EI JR 13-178 Exchange rate used in the Report USD 1 = JPY 78 = VND 21,000 (Based on rate on November 2011) PREFACE In response to the request from the Government of the Socialist Republic of Vietnam, the Government of Japan decided to conduct the Study for the Formulation of High Speed Railway Projects on Hanoi – Vinh and Ho Chi Minh – Nha Trang Section and entrusted the program to the Japan International cooperation Agency (JICA). JICA dispatched a team to Vietnam between April 2011 and June 2013, which was headed by Mr. IWATA Shizuo of ALMEC Corporation and consisted of ALMEC Corporation, Japan International Consultants for Transportation Co., Ltd., Oriental Consultants Co., Ltd., Nippon Koei Co., Ltd. and Japan Transportation Consultants, Inc. In the cooperation with the Vietnamese Counterpart Team including the Ministry of Transport and Vietnam Railways, the JICA Study Team conducted the study which includes traffic demand analysis, natural and socio-economic conditions, alignment planning, consideration of various options including the upgrading of existing railway, technical standards for high speed railway, implementation schedule and institutions, and human resource development. It also held a series of discussions with the relevant officials of the Government of Vietnam. Upon returning to Japan, the Team duly finalized the study and delivered this report in June 2013. Reflecting on the history of railway development in Japan, it is noted that Japan has indeed a great deal of experience in the planning, construction, operation, etc., and it is deemed that such experiences will greatly contribute to the railway development in Vietnam. JICA is willing to provide further cooperation to Vietnam to achieve sustainable development of railway sector and to enhance friendly relationship between the two countries. It is hoped that this report will contribute to the sustainable development of transport system in Vietnam and to the enhancement of friendly relations between the two countries. Finally, I wish to express my sincere appreciation to the officials of the Government of Vietnam for their close cooperation. Leeker First published on 11 August 2008, last updated on 24 August 2015 I) At the times of CAT Since early 1951, a CAT C-47, mostly flown by James B. McGovern, was permanently based at Saigon1 to transport supplies within Vietnam for the US Special Technical and Economic Mission, and during the early fifties, American military and economic assistance to Indochina even increased. “In the fall of 1951, CAT did obtain a contract to fly in support of the Economic Aid Mission in FIC [= French Indochina]. McGovern was assigned to this duty from September 1951 to April 1953. He flew a C-47 (B-813 in the beginning) throughout FIC: Saigon, Hanoi, Phnom Penh, Vientiane, Nhatrang, Haiphong, etc., averaging about 75 hours a month. This was almost entirely overt flying.”2 CAT’s next operations in Vietnam were Squaw I and Squaw II, the missions flown out of Hanoi in support of the French garrison at Dien Bien Phu in 1953/4, using USAF C-119s painted in the colors of the French Air Force; but they are described in the file “Working in Remote Countries: CAT in New Zealand, Thailand-Burma, French Indochina, Guatemala, and Indonesia”. Between mid-May and mid-August 54, the CAT C-119s continued dropping supplies to isolated French outposts and landed loads throughout Vietnam. When the Communists incited riots throughout the country, CAT flew ammunition and other supplies from Hanoi to Saigon, and brought in tear gas from Okinawa in August.3 Between 12 and 14 June 54, CAT captain

    June 2012 JICA Vietnam Office Preface JICA’s Cooperation for the Development of Central Vietnam Since Japan started its Official Development Assistance (ODA) to Vietnam in 1992, JICA has actively worked to support improvement of infrastructure, human resource development and institutional reforms, through financial and technical cooperation for contributing to Vietnam’s socio-economic development. JICA focuses on the Central region such as Da Nang and neighboring provinces along with the Northern region around Hanoi and the Southern region around Ho Chi Minh City, so as to contribute to a well balanced development of whole Vietnam. The focus of infrastructure improvement in Central Vietnam has two aspects. Those are strengthening the connection of the North-South axis and the upgrading East-West Economic Corridor. In strengthening the North-South axis, JICA has focused on rehabilitation of major bridges on National Highway No.1(NH1) and the Hanoi-HCMC railway lines. They have long been in need of repair since they were targeted and devastated during the Resistance War Against America. In upgrading East-West Corridor, focus of attention is the construction of Hai Van Tunnel. Physically and psychologically this is one of the monumental projects, which links the northern half of Vietnam with the southern half, and also connects the inland regions with the port facilities at Da Nang, thus dramatically improves the logistics side of the business environment in Central Vietnam. Central Vietnam is also prone to natural disasters, which is adding to its issues of increasing disparities. Focus of attention is given to capacity development and building disaster resilient societies so that the residents will be able to stand on its own feet long after the cooperation is completed.
