It explores the extent and nature of celebrity philanthropy with reference to a sample of mainland Chinese celebrities in entertainment and sports. It then draws on interviews conducted with employees of large charities to examine the kinds of links that are being forged between China’s not-for-profit sector and commercial organizations managing the work of celebrities. Finally, it analyses the responses to a national survey on celebrity and philanthropy. We conclude that the relationship between China’s government, not-for-profit and celebrity sectors is becoming more professionalized and organized. This development reveals how the roles and capacities of government are being reconfigured and expanded, even as it also enhances the scope for action and the influence of new social actors and organizations to address government-led national development issues. Civil society is a vital component of philanthropy. China has experienced rapid economic growth in the last 30 years but its civil society and thereby its philanthropy is relatively underdeveloped. This thesis examines the reasons for this underdevelopment and concludes that overbearing state restrictions have severely limited the growth of philanthropy. However, innovative individuals and organisations are “embedded” within the system and provide valuable lessons for the rest of the philanthropic sector. Issues such as education, environment, climate change, healthcare, aging populations and sustainable cities demand that we share innovative strategies and build stronger partnerships and broader networks. By working collaboratively, philanthropists in the US and China can maximize their impact on the underlying causes of these and other urgent social problems. China is in the midst of rapid transition, and seeks to greatly enhance social services. This calls for the growth of non-profit organizations. By December 2014, there were 4,137 foundations in China, compared to fewer than 400 just fifteen years ago. This explosive growth underscores the enormous potential of Chinese philan- thropy. However, leaders in China recognize that despite China’s history of charity, the field of modern philanthropy is in an early stage of development. Future success depends on the government establishing supportive regulatory and tax policies, while philanthropists focus on setting clear visions and strategies, cultivating quali- fied staff, and maintaining solid relations with government, business and non-profit partners. Philanthropy in the US is not without its own, often similar, issues. There is a new urgency to the way American foundations and philanthropists are responding to the challenges of global interdependence. Most believe their success depends on their ability to increase collaboration, both domestically and internationally. To better understand each other and to explore opportunities for collaboration, phil- anthropic leaders from the US and China gathered at the East-West Center in Hono- lulu, Hawaii on January 2-5, 2014.
