Departementet ønsket å se nærmere på kommunenes forhold til ulike typer av frivillig innsats. Rapporten består av to deler, en litteraturstudie med erfaringer fra Skandinavia om forholdet mellom kommunene og frivillig sektor og en kartlegging basert på et nettbasert spørreskjema sendt ut til ca 2700 respondenter i vel 250 kommuner. Hovedtyngden av arbeidet har vært på kartleggingen av hvordan samhandlingen med frivillig sektor er i norske kommuner. Utredningen er gjennomført av IRIS. Forsker Heidi Stavrum ved Telemarksforsking-Bø har gitt viktige grunnlagsbidrag til litteraturstudien.     The following text on the purpose and status of the legal review of UArctic was shared with UArctic members for the 2018 Council meeting. Assessment and Review of the University of the Arctic’s Legal Status Task Force At the meeting in Québec City in December 2017, the members of UArctic’s Board of Governors agreed that for the purpose of contractual capacity, fundraising and liability, an evaluation of our legal basis was warranted. Thus, the Board agreed to create a Task Force to coordinate the evaluation. The members of the Task Force are Board members Frederik Paulsen (Task Force Chair), Jouko Niinimäki and Brian Rogers (Board Chair), and UArctic President Lars Kullerud. The Task Force, through its Chair, is to report on their findings in time for the Board meeting in December 2018 in Hanover, USA where the board may decide to recommend some changes to our legal status to the Council of UArctic. Aim & Limitations The aim of this work is to identify solutions that can help UArctic have a stronger position when it comes to contractual capacity, fundraising and liability. Any solutions finally recommended must ensure that UArctic as a membership organization shall remain as we know it today. This includes maintaining our mission, vision and values, types of membership, governance structure, etc. The tradition of keeping the majority of UArctic operations hosted by our members shall also be maintained. We hope to find a solution that enables UArctic to become a trusted, worthy recipient for donations, and that is, or has, a legal entity with the ability to deal with liabilities that do not alter any important aspect of the network.

The number of large foundations has been on the rise, along with the interest in the charitable sector. In its purity a philanthropic venture, the borderline philanthropic motivation behind some charity has been questioned because of the tax savings connected to using the organizational form foundation. Specifically, the case of the Olav Thon Foundation’s massive tax savings compared to the taxation of Olav Thon as a private individual has been used as an example. What is the impact of the increased use of charity through foundations on the Norwegian society? This paper examines the existing legal regulation and tax legislation on foundations and charity, to analyse how the Norwegian tax and legal system is equipped to handle the increased use of charity through foundations. What are the shortcomings and what are the potential sources of misuse? The examination has been done both by establishing a historic and theoretical background and a legal and taxational framework, and through analysing a relevant case in the transfer of the Olav Thon Group and much of Olav Thon’s private fortune to the Olav Thon Foundation.

Research on Giving in Norway Karl Henrik Sivesind87 Introduction on Giving Research in Norway Philanthropy has only in recent years become a significant force in society in Norway, and thereby also increasingly a research topic. Still, volunteering and non-market transactions are the primary way for the population to support nonprofit organisations. However, the share of the population that donates money is increasing as a result of an increasingly professional operation by fundraising organisations focusing on recruiting personal sponsors and regular donors. In addition, a number of large foundations have changed the foundational landscape since year 2000. Partly as a result of rich families and persons donating money to grant-making foundations in science, medicine, culture and arts, and partly as a result of conversion of mutual insurance companies and saving banks to limited companies, resulting in foundations representing the former mutual ownership.

And I answered, O Lord GOD, thou knowest.” Apud Ezekiel 37, 3. 2 Abstract This thesis presents an analysis of the Norwegian liturgy of the Divine Office based on the text of the fragmented manuscripts of the breviaries kept in the Riksarkivet from the 12th to the 15th century. The liturgical texts of 51 fragments were analysed and, through the use of the comparative method, parallels were traced with their Continental and Insular counterparts. The targets of this comparison were: to relate the church in Norway to the liturgical production of European Christendom, identifying the roots of the liturgy contained in the fragments studied; and to analyse how the integration between liturgical material developed locally and those from abroad took place. To answer such questions, this study considered the idea of cultural exchanges between multiple centres of liturgical production, whose relationship could be traced in the diverse influences and presences verified in the manuscript material. 3 Resumo A presente dissertação apresenta uma análise da liturgia do Ofício Divino, baseada nos textos dos manuscritos fragmentários de breviários do século XII ao XV, preservados no Arquivo Real da Noruega, em Oslo.
