    annual report 2010 guide to 2011 programs 2010 annual report 2011 guidelines © 2011, international Visegrad Fund. foreword dear friends, in 2010 we commemorated the 10th anniversary of the Fund’s establishment. the first decade of human life is a period in which we collect our experience and take our first unsupported steps. the life of an institution is, however, driven by different rules—we can say that, first of all, the pace of institutions is faster. if we were now to say that the Fund has taken its first steps, it would not be a great achievement.i am glad to be able to say that much more has been done. i wrote here a year ago that we would like to make the Fund friendlier. the first steps toward changes in the grant management had then already been taken, but we still needed some time to attain our final goal. We wanted to make use of the joint experience we at the Fund have acquired together with you, the applicants. the most substantial aim of the intended changes was to create a system that preserves positive experiences, while improving the deficiencies and problems that our grantees have faced. the new system was launched on march 1, 2011. i believe that the new grant management incorporated in the system better addresses the needs of the grantee. the most important change we have made is in the area of financing: as most of our experience in grant implementation was positive, we have found it possible to replace the previous system of reimbursement with disbursement.
