FOM1 315 315.1 Supplemental Annuity Background 315.1.1 General In 1966 the Railroad Retirement Board (RRB) began paying supplemental annuities, in addition to regular age and service annuities, to railroad employees who met certain criteria. At that time, eligibility for the supplemental annuity was limited to those employees who were age 65 or older with 25 or more years of railroad service and who were first awarded regular retirement annuities after June 30, 1966. The Railroad Retirement Act of 1974 (RRA) extended supplemental annuity eligibility to those employees who were age 60 or older with 30 or more years of service and who were first awarded regular age and service annuities after June 30, 1974. The 1981 Amendments to the RRA began phasing out the supplemental annuity by adding the requirement that the employee must have at least one month of creditable railroad service before October 1, 1981 to be eligible for the supplemental annuity. Therefore, a supplemental annuity is not payable to an employee who does not have at least one month of service before October 1, 1981, even if they meet all other age and service requirements. 315.1.2 Earliest Supplemental Annuity Eligibility Dates Under 1937 and 1974 Acts A. Earliest Eligibility Dates The date an age and service annuity or disability annuity is awarded is the voucher date of the award, i.e., the date the award is processed for payment. Beginning in 1966, the employee’s age and service annuity had to be vouchered after June 1966 for them to be eligible for a supplemental annuity at age 65 with at least 25 years of service. -

Births, Marriages & Deaths From The Carbon Advocate, 1886-1887 This is the seventh in a series of vital records extracted from the Lehighton Newpaper, The Carbon Advocate. Like the previous parts, in extracting the births, marriages & deaths, I have not included the following types of items: 1. Items that did not pertain to Carbon or the surrounding counties. I excluded anything west and south of Berks County, and south of Lehigh & Northampton Counties. I generally included anything north of Carbon county. 2. Estate notices. 3. Murder trials. 4. Coroner inquests when they are not part of the original death notice. In extracting these records, I have copied items as completely and exactly as possible. I have not attempted to correct any spelling errors. If I felt a need to add any text, I did so in brackets. Although most of the papers on microfilm were easy to read, there were some times where the image quality made things difficult. Lehigh County Created on March 6, 1812, from part of Northampton County and named for the Lehigh River. The name Lehigh is derived from the German “Lecha,” which comes from the Native American term “Uchauwekink,” meaning, “where there are forks.” Allentown, the county seat, was laid out about 1762 and named for Chief Justice William Allen of Pennsylvania, a local landowner. It was incorporated as the Borough of Northampton on March 18, 1811, renamed Allentown in 1838, and chartered as a city on March 12, 1867. The county adopted a home rule charter in November 1975. Although English, Scotch-Irish, and Welsh were in the Saucon Township area before 1729, large numbers of Swiss and Germans came to the Lehigh Valley after that. Philadelphians allied with the Penn proprietors received large grants and sold them to settlers. Allentown was designed to take advantage of the road to Reading. Canal development in the 1820s preceded the growth of industry. Railroads arrived in the 1840s, and Allentown grew large in the 1850s. Small iron furnaces using local ore flourished until phased out by competition elsewhere. By the late nineteenth century the slate industry, grain milling, and the manufacture of shoes, cotton, woolens, silk, cigars, beer, and cement were major enterprises, but each has been overcome by competitors elsewhere since the 1930s. Machinery manufacture was dominant until the deindustrialization period of the 1970s. Forty-three percent of the land is farmed, and the value of harvested crops exceeds that of animal products. Lehigh is in the top quarter of the counties in total farm income. -
