Deplaces Internes Et Refugies REVUE DE PRESSE ET MONITORING DES MEDIAS 23 – 27 juillet 2018 DEPLACES INTERNES ET REFUGIES Centrafrique : l’ONU observe une baisse de 7% sur le nombre de déplacés internes African daily voice 24/07/2018 La Commission de l’ONU en Centrafrique sur le mouvement de la population a observé en juin 2018 une baisse de 7% sur l’effectif total des déplacés dans le pays. C’est ce qui ressort d’un rapport dont ADV a obtenu copie ce 24 juillet 2018. Au 30 juin 2018, le nombre total des personnes déplacées internes en Centrafrique est estimé à 608 000 individus, composés respectivement de 249 522 personnes sur les sites déplacés internes et autres lieux de regroupement, 354 017 personnes estimées dans les familles d’accueil et 4 489 personnes estimées en brousse. « De 654 000 en mai, il passe à 608 000 en juin 2018 mais une personne sur quatre est toujours déplacée interne ou réfugiée », a fait observer l’ONU dans ce rapport. Bien qu’il ait baisse du nombre des personnes retournées en un mois, de nouveaux mouvements de déplacement ont été observés vers les villes de Bria, Ndomété et Mbrès proches de Kaga-Bandoro, Gamboula et Amada Gaza vers l’Ouest et à Kabo au nord du pays. Malgré l’appui des acteurs humanitaires pour accompagner le retour volontaire des déplacés, plusieurs incidents de sécurité, au moins 143 sur les acteurs humanitaires depuis le début de l’année, ont été décriés par la Najat Rochdi, Coordonnatrice humanitaire en Centrafrique. Au Tchad, l’autre visage de la crise des réfugiés EURACTV 24/07/2018 Cerné par les conflits et miné par la pauvreté, le Tchad accueille pourtant à bras ouverts près de 400 000 réfugiés des pays voisins, notamment la Centrafrique. À Dilingala, les enfants de Saint- Paul Nodjimadji sont partis ramasser du karité. Les noix de l’arbre à beurre sont une des rares denrées à pousser en ce début de saison des pluies à l’extrême sud du Tchad. « Les autochtones [les tchadiens] nous ont autorisés à ramasser le karité, pour nourrir nos familles », explique Saint- Paul Nodjimadji. Le jeune homme de 35 ans a quitté la Centrafrique en 2014, poussé sur les routes de l’exil par la guerre civile qui a éclaté en 2013 dans la foulée de la chute de l’ex-président, François Bozizé. Fermée depuis 2015, la frontière entre les deux pays est devenue un corridor humanitaire via lequel arrivent les réfugiés au gré des attaques. Les groupes armés parviennent parfois à passer la Pendé, le fleuve frontière entre les deux pays pour venir dérober du bétail, malgré la présence permanente de l’armée tchadienne. SANTE Centrafrique : 4 personnes décédées suite aux diarrhées et vomissements dans la préfecture de l’Ouham Pendé RJDH 25/07/2018 Le bureau de Cordaid basé à Bocaranga a enregistré 4 décès dont trois enfants dans les villages Kounang (situé à 44 km entre Bocaranga et Ngaoundaye) et Mberewock (situé 24 Km entre Ngaoundaye et Koui). Ces décès font suite à des cas récurrents de diarrhées et vomissements dans ces localités. Bilan documenté dans l’aperçu humanitaire du 16 au 22 juillet 2018. La période exacte du démarrage de la flambée de diarrhées et vomissements n’est pas clairement communiquée. Mais pour l’ONG, la consommation de l’eau non traitée est à l’origine. « La population totale de ces deux villages est estimée à 11 390 personnes dont environ 1000 personnes déplacées qui consomment l’eau de rivière car sur 7 points d’eau, il n’y en a qu’un seul qui est opérationnel », ont rapporté les humanitaires dans leur document. EXPLOITATION ET ABUS SEXUELS Central African Republic, part 3: ‘I have no power to complain’ IRIN 25/07/2018 The young girl approached the patrol of peacekeepers at noon on another hot day in Dekoa, a remote town in the Central African Republic countryside. She had walked into town from her makeshift home in the bush to sell cassava to displaced people living in a Catholic church. In the middle of a war zone, the UN troops were the last people she thought would cause her harm. A peacekeeper with a Burundian patch on his arm beckoned the girl over and told her he wanted to have sex. She refused and said she was too young. He didn’t listen. While another Burundian soldier stood idly by, the man pinned her down and raped her. When he was finished, he thrust a biscuit into her hand and waved her away. “It was the first time I had sex with a man and it was by force,” recalled the girl, whose name has been withheld to protect her identity. “I was scared.” The year was 2014, the girl was just 15 years old, and her story would become part of a wave of more than 150 sexual abuse allegations made against UN peacekeepers deployed in this small, dusty town between 2014 and 2015. The victims came forward to the UN’s peacekeeping mission in CAR, known by its French acronym, MINUSCA, in April 2016, a year after another sexual abuse scandal involving French peacekeepers in CAR’s capital Bangui made headlines around the world. JUSTICE Prise en charge des victimes de guerre en RCA BBC Afrique 27/07/2018 Une mission conjointe du Fonds de la CPI au profit des victimes et la représentation légale des victimes dans l'affaire Jean-Pierre Bemba, séjourne depuis jeudi à Bangui et ce, jusqu'à la fin du mois. Cette mission, la toute première du genre, vise principalement à confirmer l'engagement du Fonds au profit des victimes, en vue de répondre aux préjudices de celles-ci et leurs familles en leur fournissant une aide significative et utile. A ce jour, le Fonds dispose d'une enveloppe d'un million d'euros, soit un peu plus de 655 millions de FCFA. RCA : les Centrafricains entendent contrôler leur justice RFI 23/07/2018 En République centrafricaine (RCA), l’audience du chef rebelle Abdoulaye Hissène, ce lundi 23 juillet, à Bangui, a été reportée à une date ultérieure, mais le processus judiciaire s’est poursuivi. Un cas de droit commun a été jugé et, comme tous les jours depuis une semaine, des citoyens sont venus assister à l’audience. Ils veulent ainsi vérifier que les criminels ne restent pas impunis et que la justice fait son travail. La salle est quasiment pleine. Assis sur les bancs en bois, habillés pour l’occasion, des citoyens sont venus assister à l’audience. Certains sont des victimes directes du conflit et souhaitent voir concrètement la justice faire son travail. C’est le cas d’Enselme. « On a brûlé ma maison. J’ai tout perdu. J’ai écouté à la radio que l’on allait juger un certain monsieur qui était passé brûler notre maison et c’est pourquoi j’ai quitté le quartier pour me rendre au tribunal pour écouter et voir, et comprendre comment la justice de notre pays fonctionne. C’est très important puisque cela fait très longtemps que les gens pensent qu’il n’y a pas de justice en Centrafrique. Maintenant, je sais que les choses se normalisent. C’est cela que je suis venu voir », explique-t-il. RCA : le chef de guerre Abdoulaye Hissène jugé par contumace RFI 23/07/2018 Ce matin débute à Bangui la deuxième semaine de la session criminelle. Une remise en marche de la justice ordinaire importante dans ce pays qui est toujours en proie aux violences. La session criminelle juge des cas de droit commun, mais elle porte aussi des cas plus symboliques.

    Winners of the 2014 RSL Jerwood Awards for Non-Fiction announced The judges of 2014 Royal Society of Literature Jerwood Awards for Non-Fiction, now in their eleventh year, are Lucy Hughes-Hallett, Andrew O’Hagan and Jane Ridley. The three awards, one of £10,000 and two of £5,000, are presented to authors engaged on their first commissioned works of non-fiction. The 2014 winners are: LAURENCE SCOTT, £10,000 for The Four-Dimensional Human, to be published by Heinemann in Summer 2015. An exploration of digital life, which Scott describes as a ‘poetics of cyberspace’ from ‘a phenomenological and aesthetic perspective’. The judges commented: ‘Laurence Scott’s meditation on the way digital media have changed not only our lives but our consciousness is full of fresh ideas and written with great panache. Drawing on a wide range of reference - from Henry James to Eminem, from 19th-century futurist fiction to the fable of Beauty and the Beast - Scott illuminates our bewildering new world.’ Laurence Scott has a part-time lectureship at the American University in London. MINOCHER DINSHAW, £5,000 for A Life of Sir Steven Runciman, to be published by Penguin in Spring 2016. A personal view and analysis of writing by the 20th-century historian. The judges commented that the biography ‘promises to be an elegantly written account of a remarkable life, and shedding light on the cataclysmic events through which Runciman lived.
