The project is planned to be fully grade- separated. The project includes construction of three new stations as well as the purchase of 20 vehicles. Service is planned to operate 20 hours a day weekdays and 18 hours on weekends, with trains every eight minutes during weekday peak periods and every ten minutes during weekday off-peak periods and on weekends. Project Purpose: The project is intended to relieve congestion, improve transit performance, and enhance mobility choice in southern King County for a significant transit-dependent population in the corridor. The existing roadway network in the corridor is constrained, with limited possibilities for expansion along the two major north-south highways through the corridor – Interstate 5 and State Route 99. -

Project Scope Purchase six battery electric high capacity transit buses to support Sound Transit’s new bus rapid transit (BRT) service along 8 miles of NE 145 St and SR 522 between Shoreline and Bothell, with service to Woodinville also being evaluated. (Note: these buses are separate from the I-405 BRT FHWA funding request). When service opens in 2024/25, transit riders will be able to reliably connect from eastside communities feeding from I-405 BRT at the I-405/SR 522 Transfer Hub at the I-405/522 interchange westbound through the University of Washington Bothell Campus along the SR 522 corridor on to Link Light Rail at Shoreline South/145th Street Station. In order to make room for construction of the future Lynnwood Link Extension stations and equipment staging, commuter parking will be temporarily relocated in Shoreline, Mountlake Terrace and Lynnwood. Construction of the Shoreline South/145th Station includes a parking garage with approximately 500 new spaces. Construction of the Shoreline North/185th Station includes a parking garage with approximately 500 new spaces. Construction of the Lynnwood City Center Station includes a new parking structure that replaces a portion of the surface parking lot, adding approximately 500 new spaces. FEDERAL WAY TRANSIT CENTER 31621 23rd Ave S., Federal Way, WA 98003 4,655 Average weekday boardings 1,190 Parking spaces • Owned by Sound Transit • Served by Sound Transit, Pierce Transit, and King County Metro The Federal Way Transit Center is located just west of I-5 and just east of SR 99 in what is considered the City Center of Federal Way. The Federal Way Transit Center is served by eight King County Metro routes (including the RapidRide A Line), three Pierce Transit routes, and three Sound Transit Express bus routes. The Federal Way Transit Center sits on the northern boundary of the PSRC- designated regional growth center. The Federal Way Transit Center has 1,190 parking spaces, which are typically fully utilized by 7:30 am. Figure 1: 3-Mile Context Map TRANSIT ACCESS ASSESSMENT: DRAFT FEDERAL WAY TRANSIT CENTER 1 Figure 2 provides a closer look at the area surrounding the Federal Way Transit Center. There are large parcels primarily made up of retail shopping surrounded by large surface parking lots. The superblock structure limits through connections and makes traveling on foot difficult. The Transit Center’s bus bays are located on the interior segment of a large parcel further removing it from the street network. The City of Federal Way owns several pieces of land in the vicinity of the Federal Way Transit Center with ambitious development plans (described on the following page). In addition, light rail will eventually extend to the Federal Way Transit Center. Figure 2: Half-Mile Context Map 2 FEDERAL WAY TRANSIT CENTER TRANSIT ACCESS ASSESSMENT: DRAFT LAND USE, POPULATION, AND EMPLOYMENT The area in the immediate vicinity of the Federal Way Transit Center is primarily made up of commercial land uses, with some multi-family housing just to the north and a small amount of single-family housing on the edges of Figure 3 below. -

Sound Transit Light Rail - Northgate Link Extension (Contract N125) Seattle, Washington By accepting an alternate design concept by means of slurry walls, the project team saved on schedule. The project The Northgate Link Extension Contract N125 is a 3.5 mile long, twin-bored TBM tunnel project that will expand light rail service between the Maple Leaf Portal and the University of Washington Station. When finished by late 2021, the new route will provide an alternate transportation option to congested surface traffic. The challenge Soil conditions included engineered fill and non-engineered fill, till and till-like deposits, cohesionless sand & gravel, cohesionless silt and fine sand, cohesive clay and silt. Challenges included city work in a residential area, tight schedule (slurry walls were constructed in 89 days), sloped site with 25 feet of elevation difference along the site, and excavation through boulders and glacial till. The solution Keller constructed the reinforced slurry walls as support of excavation (SOE) for the Roosevelt Station. The SOE was originally designed as a complex secant pile system, which required a longer schedule. Keller proposed an alternate design concept using slurry walls, which was accepted. The Engineer of Record redesigned the SOE for the station using our concept. Keller utilized hydromills and a hydraulic clam bucket to excavate through well-graded sand and gravel with silt, interspersed with hard granite boulders. A total of 76 panels, reinforced with steel cages, were installed to depths of 155 feet and a combined wall thickness of 32 inches and 36 inches with an overbite of 9 inches. The total excavation surface area was 165,000 square feet.
