Forrest Fenn Emails and Treasure Hunter Incident Reports United States Department of the Interior NATIONAL PARK SERVICE 12795 W. Alameda Parkway P.O. Box 25287 Denver, Colorado 80225-0287 July 30, 2020 A7221 (2550) Angela Wang 411A Highland Avenue MR 97297 Somerville, MA 02144 Dear Ms. Wang: Reference: Forrest Fenn Treasure Subject: Response to Freedom of Information Act (FOIA) Request NPS-2020-01088 This letter is in response to your Freedom of Information Act (FOIA) request dated July 20, 2020, in which you requested “internal reports, memoranda, investigation files, and correspondence regarding Fenn’s treasure.” Your request has been processed in accordance with the FOIA (5 U.S.C. § 552). Upon further review, your request is granted in part and denied in part. We are providing two files, totaling 41 pages of responsive material. Portions of approximately 33 pages, however, are being withheld under Exemption Exemptions 6 of the FOIA, and portions of approximately 22 pages are being withheld under Exemption 7(C) of the FOIA. Exemption 6 allows us to withhold information that if released would constitute a clearly unwarranted invasion of personal privacy. Exemption 7(C) allows us to withhold information from law enforcement files that could reasonably be expected to constitute an unwarranted invasion of personal privacy. The information being withheld consists of personally identifiable information (PII), including names, addresses, driver’s license numbers and personal email addresses for individuals other than yourself. We have determined that the individuals to whom this information pertains have a substantial privacy interest in withholding it. You have not provided information that explains a relevant public interest under the FOIA in the disclosure of this personal information. Additionally, we have determined that the disclosure of this information would shed little or no light on the performance of the agency’s statutory duties. Because the harm to personal privacy is greater than whatever public interest might be served by disclosure, we have determined that the release of the information that is being withheld would constitute a clearly unwarranted invasion of the privacy of these individuals and we are therefore withholding it under Exemptions 6 and 7(C). The incident reports you have requested are contained within the Incident Management and Reporting System (IMARS), which is a Privacy Act System of Records (DOI-10). Therefore, although some or all of the information being withheld may be known to you through other means, we are obligated under the Privacy Act and FOIA to withhold that information. Additionally, records relating to the death of Mr. Murphy at Yellowstone National Park has been previously been made available on our FOIA frequently requested documents page https://www.nps.gov/aboutus/foia/foia-frd.htm. Pursuant to regulation, 43 CFR 2.24(b) the following person is responsible for this denial: Charis Wilson NPS FOIA Officer Additionally the following attorney was consulted during the preparation of this response: Jason Waanders, Attorney-Advisor, Office of the Solicitor U.S. Department of the Interior, Philadelphia, PA You have the right to appeal this denial of your request. You may file an appeal by writing to: Freedom of Information Act Appeals Officer Office of the Solicitor U.S. Department of the Interior 1849 C Street, NW MS-6556-MIB, Washington, D.C. 20240 [email protected] Your appeal must be received no later than 90 workdays after the date of this final response. The appeal should be marked, both on the envelope and the face of the appeal letter, with the legend "FREEDOM OF INFORMATION APPEAL." Your appeal should be accompanied by a copy of your original request and copies of all correspondence between yourself and the National Park Service related to this request, along with any information you have which leads you to believe the records are available, including where they might be found, if the location is known to you. Please note, appeals received after 5 p.m. EST will be considered to have been received as of the following day. Also as part of the 2007 OPEN Government Act FOIA amendments, the Office of Government Information Services (OGIS) was created to offer mediation services to resolve disputes between FOIA requesters and Federal agencies as a nonexclusive alternative to litigation. Using OGIS services does not affect your right to pursue litigation. You may contact OGIS in any of the following ways: Office of Government Information Services (OGIS) National Archives and Records Administration Room 2510 8601 Adelphi Road College Park, MD 20740-6001 E-mail: [email protected] Phone: 301-837-1996 Fax: 301-837-0348 Toll-free: 1-877-684-6448 Additionally, because the National Park Service creates and maintains law enforcement records, we are required by the Department of Justice to provide the following information, even though it may or may not apply to your specific request. Congress excluded three discrete categories of law enforcement and national security records from the requirements of the FOIA. See 5 U.S.C. 552(c) (2006 & Supp. IV 2010). This response is limited to those records that are subject to the requirements of the FOIA. This is a standard notification that we are required to give all our requesters and should not be taken as an indication that excluded records do, or do not, exist. Please do not hesitate to contact me, as the person responsible for processing your request, with any further questions or concerns. Additionally, contact information for the Department’s FOIA Public Liaison is available at https://www.doi.gov/foia/foiacenters. • Alias Manager 4
CHAPTER 4 Alias Manager 4 This chapter describes how your application can use the Alias Manager to establish and resolve alias records, which are data structures that describe file system objects (that is, files, directories, and volumes). You create an alias record to take a “fingerprint” of a file system object, usually a file, that you might need to locate again later. You can store the alias record, instead of a file system specification, and then let the Alias Manager find the file again when it’s needed. The Alias Manager contains algorithms for locating files that have been moved, renamed, copied, or restored from backup. Note The Alias Manager lets you manage alias records. It does not directly manipulate Finder aliases, which the user creates and manages through the Finder. The chapter “Finder Interface” in Inside Macintosh: Macintosh Toolbox Essentials describes Finder aliases and ways to accommodate them in your application. ◆ The Alias Manager is available only in system software version 7.0 or later. Use the Gestalt function, described in the chapter “Gestalt Manager” of Inside Macintosh: Operating System Utilities, to determine whether the Alias Manager is present. Read this chapter if you want your application to create and resolve alias records. You might store an alias record, for example, to identify a customized dictionary from within a word-processing document. When the user runs a spelling checker on the document, your application can ask the Alias Manager to resolve the record to find the correct dictionary. 4 To use this chapter, you should be familiar with the File Manager’s conventions for Alias Manager identifying files, directories, and volumes, as described in the chapter “Introduction to File Management” in this book.

Virtual Reality System for Neuroscience Research Now researchers can take experimental investigations of emotion and attention to the next level with aLIAS: A Lifelike Immersive Affective Stimulation System. Developed in partnership with WorldViz, the aLIAS package is a plug-and-play system designed to work seamlessly with the latest HMD technology from Oculus* to create a sophisticated stimulation solution that is truly budget friendly. *Oculus Rift sold separately Inducing an emotional state in laboratory settings requires researchers to use various techniques approximating the immersion of the participant in a real-life situation. Such techniques could involve reading stories, looking at pictures and videos or using actors. These methodologies suffer, in various degrees, from limitations in ecological validity and/or experimental control. BIOPAC and WorldViz have developed a virtual reality based stimulation protocol that aims to deliver lifelike stimulation while maintaining very high experimental control. A collection of stimulation scenarios has been created and is constantly augmented; it is designed so that researchers can expand it easily. Physiological data can be recorded throughout the experiment and markers for events and conditions are automatically added to the physiological data record over the network. The physiological data is recorded using the wireless BioNomadix and MP150 system with AcqKnowledge and Network Data Transfer. aLIAS: Complete Researcher Control, Ready-to-Run Scenarios, Fully Customizable aLIAS allows Oculus Rift users to adjust the order of the stimulation, control the inter stimulus interval and ambient sound and other sound effects without the need for programming. This is a ready to run, plug-and-play series of scenarios that are designed to operate with the Oculus DK2* head mounted display.

  • Fenn Treasure Solution
FENN TREASURE SOLUTION Brian Erskine Arizona [email protected] Dedicated to the safe enjoyment of the beauty of the American West FOR GENERAL PUBLICATION “If I cannot move heaven, I will raise hell.” – Virgil, The Aeneid of Virgil, Book Seven, Line 312 October 2018 / January 2019 1 Foreword A famous public puzzle has motivated thousands to seek hidden treasure by researching and exploring the western slopes of the American Rockies. Forrest Fenn, who created the puzzle, is a leading citizen of Santa Fe. He is an artist and retired celebrity art dealer, a best-selling author, an archaeologist and conservationist, and an Air Force veteran combat pilot who served in Vietnam. After years of planning, he composed the puzzle into the form of a short poem, defining a location and other information, and publicized the quest. The puzzle is solved. The poem indicates a specific place (“site”) in the San Juan Mountains of Colorado. Located between Ouray and Silverton, the site is found on the west bank of the Uncompahgre River, in a pocket of a scenic box canyon not far south of where the river chutes under U. S. 550. “Mountains” of irrefutable evidence prove both the site location and the full solution. The quest has two parts, as indicated by the “double omega” or “ΩΩ” colophon to Mr. Fenn’s book, The Thrill of the Chase, denoting two endings (more speculatively, “colophon” implies “Colorado”). Perhaps contrary to popular assumption, the poem indicates that no treasure is found at the site. Exhaustively exploring the site and failing to find treasure concludes the first stage of the quest.

  • An Inventory of Trilobites from National Park Service Areas
Sullivan, R.M. and Lucas, S.G., eds., 2016, Fossil Record 5. New Mexico Museum of Natural History and Science Bulletin 74. 179 AN INVENTORY OF TRILOBITES FROM NATIONAL PARK SERVICE AREAS MEGAN R. NORR¹, VINCENT L. SANTUCCI1 and JUSTIN S. TWEET2 1National Park Service. 1201 Eye Street NW, Washington, D.C. 20005; -email: [email protected]; 2Tweet Paleo-Consulting. 9149 79th St. S. Cottage Grove. MN 55016; Abstract—Trilobites represent an extinct group of Paleozoic marine invertebrate fossils that have great scientific interest and public appeal. Trilobites exhibit wide taxonomic diversity and are contained within nine orders of the Class Trilobita. A wealth of scientific literature exists regarding trilobites, their morphology, biostratigraphy, indicators of paleoenvironments, behavior, and other research themes. An inventory of National Park Service areas reveals that fossilized remains of trilobites are documented from within at least 33 NPS units, including Death Valley National Park, Grand Canyon National Park, Yellowstone National Park, and Yukon-Charley Rivers National Preserve. More than 120 trilobite hototype specimens are known from National Park Service areas. INTRODUCTION Of the 262 National Park Service areas identified with paleontological resources, 33 of those units have documented trilobite fossils (Fig. 1). More than 120 holotype specimens of trilobites have been found within National Park Service (NPS) units. Once thriving during the Paleozoic Era (between ~520 and 250 million years ago) and becoming extinct at the end of the Permian Period, trilobites were prone to fossilization due to their hard exoskeletons and the sedimentary marine environments they inhabited. While parks such as Death Valley National Park and Yukon-Charley Rivers National Preserve have reported a great abundance of fossilized trilobites, many other national parks also contain a diverse trilobite fauna.
