-one candidates in District Cadre Shopian (02), Srinagar (08), Pulwama (09), Kupwara (05), Kulgam (02), Budgam(0l), Baramulla (02), and Anantnag (12) against the additional posts created under Prime Minister's Special Package for Kashmiri Migrants as per the Annexure to this order in the Pay scale of Rs.5200-20200 (Pre-revised) with grade pay of Rs.2800 for Graduates and above and Rs. 2400 for Under-Graduates respectively, admissible under SRO-93 dated 15.04.2009.

The candidates are required to report to concerned Chief Education Officers, within a period of21 days from the date of issuance ofthis appointment order for seeking further posting orders. In case of failure to join within stipulated time period, the appointment shall be deemed to have been cancelled abinitio without any further notice in terms of the circular instructions issued by GAD vide No. 08• JK(GAD) of2019 dated 04.12.2019.

The provisional appointment shall be subject to the following conditions:- A) The appointee shall give an undertaking in the shape of an affidavit to the effect that in case adverse report about his/her character and antecedents is received from the Additional the concerned Chief Education Officer; his/her appointment shall be itself stand cancelled abinitio and he/she shall have no claim ofhis/her appointment. B) The provisional appointee shall have to execute an aggreement before concerned Chief Education Officers in terms of SRO-412 with the condition that the appointee will work in the respective district of appointment in the and shall not be eligible for transfer outside the district under any circumstances. In case the appointee migrates from Kashmir Valley at any time during his/her service tenure, for any reason whatsoever, his/her appointment/service shall stand terminated without any notice by itself by the acton of his /her migration; C) The verification of qualification certificates/reserved category certificate (wherever applicable) from the concerned issuing authority.

The Chief Education Officer, concerned shall allow the candidate to join on the post after verifying the following certificates (in original). • Character and antecedents certificates from Additional Director General ofPolice (CID) • Qualification certificates viz Degree/Marks • Permanent resident certificates • Migration Certificate whereunder eligible for seeking employment under Prime Minister's Special Package for Kashmiri Migrants. • Age and health certificates • Discharge certificate from the Institution attending!last attended • Certificate from the concerned authority to the effect that no loan under-selfemployment scheme has been taken by the concerned candidates. • Category certificates (in case ofreserved categories) under SRO 294 of 21/10/2005. • total Marks/Marks obtained and percentage of the selectee be also got verified/authenticated from the issuing authority and ensure that the merit points reflected in the selection list are recorded according to the genuineness marks card/qualification certificate.

The formal appointment order of the candidates shall be issued only after receiving verification reports viz date of birth certificates / qualification/marks certificate/category certificate and other (if any) from the issuing authority through concerned Chief Education Officer and no salary till issuance of such orders shall be drawn.

The provisional appointment order of the candidate shall be confirmed only after recervmng verification reports viz date of birth certificates / qualification/marks certificate/category certificate and other (if any) from the issuing authority through concerned ChiefEducation Officer and no salary shall be drawn till issuance of confirmation order. The inter-se seniority of the appointee in the particular grade/service shall be fixed giving due consideration to their inter-se merit in the selection in terms ofRule 24 ofCCA Rules, 1956.
