Councillor Requested Reports 1.1 Flooding Rathnasare Area Flooding at Rathnasare Area on the C6 Drainage channel of the River Deel Scheme has been discussed with the OPW. It is not yet clear if this is an OPW maintenance issue, if not funding will be applied for under the Minor Works Scheme. 1.2 Castlematrix Traffic Survey Limerick City and County Council is currently carrying out a traffic survey on the Castlematrix area. This data will be assessed to determine whether a warrant exists for Physical works under the Traffic Management Policy. 1.3 Chawkes Cross A Preliminary Design has been carried out for this junction. A Road Safety Audit will now be carried out on this design. Works will only proceed if this junction design is proven to be safer than the current layout. MD Meeting February 2020 P a g e | 3 2.0 Update on Schedule of MD Works Grant Funding Allocations have just been announced for Limerick City and County Council. These are currently being reallocated to the Municipal Districts, a draft Schedule of Municipal Works for Adare Rathkeale is likely to be presented for your approval in the March MD Meeting. 3 Progress on other funded Works 3.1 Development Funded Works Area Description (Development Fund 2019) Progress Feasibility Report Completed. Awaiting approval of funding from the TII. Likely to commence AR New walkway Dunraven Arms Hotel to the River Q1 2020. Footpath completed outside Mustard Seed, river wall stabilisation works complete at the Mall. Works now proceeding at AR Ballingarry Footpaths and Pedestrian Crossing Rylanes. AR Junction Improvements Pallaskenry Completed Designed, works 70% AR Pedestrian Crossing Rathkeale Library complete. Rathkeale Library Pedestrian Crossing (revised location) MD Meeting February 2020 P a g e | 4 Dunraven Footpath Extension Lined Pathway outside St. Nicholas School MD Meeting February 2020 P a g e | 5 3.2 Foynes Minor Flood Relief Scheme A Consultant has now been appointed to design and oversee construction of the outfall culvert and Reservoir Level controls. The area above the culvert was cleared mid January to aid in the design process. 3.3. Low Cost Safety Schemes Funding has been received for Low Cost Safety Schemes in Shanagolden and Croom, as per the preliminary design layouts indicated below. Shanagolden MD Meeting February 2020 P a g e | 6 Croom Parking and Junction Priority Change Proposed Mini Roundabout at Croom Garda Station MD Meeting February 2020 P a g e | 7 4 Applications for funding made 4.1 Askeaton TVR Town Centre Limerick City and County Council has been successful in receiving a grant of €200,000 towards these works. An initial meeting has been held with Design and Delivery, who will now project manage these works. 4.2 Askeaton ORIS 2019 Riverside Walk Application has been made for €96,000 to extend the Riverside Walk in Askeaton. Awaiting results of this application MD Meeting February 2020 P a g e | 8 4.3 Foynes ORIS 2019 Monument Hill Application has been made for €168,000 to reinstate the public walkway to the Monument in Foynes. There is no update yet on this funding. 4.4. Ballingarry TVR 2019 Ballingarry Development Association has made an application for €99,500 to re develop the Mall, Ballingarry. LCCC has completed wall structural stability works in this channel. €79,604 has been secured in funding from the Town and Village Renewal Scheme towards this project. A meeting was held with this group on the 24th of January and detailed designs will now be drawn up. Proposed Works, The Mall, Ballingarry MD Meeting February 2020 P a g e | 9 Ballingarry Junction Modification MD Meeting February 2020 P a g e | 10 5 General Updates for the District 5.1 Adare Rathkeale 5 Year Plan The first draft of the Adare Rathkeale 5 Year Plan has been completed. A workshop to discuss this plan will be arranged in early 2020. Delivery of this program will require the identification of funding streams including seed monies. 5.2 Update from Central Services TII have approved funding for the construction of the N69 Kilcornan Traffic Calming Scheme. These works are now ongoing in Kilcornan. 5.3 Update on OPW Works Discussions are ongoing in relation to Rathnasare. The District Engineer has also requested an update on when the River Maigue, upstream of the mill in Croom is due for maintenance 5.4 Parking The Adare Parking Survey and implications/improvements to be derived from the survey is currently being discussed with interested parties. A survey of all regulatory roadmarkings in Rathkeale has been completed. These markings will be assessed and modified and then discussed with the elected members and a process to regularise the proposed new markings under the Road Traffic Act will be undertaken. 5.5 Foul Sewer Adare This project commenced on the 27th of January. It is expected to 12 weeks. A separate update is due from Irish Water on the 10th of February. 5.6 TII Funded Works A Feasability Report has been completed on a footway from the Dunraven to the River Maigue in Adare. A pedestrian survey is likely to commence this week in advance of these works. The TII have agreed to fund a consultants report into slope stability at Monument Hill in Foynes. This jobcode has now been set up and the consultant will be appointed shortly. The TII have agreed to fund the rectification of a slope slippage at the eastern entrance to the Yacht Club area in Foynes. 5.7 Meetings with Community Groups In the past couple of months the District Engineer met with community representatives in Askeaton, Adare, Ballingarry, Croom, Crecora and Rathkeale to discuss their needs to ensure the 5 year strategy is aligned with same.
