Since water passing through the Madden Hydroelectric station goes into the Chagres River and then to Gatun Lake, where it can be used to lock ships through the Canal, the water used there was not lost. But at Gatun the water which generates electric power is spilled to sea and is of no further use. During the rainy season and during a normal dry season there is rainfall enough to supply the water consumed from Mad- den and Gatun Lakes for power genera- tion. This year, however, the area above Madden Dam was the driest since the Dam was built during the mid-1930's. March and the first two weeks of April were practically rainless, except for a few scattered showers. Of 13 rainfall stations reporting, nine received no measui'able rain in March. This meant that the amount left over for electric generation, after the record number of ships had been locked up and down, was lower than at any time since 1948 when there was also a protracted dry season, but without this year's heavy lockage load. Yi.V -. \/o PANAMA CANAL COMMISSION ANNUAL REPORT FISCAL YEAR ENDED SEPTEMBER 30, 1988 PANAMA CANAL COMMISSION Balboa, Republic of Panama OFFICE OF THE ADMINISTRATOR FROM THE ADMINISTRATOR It is a pleasure to submit the annual report of the Panama Canal Commission for fiscal year 1988. This ninth year of operation under the terms of the Panama Canal Treaty was a successful one. Oceangoing transits increased slightly, with Panama Canal net tonnage and tolls revenue each reflecting moderate growth of nearly 3 percent over the previous year. These increases were primarily due to the continued heavy movement of grains through the Canal, as well as greater transits by larger vessels. Transits by PANAMAX size vessels, the largest vessels the waterway can presently handle, comprised almost 24 percent of total oceangoing transits. Unfortunately, the political crisis in Panama, which began in June 1987, became more intense and remained unresolved at the close of fiscal year 1988. Canal traffic, however, continued to flow normally and maintenance, modernization and improvement programs proceeded as scheduled. These programs included the Miraflores Locks overhaul, dredging and channel improvement projects, delivery of two new tractor tugs and initiation of a project providing for the major upgrading of all locks fire protection systems. Training programs to develop and refine critical skills have also progressed smoothly, utilizing the latest techniques in the industry. Much of the training effort is geared toward preparing Panamanian employees to manage and operate the Canal. Already, more than 84 percent of Commission personnel are Panamanian citizens, with broad responsibilities throughout the organization. The outstanding accomplishments of the past year and the continued efficiency of the waterway are unquestionably the product of a dedicated and very capable work force, which has performed admirably despite difficulties precipitated by the political situation in Panama. -

The Merit Award is equivalent to a second place, being exceeded only by the Award of Honor, which is given for an outstanding safety rec- ord. The Company-Govern- ment was only a few points short of this top award. The Award of Merit is accompanied by an embossed certificate, under glass and mounted on a wood plaque, and by a green-and-white safety flag. Both will be presented to Gov. J. S. Seybold this month during a visit to the Canal Zone of a sub-committee of the Panama Canal Company Board of Directors. A ceremony is being arranged for the presentation of the award and for the flag raising which will follow. The letter to G. 0. Panama City, Republic of Panama Ciudad de Panama' is the largest city and capital on the Isthmus of Panama. The Republic of Panama has a population of about 4 million people. It borders the Atlantic and Pacific Oceans, as well as Central and South America. The origins of Panama date back to 11,000 BC. Pottery and trading between Mexico and Peru were known in 2,500 BC. "There are seven unique indigenous cultures of Panama, which make up about 13% of the country’s population (currently around 4 million). These cultures are typically divided into four major groups based on language, traditions, and locations. These are the Ngöbe‐Buglé, the Kuna, the Emberá‐Wounaan, and the Naso‐Bribri." <zegrahm.com> The Spaniard conquistadors founded the first city in Panama in 1519. Old Panama (Panama la Vieja) became their chief post of the Pacific. "Panama City was founded by Spanish governor Pedro Arias de Ávila not long after conquistador Vasco Núñez de Balboa first saw the Pacific." <lonelyplant.com> It became a pass‐through for treasures found in Peru's mines and the pearl fisheries in the Bay of Panama. A series of fires devastated the city, but it was Captain Henry Morgan, a Welsh privateer sponsored by England, who sacked Panama in 1671. <thoughtco.com> "The privateers stayed for about four weeks, digging through the ashes, looking for fugitive Spanish soldiers in the hills and looting the small islands in the bay where many had sent their treasures. When it was tallied, it was not as big a haul as many had hoped for, but there was still quite a bit of plunder and every man received his share. -

The terminal facilities now under construction pro - vide for a system of piers at both entrances of the Canal , with appliances for rapid handling of cargo . It should be remembered that a large amount of the trade by way o f the Canal will not be through traffic ; that is. ships from New York, New Orleans, Liverpool, and other ports, will touch at Colon, unload part of their cargo, and then sai l to other ports on the Atlantic seaboard . Ships for the west coast of the Americas and for the Orient will stop at th e docks, pick up this freight, and carry it to its destination . At the Atlantic entrance a mole has been constructed from the village of Cristobal, at right angles to the Cana l channel for a distance of 3,500 feet. A quay-wall and two piers are under construc- tion ; the layout is such that, as soon as the trade demand s it, three more piers can be built . The piers are 1,000 feet long and the slips between them 300 feet wide, so that two 1,000 foot ships may dock at one time without entering the Canal itself. The direction of the mole is such, with relation to the Canal entrance and the breakwater which juts out from Toro Point, that it will aid materially in breaking the force of the heavy seas which the violen t northers of November, December, and January, pile up in Colon harbor. -
