Henderson). WELCOME 1. The Chairman welcomed everyone to the meeting and drew their attention to the displays which featured the Winners of the Scottish Borders Design Awards 2013. The Chairman explained that the award scheme was first established in 1984 and ran every two years. The Scheme was organised by the Built and Natural Heritage team from Planning and Regulatory Services and sought to recognise and publicise examples of good building design, educate and inspire all those involved in new developments and raise the overall standards of building design. A total of 30 entries were received across the various categories of building type and judged by an independent judging panel chaired by Ian Lindley with David Suttie representing the Royal Town Planning Institute Scotland (RTPI) and John Lane representing the Royal Incorporation of Architects in Scotland (RIAS). The Chairman congratulated Mark Douglas and Andy Millar for their work in promoting and running the awards. DECISION NOTED. ORDER OF BUSINESS 2. The Chairman varied the order of business as shown on the agenda and the Minute reflects the order in which the items were considered at the meeting.

RECORDS OF THE REGALITY COURT OF MELROSE INTRODUCTION The Records of the Regality Court of Melrose dealt with in these volumes bring before us the operation of the system of heritable jurisdiction in Scotland at a time when its powers were waning. Little or no trace has come down to us of the earlier proceedings of the Court in which the Abbot, doubtless invested with larger powers, dealt with the temporal affairs of the Monastery, but the system of government which is illustrated in these pages is one which ran its course through many centuries, and its traces are not yet obliterated in Scotland. It is therefore appropriate that we should give a brief intro- ductory survey of its origin and its gradual development down to its practical extinction in 1747. Towards the end of the third century of our era we note the earliest movement into the Roman Empire of these bands of invaders of northern or eastern origin, whose incursions grew in frequency and magnitude as the foundations of the older civilisation decayed, until they not only overwhelmed Italy, but, gradually moving across central Europe, obtained a hold on Britain.

The Act stipulates a UK electoral quota of 74,769.2 electors and use of the parliamentary electorate figures from the December 2015 Electoral Register. The 5% electorate limits in the Act correspond to an electorate of no less than 71,031 and no more than 78,507. 4. The Act requires the Commission to recommend the name, extent and designation of constituencies in Scotland, of which there are to be 53 in total. 2 Scottish constituencies are prescribed in the Act: Orkney and Shetland Islands constituency and Western isles constituency. 5. The Act provides some discretion in the extent of the Commission’s regard to the size, shape and accessibility of constituencies, existing constituencies and the breaking of local ties. As this review is considered to be the first following enactment of the legislation (the 6th Review was ended before completion in 2013 following enactment of the Electoral Registration and Administration Act 2013) the Commission need not have regard to the inconveniences attendant on changes to constituencies.

A collection consisting of sketches and drawings by Lieut.-General G.H. Hutton, supplemented by a large number of finished drawings (some in colour), a few maps, and some architectural plans and elevations, professionally drawn for him by others, or done as favours by some of his correspondents, together with a number of separately acquired prints, and engraved views cut out from contemporary printed books. The collection, which was previously bound in two large volumes, was subsequently dismounted and the items individually attached to sheets of thick cartridge paper. They are arranged by county in alphabetical order (of the old manner), followed by Orkney and Shetland, and more or less alphabetically within each county. Most of the items depict, whether in whole or in part, medieval churches and other ecclesiastical buildings, but a minority depict castles or other secular dwellings. Most are dated between 1781 and 1792 and between 1811 and 1820, with a few of earlier or later date which Hutton acquired from other sources, and a somewhat larger minority dated 1796, 1801-2, 1805 and 1807.     SETTLEMENT PROFILE JEDBURGH HOUSING MARKET AREA LOCALITY POPULATION Central Cheviot 4,030 PLACEMAKING CONSIDERATIONS The historic settlement of Jedburgh was built either side of the Jed Water which runs on a north-south axis, and is framed by Lanton Hill (280 metres) and Black Law (338 metres) to the west and south west and by lower more undulating hills to the east. The Conservation Area of Jedburgh includes much of the historic core of the town including the Abbey and the Castle Gaol. Similar to Edinburgh Old Town in its layout, Jedburgh has a long street that rises terminating with the castle at the highest point. The High Street is characterised by a mix of commercial, residential and social facilities, the central area is focused around where the Mercat Cross once sat with roads leading off in various directions. Properties within the Conservation Area are built in rows with some detached properties particularly along Friarsgate. Ranging from two to three and a half storeys in height, properties vary in styles. Although the elements highlighted above are important and contribute greatly to the character of Jedburgh they do not do so in isolation. Building materials and architectural details are also just as important. Sandstone, some whinstone, harling, and slate all help to form the character. Architectural details such as sash and case windows (though there are some unfortunate uPVC replacements), rybats, margins, detailed door heads above some entrances and in some instances pilasters all add to the sense of place. Any new development must therefore aim to contribute to the existing character of the Conservation Area.

The sides and base are decorated with engine turning and the centre of the base is engraved with J. Pitcher, the gift of Mr Holman, on a rectangular disc cartouche. The interior is finely gilded and displays crisp marks and the cover shows a finely detailed view of Dryburgh Abbey in high relief. The cover also displays the title of the scene in the bottom left hand corner, which is rarely seen on snuff boxes with views on the cover. Dryburgh is a ruined abbey beside the river Tweed between Melrose and Kelso. It is smaller than the nearby abbeys at Jedburgh, Kelso and Melrose. The abbey was established by the Premonstratensian Order in 1150. Sir Walter Scott, the novelist,was buried here on 26th September, 1832, beside some of his ancestors and his wife, who had pre-deceased him in 1826. The quality of this box is outstanding and it is most unusual and very rare to see this view on a Snuff Box. Length: 2.75 inches, 6.88cm Width: 1.75 inches, 4.38cm. Depth: 0.9 inches, 2.25 cm.

A summary of the discussion on Community Transport: Solutions and Actions was attached as an appendix to the Minute. 3.0 TRANSPORT UPDATE 3.1 Following the presentation given at the meeting on 25 September 2029, Timothy Stephenson, Transport Manager was in attendance to give a verbal update on Transport Planning. It was explained that the Council had a statutory obligation to transport Pupils and not to provide Local Bus Services. Subsidies on local bus services (LBS) cost £1.5m per annum and moved 1m travellers and as with other Local Authorities budgets of the LBS were always being reviewed. Savings made in 2018 totalled £200k and were based on data collected on-bus and passenger trends, providing alternatives and some innovative thinking. Savings in 2019 of £85k were already secured without further cuts to bus services and £165k of budget savings were needed in 2020.
