In an interview with The American Legion Magazine, the feisty, 55-year-old political science-professor-turned-diplomat said she's cer- tain that many Third World delegates will now think twice before automatically signing everything handed down by extremist leaders of the NAM, acronym for the U.N.'s influential and free-wheeling Non-Aligned Movement. "The letter also helped encourage our good friends to work a little harder for more balance," said the Ambassador. Kirkpatrick also had an answer for a tradition-minded colleague who suggested it was "demeaning" for the U.S., a superpower, to respond to the provocations of lesser nations. "A dog," he tut-tutted "does not fight with a chicken." Snapped the Ambassador: "Yes, but what if the dog is being pecked at by 93 chickens?" In the 157-member U.N., in fact, most delegations behave as part of a pack, voting not necessarily their consciences or even in their nations' best interests, but as members of a political, geographical or ethnic bloc. Overlapping all is the largest and most disciplined bloc, the Non-Aligned Movement. Founded 20 years ago on the initiative of Third World leaders Tito, Nehru and Nasser, to offset the U.N.'s preoccupation with East- West rivalries, the NAM has since grown to embrace all African and Arab states, most of the Asian nations and a small but increasing number of Latin American coun- tries. Without exaggeration, whatever NAM wants in the U.N., NAM gets. And what it gets is usually what Moscow wants, particularly now that NAM's chairman is Communist Cuba's Foreign Minister, Isidore Mal- mierca Peoli. During the Carter Administration, U.N. Ambassador Andrew Young worked closely with Third World dele- gations, particularly with the African "front line" states in their opposition to South Africa and former, white- ruled Rhodesia (now Marxist-ruled Zimbabwe). Since then, the U.S. has shied away from playing bloc politics and now usually finds itself alone and isolated— splinter of one without a party. Even the West European group of "10," including loyal members of NATO, often deserts the United States in the U.N., preferring to "play chicken" and abstain on many controversial votes rather than risk the wrath of the non-aligned majority. American diplomats recount with wry amusement how the delegates of some friendly allies often blithely vote with the majority against the U.S., and then later apol- ogize over cocktails, saying: "Sorry, old chap. We really didn't mean it, but you know how it is." Former U.N. Ambassador Daniel Patrick Moynihan, now the Democratic Senator from New York, once re- marked that the U.S. was "frequently reduced to voting U.N. Ambassador Jeane J. The Soviet Communist empire is in desperate straits and it proposes to swindle the Free World into bailing it out. It proposes to borrow so much from the Free World that the Free World will go broke if the Soviet Com- munist regime fails. This is as simple as the old bank- ing axiom that a huge loan makes the bank an unwilling partner of the borrower. The purpose of the loan is an- other matter. Ironically, the Kremlin desperately needs Western production to maintain its vast military ma- chine—whose principal target is the same Western countries from which the Kremlin is seeking help. Moscow has vast forces under arms, aimed primarily at the United States and Western Europe. The Soviet Union and its satellites cannot maintain this top-heavy burden without the aid of the intended victims. Accord- ingly, the Kremlin is seeking long term, low interest loans for the immediate purchase of Western technology with which to overrun the Free World before the loans come due! serious external resistance in territories adjoining Rus- sia which are already occupied by Communist armies. This explains the extreme caution with which the USSR is proceeding. Thus, the Kremlin is not declaring, as it did in Czechoslovakia, that Russia has a right to enter Poland under the Brezhnev Doctrine to preserve a tottering Communist regime. On the contrary, the Kremlin is declaring the difficulties of Poland to be an internal matter. This, of course, is sheer nonsense: two Russian tank divisions have been in Poland for years and thousands of Russian soldiers are wearing Polish uniforms. Most importantly, the Russian KGB has com- plete control and direction of all Polish police, security and intelligence systems. It is Marxist doctrine that capitalism will fall because of its own contradictions. The fact is, however, that Communism is staggering under the weight of its own paradoxes. The overall Communist balance sheet shows that the Soviet empire, in all phases except the military, is slipping badly. The USSR has slightly more people than the United States and more than two and a half times more terri- tory, yet it produces less than half.
