In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Weber and security have increased, possibly creating both constraints and opportunities for U.S. policy Analyst in Foreign Affairs on human rights. After consolidating power in 2013, Chinese Communist Party General Secretary and State President Xi Jinping intensified and expanded the reassertion of party control over society that began toward the end of the term of his predecessor, Hu Jintao. Since 2017, the government has enacted new laws that place further restrictions on civil society in the name of national security, authorize greater controls over minority and religious groups, and further constrain the freedoms of PRC citizens. Government methods of social and political control are evolving to include the widespread use of sophisticated surveillance and big data technologies. Arrests of human rights advocates and lawyers intensified in 2015, followed by party efforts to instill ideological conformity across various spheres of society. In 2016, President Xi launched a policy known as “Sinicization,” under which the government has taken additional measures to compel China’s religious practitioners and ethnic minorities to conform to Han Chinese culture, support China’s socialist system as defined by the Communist Party, abide by Communist Party policies, and reduce ethnic differences and foreign influences. -

CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

In the history of this relationship, a cyclical pattern of Chinese attempts, both violently assimilative and subtly corrosive, to control Tibetan Buddhism and a multifaceted Tibetan resistance to defend their religious heritage, will be revealed. This article will develop a security-based logic for that cyclical dynamic. For these purposes, a two-level analytical framework will be applied. First, the framework of the insecurity dilemma will be used to draw the broad outlines of the historical cycles of repression and resistance. However, the insecurity dilemma does not look inside the concept of security and it is not helpful to establish how Tibetan Buddhism became a security issue in the first place and continues to retain that status. The theory of securitisation is best suited to perform this analytical task. As such, the cycles of Chinese repression and Tibetan resistance fundamentally originate from the incessant securitisation of Tibetan Buddhism by the Chinese state and its apparatchiks. The paper also considers the why, how, and who of this securitisation, setting the stage for a future research project taking up the analytical effort to study the why, how and who of a potential desecuritisation of all things Tibetan, including Tibetan Buddhism, and its benefits for resolving the protracted Sino- Tibetan conflict. -

Severe restric- tions on expression accompanied by a relentless disinformation campaign engenders facts, knowledge and truth to become priceless. This has long been the case with Tibet. At the time of the publication of this report, Tibet has been fully oc- cupied by the People’s Republic of China (PRC) for just five months shy of sixty years. The Tibet Autonomous Region (TAR) was set up by the Chinese government in 1965 and covers the area of Tibet west of the Dri-chu (Yangtse river), including part of Kham. The rest of Amdo and Kham have been incorporated into Chinese provinces, where they were designated Tibetan autonomous prefectures and counties. As a result most of Qinghai and parts of Gansu, Sichuan and Yunnan provinces are acknowledged by the Chinese government to be “Tibetan.” ICT uses the term “Tibet” to refer to all Tibetan areas currently under the jurisdiction of the People’s Republic of China. With regard to access, the different political divisions of Tibet have broadly different levels of restrictions. The Tibet Autonomous Region is generally more restricted than areas administered by Qinghai, Gansu, Yunnan, and Sichuan provinces, while Dechen prefecture in Yunnan typically experiences fewer restrictions than much of the rest of Tibet. -

Main languages: Mandarin Chinese (putonghua), Yue (Cantonese), Wu (Shanghaiese), Minbei (Fuzhou), Minnan (Hokkien-Taiwanese), Qiang, Gan, Hakka, Uyghur, Tibetan, etc. Main religions: Buddhism, Roman Catholicism, Islam, Lamaism (Tibetan Buddhism), Protestantism, Shamanism, Animism, Taoism, Dongba. According to the 2010 Census, China has a population of nearly 1.34 billion people, a figure that includes the 23 million population of Taiwan, which China claims as a breakaway province despite Taiwan’s fully independent political and economic system. The definition of ethnic minorities/nationalities in the People’s Republic of China has been conceived by the state and does not truly reflect the self-identification of such ethnic minorities or the reality of ethnic diversity within China’s boundaries. Mínzú (the Chinese term that signifies non-Han ‘undistinguished ethnic groups’, numbering more than 730,000 people) have not been recognized among or classified within the state’s official 56 ethnic minorities (these comprise the majority Han grouping and 55 minority nationalities). The Minzú also do not include ethnicities that have been classified by the state authorities as belonging to existing minorities and hence denied their legal rights to public participation. -

Many tunnel engineering accidents are generally caused by water softening tuff of high porosity. Experimental and theoretical analytical methods, including rock ultrasonic testing, X-ray diffraction (XRD), microscopic observation, uniaxial compression test, and scanning electron microscope (SEM), are employed to analyze the physicomechanical properties of tuff in Mila Mountain tunnel under dry and saturated conditions. +en, the mechanism of tuff softening in water is explained. Finally, the statistical damage constitutive model of tuff is established. It was revealed that the tuff compositions were dominated by quartz and clay minerals accounting for more than 90%, and clay minerals, anhydrite, and pyrite were mainly soluble minerals. -
Tourism Planning & Development in Tibet
TOURISM PLANNING & DEVELOPMENT IN TIBET Potala Palace, Lhasa Dr Trevor Sofield Foundation Professor of Tourism University of Tasmania Australia Part I Introduction In June/July 2008 I made my ninth visit in 8 years to Greater Tibet and the Tibet Autonomous Region (T.A.R.). Each visit has been a research planning exercise designed to gather data and undertake analyses for the development of appropriate forms of ecotourism and cultural tourism for Chinese (domestic) and International visitation. Previous outcomes have included a tourism master plan for the ‘Greater Shangri-la Region’ (which encompasses the Tibetan communities of northern Yunnan Province, western Sichuan Province and Eastern Tibet), and various tourism plans for Tibet itself. At the highest political level, a major commitment, supported by more than US$20 billion, has been made for the economic development of China’s western provinces (the Western Development Plan) because of their relative under- development compared to the booming eastern coastal provinces Tibet and Tibetans are beneficiaries of this national intervention. The objective on the occasion of my most recent visit was to develop a tourism master plan for the Lin Zhi Prefecture and four counties in the south east of Tibet Autonomous Region as part of a team from Sun Yat Sen University Center for Tourism Planning and Research, Guangzhou. This area of Tibet, which abuts Myanmar and India to the south, is in a part of Tibet not yet opened to international tourism and non-Chinese (as with several other areas of my field trips), and approval for access was based on the need for professional tourism planning.
