Stuart Harris has moved on to a new position within Ford of Europe and, as I move into his role, I hope to continue with his goal of driving up training standards. Also joining the team is new Academy Principle, Kevin Perks, who brings with him a lifetime of automotive industry experience. Dan Savoury, the new Vice Principal, joined the Academy earlier this year and also has a wealth of industry and training experience that will help us continue to improve our training which, in turn, benefits your business. I hope to use the experience gained in my previous sales and marketing roles within Ford to help our training continue to grow in scope and quality. It is a really exciting time to be a part of the Ford family; with new vehicles joining the range and new technology transforming the industry more widely. Good training is vital to our success and we continue to strive to achieve the highest standards and keep you up to date with this rapidly changing industry, from the technical training for the All-new Ford Mustang detailed on page 4, to ensuring our Commercial Vehicle Sales staff can give their customers the best advice with courses such as Commercial Vehicle Type Approval and Legislation on page 30. The success of our training programmes is demonstrated in this issue, with Chelsea Riddle from TrustFord in Bradford a great example of what the Ford Masters Apprenticeship scheme offers to young people, or the success that Mike Gates from Dinnages Ford in Burgess Hill has achieved with a university scholarship through the Henry Ford Academy. -

Part III - Administrative, Procedural, and Miscellaneous Phase-out of Credit for New Qualified Hybrid Motor Vehicles and New Advanced Lean Burn Technology Motor Vehicles Notice 2009-37 SECTION 1. PURPOSE This notice announces the credit phase-out schedule for advanced lean burn technology motor vehicles and hybrid passenger automobiles and light trucks manufactured by Ford Motor Company. SECTION 2. BACKGROUND Section 30B(a)(2) of the Internal Revenue Code provides for a credit determined under § 30B(c) for certain new advanced lean burn technology motor vehicles. Section 30B(a)(3) provides for a credit determined under § 30B(d) for certain new qualified hybrid motor vehicles. Both the new advanced lean burn technology motor vehicle credit and the new qualified hybrid motor vehicle credit begin to phase out for a manufacturer’s passenger automobiles and light trucks in the second calendar quarter after the calendar quarter in which at least 60,000 of the manufacturer’s passenger automobiles and light trucks that qualify for either credit have been sold for use or lease in the United States (determined on a cumulative basis for sales after December 31, 2005). Taxpayers purchasing the manufacturer’s vehicles during the first two calendar - 2 - quarters of the phase-out period may claim only 50 percent of the otherwise allowable credit. Taxpayers purchasing the manufacturer’s vehicles during the third and fourth calendar quarters of the phase-out period may claim only 25 percent of the otherwise allowable credit. No credit is available for vehicles purchased after the last day of the fourth calendar quarter of the phase-out period. -

Affected vehicles that are exposed to frequent full rear-suspension articulation (jounce and rebound) may experience a fractured rear suspension toe link. A rear toe link fracture while driving increases the risk of a crash. Ford is not aware of any reports of accident or injury related to this condition for the specified vehicles. This action affects 211,207 vehicles in the U.S. and federal territories, 15,281 in Canada and 1,396 in Mexico. Affected vehicles include: • 2013-18 Ford Flex and Lincoln MKT vehicles built at Oakville Assembly Plant, Sept. 12, 2011, to June 1, 2017 • 2013-18 Ford Taurus Police Interceptor Sedan and Ford Taurus SHO Performance Pack equipped vehicles built at Chicago Assembly Plant, Aug. 25, 2011, to June 1, 2017 Dealers will replace the left- and right-hand rear suspension toe links with new forged toe links. Details are as follows: Safety recall for select 2014-15 Ford Fiesta, 2014-16 Ford Fusion and 2014-16 Lincoln MKZ vehicles Ford Motor Company is issuing a safety recall for select 2014-15 Ford Fiesta, 2014-16 Ford Fusion and 2014-16 Lincoln MKZ vehicles. In affected vehicles, the latch pawl spring-tab design is susceptible to cracking and failure in areas with high ambient temperatures. A door latch with a fractured pawl spring tab typically results in a “door will not close” condition. If the customer is able to latch the door after repeated attempts, there is a potential the door may unlatch while driving, increasing the risk of injury. Ford is not aware of any reports of accident or injury related to this condition. This action affects 248,912 vehicles in the United States and federal territories, 19,431 in Mexico and four in Canada. STRATEGIC PLAN ALIGNMENT The goals for 2011-2018 identified Exceptional Municipal Services. FISCAL IMPACT The adopted FY13 budget includes $285,000 in the Equipment Replacement Fund for the purchase of these nine replacement vehicles. This recommended purchase is $260,000.21. RECOMMENDATION Staff recommends approval on the March 12, 2013 Consent Agenda. BACKGROUND The 2013 vehicle replacement schedule provides for the replacement of 13 vehicles. The table below shows the nine vehicles recommended for purchase at this time. All Village vehicles and equipment are targeted for replacement according to useful lifecycle replacement criteria. These criteria include age, usage, condition, repair costs, fuel efficiency and environmental impact.
