The struggle of Kosovo policymakers to upgrade the law on religious affairs By Jeton Mehmeti183, University of Graz Abstract Apart from guarantees over freedom of religion, in the last two decades, authorities in Kosovo have made little progress in advancing its legal framework to accommodate the emerging needs of religious communities. The only law that regulates religious affairs in Kosovo is the 2006 Law on Freedom of Religion. The law is framed in very broad terms, and has received a lot of criticism for failing to properly regulate the status of religious communities. Representatives of these communities have consistently asked for changes to legislation that would grant them the status of legal entities. -

Reviewer: Paul Mojzes, Rosemont College There are preciously few scholarly writings on Islam in the Balkan surveying the entire region.59 The Bulgarian religious studies scholar Dr. Ina Merdjanova, currently researching and teaching at the Irish School of Ecumenics at Trinity University in Dublin, provided both a unique and masterful book that will be indispensable to anyone wishing to get reliable information and thoughtful reflection on this controversial topic. The book uses an interdisciplinary approach, combining sociology, anthropology, and political science. -

A French Islam is possible REPORT SEPTEMBER 2016 About the Institut Montaigne A non-profit organisation based in Paris, the Institut Montaigne is a pioneering independent think tank established in 2000, which aims to play a key role in the democratic debate. It is a platform for reflections, proposals and experimentations dedicated to public policy in France. It elaborates concrete proposals for the improvement of social cohesion, competitiveness and public finances. Aimed at public authorities, its work is the product of a method of research open to cross-country comparisons and rigorous data analyses. The Institut Montaigne brings together business leaders, government officials, academics and leading figures from wide-ranging horizons to promote all of its actions (proposals, public policy evaluations, participation of citizens, experimentations) by publishing reports and organising high level events. Its activity is supported by over 100 companies of different sizes in different industries. Its funding is based exclusively on private contributions, none of which exceed 2% of its annual budget (circa 3.5 million euros). I will analyse some of the discourses and actions which are explicitly presented by local actors themselves as efforts to adapt Islam to Europe. Albania lends itself well for such a discussion, since it was the only European country with a Muslim majority, before the recent creation of Bosnia-Herzegovina and Kosovo as independent states. I will concentrate on inter-war Albania in order to subsequently highlight some features of the post-socialist situation. -

ALBANIAN NATIONAL IDENTITY AND ISLAM IN THE POST-COMMUNIST ERA Aydın BABUNA1 Introduction The Albanians were the last nation to develop their own nationalism in the Balkans, and the emergence of this Albanian nationalism was marked by the establishment in 1878 of the Prizren League. The League’s main aim, which was initially supported by the Ottomans, was to protect the lands inhabited by the Albanians from the neighboring countries, but the League was later suppressed by the Ottomans themselves as soon as it began to challenge Ottoman authority in the area. The conflict between the Albanians and the Ottomans was to continue until the Balkan Wars. The majority of the Muslim Albanians, who enjoyed traditional rights within the Ottoman Empire, were in favor of the status quo as long as the Ottomans could sustain their hold in the Balkans. However, in time, the radical Albanians, who favored a linguistic and cultural rather than a religious unity, were to gain the upper hand.2 The tribal structure and religious division of Albanian society are two important factors contributing to the delay in the development of Albanian nationalism. The Albanians are divided into two different subgroups: Gegs and Tosks. Theoretically, we merge the theoretical insights of moderation paradigm and more specific institutional, ideological and historical devices that characterize the post-communist religious field in investigating Muslims’ commitment to democracy in post-Communist Albania. The empirical analysis traces how the centralised Muslim organization, the Albanian Muslim Community (AMC) has navigated the spaces between the emerging institutional solutions, religious interpretations and intellectual arguments in order to define and justify its positions on democracy during different stages of post-communist democratization. The analysis suggests that arguments inherited from the past have provided a familiar ‘Albanian-specific’ template and has facilitated the reclaiming of Islam in a local, pro-democratic and pro-European manner. 1 Introduction Religious groups, committed to a sacred telos beyond the realm of politics, have long been perceived as suspicious, or at best, ambivalent, actors of democratization. During various waves of democratization, the burden of proof has fallen upon the respective denominations involved, namely Protestants, Catholic Christians, Orthodox Christians, and more recently, Muslims. Latest attempts of democratization across Muslim countries, however, have attracted renewed attention to the role of Islam, and the broad conditions that induce Muslim communities to choose, adjust to, and ultimately commit to, the democratic rules of the game. -

We put forward the concept of localized Islam, as an analytical lens that aptly captures the input of various interpreting agents, competing narratives and choices of faith. By adopting an agent-based approach that is sensitive to relevant actors’ choices and the contexts where they operate, we explore how various groups negotiate and ultimately localize the grand Islamic tradition, depending on where they are situated along the hierarchy of power. Specifically we outline three sets of actors and related narratives to revival of Islamic faith – 1) political elites, mainstream intellectuals, and religious hierarchies often unite in safeguarding a nation-centric understanding of religion; 2) foreign networks and missionaries make use of open channels of communication to propagate their specific interpretations and agendas ; and 3) lay-believers who can choose among different offers and rally around the living dimension of religious practice.
