With serious work and discipline, with a good planning of KSF commanding staff and its units and also with a good management and efficient function of command and control, the KSF has marked success on conducting its mission, has successfully carried out all the duties, by being active and cooperative with local and international institutions in Kosovo as well as interoperable with militaries of regional partner countries and beyond. The results of the Kosovo Security Force are visible and measurable, first it is the scale of the KSF reliability to the citizens, which can be seen by the results of public opinion polls that align the KSF for years in one of the institutions with high reliability, then awards that the units and members of the KSF have earned either in the individual or team competitions where have been adorned with gold, as well as the successes of KSF contingents, in cooperation with other local emergency institutions, and then exercises with KFOR as well as exercises in region and beyond in which the KSF has proved that it is on a good track to be in pace with other armies. KSF has marked a success in integrating females and minorities in its ranks and has shown commitment on creation of a working environment suitable and equivalent. This year, have graduated the first KSF officers by the Serb community, who based on the cooperation agreement, have completed the Military Academy of the Republic of Macedonia, to be integrated all together for service in the KSF, indiscriminately. In this case I would like to emphasize also the good cooperation that the Ministry for Kosovo Security Force and the Kosovo Security Force continue to have with the NATO Advisory Liaison Team for MKSF and KSF, the good cooperation with the National Guard of Iowa and with other strategic partners. Also in this year we've had a good cooperation with neighboring countries we gave our contribution in regional security initiatives, in benefit of peace and security not only in the region but also beyond. With the purpose of realization of the transformation process of the KSF into Kosovo Armed Forces (KAF) and realization of strategic objectives, the MKSF has

Sahin ABSTRACT Successful outcomes in security sector reform (SSR) implementation are often conditioned on two key inter-related operational principles: international agencies’ understanding of the ‘local context’ where they intervene and their encouragement of the country ‘ownership’ of the institutional reforms they advocate. Outcomes, however, are determined by power, and different patterns of outcomes are likely to emerge from different types and degrees of power exercised by a multiplicity of actors operating in a dynamic political and social context. Drawing upon these inter-connections between outcomes and power, this article examines Kosovo’s security sector development experience since 1999.

MINISTRY FOR THE KOSOVO SECURITY FORCE NEWSLETTER 2015 JULY MINISTRY FOR THE KOSOVO SECURITY FORCE Dear friends, It is my pleasure to introduce you to the 40th edition of the MKSF’s newsletter. As you may have already been informed, in spring the Ministry in cooperation with the Centre for Integrity in the Defense Sector of the Ministry of Defense of Norway launched two projects aiming to enhance integrity, transparency, and good governance in the Ministry. It is worth mentioning that the projects are in line with the NATO Building Integrity Programme. In June the Ministry held a conference to discuss in depth corruption risks in the defence and security sector and how to effectively tackle this phenomenon. The conference was particularly focused on the mechanisms applicable for strengthening integrity in the MKSF. Corruption is a plague from which no society is exempt though in the Western Balkan Region it is an issue of particular concern. It is worth mentioning that the people in Kosovo rank corruption the most important problem after unemployment. Therefore the fight against corruption in the country must be of national importance and supported without any compromise by all Kosovo’s institutions. I am personally dedicated to adhering to internationally recognized principles for good governance and to raising the standards of ethics in our institution. Sincerely Yours, Haki Demolli 2015 JULY MINISTRY FOR THE KOSOVO SECURITY FORCE NEWSLETTER Minister Demolli Meets US Secretary Of The Navy rd On the 23 of June, Minister Haki Demolli and KSF Commander, Lieutenant General Rrahman Rama, met with Ray Mabus, United States Secretary of the Navy.
