    Rs2903 Crore Sanctioned for Development of Tourism Infra in Three Years ---------------------------------------------------------------------- Rs53.86 Crore for Tourism Infrastructure Development Projects in Jharkhand, One Tourism Circuit Identified in the State MoS Tourism Replies RS MP Parimal Nathwani ---------------------------------------------------------------------------------------------------- Ranchi, December 11, 2014: The central government has released Rs2903.19 crore in last three years since 2012-13 for development of tourism infrastructure in the country. Of this Rs53.86 crore were sanctioned for two projects in Jharkhand. Dr. Mahesh Sharma, minister of state for Tourism (Independent Charge) stated in Rajya Sabha on December 10, 2014 in reply to the question raised by member of Rajya Sabha Mr. Parimal Nathwani. Mr. Parimal Nathwani wanted to know about number of tourism infrastructure projects approved and financed in last two years and current year, special schemes for investment in tourism infrastructure development and amount earmarked for development of tourist spot. The minister also informed the central government has identified 50 circuits/destinations for development of tourism and has forwarded the same to the respective States/UTs for their comment. The minister in his reply informed that of total 50 tourist circuits/destinations one is in Jharkhand and two are in Gujarat. One circuit is in Jharkhand include Deoghar (Basukinath, Baidyanath Dham, Naulakha Temple, Trikut, Tapova) – Giridih (Harihar Dham, Khandoli, Usri Falls) – Khandoli (Parsvnath Temple/Madhuban) – Ursi – Parsvnath – Topchanchi (Topchanchi Wildlife Sanctuary and Reservoir) and Dhanbad (Maithon), while two tourism circuits identified in Gujarat include (1) Dwarka-Bet Dwarka – Gopi Talav and Nageshwar and (2) Gir (Gir National Park and Wildlife Sanctuary) – Somnath (Somnath Beach, Somnath Temple, Triveni Tirth) - Ahmedpur Mandvi (Ahmedpur Mandvi Beach) and Junagadh (Uparkot and other sites).

THE MINISTER OF EXTERNAL AFFAIRS AND MINISTER OF OVERSEAS INDIAN AFFAIRS (SHRIMATI SUSHMA SWARAJ): On the issue which was raised yesterday in the House, I, with utmost responsibility and categorically and equivocally would like to inform this House that the Government of India has no connection to the visit by Shri Ved Prakash Vaidik to Pakistan or his meeting with Hafiz Saeed there. Neither before leaving for Pakistan nor at his arrival there, he informed the Government that he was to meet Hafiz Saeed there. This was his purely private visit and meeting. It has been alleged here that he was somebody‟s emissary, somebody‟s disciple or the Government of India had facilitated the meeting. This is totally untrue as well as unfortunate. I would like to reiterate that the Government of India has no relation to it whatsoever. *MATTERS UNDER RULE 377 (i) SHRI BHARAT SINGH laid a statement regarding need to start work on multipurpose project for development of various facilities in Ballia Parliamentary constituency, Uttar Pradesh. (ii) SHRI BHANU PRATAP SINGH VERMA laid a statement regarding need to extend Shram Shakti Express running between New Delhi to Kanpur upto Jhansi.     1 AS INTRODUCED IN LOK SABHA Bill No. 76 of 2010 THE CONSTITUTION (AMENDMENT) BILL, 2010 By SHRI SATPAL MAHARAJ, M.P. A BILL further to amend the Constitution of India. BE it enacted by Parliament in the Sixty-first Year of the Republic of India as follows:— 1. This Act may be called the Constitution (Amendment) Act, 2010. Short title. 2. In the Eighth Schedule to the Constitution,— Amendment of the Eighth (i) entries 5 to 9 shall be renumbered as entries 6 to 10, respectively, and before Schedule. 5 entry 6 as so renumbered, the following entry shall be inserted, namely:— “5. Garhwali.”; (ii) after entry 10 as so renumbered, the following entry shall be inserted, namely:— “11. Kumaoni.”; and 10 (iii) existing entries 10 to 22 shall be renumbered as entries 12 to 24, respectively. STATEMENT OF OBJECTS AND REASONS The Eighth Schedule to the Constitution recognizes twenty-two languages as national languages of India being spoken and written by the citizens. It is believed that education, culture and intellectual pursuits get created and develop around these languages. But it is unfortunate that languages like Garhwali and Kumaoni spoken and written by millions of people having distinct culture have not yet been included in the Eighth Schedule. The Garhwali language is being spoken since ancient times in the Kedarkhand region of Central Himalaya. However, when exactly the people started using this language in writings can be correctly answered by linguistics only. Prior to 13th century, when the Hindi language was not in existence, the official work of the State of Garhwal, spreading from Saharanpur to Himachal, was being done in Garhwali language.

    PUBLISHER’S NOTE Most historians, British as well as Indian, have described and dismissed the rising of 1857 as a ‘Sepoy Munity’ or at best ‘The Indian Mutiny’. Indian revolution is on the other hand, and national minded leaders thinkers have regarded it as a planned and organised olitical and military rising aimed at destroying the British power in India. Mr. Sawarkar’s is an attempt to look at the incidents of 1857 from the Indian point of view. A leading revolutionary himself, was attracted and inspired by the burning zeal, the heroism, bravery, suffering and tragic fate of the leaders of 1857, and he decided to re-interpret the story and to relate it in full with the help of all the material available to him at the time. He spent days and months at the India Office Library studying the period. Finally, his work was published in 1909, under the title “The Indian War of Independence –1857”. The full story of its publication and eventual fate is related, at length, elsewhere in this volume. We shall only mention here that its entry into India was banned by the Government even before it was published. This ban was finally lifted by the Congress Government of Bombay in May 1946, and this is the first authorised edition of the book to be published in India. As the publishers of this edition we take here the opportunity of recording our sense of gratitute to Mr.G.M.Joshi, editor of the Marathi weekly journal Agrani, for making this work available to us, and for his continued interest in it while it was going through the press.

Members, said: It is not that the farmers have been pushed to the pitiable condition over the past four to five years alone. The miserable condition of the farmers is largely attributed to those who have been in power for long. I, however, want to place on record that our Government has been making every effort to double the farmers' income. We have enhanced the Minimum Support Price and did take a decision to provide an amount of Rs.6000/- to each and every farmer under Kisan Maan Dhan Yojana irrespective of the parcel of land under his possession and have brought it into force. Taylor Selection by Mubarak Ali Pre-1857 It is inappropriate, and would be historically inaccurate, to dismiss the Mutiny in 1857 of the Bengal Army of the Honorable East India Company as an isolated phenomenon, or, for that matter, to attempt to categorise it as of purely military significance. JANUARY-MARCH 1857 January At the beginning of this year the East India Company had a composite force of European and Indian troops to guard its interests in India, by a coincidence the European troops were abnormally below establishment. This month saw the beginning of the phenomenon known as the ‘passing of the chapaties.’ These small unleavened cakes circulated through certain districts of the North West Provinces, no attempt was made to hide the matter, indeed many were brought to British officers and an explanation sought as to their meaning. The latter is still not clear, but it may be that it was a signal sent by those intending revolt; the pattern was fairly similar the chowkidar (village watchman) would receive two (or one) chapaties. With instruction to make ten (or six) more and distribute them two by two or one by one to neighboring villages. Rather like a chain letter the ‘news’ (though no one knew what it was) spread like wildfire. Some villagers in fact thought it was Government that was circulating the chapaties. P.J.O.

THE MINISTER OF EXTERNAL AFFAIRS AND MINISTER OF OVERSEAS INDIAN AFFAIRS (SHRIMATI SUSHMA SWARAJ): On the issue which was raised yesterday in the House, I, with utmost responsibility and categorically and equivocally would like to inform this House that the Government of India has no connection to the visit by Shri Ved Prakash Vaidik to Pakistan or his meeting with Hafiz Saeed there. Neither before leaving for Pakistan nor at his arrival there, he informed the Government that he was to meet Hafiz Saeed there. This was his purely private visit and meeting. It has been alleged here that he was somebody‟s emissary, somebody‟s disciple or the Government of India had facilitated the meeting. This is totally untrue as well as unfortunate.
