Vogel, Chair Multinational corporations (MNCs) are at the heart of today‘s global economy, but their effects on the politics of advanced industrialized countries have not been studied systematically. This dissertation analyzes the case of Japan, a country most likely to reveal foreign MNCs‘ influence. Japan developed for most of its history with an extremely low presence of foreign MNCs, but it experienced a dramatic influx from the mid-1990s, particularly in long-protected sectors at the core of its postwar development model of capitalism. The dissertation explains an observed divergence in the political strategies of foreign MNCs in Japan—disruptive challenges to existing policymaking processes and norms of government-business interactions, versus insider strategies, in which MNCs worked within established organizations and prevailing modes of policymaking. -

Japan Information and Culture Center, EMBASSY OF JAPAN PRIME MINISTER KOIZUMI OFF TO A FAST START Tens of millions of Japanese left on holiday for the annual “Golden Week” vacations in early May, hopeful that the stunning election victory of new Prime Minister Junichiro Koizumi will breathe new life into Japan’s economic and T political life. Sworn in by parliament on April 26, Koizumi’s surprise victory in the race to head the ruling Liberal Democratic Party (LDP) came under the slogan, “Change the LDP, Change Japan.” In winning over the party’s 2.3 million rank-and-file members and besting the early favorite, former Prime Minister Ryutaro Hashimoto, Koizumi, 59, promised major changes, and said, “It is the individuals that moved politics.” The former health minister and career politician, who has won record approval ratings of 87.1 percent since taking office, told the Diet in his inaugural speech, “We must embrace difficulties ahead, overcome barriers of special interests and free ourselves of past limitations as we create an economic social structure befitting the 21st APR/MAY 4/ 2001 5 century in the spirit of ‘no fear, no hesitation, and no constraint.’” Koizumi comes from a political family; his grandfather was speaker of CONTENTS the lower house of the Diet and his father served as defense minister. These reports, written by selected analysts of the G8 Research Group, are designed to ascertain the importance of the G8 to each country’s foreign policy, national priorities, and concept of international order. Each country report includes an analytical assessment of what the top objectives/priorities will be for the country at the summit given available evidence (public statements by government officials, policies enacted, information shared by G8 sherpas, campaign promises, etc), and what actions and statements we can generally expect from each leader. In addition to providing background information on each objective, each analyst is required to predict their country's likelihood of achieving their objectives, and what success might entail. In considering the likelihood of success, analysts are asked to consider the different foreign policy positions of other G8 countries, the current policy debates on the matter, and the relevance of each objective to the priorities of the G8 presidency. -

13198 12/22/2000 11:50 AM Page 1 Japan Information and Culture Center, EMBASSY OF JAPAN PRIME MINISTER MORI WRAPS UP A BUSY FIRST SEVEN MONTHS As the New Year approaches, Prime Minister Yoshiro Mori is wrapping up a busy first seven months in office, having braved domestic challenges at home, and engaged in a full range of diplomatic contacts abroad. Since assuming office April 5, A following the demise of Keizo Obuchi, the Prime Minister has pushed to assure Japanese economic growth and fulfill the reform agenda designed to make Japan more competitive. He successfully faced elections in June, and reshuffled his cabinet on Dec. 5, in anticipation of a major government overhaul next month. In January, the number of government ministries will be nearly halved, from 22 to 13, in an effort to cut costs and increase efficiency. Internationally, the Prime Minister has traveled widely and hosted the Group of Eight (G-8) in Okinawa in July. He recently visited Brunei for the Asia Pacific Economic Cooperation annual leaders’ meeting, where he met with President Bill Clinton Nov. 16 for the fourth time this year.
