Introduction ~ 9 This concordat aims to both safeguard the long term use of the Waterfalls area by South Wales Outdoor Activity Providers Group ~ and balance its use with the wider environment, community and ~ health and safety issues currently faced by the land manager. !J ~ 2. Access 2.1. To groups that have signed up to the Concordat via the ~ South Wales Outdoor Activity Providers Group (SWOAPG), 13 Forestry Commission Wales (FCW) will: l~ · Allow access for non-commercial and educational outdoor l~ activities in the Waterfalls area managed by FCW. South Wales Outdoor Activity Providers Group (SWOAPG) l ~ will : l ~ · Ensure that all members abide by the current Gorge Walking r ~ Code of Conduct (appendix 2) version 2 reviewed in 2011. l ~ · Ensure that all staff who work in the gorge have been trained in l ~ its sensitivity and use the gorge walking access map. (SWOAPG ! ~ to define programme) ! ~ · Provide all members with a copy of the Dinas Access Rules and ! ~ update members on any changes. (appendix 5) ! !! · . Ensure that members use the Sychryd and Mellte Gorge in a ! !! sensitive manner and only use designated less sensitive areas, ! !J access and egress points. These may change over time, and are shown in the Access Map and Code of Conduct poster version 2 l!5 reviewed in 2011.(Appendix 2) l~ · Ensure that all the members are registered to receive activity t !5 providers alerts from the Brecon Beacons National Park l~ Authority. Risk assessment to ~ be sent to, Paul Dann, Uandovery Forest District, Forestry s Commission Wales, Uanfair Rd, Uandovery, SA20 OAL. s . Recognise that this land forms part of a working forest. Groups ~ must be aware of all other users and must obey warning signs r§ temporary or permanent. § § 3. Access Code of Conduct ~ South Wales Activity Providers will work together with Forestry ~ Commission Wales to ensure members adhere to the Dinas Access Rules 2012 (appendix 5) !J § Enforcement Policy m Should a Provider break any of the rules and there is no doubt ! ~ about who they are, then: . First Transgression - FCW will write to the Provider with a ! !! Warning and the Provider will be placed under Review for a period ! !! of between three and six months. t ~ . Second Transgression under review - SWOAPG will downgrade the Provider to 'Non-Gorge User' membership status and FCW will ! write to them telling them they are no longer permitted to use the site. ~ There will be an independent route to appeal. ~ ! 4. Review and consult !. Both Forestry Commission Wales and South Wales Activity Providers will: ! ~ . Hold an annual review of the concordat to promote ~- understanding and raise awareness of either organisations' issues.     Community Profile – Pontneddfechan/Pontneathvaughan Version 3 – will be updated and reviewed next on 29.05.20 Pontneddfechan Community Hall Sgwd Gwladus Pontneddfechan, spelled Pontneathvaughan in English ("bridge over the Little Neath" in Welsh) is the southernmost village in Powys and is the only area in Powys that is included in the area of benefit. It is situated in the Vale of Neath and neighbours Glynneath. The village is in Powys and borders on Neath Port Talbot and Rhondda Cynon Taf. The area is known as Waterfall country and attracts tourists from across the world. It is home to spectacular waterfalls - Sgwd Gwladus and Sgwd Eira are some of the most well-known. Dinas Rock, a steeply pitched anticline in the limestone rocks at Craig-y-Dinas is also a favourite spot for rock-climbers. The village has lots of history and heritage, there is an ongoing project on the Gunpowder Works. In 1857, the Vale of Neath Powder Company built a "gunpowder manufactory", having obtained "a licence to erect their mills over a space of two miles including the Upper and Lower Cilliepste Falls". The site was chosen because of its remoteness and because of the availability of both waterpower and of timber for the production of charcoal. The area is ranked in the bottom 50% in the Welsh Index of Multiple Deprivation, however 22% of children are living in poverty and 31% have a long-term limiting illness. There are limited transport links and very few community facilities and activities taking place in the village, however it is in close proximity of Glynneath.

The importance of this area is acknowledged by the numerous designated sites it supports. It has two Sites of Special Scientific Interest (SSSI), one Special Area of Conservation (SAC), numerous Geological Conservation Review (GCR) sites, Scheduled Ancient Monuments (SAMs), listed buildings, and it falls within the Fforest Fawr Geopark. These combined designations not only reflect the international importance of this area but also afford large parts of this area protection through national and international law. The Countryside Council for Wales (CCW) have highlighted the fact that many parts of the SAC and SSSI‟s are in unfavourable condition, placing a requirement on the Forestry Commission and the National Park as major landowners to demonstrate that we are taking steps to prevent further deterioration of the site as well as bringing the site back into a favourable condition. Along with the above requirements this management plan aims to highlight the additional threats and issues faced by the area and the people that live within it, along with the urgent need to prevent further deterioration of this internationally significant site.

The area has a wonderful selection of walking options from level walks on high ridges to more challenging walks ascending the ‘Fans’ (peaks). There are gushing waterfalls (one of which you can walk behind!), impressive caves and even fossilised seabed, high in the hills. Walks take place in and around the park, ranging from easy strolls alongside rivers and past cascading waterfalls to more serious treks including to the top of Pen-y-Fan, South Wales’ highest peak. The Brecon Canal is a reminder of the area’s industrial heritage while ruined castles tell of bygone struggles for power. The wind way was probably a tramroad system by which waggons were let down under gravity and wound back up using a mechanical winding means such as a horse gin. Sir Humphrey Mackworth canalised the tidal Melyncryddan Pill, which ran from the River Neath towards his copper works at Melyncryddan. The tidal cut was approximately 300 yards long, 18 to 20 feet wide and capable of taking ships of up to 30 tons.

    Walking Itineraries 4 The Gunpowder Works Pontneddfechan Information Where is it? Pontneddfechan is located at the north-eastern end of the Vale of Neath. At Glynneath follow the signs on the B4242 for Pontneddfechan. Once in the village, the road forks next to the Craig-y-Dinas pub. Take the road directly in front of you and not the road heading up the hill. The starting point for the walk is the car park at Dinas Rock, about half a mile from this pub SA11 5ND. Distance 2.5km (1.5 miles) Time Allow about 1 hour Terrain The route is level with a mixture of stone-dust surfaces, cobbled tram road and grassy paths. This trail is suitable for wheelchairs and disability scooters. Please note that after heavy rain some sections of the path can become muddy. Grade Easy. The steep sided, wooded valley of the Afon Mellte, famous for its beautiful waterfalls, contains the remains of what was once a thriving industry. It opened in 1857 and operated until 1931 and was the biggest, and one of the most important in Wales.
