Failsworth and Hollinwood District Partnership Regeneration Activity

1 Purpose 1.1 To provide members of the District Partnership with brief details of the current range of regeneration activity taking place across the 3 constituent wards.

2 Regeneration Activity

District Wide

2.1 Metrolink – Stop / Hollinwood Stop Metrolink through Failsworth and Hollinwood due to open Spring 2012 (Manchester to Mumps). Proposals for improving the immediate environs and signposting to and from the main destinations have been developed and funding is being sought.

Failsworth East 2.2 Hollinwood Junction Langtree appointed as our development partner. They have appointed planning consultants, commercial agents, branding and marketing team with a view to launching the opportunity in Spring 2012 Langtree are also working in partnership with Frank Rothwell (Manchester Cabins) and the proposals being brought forward to develop Hollinwood Business Park. An outline planning application has been submitted to develop Hollinwood Business Park. Proposals include for land exchange with Council and Transport for to enable development of larger Park and Ride facility for Hollinwood Metrolink Stop. Negotiations completed with the Electric Car Company to develop a showroom and rapid charge facility at the former Roxy Cinema site . A planning application has been received. A submission in support of the project has been made to the GM Investment Fund. 2.3 Kaskenmoor School Former Kaskenmoor School site becomes vacant in September 2012 and work has commenced on the preparation of Planning and Development Brief for the site. 2.4 Hollinwood Canal Society seeking to undertake some limited repairs to the bridge abutments at bridge no 154 at Pinch Farm. 2.5 Warwick Road The open space at Warwick Road has been nominated as one of two important green

sites in the borough to become ‘Queen Elizabeth II Fields’. This is a landmark scheme which aims to protect important green spaces in communities as a permanent legacy of the Queen’s Diamond Jubilee next year. 2.6 Failsworth Cemetery Scheme for improvement of cemetery approved and waiting confirmation of funding 2.7 Daisy Nook Country Park Forestry Commission and S106 funded improvements to picnic area and footpaths in progress.

Failsworth West 2.8 Lancaster Club, Broadway Leisure led mixed use regeneration scheme to be brought forward for site. Consultancy team appointed to develop initial proposals and anticipate submission for outline planning permission in April 2012. 2.9 Failsworth District Centre Environmental improvement scheme to be undertaken to complement works to Failsworth Town Hall, and the new developments, Quayside and Aldi supermarket. New KFC restaurant under construction and anticipated completion date March 2012. Improvements and further development on the Tesco Car Park being explored including realignment of the access road. Improvements to landscaping and signage around the District Centre being developed and costed. S106 funded improvements to the Bus Stops on Oldham Road recently completed. 2.10 Indo Africa Mill, Failsworth Planning permission granted for redevelopment of site for residential use. 2.11 Rochdale Canal. Access and towpath improvement scheme between Failsworth District Centre and the Manchester border completed in the summer. The next stage of improvements from Failsworth and Hollinwood Business Park is programmed for early in the new year on the back of successfully securing a further £80k funding package. 2.12 Former Phoenix Mill Site. Planning permission has been granted on appeal by the Secretary of State. for use of the site for a mixed use residential and office development.

Regenda leading the preparation of a Neighbourhood Plan for the estate. 2.14 Oasis Academy New Academy under construction, to be opened Sept 2012 2.15 Cardigan Road / Incline Green S106 scheme being developed to refurbish and upgrade the existing open space at Cardigan Road. Scheme about to commence to upgrade and improve the play offer at the existing open space at Incline Green. 2.16 Merton Avenue Working in partnership through the One Future Group and with Hulme Grammar School to bring forward proposals to improve the existing recreational facilities and create an Olympic Legacy for the Borough. 2.17 The Pavilion, Green Lane, Garden Suburbs Garden Suburbs Association seeking to upgrade the heating to the Pavilion. Association have been put in touch with Oldham College to explore the option of the scheme being a training project for college students. 2.18 Park. Big Lottery Funded scheme to develop the Play Area at Limeside Park

3 Land Disposal Programme 3.1 The following Council owned sites within the District Partnership area are currently being actively marketed: Former Limeside Library, Elm Road closing date 20 January 2012 Partington Street, Failsworth

4 Community Asset Transfers 4.1 The approach from Limeside Methodist Church regarding possible asset transfer of the former Limeside Library as a food bank has been discussed with the Church who have withdrawn their interest in the building, it being unsuitable for the proposed use. The Council continues to wok with the Church to identify other alternatives.
