A rich picture is painted of this ongoing struggle through a case study of the Australian Greens with vivid descriptions presented on organisational leadership issues by Australian state and federal Green members of parliaments. What emerges from the data is the Australian Green MPs’ conundrum in retaining an egalitarian and participatory democracy ethos while seeking to expand their existing frame of leadership to being both more pragmatic and oriented towards active involvement in government. -

Signature of Supervisor Date i ABSTRACT Over the past 15 years, significant sectors of the mining industry have undertaken the Global Mining Initiative. This was followed by an extensive program called the Mining, Minerals and Sustainable Development Project. These self regulatory mechanisms require 'beyond compliance' environmental behaviour, whether companies are operating in the developed or the developing world. Reviewing case studies of gold mines operated by the 'top tier' transnational mining companies in Queensland, Papua New Guinea and Tanzania, this thesis addresses whether these and other self regulatory mechanisms are more important than formal legislation in motivating compliance with environmental laws for these mining companies. iii ACKNOWLEDGEMENTS I would like to sincerely thank and acknowledge the many hours spent by my Principal Supervisor, Associate Professor Geoff Cockfield in developing this thesis. Ms SYLVIA HALE [2.34 p.m.] (Inaugural speech): I commend you, Madam President, for affirming that a reference to a "maiden" speech is both archaic and anachronistic. It is equally inappropriate to confer on members of this House the honorific "Honourable". The term is an unwarranted remnant of our colonial past whose usage should be dispensed with. I am delighted that Ian Cohen, Lee Rhiannon and I have chosen not to adopt it. I start by paying my respects to the Eora people, the original inhabitants of this land, who have suffered so calamitously at the hands of their white dispossessors. My dismay at their ongoing maltreatment is, however, tempered by the knowledge that three years ago this month a quarter of a million Sydneysiders walked across the Sydney Harbour Bridge to demonstrate their support for reconciliation and an end to the injustices inflicted on the traditional owners of this land. As Aboriginal and Torres Strait Islander Commission Commissioner Pat Thompson said soon after, "When people march in such numbers, I know which side of history I want to be on." Six weeks ago the same determination to acknowledge and protest the suffering that was about to be inflicted on innocent people saw up to half a million people take to the streets of Sydney to condemn the United States-led aggression against Iraq. The obsequiousness of the Australian Government has brought shame and dishonour upon us all. Despite this I am inspired that so many Australians have been prepared to declare so forthrightly that what is being perpetrated is "not in our name". -

Stopping the Australian Coal Export Boom Funding proposal for the Australian anti-coal movement John Hepburn (Greenpeace Australia Pacific) Bob Burton (Coalswarm) Sam Hardy (Graeme Wood Foundation) Funding proposal for the Australian anti-coal movement November 2011 This proposal is based on extensive research into the Australian coal industry, made possible by the generous support of the Rockefeller Family Fund. The proposal consists of three parts: 1. An overview of the Australian Coal Export Boom 2. A strategy to disrupt the Australian Coal Boom 3. The Australian Movement Against Uranium Mining: Its Rationale and Evolution
THE AUSTRALIAN MOVEMENT AGAINST URANIUM MINING: ITS RATIONALE AND EVOLUTION Marty Branagan Lecturer in Peace Studies University of New England, Australia This paper begins with a brief historical overview of the Australian movement against urani- um mining, before focussing on two major campaigns: Roxby and Jabiluka. It describes the reasons the activists gave at the time for their blockades of the Roxby Downs uranium mine in South Australia in 1983 and 1984. These reasons – such as perceptions that the industry is unsafe - have changed little over time and were the basis for the campaign against the pro- posed Jabiluka mine in the Northern Territory in 1998. They continue to be cited by environmental groups and Aboriginal Traditional Owners to this day as new situations arise, such as the 2011 Fukushima Daiichi nuclear accident. The paper then describes how the movement evolved between the Roxby and Jabiluka block- ades, with changes to the movement’s philosophy, strategy, tactics and internal dynamics. This analysis includes a comparison between two anti-nuclear bike rides, one a year after the 1984 Roxby blockade and involving some of the same activists, and another at the time of the Jabiluka blockade. This author was present at all these events, and provides an emic (in- sider) perspective within a longitudinal participant-observation methodology. Although this perspective obviously has a subjective element, the paper fills a gap in that there is little written history of these blockades (particularly Roxby) and more generally of Australian re- sistance to uranium mining, let alone the aspects of nonviolence and movement evolution. -

Ms JENNY LEONG (Newtown) [5.02 p.m.] (Inaugural Speech): As a matter of protocol and a mark of respect, I acknowledge that we are meeting on the land of the Gadigal people of the Eora nation, and pay our respects to their elders, past, present and emerging. This always was, and always will be, Aboriginal land. I acknowledge one particular elder who passed away recently. Ray Jackson was a Wiradjuri Warrior, the first president of the Indigenous Social Justice Association and someone who was no stranger to standing outside this place fighting for Koori justice. One case that Ray worked tirelessly on was justice for a young TJ Hickey, who died tragically just over a decade ago. The police continue to prevent his family from placing a plaque in Redfern to commemorate his death. So until his family's wish for a plaque can be realised, and as a mark of respect to Ray's work, I will read the words on the plaque onto the public record of the New South Wales Parliament: On the 14 February, 2004, TJ Hickey, Aged 17, Was Impaled Upon The Metal Fence Above. -

Parliament of Australia Department of Parliamentary Services RESEARCH PAPER NO. 7, 2011–12 8 February 2012 Balancing act: the Australian Greens 2008–2011 Dr Joy McCann Politics and Public Administration Section Executive summary • In 2008 the Parliamentary Library published The rise of the Australian Greens which discussed the emergence of environmental politics in Australia, analysed the characteristics of Greens’ voters, and speculated as to whether the Australian Greens party would ever be more than ‘positioned on the edge’ of mainstream politics. • In the 2010 federal election, the Australian Greens emerged with the balance of power in the Senate and shared balance of power in the House of Representatives in the first hung federal parliament in Australia for 70 years. As a result, the ALP entered into an agreement with the Greens in order to secure the party’s commitment to a stable government during the 43rd Commonwealth Parliament. • The increased visibility of the Australian Greens at a national level has generated greater public scrutiny and debate about the implications of the Greens’ policy agenda for Australia, and exposed a lingering confusion about the true ideological nature of the party. • The party has a distinctive political culture and values with a ‘grassroots’ organisational structure reflecting its origins in social and environmental movements and citizen-led activism. • The party’s federal electoral success has also highlighted the way in which the Greens are engaged in a ‘balancing act’, both externally, as a coalition partner with the Labor government and as the balance-of-power party in the Senate, and internally, between the pragmatists and idealists within its membership. -

D e c e m b e r 2 0 1 2 A N A L Y S I S Environmental Change DR KHALID KOSER Deputy Director and Migration: Geneva Centre for Security Policy Implications for and Non-Resident Fellow Australia Lowy Institute for International Policy [email protected] E x e c u t i v e s u m m a r y It is likely that an increased number of migrants will arrive in Australia during the next decade as a result of the effects of environmental change in Pacific Island countries. A relatively modest sea-level rise may pose a threat to the very existence of Tuvalu and Kiribati. Natural disasters are increasing in frequency and intensity in Papua New Guinea, Fiji, Samoa and Vanuatu. Much of the population in these Pacific Island countries is youthful, and young adults tend to be the most mobile people. And migrants leaving their homes as a result of environmental change are likely to follow friends and family abroad, many of whom are already settled in Australia. It is clearly in Australia’s national interest to manage future migration, including environmental migration. The scale of any environmental migration to Australia can be reduced by supporting adaptation to environmental change in the affected countries. But, however effective these adaptation measures prove, migration to Australia from the Pacific Island countries as a result of environmental change is still likely to occur. Australia needs to plan for this in order to maximise the benefits, but also minimise the costs, including any increase in irregular migration.
