Led Based Spv Street Lighting Programme for the Year LED BASED SPV STREET LIGHTING PROGRAMME FOR THE YEAR 2020-2021 ******************************************** New and Renewable Energy Department, Haryana is implementing a demand based LED Based SPV Street Lighting Scheme in rural area of the state to reduce the dependence on conventional power for street lighting. In order to synergize the efforts of the Department for a greater impact of its schemes, LED Solar Street Lighting systems and distribution of LED Bulbs shall be implemented in same cluster of villages preferably in Women Headed GPs. During the year 2020-2021, tentatively 3,125 nos. of LED Based SPV Street Light (each system have 75 watt solar panel, 12.8 volt 30 Ah Lithium Ferro Phosphate battery, 12 Watt White LED Luminaire and Pole of 5 Meter above ground level with dusk to dawn operation {first 4 hours full light (min. 24 lux), rest of the time at lower light (50% Min. 12 lux) level} & 3 days or minimum 36 operating hours autonomy) shall be installed with state subsidy @ Rs. 4,000/- per system and balance will be the user share to be borne by the eligible non-commercial institutions/organizations, Zila Parisad, Gram Panchayats, Block Samitis etc. The estimated Cost Breakup for selected cluster is as under:- Name of Broad technical Unit Cost State User system specifications of incl. of all Share per Share the system taxes system per system 12 Watt 75 watt solar Rs. To make the programme more accessible and the system affordable to the Gram Panchayats/ Block Samities/ Zila Parisads/ Institutions/ Organisations, all-out efforts shall be made that funds over and above the subsidies are fetched from the following programme/agencies :- (i) Shyama Prasad Mukherji Rurban Mission ( SPMRM) (ii) Saansad Adarsh Gram Yojna ( SAGY) (iii) Shivalik Development Agency (SDA) (iv) Mewat Development Agency (MDA) (v) Haryana Waqf Board (i) Govt. of India’s Institutes in the State for their own campus lighting (ii) Universities in the State for their own campus lighting (iii) Corporate Social Responsibility (CSR) Funds (iv) Other Board/Corporation/ Agencies for the welfare of Scheduled Caste, Weaker Section/ Backward Classes etc. The Programme shall be implemented by inviting proposals through the respective ADC-cum-CPOs of the districts and after arranging the rate contract for the LED Based Solar Street Lighting Systems through the Supplies & Disposals Department, Haryana, on receipt of user share for the lights, work order shall be placed with the High Powered Purchase Committee’s approved suppliers for supply, installation & commissioning of systems. Proposal for arranging the rate contract is under process. The health facilities in rural areas are the worse hit as many community health centres (CHCs) and primary health centres (PHCs) are working without doctors. Due to the shortage, patients are forced to get treatment at private hospitals, putting extra financial burden on them. The district has one civil hospital, two subdivisional hospitals, five CHCs, 14 PHCs, three dispensaries, one polyclinic and one hospital in district jail. Most of the hospitals do not have the specified staff strength. The civil hospital, which sees 1,600 persons visiting its OPDs daily, is facing an acute shortage of medical officers as against the 42 sanctioned posts, it has only 22 doctors. Similarly at the subdivisional hospital in Nilokheri, four of the 11 posts are vacant. The situation is worse in Gharaunda, where five of the six sanctioned posts are vacant. Doctors from other hospitals are working on a rotational basis there, affecting the working of their own government hospitals. Taraori CHC, PHCs in Popra, Uplana, Padhana, Samanabahu, Gularpur, Padha, Gagsina, Gudha, Kunjpura, Ramba, Mirghan, Biana and the postpartum unit at civil hospital are running without medical officers.

Roles, responsibilities, and challenges of CWC were widened by the Waqf Act (1995), as amended in 2013. However, the limited organizational set-up of CWC is hampering the fulfillment of the objectives enshrined in the Waqf Act. Therefore, the Ministry of Minority Affairs, Govt. of India has entrusted with NILERD, the task of submitting report on Restructuring of CWC. The NILERD research team with inputs from senior officers of MoMA, and rigorous interaction with the officers & staff of CWC have come out with the detailed report on Restructuring of CWC giving their recommendations.
