HT tubewell connection on turnkey basis under (OP) Sub-Division, UHBVN, Munak under the jurisdiction XEN S/U Division No. 2 Karnal. in Annexture-I. The bidder shall meet with the following pre-qualification criteria. Financial Criteria: For the purpose of a particular bid, bidder shall fulfill the following minimum criteria:- a. The average annual turnover during the last 3 financial years should be equal to or more than the value of the Bid/ Package. b. The Bidder shall have Liquid assets (LA) and / or evidence of access to or availability of credit facilities extended by any scheduled bank, of NOT less than 25% value of the Bid/ Package, not more than one month prior to the scheduled date of Bid opening. LA will be calculated on the basis of latest audited balance sheets and utilized of LC and CC limits ( Fund base only ) will be considered prior to the schedule date of bid opening. The bidders who will submit their tenders in more than one package/ bid, their financial qualification will be examined considering the summation of the bid/ package values of all the bids in which the bidder has quoted. (II) Technical Criteria: 1. For 11 kV Works:- The bidder should have executed 11 KV works for discom/Power utilities equivalent to the bid/ package value during the last Five financial years The bidders who will submit their tenders in more than one package/ bid, of the NIT their technical qualification will be examined considering the summation of the bid in the NIT in which the bidder has quoted. 2. For 33KV Line:- The bidder should have erected and commissioned more or equal length of 33 kV or above voltage level lines for discom / Power utilities in the scope of particular Bid on turnkey basis during the last Five financial years. The bidders who will submit their tenders in more than one package/ bid, of the NIT their technical qualification will be examined considering the summation of the bid in the NIT in which the bidder has quoted . 3. For 33 KV S/Stn works :- The Bidder should have supplied the material, erected / executed and commissioned minimum 3 no. sub-stations of 33/11 kV class OR above voltage class for any 7 Discom/Power utilities on turnkey basis during the last five financial years. In case the scope of work as prescribed in the NIT is less than three sub-stations. bidders with such equivalent experience would also be considered. The bidders who will submit their tenders in more than one package/ bid, of the NIT their technical qualification will be examined considering the summation of the bid in the NIT in which the bidder has quoted. 4 For 33 KV Augmentation:- The Bidder should have augmented minimum 5 nos. 33 kV or above Sub-station or minimum 2 no. new 33 KV or above KV S/Stns executed and commissioned for discom/Power utilities on turnkey basis during the last five financial years and same should be having certificate of satisfactory completion to be issued by officer of rank not below SE. The bidders who will submit their tenders in more than one package/ bid, of the NIT their technical qualification will be examined considering the summation of the bid in the NIT in which the bidder has quoted. (III) Joint Venture Criteria: - Joint Venture Criteria: Bids may be submitted by the individual firms or joint venture firms maximum upto total two partners. (having one partner as lead partner) a. In joint venture, one of the Partners shall be nominated as lead partner, and this authorization shall be evidenced by submitting a power of attorney signed by legally authorized signatories of all the partners. b. At least two partners OR all the partners collectively should meet 100% of the technical qualification criteria as per Clause 2.1, out of which Lead partner shall meet minimum 75% of the technical criteria as per Clause 2.1 above and other two partners shall meet minimum 20% each, of technical qualification criteria as per Clause 2.1.

The health facilities in rural areas are the worse hit as many community health centres (CHCs) and primary health centres (PHCs) are working without doctors. Due to the shortage, patients are forced to get treatment at private hospitals, putting extra financial burden on them. The district has one civil hospital, two subdivisional hospitals, five CHCs, 14 PHCs, three dispensaries, one polyclinic and one hospital in district jail. Most of the hospitals do not have the specified staff strength. The civil hospital, which sees 1,600 persons visiting its OPDs daily, is facing an acute shortage of medical officers as against the 42 sanctioned posts, it has only 22 doctors. Similarly at the subdivisional hospital in Nilokheri, four of the 11 posts are vacant. The situation is worse in Gharaunda, where five of the six sanctioned posts are vacant. Doctors from other hospitals are working on a rotational basis there, affecting the working of their own government hospitals. Taraori CHC, PHCs in Popra, Uplana, Padhana, Samanabahu, Gularpur, Padha, Gagsina, Gudha, Kunjpura, Ramba, Mirghan, Biana and the postpartum unit at civil hospital are running without medical officers.

In order to synergize the efforts of the Department for a greater impact of its schemes, LED Solar Street Lighting systems and distribution of LED Bulbs shall be implemented in same cluster of villages preferably in Women Headed GPs.
