September 2020 Perspective EXPERT INSIGHTS ON A TIMELY POLICY ISSUE JAMES DOBBINS, GABRIELLE TARINI, ALI WYNE The Lost Generation in American Foreign Policy How American Influence Has Declined, and What Can Be Done About It n the aftermath of World War II, the United States accepted the mantle of global leadership and worked to build a new global order based on the principles of nonaggression and open, nondiscriminatory trade. An early pillar of this new Iorder was the Marshall Plan for European reconstruction, which British histo- rian Norman Davies has called “an act of the most enlightened self-interest in his- tory.”1 America’s leaders didn’t regard this as charity. They recognized that a more peaceful and more prosperous world would be in America’s self-interest. American willingness to shoulder the burdens of world leadership survived a costly stalemate in the Korean War and a still more costly defeat in Vietnam. It even survived the end of the Cold War, the original impetus for America’s global activ- ism. But as a new century progressed, this support weakened, America’s influence slowly diminished, and eventually even the desire to exert global leadership waned. Over the past two decades, the United States experienced a dramatic drop-off in international achievement. A generation of Americans have come of age in an era in which foreign policy setbacks have been more frequent than advances. France and the Dissolution of Yugoslavia Christopher David Jones, MA, BA (Hons.) In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so. -

Communist Development and the Post-Communist Democratic Deficit Grigore Pop-Eleches Princeton University [email protected] Abstract: This article analyzes the post-communist regime track record in comparative perspective and reevaluates the impact of modernization on the democratic prospects in developing countries. The analysis shows that ex-communist countries were less democratic than their socio- economic development levels would have predicted, and that the development-democracy link was different than elsewhere, due to the distorted nature of communist development. The article then traces this democratic deficit to individual-level deficits in democratic attitudes and civic and political participation. Post-communist democratic prospects are further undermined by the fact that the participatory deficit is greater among the relatively pro- democratic middle class, than among the lower class, which had experienced mobilization from above under communism, but was less likely to subscribe to democratic values than lower classes in non-communist countries. After years of relative neglect,1 modernization theory has recently made an unexpected comeback as an explanation of cross-national regime patterns, as several statistically sophisticated approaches (e.g. Przeworski and Limongi 1997, Barro 1999, Boix and Stokes 2003, Epstein et al 2006) have assessed the impact of socio-economic development on the initiation and survival of democracy. EDITOR’S NOTE: In late 2013 the publisher Lexington Books, a division of Rowman & Littlefield, put out the book Imposing, Maintaining, and Tearing Open the Iron Curtain: The Cold War and East-Central Europe, 1945–1989, edited by Mark Kramer and V´ıt Smetana. The book consists of twenty-four essays by leading scholars who survey the Cold War in East-Central Europe from beginning to end. East-Central Europe was where the Cold War began in the mid-1940s, and it was also where the Cold War ended in 1989–1990. Hence, even though research on the Cold War and its effects in other parts of the world—East Asia, South Asia, Latin America, Africa—has been extremely interesting and valuable, a better understanding of events in Europe is essential to understand why the Cold War began, why it lasted so long, and how it came to an end. A good deal of high-quality scholarship on the Cold War in East-Central Europe has existed for many years, and the literature on this topic has bur- geoned in the post-Cold War period. -

Page iii The Divided Nation A History of Germany 19181990 Mary Fulbrook Page 318 Thirteen The East German Revolution and the End of the Post-War Era In 1989, Eastern Europe was shaken by a series of revolutions, starting in Poland and Hungary, spreading to the GDR and then Czechoslovakia, ultimately even toppling the Romanian communist regime, and heralding the end of the post-war settlement of European and world affairs. Central to the ending of the post-war era were events in Germany. The East German revolution of 1989 inaugurated a process which only a few months earlier would have seemed quite unimaginable: the dismantling of the Iron Curtain between the two Germanies, the destruction of the Berlin Wall, the unification of the two Germanies. How did such dramatic changes come about, and what explains the unique pattern of developments? To start with, it is worth reconsidering certain features of East Germany's history up until the 1980s. The uprising of 1953 was the only previous moment of serious political unrest in the GDR. It was, as we have seen above, limited in its origins and initial aims-arising out of a protest by workers against a rise in work norms-and only developed into a wider phenomenon, with political demands for the toppling of Ulbricht and reunification with West Germany, as the protests gained momentum. Lacking in leadership, lacking in support from the West, and ultimately repressed by a display of Soviet force, the 1953 uprising was a short-lived phenomenon. From the suppression of the 1953 revolt until the mid-1980s, the GDR was a relatively stable communist state, which gained the reputation of being Moscow's loyal ally, communism effected with Prussian efficiency. -

1 The Revolutions of 1989 and Their Legacies Vladimir Tismaneanu The revolutions of 1989 were, no matter how one judges their nature, a true world-historical event, in the Hegelian sense: they established a historical cleavage (only to some extent conventional) between the world before and after 89. During that year, what appeared to be an immutable, ostensibly indestructible system collapsed with breath-taking alacrity. And this happened not because of external blows (although external pressure did matter), as in the case of Nazi Germany, but as a consequence of the development of insuperable inner tensions. The Leninist systems were terminally sick, and the disease affected first and foremost their capacity for self-regeneration. After decades of toying with the ideas of intrasystemic reforms (“institutional amphibiousness”, as it were, to use X. L. Ding’s concept, as developed by Archie Brown in his writings on Gorbachev and Gorbachevism), it had become clear that communism did not have the resources for readjustment and that the solution lay not within but outside, and even against, the existing order.1 The importance of these revolutions cannot therefore be overestimated: they represent the triumph of civic dignity and political morality over ideological monism, bureaucratic cynicism and police dictatorship.2 Rooted in an individualistic concept of freedom, programmatically skeptical of all ideological blueprints for social engineering, these revolutions were, at least in their first stage, liberal and non-utopian.3 The fact that 1 See Archie Brown, Seven Years that Changed the World: Perestroika in Perspective (Oxford: Oxford University Press, 2007), pp. 157-189. [email protected] Abstract This paper examines recent policies and politics of services, in particular child care services in European welfare states. It is argued that social (care) services are becoming an increasingly political issue in postindustrial societies and are at the very center of welfare-state restructuring. Some countries have recently developed new policy pro grams for child care-but there are important differences among these programs. To understand these differences as well as some common features, the paper argues that it is necessary to examine the institutional organization of child care and short-term political factors as well as the rationales articulated in political debates to support or im pede various policies. The paper concludes that a comprehensive system of child care provisions is still far off in most countries, despite a rhetoric of choice and postindustrial care and labor-market patterns. ·This working paper was written while I was a viseing scholar at the Center for European Studies, Harvard University. Almost all West European welfare states have been confronted by mounting new phenomena since the late 1970s, such as the withering away of the policy-informing idea of "full employ ment for all," growing female labor-market participation, demographic change (aging, fertili ty), increasing social differentiation (living-arrangements, migration), and the growing influ ence of European integration on domestic policy-to mention just some problems. -
