We have changed our name to 'scoutstamps.com' to join the multitude in e- commerce enterprises and to be more in line with what we are doing. We have instituted a new issue service and we are creating a new web site. For those that are interested in comparisons against when a country issued a stamp, whether or not they are a member of the UPU, and whether or not they have a National Scouting Organization, we have continued to use a comparison chart that depicts these issues. This chart follows this preface. We use all philatelic publications available with Scott information first except for issue dates in which we used the FDCs. We have tried to provide a catalogue number to all issues. Issues reported by Scott through March, 2000 are noted. A few notes on the content of the publication. This is the North American version wherein Scott catalogue numbers are used. Included are all sheet sizes known as of the date of this supplement, 2000. Postal stationery is included if it has engraved (indicia) postage. Therefore, Post Cards are not listed, but all Postal Cards are. Errors and varieties are not incorporated as there are over 1000 known to date, and they are listed and described in a companion publication. This includes inverted watermarks and overprints, etc. We welcome opinions and corrections from any reader. We are only trying to provide the most comprehensive worldwide listing of Scouts on Stamps ever issued. There are listings that have never been reported in any other publication. At the end of the main listing, there are five Addendums. They comprise listings for Postal Stationery, Brigades, Locals, Cinderellas, and Pioneer issues. There are also many fakes issued over the years and such information is best left for other publications as it's descriptive content would not lend itself to this kind of listing. We are no longer listing phone cards as we do not feel that these are philatelic items. Remember C = Airmail; B = Semi Post; RA = Postal Tax; CO = Air Post Officials; and CB = Air Post Semi-Officials. Others are as follows; SG Stanley Gibbons; SB for Booklets Mi Michel M Minkus Z Zumstein HAG Higgins and Gage '1v' means that there is one value in the issue or set. No catalogue number is available at this printing. Sheets with a quantity of 25 or less are denoted as sheetlets. Many of these will fit on to an 8.5 x 11" album or stock page. Sheets notations that only have a blank have an unknown quantity at this time. Hopefully in the future we can fill in these blanks. Cinderella - A Cinderella stamp(s) is probably one best handled by exclusion than by inclusion. If you exclude government-issued postage stamps and stationery, then what is left usually qualifies as Cinderella material. The newcomer to philately would probably do best to regard as Cinderella material that which is not listed in the general catalogs, although it should be noted that some of the more specialized catalogs do include such Cinderella material as revenues, post office seals, etc. This is not to imply that material not included in general catalogs is not collectible—far from it. But it is something that should be collected on the basis of knowledge. The fields of Cinderella philately are broad indeed, and there are some dark corners that can trap the unwary into obtaining material that is not what it is represented to be. As in all areas of philately, knowledge is the key. When collected with knowledge, Cinderella material can offer a great deal of pleasure. Also included would be labels in stamp-like form bearing the names of imaginary or existing countries, or postal services, and intended to fool collectors into believing them to be genuine postage or revenue stamps. Page 5 of 9 2000 PREFACE Local Issues - Two definitions are necessary here – one between simply "Local Stamps" which are defined as privately produced to frank mail carried by the individual or organization issuing the stamps to the nearest government post office. They are not valid for any purpose, and when so franked they are deposited at a government PO, where official postage stamps must be applied. In more recent years there has been something of a flood of private local stamps that serve no real postal purpose and are created more to gain publicity and for sale to collectors than for postal use. As for a "Local Postage Stamp" they are defined as – official government issues that have a restricted validity. They are not valid outside the area or service for which they are issued, nor can they be used in the international mails.

    Scout and Guide Stamps Club BULLETIN Volume 60 No. 1 (Whole No. 343) 50 years ago - see Peter Duck’s “Notes from the President” starting on page 6. Congratulations to the Cub Scouts who are celebrating their Centenary in 2016. SPRING 2016 1 Editorial So here we are making our way through 2016, which in Scouting terms is recognised as the Centenary of the founding of the Wolf Cubs (or Cub Scouts as they are now known). In my District of Chelmsford we have started the celebrations with a special Founders’ Day activity and Scouts’ Own which took place on Saturday 20th February. There were 157 Cubs present and I understand that between them they managed to achieve over 300 badges during what was a quite intensive afternoon. My personal base was explaining the history of Cub Scouting and I exhibited Uniforms, stamps, postcards, badges and books. There was quite a surprising amount of interest with some of the young people standing with eyes wide open when I mentioned how it had all started. (The only down side to the day was that I managed to leave my car with its lights on and had to wait for a service engineer to attend and give me a jump start - still that was only 25 minutes - thanks AA.) In the summer we are holding a much larger weekend event with cubs from all over the County of Essex camping from Friday evening until Sunday afternoon. Again I will be putting on a history base for the Saturday and will be assisted by our Chairman so we are hoping to attract some potential new members - if not from the Cubs then from their Leaders.

Good win for Buckie Rovers - The Rovers brought off a first class victory by beating Carnoustie Panmure by two goals to one. Matt Smith, a Findochty loon now living in Carnoustie suggested that the Rovers should buy basketball boots, which he reckoned would hold well on the ice-bound pitch. They took his advice and it was £6 well spent. Up against a strong side the Rovers adopted a strategy that was before its time. Alex Simpson was set to range behind Alex Jappy, centre half, in a 'sweeper' role or extra defender. Jan 13 Jones did good business at the Show - Messrs Jones Ltd, the Buckie shipyard got orders amounting to £25,000 at the Boat show in London. This could lead to work for additional 20 men. The Spey Mercia, the yacht the company had on show was built for a London businessman, Mr Wm. Wade The Drovers is a new name listed among the bands booked to play at the different venues this week. Fatal accident at Sherrifston, near Elgin , claimed the life of Buckie man, 29 year old Alistair Fraser when his mini car collided with a stationery lorry. Rovers out of luck in the draw- Buckie Rovers have been drawn away from home again. This time they will have to travel to Glasgow to play Cambuslang Rangers. The Thistle play a brother of Tommy Christie - John 'Busty' Christie was in the Buckie team against Rothes on Saturday.
