All rights reserved. 1 ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT Pursuant to Article 1 of the Convention signed in Paris on 14th December 1960, and which came into force on 30th September 1961, the Organisation for Economic Co-operation and Development (OECD) shall promote policies designed: • to achieve the highest sustainable economic growth and employment and a rising standard of living in Member countries, while maintaining financial stability, and thus to contribute to the development of the world economy; • to contribute to sound economic expansion in Member as well as non-member countries in the process of economic development; and • to contribute to the expansion of world trade on a multilateral, non-discriminatory basis in accordance with international obligations. Review of Uarctic's Legal Status
The following text on the purpose and status of the legal review of UArctic was shared with UArctic members for the 2018 Council meeting. Assessment and Review of the University of the Arctic’s Legal Status Task Force At the meeting in Québec City in December 2017, the members of UArctic’s Board of Governors agreed that for the purpose of contractual capacity, fundraising and liability, an evaluation of our legal basis was warranted. Thus, the Board agreed to create a Task Force to coordinate the evaluation. The members of the Task Force are Board members Frederik Paulsen (Task Force Chair), Jouko Niinimäki and Brian Rogers (Board Chair), and UArctic President Lars Kullerud. The Task Force, through its Chair, is to report on their findings in time for the Board meeting in December 2018 in Hanover, USA where the board may decide to recommend some changes to our legal status to the Council of UArctic. Aim & Limitations The aim of this work is to identify solutions that can help UArctic have a stronger position when it comes to contractual capacity, fundraising and liability. Any solutions finally recommended must ensure that UArctic as a membership organization shall remain as we know it today. This includes maintaining our mission, vision and values, types of membership, governance structure, etc. The tradition of keeping the majority of UArctic operations hosted by our members shall also be maintained. We hope to find a solution that enables UArctic to become a trusted, worthy recipient for donations, and that is, or has, a legal entity with the ability to deal with liabilities that do not alter any important aspect of the network. -

Please note that neither the institution nor the examiners are responsible − through the approval of this thesis − for the theories and methods used, or results and conclusions drawn in this work. 2 Abstract This paper seeks to examine the history and usage of charities and foundations in Norway. The number of large foundations has been on the rise, along with the interest in the charitable sector. In its purity a philanthropic venture, the borderline philanthropic motivation behind some charity has been questioned because of the tax savings connected to using the organizational form foundation. Specifically, the case of the Olav Thon Foundation’s massive tax savings compared to the taxation of Olav Thon as a private individual has been used as an example. What is the impact of the increased use of charity through foundations on the Norwegian society? This paper examines the existing legal regulation and tax legislation on foundations and charity, to analyse how the Norwegian tax and legal system is equipped to handle the increased use of charity through foundations. What are the shortcomings and what are the potential sources of misuse? The examination has been done both by establishing a historic and theoretical background and a legal and taxational framework, and through analysing a relevant case in the transfer of the Olav Thon Group and much of Olav Thon’s private fortune to the Olav Thon Foundation. -

LÄSARNAS MARKNAD, MARKNADENS LÄSARNAS Nordicom, Göteborgs universitet, har på Litteraturutredningens uppdrag ut- arbetat en forskningsantologi – Läsarnas marknad, marknadens läsare EN FORSKNINGSANTOLOGI – som i förstone utkom i SOU-serien (SOU 2012:10). Den trycktes i en liten – upplaga och för att tillgodose de förfrågningar som har kommit till Nordicom UTARBETAD FÖR utges antologin på nytt. Några nya artiklar har också tillkommit. LITTERATURUTREDNINGEN T 1 Bokens och litteraturens ställning har varit föremål för flera statliga utredningar genom åren och oomtvistad är den kulturpolitiska betydelse boken tillskrivs ut- ifrån ett demokratiperspektiv. En återkommande fråga är hur boken skall kunna a hävda sig i konkurrens med allt det nya som följer med teknologiutvecklingen ! p – något som i högsta grad anses ha konsekvenser för såväl läsare som marknad. y Antologin innehåller analyser av utvecklingen på detta område utifrån många f t olika frågeställningar i digitaliseringens tidevarv.
