Petitions: The Committee will consider the following petitions— PE1192, a petition by Donald Ewen Darroch calling on the Scottish Parliament to urge the Scottish Government to state how it is supporting and promoting independent vehicular ferry routes between the islands and the mainland and how the planning system is playing a constructive role in supporting the economic and social future of such routes; and PE1394, a petition by Huw Francis on behalf of Stòras Uibhist calling on the Scottish Parliament to urge the Scottish Government to reintroduce a direct ferry service between Lochboisdale and Mallaig. 4. S4M-02011 Dennis Robertson: Eating Disorders, Raising the Awareness—That the Parliament notes that from 20 to 26 February 2012 Beat, considered the UK’s leading charity supporting people affected by eating disorders, is holding Eating Disorders Awareness Week and acknowledges the work that the Scottish Government has done in the provision of the Eden Unit at Cornhill Hospital in Grampian, which provides inpatient treatment for people with severe eating disorders, improving access to high-quality care for the people in the north of Scotland living with an eating disorder, and the newly opened West Lothian Eating Disorders Unit at St John’s Hospital, which will allow for care across south east Scotland regions.

Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.

Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols:

*S4M-02087 : Withdrawal of Road Equivalent Tariff from Commercial Vehicles—That the Parliament notes that the road equivalent tariff (RET) scheme has brought significant benefit to the Outer Hebrides, Coll and Tiree; is of the view that the current proposals to withdraw RET from larger commercial vehicles will be detrimental to the social and economic wellbeing of these islands and communities, and calls on the Scottish Government to enforce a moratorium on the fare increases until a full and proper socioeconomic study has been carried out to assess the impact that increased transportation costs will have on households, local employers and island hauliers.

*S4M-02086 Richard Baker: Concerns about Rail Proposals—That the Parliament recognises the concerns expressed in Glasgow that the Rail 2014 - Public Consultation calls into question the future of 11 railway stations in and around the city; calls on the Scottish Government to reject any proposals for the closure of these stations; also recognises that this is only one aspect of the Rail 2014 - Public Consultation, which has already given rise to questions regarding the quality of the provision of rail services across Scotland in the future, and believes that further debate and dialogue will be required beyond the conclusion of the consultation process, both in the Parliament and with all those for whom the future of rail services is of vital importance.

*S4M-02084 John Swinney: Economy and Recovery—That the Parliament calls on the UK Government to acknowledge that its pursuit of austerity in the absence of a credible plan for economic growth is threatening the UK recovery; supports the Scottish Government’s distinctive approach, as set out in the Government Economic Strategy and its budget, to accelerating recovery, supporting long-term sustainable economic growth and boosting employment; further calls on the UK Government to do more to support growth, particularly through expanding capital investment, and welcomes the actions taken by the Scottish Government to ensure that Scotland grasps the opportunities in international growth markets by growing its international presence, boosting exports and attracting international investment.

*S4M-02082 Roderick Campbell: St Andrews Kate Kennedy Fellowship Seeks to End Gender Discrimination—That the Parliament welcomes the establishment of the Kate Kennedy Fellowship at the University of St Andrews; understands that the fellowship is a new group that has been established by students Pat Mathewson and Sunny Moodie, who were former members of the university’s Kate Kennedy Club, which is open to males only; understands that the two students were ejected from the club after their motion to extend membership rights to women was rejected; notes that the fellowship’s mission is to carry on the original club’s traditions of charitable work and supporting town-gown relations in St Andrews, but without excluding female students from its activities; considers this to be an open-minded approach to charitable work that is in keeping with ordinary society; welcomes what it considers a

move that will lead to the end of gender discrimination in one of the oldest and most valued traditions at the university, and understands that although the Kate Kennedy Club will continue to exist as a male-only organisation, it will now operate along with the new Kate Kennedy Fellowship, to which every student at St Andrews will be allowed to be admitted with immediate effect.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.
