http://assembly.coe.int Doc. 15272 21 April 2021 The functioning of democratic institutions in Turkey Report1 Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) Co-rapporteurs: Mr Thomas HAMMARBERG, Sweden, Socialists, Democrats and Greens Group, and Mr John HOWELL, United Kingdom, European Conservatives Group and Democratic Alliance Summary The Monitoring Committee is deeply concerned about recent developments in Turkey which have further undermined democracy, the rule of law and human rights. Procedures seeking to lift the parliamentary immunity of a third of the parliamentarians (overwhelmingly from opposition parties), the attempt to close the Peoples' Democratic Party (HDP) and the continued crackdown on its members put political pluralism and the functioning of democratic institutions at risk. The presidential decision of 20 March 2021 to withdraw from the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (CETS No.210, the Istanbul Convention) to combat violence against women and domestic violence is a regrettable step backwards, made without any parliamentary debate, which raises the question of the modalities of denunciation of conventions in democratic societies. The committee also urges the immediate release of Selahattin Demirtaş and Osman Kavala following the final judgments of the European Court of Human Rights. In order to reverse these worrying trends, the Turkish authorities should seize the opportunity of implementing the Human Rights Action Plan and revising the legislation on elections and political parties to take meaningful steps, put an end to the judicial harassment of opposition and dissenting voices, improve freedom of expression and media and restore the independence of the judiciary, in co-operation with the Council of Europe 1. -

ISBN 978-91-7264-478-6 ISSN 1104-2508 ABSTRACT Scandinavian countries are usually assumed to be less disposed than other countries to involve associations as welfare producers. They are assumed to be so disinclined due to their strong statutory welfare involvement, which “crowds-out” associational welfare production; their ethnic, cultural and religious homogeneity, which leads to a lack of minority interests in associational welfare production; and to their strong working-class organisations, which are supposed to prefer statutory welfare solutions. These assumptions are questioned here, because they cannot account for salient associational welfare production in the welfare areas of housing and child-care in two Scandinavian countries, Sweden and Norway. In order to approach an explanation for the phenomena of associational welfare production in Sweden and Norway, some refinements of current theories are suggested. First, it is argued that welfare associations usually depend on statutory support in order to produce welfare on a salient level. Second, it is supposed that any form of particularistic interest in welfare production, not only ethnic, cultural or religious minority interests, can lead to associational welfare. With respect to these assumptions, this thesis supposes that political parties are organisations that, on one hand, influence statutory decisions regarding associational welfare production, and, on the other hand, pursue particularistic interests in associational welfare production. -

COUNCIL OF CHAIRPERSONS The Council of Chairpersons meets at least once a year. The members are the Presidents of all the member par- ties, the President of the EL and the Vice-Presidents. www.yeziden-colloquium.de Kurden in Europa: Ethnizität und Diaspora Kapitel 8: Konkurrenzkategorie Religion* Birgit Ammann Die meisten Kurden gehören der sunnitischen Ausprägung des Islam, genauer bezeichnet der schafiitischen Rechtsschule,283 an (Antes 1997: 54; Werle & Kreile 1987: 34, 37), während Türken und Araber meistens der hanafitischen Schule angehören (Ibrahim 1998: 105; Hütteroth 1959: 277). In der iranischen Provinz Kermanshah, im irakischen Khana- qin sowie um die Städte Erbil und Kirkuk gibt es schiitische Kurden (Kreyenbroek 1996: 99). Wie sich im Laufe dieser Arbeit noch zeigen wird, spielt in kurdischen Zusammenhängen die, wenngleich minoritäre, Religionsgemeinschaft der Yeziden eine wichtige Rolle. Bei einem erheblichen Teil der in der Türkei lebenden Kurden handelt es sich um Aleviten, auf die ebenfalls noch detailliert eingegangen wird. Bis in die fünfziger Jahre des zwanzigsten Jahrhunderts lebte unter den Kurden eine Min- derheit von Juden, die sich in ihrem religiösen Leben und ihrer Sprache, dem Aramäi- schen, von ihrer Umgebung unterschieden (Brauer 1993; Ammann. 1991a). Ähnliches gilt für verschiedene christliche Gruppen, die bis heute mit Kurden zusammenleben und sich jeweils als eigene Ethnien betrachten.284 Außerdem gibt es unter den Kurden Anhänger islamischer Orden wie die Naqshabandi und die Qadhi sowie Sekten wie die der Ahl-i Haqq und andere.285 Insgesamt hatten solche Gruppen in den kurdischen Gebieten immer besonderen Einfluß, in der Migration spielen sie, wie auch schiitische Kurden, kaum eine Rolle. Traditionell definieren sich viele Gruppen primär über ihre Religionszugehörigkeit. Reli- giöse Lehren schließen ethnische Definitionen teil- [255] weise sogar völlig aus. June 11, 2012 -- Socialist Worker (USA) -- Greece's Coalition of the Radical Left, SYRIZA, has a chance of winning parliamentary elections in Greece on June 17, which would give it an opportunity to form a government of the left that would reject the drastic austerity measures imposed on Greece as a condition of the European Union's bailout of the country's financial elite. SYRIZA rose from small-party status to a second-place finish in elections on May 6, 2012, finishing ahead of the PASOK party, which has ruled Greece for most of the past four decades, and close behind the main conservative party New Democracy. When none of the three top finishers were able to form a government with a majority in parliament, a date for a new election was set -- and SYRIZA has been neck-and-neck with New Democracy ever since. The analysis is two-fold: first section looks into the background of electoral politics in Turkey and how policy dimensions of parties changed or stabilized over the years, covering the concepts of coalition potential, party adaptability and survival. The second section looks into electoral geography in Turkey, changes in voting patterns, strategic voting and the discrepancies in numbers in 2015. DECEMBER 2019 112 TURKEY’S REPUBLICAN PEOPLE’S PARTY AND THE EU PRECONDITIONS FOR EU-TURKEY RELATIONS IN THE SECULAR-NATIONALIST VISION Toni Alaranta DECEMBER 2019 112 TURKEY’S REPUBLICAN PEOPLE’S PARTY AND THE EU PRECONDITIONS FOR EU-TURKEY RELATIONS IN THE SECULAR-NATIONALIST VISION After 17 years of the Islamic-conservative AKP’s electoral hegemony, the secular-nationalist Republican People’s Party (CHP) achieved significant success in the recent municipal elections, and is now increasingly challenging President Recep Tayyip Erdoğan. The secular-nationalist political discourse has traditionally advanced the idea of making Turkey a modern nation-state closely attached to the West, yet the West is also seen as a potential threat. The CHP identifies itself as a social-democratic party, and is now trying to build a wide pro-democratic platform based on a social market economy and fundamental rights. The party’s strong secularist and Turkish nationalist core has made it difficult for the CHP to gain support among the Kurds and religious conservatives, and this remains challenging. Strong nationalism and suspicion about the West are deeply ingrained in Turkey’s political culture. On the other hand, in order to be inherently coherent, the secular-nationalist vision requires an ideological attachment to the Western world. Stemming from these premises, under the CHP’s government, Turkey’s foreign policy would likely prioritize good relations with the West, and re-invigorate the country’s EU prospect. Turkey’s Election Reinvigorates Debate over Kurdish Demands Crisis Group Europe Briefing N°88 Istanbul/Brussels, 13 June 2018 What’s new? Snap presidential and parliamentary elections in Turkey appear likely to be more closely fought than anticipated. The country’s Kurds could affect the outcome of both contests. Politicians, especially those opposing President Erdoğan and his Justice and Development (AK) Party, have pledged to address some Kurdish demands in a bid to win their support. Why does it matter? Debate on Kurdish issues has been taboo since mid-2015, when a ceasefire collapsed between Turkish security forces and the Kurdistan Work- ers’ Party (PKK), an insurgent group designated by Turkey, the U.S. and the Euro- pean Union as terrorist. That the election campaign has opened space for such debate is a welcome development. What should be done? The candidate that wins the presidency and whichever party or bloc prevails in parliamentary elections should build on the reinvigorated discussion of Kurdish issues during the campaign and seek ways to address some longstanding Kurdish demands – or at least ensure debate on those issues continues. I. Overview On 24 June, some 50 million Turkish citizens will head to early presidential and par- liamentary elections. The contests were originally scheduled for November 2019. But in a surprise move on 18 April, President Recep Tayyip Erdoğan called snap polls, leaving prospective candidates just over two months to mount their campaigns. At the time, early balloting appeared to favour the president and the ruling party: it would catch the opposition off guard and allow incumbents to ride the wave of nationalism that followed Turkey’s offensive against Kurdish militants in Syria’s Afrin province.
