    ALBANIAN NATIONAL IDENTITY AND ISLAM IN THE POST-COMMUNIST ERA Aydın BABUNA1 Introduction The Albanians were the last nation to develop their own nationalism in the Balkans, and the emergence of this Albanian nationalism was marked by the establishment in 1878 of the Prizren League. The League’s main aim, which was initially supported by the Ottomans, was to protect the lands inhabited by the Albanians from the neighboring countries, but the League was later suppressed by the Ottomans themselves as soon as it began to challenge Ottoman authority in the area. The conflict between the Albanians and the Ottomans was to continue until the Balkan Wars. The majority of the Muslim Albanians, who enjoyed traditional rights within the Ottoman Empire, were in favor of the status quo as long as the Ottomans could sustain their hold in the Balkans. However, in time, the radical Albanians, who favored a linguistic and cultural rather than a religious unity, were to gain the upper hand.2 The tribal structure and religious division of Albanian society are two important factors contributing to the delay in the development of Albanian nationalism. The Albanians are divided into two different subgroups: Gegs and Tosks. Theoretically, we merge the theoretical insights of moderation paradigm and more specific institutional, ideological and historical devices that characterize the post-communist religious field in investigating Muslims’ commitment to democracy in post-Communist Albania. The empirical analysis traces how the centralised Muslim organization, the Albanian Muslim Community (AMC) has navigated the spaces between the emerging institutional solutions, religious interpretations and intellectual arguments in order to define and justify its positions on democracy during different stages of post-communist democratization. The analysis suggests that arguments inherited from the past have provided a familiar ‘Albanian-specific’ template and has facilitated the reclaiming of Islam in a local, pro-democratic and pro-European manner. 1 Introduction Religious groups, committed to a sacred telos beyond the realm of politics, have long been perceived as suspicious, or at best, ambivalent, actors of democratization. During various waves of democratization, the burden of proof has fallen upon the respective denominations involved, namely Protestants, Catholic Christians, Orthodox Christians, and more recently, Muslims. Latest attempts of democratization across Muslim countries, however, have attracted renewed attention to the role of Islam, and the broad conditions that induce Muslim communities to choose, adjust to, and ultimately commit to, the democratic rules of the game.

We put forward the concept of localized Islam, as an analytical lens that aptly captures the input of various interpreting agents, competing narratives and choices of faith. By adopting an agent-based approach that is sensitive to relevant actors’ choices and the contexts where they operate, we explore how various groups negotiate and ultimately localize the grand Islamic tradition, depending on where they are situated along the hierarchy of power. Specifically we outline three sets of actors and related narratives to revival of Islamic faith – 1) political elites, mainstream intellectuals, and religious hierarchies often unite in safeguarding a nation-centric understanding of religion; 2) foreign networks and missionaries make use of open channels of communication to propagate their specific interpretations and agendas ; and 3) lay-believers who can choose among different offers and rally around the living dimension of religious practice.     Gyorgy Lederer [email protected] CONTEMPORARY ISLAM IN EAST EUROPE The successive censuses of socialist Yugoslavia offered different options to its Serbocroatian-speaking citizens who regarded themselves of Islamic tradition or extraction in any sense of this term. In 1948 they could declare their nationality as “Muslim”, in 1953 as “Yugoslav ethnically undetermined”, in 1961 as “Muslim in the ethnic sense”, and in 1971 “Muslim in the national sense”. All these terms excluded the Albanian and the Turkish minorities while they included many atheists.1 This confusion made many believe that Islam was a nationality or a nation. No one expected at that time the dramatic meaning this concept would gain in the 1990s. An oft-quoted though questionable 1985 Yugoslav opinion poll2 gave the following proportions of religious believers: Bosnia-Herzegovina 17 p.c., Macedonia 19 p.c., Kosovo 44 p.c.… so the religiosity of Muslim and other Bosnians was rather low, even by East European standards. The link between Islam(ic tradition) and ethnicity must have been indirect. The two should be clearly distinguished which is not easy in the Balkans for various reasons. Albanians, Bulgarian and other Balkan Turks and Roma have their distinct language, culture, kinship, even physical appearance to some extent, but for Slav Muslims only traditions and the feeling of commonality would have remained if Yugoslavia had survived. Several of the above elements have been affected by these groupings’ understanding of Islam, which is nevertheless a supra-national community and also a spiritual, moral, behavioral, legal, etc. code. Introduction Apostasy from Islam is a subject that has attracted some attention from the scholarly community during the recent past. However, for the most part this attention has been confined to the legal literature and has not involved a thorough survey of the historical records to see how apostates have been treated in practice and whether the uncompromising laws concerning them have been implemented or, in certain cases, ignored. The object of this paper will be to survey some of the sources until the Ottoman period with the hope of drawing conclusions about the practical treatment of apostates. Apostasy from Islam and conversion to it are topics in which serious research is scanty. During the last decades, several studies have been dedicated to conversion to Islam. 1 However, few studies have dealt with the far more complicated question of Muslims converting to other faiths. Here we examine the liminal space of the ‘post-Ottoman’ West Balkans, a European region with a significant built heritage and contemporary social legacy reflecting the c.500 year rule of the Muslim Ottoman dynasty where large numbers of people converted voluntarily to Islam but in which a syncretic system for the legal toleration and recognition of Christianity and Judaism was also implemented. Bosnia and Herzegovina (BH), Republic of Macedonia (Macedonia) and Albania are selected for contextual study in the West Balkans given that their social complexion is perhaps most obviously a representation of that syncretic legacy and because of their concentration of extant Ottoman heritage sites presentenced to the market. We note first that these countries’ heritage and tourism sectors anticipate and to some extent modify their interpretation to accommodate ‘Western’ consumers affectation of ‘surprise’ and ‘delight’ at the region’s religious diversity, constructing it in binary terms as a ‘remarkable’ crossroads between ‘West/East’ or ‘Christendom/Islam’. We then note occasional counter-discursive interventions by heritage practitioners to offer consumers an interpretive framework in which the syncretic legacy of the Ottoman period is an unremarkable consequence of contingent regional history. To understand why Ottoman heritage is often understood to be in but not of Europe, our analysis brings together and develops recent ‘Post-Saidian’ scholarship which interrogates ‘Europe’s’ discursive erasure of its Ottoman-Islamic-Oriental ‘self’ as well as recent work on the particularities of the syncretic Ottoman mode of social organisation in Europe and its legacy.
