    International Journal of ChinaBanishment Studies of Anti-Communist Chinese to Formosa 351 Vol. 7, No. 3, December 2016, pp. 351-372 Banishment of Anti-Communist Chinese to Formosa: The British as Effectual Mediators in Malaya Low Choo Chin* Universiti Sains Malaysia Abstract This research examines the Malayan deportation regime by looking at the banishment of two categories of deportees to Formosa, who could not be deported to mainland China due to their anti-communist outlook. It aims to: 1) analyse an alternative solution to sending alien Chinese to Formosa instead of mainland China, 2) the shifting policy of the British in facilitating the banishment of anti-communist alien Chinese to Formosa, and 3) the attitude of the Federation government in threatening (both the British and Formosa) to send the Chinese to China, if the British consul failed to persuade Formosa to accept them. It asks how the relationship between Malaya, the British and Formosa shaped Malayan banishment practices. This article suggests that the practices were hampered by the absence of diplomatic channels between Malaya and Formosa and the reluctance of Malaya to deal on a non-official basis through the Free China Relief Association. This, then presented the British with the dilemma of whether or not they had a special responsibility to resolve the issue on behalf of its former colony. Introduction This article surveys the role of the British, who acted as mediators on behalf of pre and post-independence Malaya. Owing much to the British consular post in Taiwan, Malaya was able to banish anti-communist Chinese to Formosa, with whom they did not have diplomatic relations.

The first section considers early immigration patterns of Chinese people, their immigration to the West Coast of the United States beginning in the mid-nineteenth century, laws passed to exclude Chinese from legally entering the U.S., and the recent liberalization of U.S. immigration quotas for Chinese. Among the topics discussed ,in the second section are the early history of Chinese newspapers in the U.S., the way in which the Chinese press in the U.S. has been linked with events in China, current readership for Chinese newspapers, problems involved in setttpg type for Chinese characters, and the trend toward use of a colloquial newspaper style. The third section describes ten currently published Chinese newspapers .and presents tables of data about them that show the amount of newspaper space devoted to news, nonfiction, fiction and literature, and advertising; the space devoted to specified geographic areas in China and the U.S.; and the space devoted to the inauguration of Chiang Ching-kuo as President of the Republic of China and to Zbigniew Brzezinski's visit to Peking.
