NOTICE OF MOTIONS None. 17. QUESTION PERIOD 18. IN CAMERA None. 19. ADJOURNMENT 4 DELEGATIONS 5 October 2017 High Level RCMP Policing Highlights 1. Welcome to the new Council members. Councillor Terry JESSIMAN was in attendance for our High Level Community Policing Society meeting on November 8. 2. We are currently at a 9% total overall increase over January to October 2016 Criminal Code investigations for the entire High Level RCMP region, investigating a total of 2646 Criminal Code investigations to date. This is below the District average of an overall 11% increase in Criminal Code investigations Year to Date. 3. There was 175 Criminal Code calls to service within the Town of High Level for the Month of October, with an 86% clearance (solved) rate. 4. High Level RCMP has laid a total of 107 drug charges to date this year, a 20% increase over 2016, largely due to the Town of High Level Enhanced Crime Reduction Unit member’s continued hard work. a. Due to the transition from Cst. KELLEY to Cst. GREENLAND and Cst. LOWE as our new in house CRU member, no separate CRU report was available for the meeting. 5. We are at a remarkable 7% drop of the Spousal Abuse files (which include assaults, threats, breach of court orders, harassment and spousal related mischief) year to date over 2016 figures (374 for 2016, 347 for 2017). This is considered remarkable due to the decrease holding steady at 3% for the majority of the year. The Domestic Violence Therapist working out of the High Level RCMP Detachment is currently working with 230 clients, assisting with the continued education and rehabilitation with this specific community area of concern. a. Cst. Sarah WELSH has accepted the role as our new in house Domestic Violence Response Unit member. She has 2 years policing experience, however prior to this career she worked as a Child Social Worker in Yellowknife. She brings with her a wealth of knowledge and has recently taken several courses designed to assist us continue to see progress in the area of DV reduction. 6. A Corporal position in High Level has been advertised and officers from inside and outside the region have been showing interest in the job. 7. We have laid charges on 33 Impaired Driving investigations to date as part of our safer roads campaign. 8. We have held 2255 prisoners year to date. 9. High Level RCMP continue to work with the Managers of the Federal and Provincial Protective Services to obtain additional pro-active policing resources for the First Nation Communities within the High Level RCMP policing jurisdiction. It is expected that announcements for any new or changing CTA positions will come in early 2018. We have received word that there has been a Federal Government funding increase in this area. 10. High Level RCMP have partnered with other agencies to meet with MLA’s and Ministers in an attempt to raise awareness for an apparent need for more Mental Health and Addiction workers in the Region to combat the root cause of many of the issues which become policing issues. To date we have met with our MLA Debbie Jabbour, as well as the Minister of Children’s Services, Danielle Larivee. We will continue to partner with other stakeholders to ensure the local policing perspective caused by underlying issues is brought to the attention of those in a position to make a change. The effects of mental health and addictions in the region on families and individuals, and the subsequent pressure on police resources cannot be understated. 11. Cst. Thomas STEWART has transferred to Manning, and a 9 year veteran has accepted a transfer from Ft. Vermillion RCMP to replace him. This should be a quick move due to him not required to sell a residence as he is currently in Government housing. Prepared by: S/Sgt.
